This article presents a multistate demographic approach for analyzing the longitudinal dynamics of housing and homelessness. The approach is applied to a sample of highly disadvantaged individuals in Australia to assess whether private housing markets and interpersonal support networks provide stable housing trajectories vis-à-vis public and community (social) housing. Discretetime competing risk survival models are specified to estimate the probabilities of exiting housing to six housing and homeless states. Model outputs are applied to a microsimulation model to estimate the duration of episodes and the cumulative incidence of subsequent episodes of housing and homelessness. The results suggest that private housing markets carry an increased risk of housing exit relative to social housing. The homes of family and friends are the most common destination, though this type of support is usually time limited and often precipitates episodes of homelessness. Theories explaining social cohesion in assisted housing largely pivot between two positions. The first suggests that assisted renters tend to be isolated from their neighbors because they live in high‐poverty neighborhoods and in housing complexes that inhibit residential interaction. The second suggests that assisted renters are not isolated but instead exchange support with their neighbors in order to mitigate material hardships. How do residents in assisted housing manage to exchange support in a context that would seem to inhibit interaction? Drawing on the American Housing Survey for data on residential mobility and the San Diego Assisted Housing Survey for data on residential interaction, I test the hypothesis that assisted housing increases residential stability, and that increased stability provides assisted renters with more opportunities to build support networks with their neighbors. I find evidence that rent subsidies slow the pace of residential mobility and those longtime residents of assisted housing are more likely to exchange support with their neighbors than residents who more recently moved in. This study assesses the relationship between rent assistance and health in a longitudinal, population-representative sample collected in the Detroit metro area. Previous research has found that rent assistance recipients are less healthy than otherwise similar non-recipients in the cross-section, but the evidence about the effects of rent assistance on health in the long run is ambiguous. Our study uses panel survey data to compare the health of recipients and eligible non-recipients at the study's onset and four years later at follow-up with respect to an extensive set of physical, mental and behavioural health outcomes. Our results demonstrate that rent assistance recipients are in worse overall health than non-recipients, but also provide suggestive evidence that the programme may buffer health declines in the medium term. However, the positive buffering effects may be erased in the long run, as we simultaneously observed an increase in smoking among rent assistance recipients. Against the background of an emerging rental affordability crisis, we examine how the standard rule that households should not spend more than 30% of their income on housing expenditures leads to inefficiencies in the context of federal low‐income housing policy. We quantify how the current practice of locally indexing individual rent subsidies in the Housing Choice Voucher (HCV) program regardless of quality‐of‐life conditions implicitly incentivizes recipients to live in high‐amenity areas. We also assess a novel scenario for housing policy reform that adjusts subsidies by the amenity expenditures of low‐income households, permitting national HCV program coverage to increase. Abstract: Supported housing, combining rent subsidies with intensive case management, is associated with improvements in quality of life of homeless adults, but factors mediating their impact on quality of life have not been studied. Twelve‐month outcome data from a randomized trial of the Housing and Urban Development‐ Veterans Affairs Supported Housing program (HUD‐VASH) showed that access to a housing rent subsidy plus intensive case management (ICM) was associated with greater improvement in subjective quality of life than ICM alone. Multiple mediation analyses were applied to identify variables that significantly mediated the relationship between receipt of housing voucher and improvements in quality of life. Significant mediating covariates were those whose 95% bias‐corrected confidence intervals, when added to the model predicting improvement in quality of life, did not overlap zero. Increases in the number of days housed, size of social network, and availability of emotional support appear to mediate improvement in quality of life and account for 71% of the benefit attributable to having a rent subsidy. Improvement in subjective quality of life though housing subsidies is mediated by gains in both material and psychosocial factors. Decoupled direct payments are a major tool of agricultural policy to support farm income. Since these subsidies are tied to land, the question arises as to who benefits from them when farmers are not the landowners. While theoretical models commonly predict that most of the payments transfer to land prices, empirical findings show that this incidence is low instead. Approaching the issue from the perspective of spatial competition, this paper produces results consistent with empirical evidence. Incidence varies with the competitiveness of the market, ranging from perfect subsidy transfer under specific conditions to low or zero