Abstract

The Hungarian elections of 1990 created a new parliament headed by the Hungarian Democratic Forum which garnered a plurality of 24.7% of the votes and secured 43% of the seats. The new parliament passed numerous laws which were ineffective due mainly to the inexperience of the lawmakers, inadequate bureaucratic preparations and lack of consultation with the public sector. The non-participation of 2,730,991 out of 7,824,110 voters during the elections showed weak public support for the new parliament. This deteriorating confidence will continue until its relationship with the public and the parties is improved.
