3. Institutionalizing collaborative regional governance in organizationally thin regions—Regional development agencies and the neglect of social innovations

This article compares one emerging and three established regional development agencies in rural regions in Germany as examples of collaborative governance for socially innovative regional development. We ask, firstly, how an emergent collaborative regional governance network can be institutionalized in the long term based on participatory mechanisms on several levels as well as between actors with different goals and values. Secondly, how an organizationally thin, rural context influences the governance network in steering the social innovation promotion and what kind of development for whom do different governance networks mobilize. Research was conducted as a qualitative comparative case study with semi-structured expert interviews. The findings highlight that the institutionalization of collaborative governance is supported by funding and policies from upper scales and the model of regional development agency enhances the learning of collaborative governance between public institutions. However, the goal and beneficiaries of the development are mainly the classic economic actors, whereas transformative grassroots movements enhancing social innovation are largely ignored by public-driven collaborative governance.

Regional development has become a phenomenon that requires a multi-actor cooperation and governance process. Since 2006 Development Agencies have been coordinating cooperation among actors in the region with regional development policy instruments to accelerate regional development. One of these tools is to grant projects for different developmental issues. It is important for different institutions and organizations to establish cooperation networks in the region in order to ensure the regional development in accordance with the regional governance. The aim of this study is to reveal the network of inter-agency cooperation established with social development projects in the example of TR33 region (Afyonkarahisar, Kütahya, Manisa and Uşak). In this study, the cooperation network of institutions that granted projects for social development and the calls made by Zafer Development Agency between 2010-2018 were analyzed with social network analysis. The aim of this study is to reveal the cooperation network established with social development projects. The data which acquired from Zafer Development Agency was analyzed and mapped in the Node XL Pro program which is one of the social network analysis programs. As a result of the study, it was found that there is no cooperation among the provinces; the public sector and local governments are dominant in the networks established within the province. Under the influence of globalization and the European Union membership accession process, important administrative reform initiatives have been taken in Turkey in the 2000s in the framework of economic, social, political, cultural and technological needs. In this process, central government agencies and administrations, public financial management, local governments and similar public organizations have undergone important transitions. The most important initiative taken to achieve regional governance is the establishment of Regional Development Agencies (RDAs). The present study performs a 10-year longitudinal analysis of RDAs in Turkey in the context of governance and local elites. The first phase of the study was conducted in 2010, and the second phase was conducted in 2019. The aim of the study is to evaluate whether RDAs have realized their potential in local democracy, sustainable development and decentralization, as well as to define the characteristics of policies to be pursued in line with further development of these agencies. Consequently, it has been observed that maintaining a centralized state tradition, along with institutional deficiencies, has transformed RDAs into an apparatus of the central government. 9. Unpacking legitimacy in regional development : Asymmetric justification and the functioning of regional development agencies

In recent years, policy-makers and researchers have identified regional development agencies as the most suitable actors to carry out public tasks. One of these tasks has been the coordination of regional development processes. Both practitioners and researchers argue that legitimacy is a prerequisite for these regional actors to function properly. Although legitimacy is a key issue, little is known about the challenges that arise while producing it. Selecting six regional development agencies in Switzerland and applying an interview-based research method, this explorative study analyses how regional development agencies deal with legitimacy issues. The findings indicate that the main problem with which regional development agencies struggle is not procedural rightfulness but means–end coordination. By proposing a clear distinction between legitimacy and justification, we aim to stimulate the debate on how to operationalize legitimacy and further the discussion of the functioning of regional development agencies. Consequently, we introduce the concept of ‘asymmetric justification’ to the debate on regional development processes in order to shed a light on the functioning of regional development agencies.

Regional development agencies (RDAs) have been established in the countries of the former Yugoslavia, where the development of economically underdeveloped areas primarily targeted the federal republics and autonomous provinces. The role of RDAs has been underpinned by the EU due to significance of the cohesion policy for new EU member states (Slovenia and Croatia), the process of association and negotiations on regional policy and the coordination of structural instruments for candidate and potential candidate countries. The paper elaborates on whether and to what extent the RDAs are expected to enhance national administrative capacities for programming, coordination and implementation of financial assistance. On the basis of a normative analysis of policy documents, relevant legislation and desk-research of the core competences and activities of the RDAs, the paper aims to portray the institutional arrangements for regional development, in particular the role of RDAs in the promotion of productivity and growth. Although regional partnerships have emerged as new collaborative governance structures, the principle of partnership is not fully respected as a result of strong centralization, the multitude of actors with overlapping roles and the underdeveloped systemic communication with stakeholders. The creation of Regional Development Agencies at the regional scale in Turkey introduces new actors within the centralised development process of the country. Established at the NUTS 2 level, they are supposed to be the first step on the adaptation of the territorial system to EU standards, and to anticipate the European funds management in case of full membership. These RDAs are at the core of the creation of regional growth coalitions by supporting regional business communities, which are supposed to enhance endogenous capital and promote regional capacities in order to promote economic growth and social well-being. This analysis shows that the creation of a new territorialised actor does not necessary mean apparition of a new territorial administrative level : the new institutions are not a piece of evidence of a decentralisation process. On the contrary, they appear as new bodies of the centralised spatial planning process. The so called regionalisation process under europeanisation pressure is actually a new way of territorial management, closer to international neoliberal standards than to regional policy implementation demands.

