3. RTBF as an Effort to Establish Legal Protection for Victims of Deepfake Pornography in Indonesia

RTBF (Right to be Forgotten) is a legal concept that allows individuals to request a removal or deletion of electronic documents or information about themselves that are inaccurate or no longer relevant. RTBF can be used as a legal basis for addressing cases of Deepfake Pornography, which involves the creation of manipulated pornographic content using Deepfake technology, where someone's face is inserted into another person's body in various media formats, such as images or videos. The current regulation of RTBF in Article 26 (3) of UU ITE is considered to have legal vague, resulting in the failure to achieve legal protection for victims of Deepfake Pornography in Indonesia. This raises the issue of the scope and limitations of the use of the Right to be Forgotten (RTBF), as well as the implementation of an adoption model for RTBF in cases of Deepfake Pornography in Indonesia. Research findings indicate that legal vague regarding the implementation of RTBF in Indonesia can be addressed by conducting a comparative study with other countries that also apply RTBF to cybercrime, including Deepfake Pornography. Indonesia is still lagging behind in detailed and clear regulations regarding the implementation of RTBF in the country, as well as in addressing Deepfake Pornography. Also, there is currently a lack of clear procedures in the UU ITE regarding the use of RTBF, and the ineffectiveness of the authorities handling Deepfake Pornography cases.

4. The RTBF Corpus: a dataset of 750,000 Belgian French news articles published between 2008 and 2021

In this paper, we introduce the RTBF Corpus, a large diachronic corpus of 767,204 Belgian French news articles published between 2008 and 2021 by the Belgian public service media RTBF. We present the contents and structure of the corpus, along with the different layers of metadata available for each text. We also describe the three different versions of the articles available in the corpus (depending on the cleaning and preprocessing steps applied to the text). The RTBF corpus is freely available online in CSV format (https://dataverse.uclouvain.be/dataset.xhtml?persistentId=doi:10.14428/DVN/PEVSSI), for research and teaching purposes only.

Ou seja, uma vez que esses dados pessoais são registrados em blockchains eles não podem ser removidos ou alterados, o que requer uma abordagem especial para lidar com essas exigências legais de privacidade. Diante deste problema de pesquisa, conduziu-se uma investigação de um conjunto de boas práticas e de técnicas de armazenamento off-chain e commitment criptográfico, que levou à proposta do framework denominado de PrivacyChain, uma ferramenta de software para prover serviços integrados e transparentes para o desenvolvimento de novas aplicações ou ajustes de aplicações legadas através de uma API de serviços. Portanto, dado o crescente uso de blockchain, um dos desafios é sua utilização sem prescindir da privacidade e dos direitos ao esquecimento e à retificação previstos na LGPD. A validação e demonstração de viabilidade do PrivacyChain é feita com uma implementação de referência dos serviços em uma API REST, acompanhada de um modelo de uso para guiar e demonstrar a sua utilidade no desenvolvimento de aplicações que usam DLT de forma que mantenham a conformidade com a LGPD no que se refere ao provimento do exercício dos direitos ao esquecimento e à retificação ao titular dos dados pessoais gerenciados.

Cet article étudie comment les bulletins d'information publics et commerciaux de la télévision belge de langue française divergent dans la couverture de onze sujets d'actualité similaires sur l'immigration diffusés du 28 août au 24 septembre 2015. Sur la base d'images et d'interfaces linguistiques, les différents médias organiseront leur propre rhétorique en fonction de ce qu'ils pensent que leur public attend (Tétu, 2004, 9-10) mais aussi en fonction des logiques commerciales et de leur propre environnement (Kleemans & Hendriks Vettehen, 2009). Afin de comparer les corpus, une analyse qualitative, suivie d'une analyse lexicale détaillée ont été menées. Le résultat principal montre que les deux chaînes ont une façon similaire de traiter les informations relatives à la « crise des réfugiés ». Cependant, lorsqu’on approfondit l’analyse, des différences dans le contenu des informations elles-mêmes, dans le nombre ou la position des intervenants interviewés et dans le lexique utilisé par les deux chaînes apparaissent., info:eu-repo/semantics/published