incidence for most of the cases considered. We use data from a housing-assistance experiment to estimate a model of neighborhood choice. The experimental variation effectively randomizes the rents which households face and helps identify a key structural parameter. Access to two randomly selected treatment groups and a control group allows for out-of-sample validation of the model. We simulate the effects of changing the subsidy-use constraints implemented in the actual experiment. We find that restricting subsidies to even lower poverty neighborhoods would substantially reduce take-up and actually increase average exposure to poverty. IMPORTANCE: Scattered-site housing with Intensive Case Management (ICM) may be an appropriate and less-costly option for homeless adults with mental illness who do not require the treatment intensity of Assertive Community Treatment. OBJECTIVE: To examine the effect of scattered-site housing with ICM services on housing stability and generic quality of life among homeless adults with mental illness and moderate support needs for mental health services. DESIGN, SETTING, AND PARTICIPANTS: The At Home/Chez Soi project was an unblinded, randomized trial. From October 2009 to July 2011, participants (N = 1198) were recruited in 4 Canadian cities (Vancouver, Winnipeg, Toronto, and Montreal), randomized to the intervention group (n = 689) or usual care group (n = 509), and followed up for 24 months. INTERVENTIONS: The intervention consisted of scattered-site housing (using rent supplements) and off-site ICM services. The usual care group had access to existing housing and support services in their communities. MAIN OUTCOMES AND MEASURES: The primary outcome was the percentage of days stably housed during the 24-month period following randomization. The secondary outcome was generic quality of life, assessed by a EuroQoL 5 Dimensions (EQ-5D) health questionnaire. RESULTS: During the 24 months after randomization, the adjusted percentage of days stably housed was higher among the intervention group than the usual care group, although adjusted mean differences varied across study cities. The mean change of the EQ-5D score from baseline to 24 months among the intervention group was not statistically different from the usual care group (60.5 [95% CI, 58.6 to 62.5] at baseline and 67.2 [95% CI, 65.2 to 69.1] at 24 months for the intervention group vs 62.1 [95% CI, 59.9 to 64.4] at baseline and 68.6 [95% CI, 66.3 to 71.0] at 24 months for the usual care group, difference in mean changes, 0.10 [95% CI, −2.92 to 3.13], P=.95). CONCLUSIONS AND RELEVANCE: Among homeless adults with mental illness in 4 Canadian cities, scattered site housing with ICM services compared with usual access to existing housing and community services resulted in increased housing stability over 24 months, but did not improve generic quality of life. After privatisation in the 1990s, the Hungarian public rental sector decreased sharply in size, from 23% to 3% by 2012. Meanwhile, against expectations, the private rental sector (PRS) did not undergo dynamic growth either, its official share now being 4%. The PRS seems to suffer from a number of defects. The tax and subsidy environment makes it unattractive for both potential landlords and tenants. Moreover, the legal environment – under-regulated tenant–landlord relations and an ineffective legal conflict resolution system – increases the risk inherent in private residential tenancy contracts. The absence of professional landlords is indicative of the lack of incentives to enter the private rental market. Yet, private rental lives on, if only for a lack of other options in many cases. Typically, landlords are accidental second homeowners and typical tenants are households that are excluded from other forms of housing provision. After a brief overview of the current state of the sector and its history, this paper will focus on the economic and legal conflicts between landlords and tenants, and will consider critically the constraints on the development of the PRS after the transition. This paper tests the common belief that subsidised housing contributes to higher crime rates. To do this, panel data on over 200 US cities are used and fixed effects models are estimated to control for unobserved differences between cities that may affect both voucher use and crime. Additionally, models are estimated that focus on the suburbs, to see if the steady increase in vouchers there has had any effect on crime. In cities, it is found that vouchers have a weak, negative relationship with violent crime rates, although these estimates are not particularly robust. In suburban areas, there is no observed relationship between vouchers and crime, suggesting that controversies in those communities blaming voucher households for elevated crime rates are misguided. The aim of paper is to reveal the link between the scope of housing aid designed to support ageing in place and the housing system. The main research question is whether the structure of the housing stock according to housing tenure has an impact on diversity and innovations in the supply of public housing subsidies and the housing options available to the elderly. The research is conducted on a sample of eight European countries that substantially differ in terms of their housing and welfare system: Austria, Germany, the Czech Republic, Hungary, Poland, Slovakia, Slovenia and Italy. These countries were represented in the international project HELPS that primarily focuses on implementation of innovative pilot actions in selected EU states that would increase the autonomy of vulnerable people. After