9. Measuring the Aggregated Public Value of Extension

Abstract

Extension program participants tell story after story of the impact of Cooperative Extension on their lives, their families, and their businesses. Despite huge amounts of qualitative data, very little quantitative data exist showing the aggregated public value of Extension programs--especially across program areas. The lack of data leaves Extension administrators high and dry when they are asked to show public value, a circumstance sometimes resulting in reductions in human and financial resources. A simple, yet powerful Extension public value instrument was developed and used in Georgia along with analysis methods designed to showcase the short-, medium-, and long-term impacts of Extension programs.

Abstract

In this position paper, we use the example of The University of Texas at Austin's Planet Texas 2050 (PT2050) to argue that the Grand Challenge (GC) framework for ambitious research initiatives must create meeting grounds for transdisciplinary integration of science, technology, engineering, mathematics (STEM), arts, and humanities, along with community perspectives. We trace the historical trajectory of GCs, and reframe GC initiatives within the literature of inter- and transdisciplinarity. We present PT2050 as a case study of the infrastructural supports and imaginative process for creating level meeting grounds for transdisciplinarity. We demonstrate the benefits of these meeting grounds through projects, products, and funding generated. We contend that engaging arts, humanities, and community in co-design from the beginning is critical because complex, urgent challenges such as the climate crisis are embedded in human societies and demand solutions based in understanding of social, cultural, and historical contexts as well as STEM applications. Abstract

This article focuses on the immediate impacts of coronavirus disease 2019 (COVID-19) on retail prices of dairy products in the United States Using weekly data from the US Department of Agriculture, Agricultural Marketing Service, we analyze a change in dairy prices coinciding with COVID-19 restrictions Using a regression discontinuity design, we find that prices of all dairy products decreased by 8% at the time that stay at home orders and changes in retail activities took place When focusing on specific dairy categories, we find a varying degree of price declines, but also many prices that did not change We also analyze store promotional advertisements for dairy products and find the expected decline in the number of store ads This study has implications for policymakers concerned about the impact of COVID-19 on retail food prices in the United States [EconLit citations: Q11;Q18] © 2020 Wiley Periodicals LLC

Abstract

Many states devote to state-based marketing programs with goals of increasing demand for local products. Utilizing data from a survey of northeastern U.S. producers, we evaluate producer and farm characteristics that affect awareness and participation in state-based marketing programs. Increased sales were the main reason for program participation by producers. Main nonuser barriers to Buy Local participation is small production and believing there is no benefit in the program for both Buy Local and Farmers’ Market participation. Furthermore, agricultural activities as well as farm characteristics are significant determinants of marketing program participation. Notably, business type and type of operation were consistently significant indicators of awareness and participation across marketing program. States that are wanting to increase local food consumption need to increase awareness of these programs, clarify the benefit to the farmers, and be more targeted to the farmers that the program may benefit.