This communication is in line with our previous article “Depiction of Immigration in Television News: Public and Commercial Broadcasters – a Comparison” (Mistiaen, 2019) and contributes to the study of Belgian French-language immigration TV news. Indeed, in Belgium, if few comparable studies are available for Dutch-language immigration TV news items (Van den Bulck & Broos, 2011; Beckers et al. 2018), we do not know any for the French-language TV. Based on images and language interfaces, different media will organize their own rhetoric according to what they think their audience expects (Tétu, 2004: 9–10) but also according to commercial logics and their own environment (Kleemans & Hendriks Vettehen, 2009). In our previous article (Mistiaen, 2019), we study the quantity and the quality of the news items on immigration—with emphasis on refugees—broadcast by Belgium’s most popular French-language TV channels, RTL-TVI (commercial channel) and La Une (public channel). We conclude first that although La Une offers longer newscasts, news items on immigration were less numerous than on RTL-TVI. Nonetheless, even if the number of immigration sequences is less significant on La Une for the period under study, the channel actually deals with a wider range of topics and offers a wider view of the situation, including a greater number of different actors while RTL-TVI mainly focuses on emotional events. In this article, we intend to investigate how public and commercial Belgian French-language TV newscasts diverge in the coverage of eleven similar immigration news items broadcasted from the 28th of August to the 24th of September 2015 (respectively 9301 words and 12,875 words). To compare the selected twin news items, we led an in-depth qualitative analysis, followed by a lexical analysis complemented by Corpus Linguistics tools.The main result shows that both channels have a similar way to process news items related to the “refugee crisis”. 8. The Refugee Situation as Portrayed in News Media: A Content Analysis of Belgian and Swedish Newspapers - 2015-2017

This chapter aims to compare the newspaper coverage of the so-called “refugee crisis” from March 2015 to July 2017 in Belgium and Sweden. In total, 1832 news articles were analysed to identify the most important thematic topics developed in six different newspapers. The main results reveal that the most important theme in Belgium as well as in Sweden was the political response to the “refugee crisis” from a domestic point of view. Three peak periods are recognized in the material and the refugee topic became a structural news topic. The ranking of most important countries of origin in newspapers does not correspond with the ranking of the countries of origin of registered asylum seekers. When it comes to comparison, Swedish newspapers published more about refugees and paid more attention to the topic than the Belgian newspapers. 9. Depiction of immigration in television news: A comparison between public and commercial broadcasters

The media plays an important role in mental representations as it constitutes the main source of knowledge about many issues, contributing to the “common sense” understanding of the world (e.g. d’Haenens & Mattelart, 2011: 237). It affects the way in which the local population will act and react. As is demonstrated in this book, this is even truer for reporting about immigration, as most people will never meet refugees in person but will instead refer to real-life experiences communicated to them by the media. In this sense Tétu (2004) argues that even if there is a break in the timing of the broadcast and discordance between the original context and the reception context, the ‘direct’ aspect of the news automatically turns the viewer into a witness.Regarding immigration news, many content and discursive analyses focus on European newspapers (Baker et al. 2008; Chouliaraki & Zaborowski, 2015). These studies either concentrate on how minority groups are represented in the news (Van Dijk, 1991), on the framing used to depict the immigration processes (Van Gorp, 2005; De Cleen et al. 2017) or on the linguistic patterns (Gabrielatos & Baker, 2008; Holmes & Castañeda, 2016; Calabrese & Mistiaen, 2018).Given the difficulties associated with gathering TV news items, fewer studies focus on TV channels. Only a few concentrate on the framing of the language of TV news items pertaining to immigration and its impact on opinions (see for instance Lecheler, Bos & Vliegenthart, 2015). In Belgium, recent studies look at the way public and commercial broadcasters deal with immigration topics (Jacobs, Meeusen & d’Haenens, 2016; Meeusen & Jacobs, 2017). Many content and discursive analyses focus on immigration news in European newspapers (Baker et al. 2008; Chouliaraki & Zaborowski, 2015) but only a few concentrate on TV news items pertaining to immigration and its impact on opinions (Lecheler, Bos & Vliegenthart, 2015). In the Dutch-language Belgium, recent studies look at the way public and commercial broadcasters deal with immigration topics (Jacobs, Meeusen & d’Haenens, 2016; Meeusen & Jacobs, 2017) but, as far as we know, no comparable study was conducted in the French-speaking part. In this paper, we contribute to these efforts by studying Belgian French-language immigration TV news. We investigate, through a lexical analysis, whether and if so, how public (La Une) and commercial (RTL-TVI) Belgian French-language TV newscasts diverge in their coverage of the “refugee crisis”. We first hypothesize that the public broadcaster presents more news related to immigration, and the sequences are longer compared to the commercial broadcaster. Moreover, La Une would detail the causes of immigration and some concepts linked to it. Secondly, we investigate if the public broadcaster makes fewer references to cultural, economic, security or health threats as compared to the commercial broadcaster. To test these hypotheses, we led a short quantitative analysis and an in-depth qualitative analysis of 300 segments of the Belgian evening newscasts of the public (50,928 words) and commercial TV (50,923 words) channels broadcasted from March to September 2015. Methodologically, our analysis consists of a lexical analysis complemented by Corpus Linguistics. With the help of a concordance software (AntConc), we determined the relevance (i.e. keyness) of the corpus (which determines the keywords, e.g. the most frequent lemmas). The Government of the Brussels Capital Region (BCR) foresees within the coming 10 years the development of the mediapark.brussels, an urban and property development project in the Reyers neighbourhood, located in the Municipality of Schaerbeek. Reyers is already the home of the Flemish and Walloon public broadcasters and other media companies located in the area. The mediapark.brussels project aims to strengthen the local media industry through the creation of a lively neighbourhood, agglomerating media activities in a media cluster. With mediapark.brussels, policy-makers strive for increased concentration of media stakeholders in a regional agglomeration, yet the success of government-driven clusters is not guaranteed and many questions are still unanswered. Marlen Komorowski, Ike Picone, and Victor Wiard summarise in this Policy Brief the main findings of the Media Clusters Brussels project.