controlling for the effects of several external factors, the results show that the tenure-based structure of housing stock may have a significant impact on the dependent variable, which is the diversity and innovativeness of housing subsidies and options for the elderly. Specifically, in countries with a lower homeownership rate and a higher share of rental housing there is also a greater probability that the supply of housing subsidies and options available to the elderly will be wider and will involve more innovative features. The aim of this work is to assess the rental assistance programme that was implemented by the Catalan regional government in the 2010s using administrative data provided by the Catalonia Housing Agency to analyse whether it achieved its aims to enhance the design of similar programmes. Linear probability models to explain the probability of receiving the grant were estimated and some significant variables were identified: age; rent price; expertise; being a woman; non-EU citizenship and the number of old, young or disabled members. Multiple regressions were estimated in regard to the grant's rate in relation to the rent price and the effort required to pay relative to income after having received the grant. The results suggest that rental assistance facilitates access to housing to groups that face more difficulties and that the revenue captured by landlords, although statistically significant, is small, since they capture approximately 3% by raising prices. This aid, despite being controlled by different variables, benefits elderly people more than young people, which must be addressed because, theoretically, when access requirements are met, no group should benefit more than others., (Copyright © 2022 The Authors. The article reflects on the disparities which lie within the social hierarchy system in which the lower social classes are excluded from several social benefits. It refers to the differences in economic strength of rich and the poor class which is responsible for suffering of the poor families. Also investigated is initiatives undertaken by social professionals to raise awareness for the grant of various social privilege, and health care services to poor class to incorporate social justice.

We study the distributive effects on Italian households of the three most relevant housing subsidies targeted to renters: a national rent supplement scheme introduced in the context of the reform that liberalised the rental market in the late 1990s, a tax credit for renters that has been recently strengthened and the implicit economic support given to tenants in the social housing sector, through below-market rents. The analysis is performed on data from the Eu-Silc survey for Italy and, in the case of the housing allowances, also on register data from 9 out of the 13 largest Italian towns. We consider, in particular, the ability of these schemes to target low-income households and their effects on the overall levels of poverty and inequality. This study estimates the effects of means-tested housing programs on labor supply using data from a randomized housing voucher wait-list lottery in Chicago. Economic theory is ambiguous about the expected sign of any labor supply response. We find that among working-age, able-bodied adults, housing voucher use reduces labor force participation by around 4 percentage points (6 percent) and quarterly earnings by $329 (10 percent), and increases Temporary Assistance for Needy Families program participation by around 2 percentage points (15 percent). We find no evidence that the housing-specific mechanisms hypothesized to promote work, such as neighborhood quality or residential stability, are important empirically. Although the Low Income Housing Tax Credit (LIHTC) is the primary vehicle through which subsidized rental housing is developed in the United States, we know little about whether residents in LIHTC units can actually afford their rent. This article examines affordability as defined by the cost burden measure for nearly 38,000 Florida LIHTC households. Results indicate that the majority of LIHTC residents are cost burdened, and a smaller proportion are severely cost burdened. Results are presented based on race, ethnicity, and income, with separate analyses for LIHTC tenants who do not participate in the Housing Choice Voucher program and those who do. Findings indicate that Whites typically do not fare better than minorities in terms of cost burden in LIHTC developments. Further, participation in the Housing Choice Voucher program does not necessarily prevent cost burden. The article investigates the provisions and purpose of the Low Income Housing Tax Credit (LIHTC) U.S. government subsidy for affordable rental housing. Topics discussed include the characteristics of the housing projects created under the LIHTC, the tenant composition of LIHTC housing and the level of socioeconomic integration that can be found in LIHTC housing. Also discussed is the role of the program in inclusionary zoning regimes.

The article presents information on international comparisons of inequality based on measures of disposable income. It discusses that it may not be valid if the size and incidence of publicly provided benefits are different across the countries. It reports that taxation benefit in one country may need to be purchased out of disposable income in another. Studying the size, incidence of benefits from public housing subsidies, education, and health care for five European countries using comparable methods and data it is estimated that inequality in the augmented income measure is lower than in disposable income.

