In this symposium, attention is primarily focused on ethics education in public administration programs in colleges and universities. We argue that teaching ethics should be not only limited to specific ethics courses in higher education nor just embedded as an element in various core courses in public administration programs, but also anchored in a thoughtful K-12 curriculum that relates ethics to issues of civility, civics, social justice, and understanding the position and role of government in democratic political systems. Most recently, the Educating for American Democracy (2021) has developed such a K-12 program. While this article will focus on the American context, the ideas presented about a continuous ethics education from elementary school up to college are relevant and important to all democracies.

Objective research has become an institution, one born out of the Enlightenment, and one that continues to burden public administration scholarship (and, we suspect, much scholarship in the social sciences). As we show, objectivity is a complex, multi-dimensional concept that commands its normative status through dominant philosophies of science. We problematize objectivity, focusing on the dimension of objectivity that suggests research can and should be value-free. Many scholars have contested this notion of objectivity, especially those arguing that research claiming to be value-neutral has done real harm to marginalized groups and undermined social equity. From this basis, we invite public administration scholars to remove the yoke of objectivity for a more honest, conscientious, and forthright field where scholars incorporate greater reflexivity into and take greater responsibility for the social impact of their work. The Russian invasion of Ukraine has resulted in massive refugee migration. In this article we consider how the European Union (EU) and the United States have so far managed this influx of people. For reasons explained in the article, the EU is more focused on humanitarian aid, while the United States is especially engaged through military aid. The EU and the United States have historically employed both overt and covert means of limiting refugee migration, and this has been especially the case with migrants of color. Ukrainian refugees have no problem entering EU countries and receiving help (work permits, housing, etc.), while the United States uses various ways that make entry into the United States fairly complicated and thus contain Ukrainian migration (e.g., difficulty filling out applications, finding a sponsor in the United States).