Under the influence of a changing international media landscape, political programming on public service television has changed considerably since the beginning of the 1990s. Political television debates and interviews increasingly take place within hybrid program formats, in which traditional stylistic boundaries are challenged. This article focuses on the Belgian example and analyses how two Belgian public service broadcasters, the Dutch-speaking Vlaamse Radio-en Televisieomroep (VRT) and the French-speaking Radio-Télévision Belge de la Communauté française (RTBF), covered the 2009 European and regional election campaign in terms of presentation and format strategies. Using a qualitative format analysis, the article identifies a number of similarities and differences at the levels of (1) program formats, (2) representation of the public and (3) the role of television journalists. Whilst both public service broadcasters produced their 2009 pre-election broadcasts in modern formats, the VRT election programs were more strongly formatted in terms of alternation, fragmentation and use of pre-produced materials than the RTBF programs which were predominantly based on rather traditional debate formats.

In this paper, the public television coverage of the 2009 European and regional elections in Belgium is central. More specifically, the paper focuses on the series of political television programs of the Flemish and Walloon public service broadcasters (respectively, VRT and RTBF) in the pre-election three-week period. One of the main starting points of this study is the remarkably different perception of Flemish and Walloon social actors on the televised campaign coverage. Whereas in Flanders, members of the audience publicly aired a number of worries about the public television's election programs - criticizing the tight formatting, lack of in-depth elaboration, over-active role of the journalists, and celebration of form at the expense of content, such strong critical voices were far less common in Wallonia. In the paper, we aim to analyse this apparent different campaign coverage more closely, at the level of the actual televised election programs. The study shows a particular interest in connectionsbetween program format and content and examines the alleged negative influence of new formats on the delivered content and journalistic styles. Two main research questions run through this study: 'What differences and similarities can be discerned between the Flemish and Walloon election programs on public television in terms of format, style and content?' and 'Can the characteristics attached to the program formats and styles be connected to matters of content?'. As regards the theoretical framework, the paper is mainly based on studies involving analyses of genre, format structures, and framing strategies. Moreover, we take account of some general tendencies characterizing much of contemporary political television programming, such as spectacularization, politainment and confrontainment. By means of a content analysis, we give an account of the situational context of the Flemish and Walloon election programs on public service television; i.e. profoundly analyse the participation frameworks, program formats, characteristic structural sequences and topical agendas. Special attention is given to the spatial positioning of the interactional participants, the interactional roles of the journalists and their interrogative styles, the role of the public, the use of conflict frames and the content under discussion. It is argued that the election campaign coverage of both VRT and RTBF was not blind to some widespread trends in political television programming, but instead showed a considerable interest in the use of more flashing, varied and technologically strong formats, in which conflict and 'horse race' features are prevalent. However, the ways and the degree in which both public service broadcasters approach this, differ according to the specific situational context of Flemish and Walloon televised election programming.

Le 14 octobre 1992, la RTBF(télévision belge francophone)inaugurait une nouvelle émission de reportage de 50 minutes intitulée très explicitement Faits divers. Ce titre n'était pas neuf puisqu'il reprenait et prolongeait celui d'une émission de radio. Loin des séquences choc de ce qui ne s'appelait pas encore la télé-réalité, les responsables de l'émission, José Dessart et Léon Michaux, de donnaient pour but de saisir «tous ces faits particuliers, ces accidents du hasard, ces fractures de vies tranquilles, qui sont des révélateurs puissants de ce “vécu quotidien”". Le présent article analyse 10 années de diffusion de cette émission.
