This document presents a synthetic state of play of the participation of Outermost regions in the EU Research and Innovation framework programmes. It also presents a census of the Outermost regions' Research and Innovation Capacities.

O presente estudo tem como principal objetivo analisar o Plano de Desenvolvimento Regional do Nordeste, instrumento político brasileiro da Política Nacional de Desenvolvimento Regional, sobre um dado espaço geográfico: o Norte de Minas Gerais. No intuito de construir um diálogo entre a comunidade Europeia e Brasileira, abordaremos, dentro da Política Regional Europeia, a RIS3 como paralelo ao PRDNE. Os conceitos de inovação, desenvolvimento regional, regiões periféricas serão abordadas em primeiro lugar nesta dissertação, uma vez que, é a partir da análise dos mesmos que os restantes tópicos ganham pertinência de serem refletidos. São analisados no desenvolvimento deste trabalho o contexto da Regional do Norte de Minas Gerais; como ponto central, o PRDNE e os seus principais eixos estratégicos; e a RIS3 como paralelo a ser observado. Com esse estudo concluímos numa reflexão de possíveis caminhos para a promoção do desenvolvimento regional na Região do Norte de Minas Gerais. The main objective of this study is to analyze the Plano Regional de Desenvolvimento do Nordeste, a Brazilian political instrument of the National Regional Development Policy, on a given geographic space: the North of Minas Gerais. In order to build a dialogue between the European and Brazilian community, we will approach, within the European Regional Policy, the RIS3 as a parallel to the PRDNE in which, through comparative analysis, certain themes that are developed and presented in each tool will be addressed. The concepts of innovation, regional development, peripheral regions will be addressed in the first place in this dissertation, since it is from their analysis that the remaining topics gain relevance to be reflected. In the development of this work, the context of the Northern Region of Minas Gerais is analyzed; as a central point, the PRDNE and its main strategic axes; and RIS3 as a parallel to be observed. Regional planning is a complex endeavour thatrequires a collective approach. For two and ahalf years, the SeeRRI project has been workingwith pilot territories in Norway, Austria, and Spainto develop and refine a method for integratingRRI principles into regional planning and smartspecialisation policy.This booklet presents themethod, explains its background, and discusses itsimplications. The booklet also offers intriguing third partyperspectives from a range of distinguishedguest authors. To set the stage, Section I lays out the motivationfor the SeeRRI project and the booklet itself.SeeRRI Coordinator Nhien Nguyen and five guest contributors – René von Schomberg, Linden Farrer,Marta Truco Calbet, Jackson Nickerson, and JohanStierna – each provide their brief take on why abooklet such as this is needed. Representativesfrom SeeRRI’s three pilot territories explain whythey joined the SeeRRI project. Section II provides an introduction to the SeeRRIproject and presents its key outcome, the SeeRRImethod of responsible regional planning. Themethod is a concrete yet flexible step-by-stepprocess that can be applied in a variety of regionalcontexts. In a nutshell, the process comprisesthree stages, each of which is to be carried outby regional planners in close cooperation with local stakeholders. First, a core challenge for theregion is defined. Second, foresight methodologyis used to map out possible future scenarios forthe region, and a regional strategy is created onthe basis of insights from the scenarios. Third,the regional government implements the strategyin cooperation with relevant stakeholders. Theprocess is repeated as necessary in response to changing regional conditions.In the last part of Section II, representatives fromSeeRRI’s affiliated territories in Finland, Serbia, Montenegro, and Israel explain how they have beeninspired by the SeeRRI method. SeeRRI is not the only project to tackle thechallenge of promoting and implementing RRI inEuropean territories. In Section III, a number ofother ongoing EU projects – TeRRIFICA, TeRRItoria,TRANSFORM, CHERRIES, RRI2SCALE, TetRRIs,MARIE, and DigiTeRRI – share their experiencesof working with RRI at the regional level. LikeSeeRRI, most of these projects belong to the “Science with and for Society” (SwafS) programwithin Horizon 2020. While each project takesa distinct approach and works with a unique setof pilot territories, the projects are united by acommon vision of strengthening the democraticgovernance of R&I inEurope. Finally, Section IV provides perspectives on theroad ahead. Seven experts from every branch ofthe quadruple helix offer their opinion on how thelegacy of SeeRRI and its sister projects can beleveraged to create responsible and sustainableR&I ecosystems for the future and which dangersand risks we need to look out for. Topics raisedin this section include the potential impact ofthe Horizon Europe research programme (LindenFarrer); the importance of innovation policyinstitutions and value-driven R&I (René vonSchomberg); the usefulness of the SeeRRI methodin tackling wicked problems (Jackson Nickerson);the need for broadening the scope of stakeholderinclusion (Elisabetta Marinelli) and for recognizingthe potential dangers of R&I (Rune Dahl Fitjar); the urgent need to unlearn outdated assumptionsabout RRI (Anne Snick); and the inspirational powerof SeeRRI (Klaus Hitzenberger).