In recent years many European governments have reduced the role of social housing in accommodating low-income households and increased the role of the private rented sector with the aid of housing allowances. The Irish government had expected that this would lead to better value for money and would give claimants greater flexibility. However, this has not proved to be the case and housing allowance claimant numbers have been very difficult to control. The Irish experience highlights some administrative strategies which could be employed by other countries to address this problem and thereby enhance the potential for public-private partnerships in the provision of social housing. This study investigates whether race or ethnicity is a factor that affects the chances of Temporary Assistance for Needy Families (TANF) recipients receiving three transitional supportive services—child-care subsidy, transitional Medicaid, and transportation/rent assistance—as well as being sanctioned. A sample of 676 adult parents who left TANF in 1998 or 1999 was analyzed with logistic regressions, using a national data set, The National Survey of America's Families (NASF) 1999. The results show that Hispanic recipients were less likely than White recipients to receive transportation/rent assistance and that African American recipients were less likely than White recipients to receive transitional Medicaid. Also, a state's high percentage of Hispanics reduced recipients' chances of receiving any three transitional support services in that state, and African American recipients were more likely than White recipients to be sanctioned. Transportation/rent assistance was likely to be provided to those who were single parents, and having little work experience was most likely a participant's reason for being sanctioned. The objective of this study was to determine the effects of neighborhood and individual change on the personal outcomes of recent movers to Canadian government-subsidized senior citizen apartment buildings (SCAs). The authors' sample included 137 recent movers to 25 SCA projects in Winnipeg, Manitoba, who participated in a longitudinal survey. The analysis involved testing four logistic and ordinary least squares regression models, with personal state outcomes of the moves (self-rated health, morale, depression, self-esteem) treated as dependent variables. Although the overall performance of the models was moderate, the entry of a block of independent change variables into the regression equations consistently registered statistically significant increases in their explanatory power. Significant predictors of the outcomes included changes in personal resources, everyday travel, and resident appraisals of service, social, and physical components of neighborhood content. The findings suggested that the older person's subjective interpretations of a new residential setting assumed more importance in producing outcomes than objective measures of that settings. This article examines the level of take-up and cost of the Rent Supplement and endeavors to provide an overview of the manifold factors that have driven increases in Ireland. The second section of the article examines the role of the Rent Supplement scheme in the housing market. The third section examines the influence of housing allowance systems upon market rent levels and develops a discussion concerning this relationship which addresses the scope for market segmentation and the capability of landlords to exercise market power. The fourth section sets out a discussion on developments and debates with regard to the reform of housing allowances in the country.

Several policies criminalizing drug use significantly impact drug users' access to housing. This article explores the impact of housing policies on active drug users' access to housing and structural and personal factors related to their homelessness and housing stability. Qualitative interviews were conducted with 65 active cocaine or heroin users at baseline, three and six months. Participants were purposively sampled to reflect a variety of housed and homeless statuses. Interviews were analyzed to explore the processes associated with changes in housing status. Factors that led to homelessness included arrest, eviction, absence of housing subsidies, and lack of social support. Participants reported being evicted, and losing housing subsidies, welfare entitlements, and important social relationships following arrest. Criminal histories also limited their ability to find employment and permanent housing. Factors that led to housing stability included having family support, housing subsidies, and social supportive services. Active drug users can maintain independent housing when provided appropriate structural supports including rental subsidies and social services. But arrest disrupts drug users' housing stability. Programs to appropriately house those released from jail could help decrease homelessness among this population. [ABSTRACT FROM AUTHOR]

The article examines the welfare effects of the current tax-favored treatment of home ownership in the Netherlands. The authors compare the current system with a neutral arrangement of owner-occupied housing and estimate the average subsidy at 20% of the imputed rental value of the house. Furthermore, the welfare costs of the subsidy associated with distortions in housing consumption and employment are estimated between 1.7 and 6.7 billion euro. In conclusion, the authors states that the elasticity in the country is probably small due to strict spatial constraints, which the effects are probably closer to 6.7 billion euro.