The purpose of this paper is to assess stakeholders’ perceptions on the implementation of the smart specialization strategy (RIS3) in the North of Portugal, with a particular focus on technology transfer (TT) activities between 2014 and 2017. A qualitative methodology was followed through semi-structured interviews applied to the actors in the region based on the eight priority domains of RIS3 North of Portugal. Data analysis was performed using Iramuteq software. Our results suggest that the stakeholders’ perception of the fitness of the RIS3 defined for their region does not match with the RIS3 defined by the policy makers. Our results contribute to a better understanding of the real perception of universities and industry on TT in the context of RIS3 and the need for ongoing evaluation and adjustments of RIS3 priority domains by policy makers to address them to the real necessities of the industry/market.

This research aims to identify which factors best explain business dynamics and innovation capacity in the continents of Africa, Asia, Europe, Latin America and the Caribbean, and North America. To achieve this, data from the Global Entrepreneurship Monitor and the Global Competitiveness Report is used. The linear regression method is utilized with the stepwise procedure for data analysis. It is possible to ascertain that, with a view to increasing innovation capacity in the African continent, business leaders and managers should be acquainted with innovation studies to better understand technological advances. In relation to Asia, the detected models of business dynamism and capacity for innovation are positive. On the European continent, the results show that RIS3 has a positive impact on the capacity for innovation. In Latin America and the Caribbean, it seems that business dynamism and the capacity for innovation are negative and regional development policies should be more flexible. In North America, it appears that business dynamism and the capacity for innovation are negative. The research contributes with measures that can be applied by organizations and policymakers to these five continents to improve the performance of business dynamism and the capacity for innovation in their territories. The resulting data give originality to the research as well as important contributions, not only to the theory, but also to the entities (organizations and governments) acting in the field who can implement new policies, such as tax incentives to companies for the first purchase of high-tech equipment, products, or products with intellectual property rights developed by national companies and provide support policies directed to companies that purchase high-tech domestic equipment., (undefined)

Purpose Regional innovation performance is an important indicator for decision-making regarding the implementation of policies intended for regional development. However, regional development policies have led economies to very different competitive positions in matters of innovation. To address these issues, this paper aims to identify the variables that most contribute to the positioning of economies in terms of performance innovation in Europe. Design/methodology/approach The data for this study were collected at the regional innovation scoreboard. This paper uses a quantitative methodology through a multivariate statistical technique (discriminant analysis). Findings The results suggest that specific innovation strategies explain the competitive positioning of economies within each group of countries. It was possible to demonstrate that economies with leader classification show greater comparative robustness in the variables “Small and medium enterprise (SMEs) with product or process innovations,” “SMEs with product or process innovations,” “research and development (R&D) expenditure public sector” and “population with tertiary education,” constituting an effective instrument of innovation policy. Furthermore, it was possible to show that the economies belonging to the modest group do not have a competitive advantage in any of the variables under study, thus providing a reflection opportunity for policymakers at this level. Originality/value The present research identifies which variables are most relevant to the classification considering the regional innovation performance in leader, strong, moderate and modest. Several suggestions were given to companies, policymakers and higher education institutions in the sense that the regions where they operate can improve their innovative performance, which may help to a change in their current classification.

This research aims to detect the factors that best explain the performance of regional innovation in the European Union (EU), in the year 2019, and compare the obtained results with the factors used to elucidate the performance of regional innovation in the EU during the year 2016. This comparison allowed us to identify the variations that have occurred during these 3 years. The methodology used is quantitative and served to identify the factors that clarify the performance of regional innovation in the EU in 2019. The data collected was treated in the econometric software Eviews10. Estimations used a multiple linear regression method. The attained results show that with the implementation of the Research and Innovation Strategy for Smart Specialization (RIS3), the Leader and Strong Regions benefited from its implementation. On the other hand, Moderate and Modest Regions failed to improve their innovative performance with the implementation of RIS3. On the practical contributions, it provides suggestions to the actors of the triple helix (Academy–Government–Industry) to improve the performance of innovation. Furthermore, it contributes to the theory by updating the knowledge of the existing literature with new dimensions from the 2019 RIS database. The article aims at discovering the concentration of regional business research& development (R&D) expenditure on the areas related to specialisation domains definedwithin the regional annexes of the National RIS3 strategy. R&D expenditures in the period2015–2018 are analysed, also taking into consideration changes between the observedperiod and the four-year period preceding the implementation of the RIS3 strategy(2011–2014). The share of specialisation areas in the total expenditures on business R&Din individual regions reflects differences in quantity and detail of specialisation domainsidentified within the regions. Absence or very low amounts allocated to some of theregional priority areas show that there is a possible need of rethinking the respectivespecialisation domains. Despite the growing concentration of expenditures on applicationsectors covering regional specialisation domains in the majority of Czech regions, theconcentration of public expenditures on these sectors decreased in most of the regions.This development indicates that public R&D funding is not oriented to all of the identifiedregional specialisation domains to an extent corresponding with the importance ofa domain for regional smart specialisation strategy. Results of the presented analysis mayserve as an input for further modifications of regional specialisation domains.

The article follows the analysis of business R&D expenditure in application sectors of the National Research and Innovation Strategy for Smart Specialisation of the Czech Republic and especially the analysis of regional dimension of expenditure mentioned above, both published in this journal earlier. The article aims at analysing and assessing business R&D expenditure in regional specialisation domains according to the ownership and size structure of businesses performing R&D. The volumes of expenditure are compared for two periods: the period 2015–2018 when the regional RIS3 strategies were implemented and the preceding four-year period 2011-2014. The share of domestic companies in expenditure within regional specialisation domains is considerably lower than the share of foreign-owned companies. Furthermore, during the implementation of the regional RIS3 strategies the share of domestic companies decreased – particularly in the regions with the highest growth of concentration of expenditure into the regional specialisation domains. According to relatively strong correlation between the increasing concentration of expenditure into foreign-owned companies and large companies, the position of domestic companies and SMEs is not very favourable in some of the key application sectors. This finding should be taken into account by policy makers modifying the regional RIS3 strategies.

Purpose This paper aims to understand how the different stakeholders assess the adequacy of smart specialization policies defined for their regions. Design/methodology/approach This paper has followed a quantitative methodology through the application of questionnaire surveys to stakeholders of the various territorial regions in Portugal. Findings As a result, from the “resource-based view” approach applied to the various regions, the attained results highlight that the suitability of smart specialization policies defined for the Portuguese regions is not unanimous among its stakeholders. Originality/value The research can be used as a tool to assist regional policymakers in strategic reflection when defining and adjusting smart specialization strategies in their territories.

Regional Innovation and Smart Specialisation Strategies (RIS3) are treated as one of the key tools in implementing the concept of smart and sustainable growth. The strategies make it possible to focus investments on research, development and innovation (RD &amp, I) in the areas showing the greatest economic and competitive potential of the regions. The article is based on the assumption that innovativeness on the one hand determines and on the other hand is determined by smart and sustainable growth. The aim of the analysis is to present new research assumptions and the results of the regional benchmarking based on a synthetic measure of development, and verification of the relationships between the level of innovative development and the economic development in the regions. This article presents the results of a research study covering all the sixteen regions of Poland, the outcome of which is an indicator of regional innovativeness based on 17 features, which means that the study considered a total of 2992 features. The methods applied in the study included the zero unitarisation method, the linear ordering method, and the Pearson correlation coefficient. The completed research study has shown the stability of positions held by the individual regions and the considerable, persisting disproportions in the innovation development between the regions taking the positions at both ends of the ranking. Moreover, a moderate positive correlation was identified between the GDP per capita level and the value of the synthetic measure of regional innovation development in 2009. The completed analyses made it possible to formulate the conclusions that show the benefits, weaknesses and dilemmas related to the introduction of smart specialisations for sustainable and innovative regional development in Poland over the past decade.

This study aims at assessing stakeholder perceptions regarding the suitability of smart/intelligent specialisation strategies defined for their framework regions. We adopted a quantitative methodology through questionnaire surveys of the different stakeholders in Portuguese regions in keeping with the VRIO model applied to the regions. The study results emphasise that stakeholder perceptions of the appropriateness of the smart specialisation strategies defined for their framework regions does not coincide with the intelligent specialisation strategies defined by their policy makers. This study attempts to contribute to an innovative framework which helps policy-makers assessing and measuring the regional performance. The study furthermore proposes measures to bridge the gaps found in the regional smart specialisation strategies.

At the heart of the European Union’s innovation policy is Smart Specialisation Strategy (S3) as embodied in the Research and Innovation Strategies for Smart Specialisation (RIS3) programme. So far, RIS3’s efficacy on the revival of so-called lagging regions has been weak. This is in large part due to the weak initial endowments of technology, social/business networks, poor governance and institutional failures that typify lagging regions. This combination inhibits both the effectiveness of the programme and the ability of lagging regions to take advantage of the new opportunities proffered by Industry 4.0. This paper highlights some of these challenges and presents some policy directions for S3 and Industry 4.0 to deliver better regional cohesion and enhance inclusive growth.

La concienciación sobre la importancia de la Bioeconomía y el fomento de la transferencia para promover avances hacia una economía circular en los sistemas productivos vinculados con la agroalimentación precisa de la implementación de acciones y estrategias, a nivel territorial y regional, y la implicación de diferentes agentes que sirvan de tractor y dinamicen iniciativas con un enfoque botón-up y multi-actor. Aquí es donde el Campus de Excelencia Internacional Agroalimentario, ceiA3, a través de su estrategia bioeconomía, alineada con la RIS3 andaluza, se posiciona como un instrumento clave para la región de Andalucía. El campus promueve la divulgación científica, la concienciación de la sociedad y del tejido productivo en materia de Bioeconomía, asimismo favorece el alineamiento de las instituciones integrantes del campus con las políticas en ese ámbito, dinamizando la interacción entre Universidades y entre grupos de investigación así como su interconexión con el sector agroalimentario para dar respuesta a las demandas específicas del mismo en bioeconomía tanto el formación, capacitación y docencia como en I+D y transferencia a través de un modelo de innovación abierta cuádruple hélice. Awareness of the importance of the Bioeconomy and the promotion of its transfer to promote progress towards a circular economy in productive systems linked to agri-food calls for the implementation of a series of actions and strategies at the territorial and regional levels, and the involvement of different agents serving as driving forces and energising initiatives, with a bottom- up and multi-actor approach. This is where the Agri-food Campus of International Excellence, ceiA3, through its Bioeconomy strategy, aligned with the Andalusian RIS3, stands as a key instrument for the Andalusian region. The campus promotes scientific dissemination and awareness of the Bioeconomy in society and the productive fabric while favouring the alignment of the institutions that make up the campus with policies in this field, stimulating interaction between universities and research groups, as well their interconnection with the agri-food sector, to respond to its specific Bioeconomy-related demands in relation to education, training and teaching, as well as in R&D and transfer through a quadruple helix open innovation model.

[RIS3-MCAT – Smart Specialisation Mapping Platform]: The RIS3-MCAT Platform is an open government, artificial intelligence, data visualisation initiative that integrates and interrelates open data from science and innovation projects and provides an exploratory tool to visualise the development of the sectorial and technological specialisation of research and innovation projects financed by European funds. It is a main support tool for the monitoring of the Research and Innovation Strategy of Catalonia. This demo presents a data platform and data visualisation web app supporting science and innovation policy decision-making, implementation and monitoring in Catalonia, in the context of smart specialisation. It contributes to a wider participatory process cutting across government departments (Universities and research, Industrial and innovation policy, Economic development) and bringing together stakeholders (government, universities and research centres, private companies and citizens and civil society) to participate in evidence-based policy-making. It integrates and analyses data from 2.000 R&D projects funded by the European Commission and Generalitat de Catalunya and managed by regional and European institutions. It has been developed following open government principles; it is an ontology-based data access and integration platform; it uses artificial intelligence techniques to extract meaningful insights from extensive and heterogeneous data; it provides a co-designed data visualisation and analysis web app. RIS3-MCAT was presented in late 2018 and during the present year is evolving in several lines. To support the definition of a challenge-oriented RIS3CAT in the next programming period (2021-2027), EU-funded projects integrated in the platform will be automatically classified into the Sustainable Development Goals (SDGs), using machine learning techniques, with the objective of: Identify automatically RIS3-MCAT projects contributing to the SDGs Analyse the relationship between RIS3CAT priorities and the SDGs Characterise the projects’ specific thematic contributions to the SDGs Map SDG value chains, subtopics and contributing actors Build adequate tools to facilitate expert stakeholder collaboration and coordination