We have been seeing that there is new regional development approach put into practice in our country related to National Programme of Turkey for the Adoption of the EU Acquis which conceptual framework was established during 8. Five Year Development Plan and it have been applying through 9. Five Year Development Plan. Under concept of the new regional development approach like Nomenclature of Territorial Units (NUTS), Development Agencies (DA) and establishment of new incentive system has been implemented. In this study, first we focused on a new regional development approach. Then 25 regional development agencies that operate in our country were analyzed by using data envelopment analysis (DEA). The Güney Marmara Development Agency excluded from the analysis because of the budget appropriation didn't stipulate for 2010. As a result of the data envelopment analysis, first three ranks are respectively like that İstanbul Development Agency, Trakya Development Agencies, and Zafer Development Agency. 28. The Potential for Effective Regional Development Agencies in Turkey: A Comparative Analysis.

Legislation passed in 2006 by the Turkish Parliament provided an opportunity to transition toward regionalized economic development through the establishment of a national system of semi-private Regional Development Agencies (RDA). This reform strategy is complicated by Turkey's highly centralized state tradition and the country's low level of economic development; characteristics which are seen as significant obstacles to vibrant regional economies. This paper uses the establishment of these RDAs as an opportunity to analyse the potential for successful regional economic development in Turkey and to further the general discussion of regional economic development in underdeveloped countries. First, the Turkish agencies are placed in an analytical context, based in European Union Regional Policy and the New Regionalism literature, and a relevant model of regional economic development effectiveness is defined. Secondly, cases of development agency establishment in comparable national contexts are identified in Poland, Hungary and the Czech Republic between 1993 and 1998. The final section analyses the Turkish RDAs and makes some predictions about factors that will either enable or inhibit their effectiveness. The paper concludes that in comparison to the regional development initiatives in Central and Eastern Europe, the Turkish RDAs have a unique potential to encourage regional economic growth. This research proposes a way of systemically analyzing the footwear sector that integrates the Prospective Scenarios approach and System Dynamics. In doing so the objective is to suggest alternatives that make it possible to analyze, describe and simulate market trends for a period of up to five years. The method described by Grumbach was used for constructing the scenarios, which were subsequently integrated with the 'hard' modeling approach of System Dynamics. The results indicate that the proposed approach may contribute when it comes to indicating the opportunities and threats from the external environment and the strengths and weaknesses in the internal environment. Cluster policy in the UK, pursued by the Regional Development Agencies (RDAs), has readily adopted a simplistic definition based upon industrial sectors and location quotients. Evidence drawn from a study of the operating behaviour of SMEs belonging to two traditional manufacturing industries within the West Midlands--automotive components and clothing--provides a critique of this approach. Whilst the automotive components industry has been designated part of a key, high priority cluster, the clothing industry has not. Using case studies from both industries, this paper shows firms both within and outside RDA cluster definitions display a remarkably similar range of behavioural characteristics. Yet, based on weakly defined cluster policy, one industry enjoys considerably more policy support than the other. The paper begins to question the logic of RDA cluster policy and to ask whether a more sophisticated and locally sympathetic manner of visualising clusters and business behaviour rather than an emphasis on employment numbers would have a greater impact for policy. Проведенные автором исследования показали применимость для нашей страны опыта Канады, которая, как и Россия, обладает большой территорией и схожими чертами экономики, значительной дифференциацией в региональном разрезе. В Канаде в последние 60 лет активно применялся программный подход в региональной политике, систематически использовались процедуры оценки реализуемых мер и институциональных рамок с целью совершенствования результативности государственных программ. В статье излагаются основные результаты авторского анализа и представлены ключевые элементы канадского опыта, имеющие актуальное значение для России в современных условиях совершенствования управления пространственным развитием и процессе поиска эффективных мер по достижению среднесрочных национальных целей.

It presents analyses on the core issue of how to recognize the structure and driving challenges for regional co-operation and inter-communal collaboration in this city-region. Data were collected through workshops with regional stakeholders and interviews with mayors. Although the Metropolitan Area of Styria occupies an increased reference in policy discourses, the city-region has not grown to a uniform region and there are still major differences in terms of economic performance, the distribution of decision-making power, accessibility and development opportunities. If there should be established a stronger material and imagined cohesion in the city-region, it requires enhanced assistance for municipalities with less financial and personal resources, and tangible good practices of inter-municipal co-operation. The ability to act at a city-regional level depends highly on the commitment for co-operation in the formal and informal governance arrangement, and on the willingness for political compromises as well as on the formulation of common future goals.

1950’li yıllara kadar kalkınma kavramı, ülkesel çapta incelenmekteydi. Bir ülkeye ait makroekonomik değerler, bu ülkenin tüm bölgelerinde geçerliymiş gibi değerlendirilmekteydi. Ancak 1950’li yıllardan itibaren, kalkınmanın sadece ülkesel değil, bölgesel olarak çalışılmasının da önemli olduğu ortaya koyuldu. Bu yıllardan itibaren birçok ülke, genel makro verileri kalkınmanın tek göstergesi olarak görmemekte, bununla beraber bölgesel kalkınma da önemli bir parametre olarak göz önüne alınmaktadır. Özellikle Türkiye’de coğrafi yapıdan dolayı genel makro verilerin tüm ülkeyi yansıtması mümkün değildir. İstanbul gibi, ülkenin batı kısımlarında yer alan illerde veriler olumlu olarak yansırken, doğuya gelindikçe verilerin birebir olarak bu bölgeleri yansıtmadığı tespit edilebilir. Buna istinaden, özellikle 1990 yılından sonra, Türkiye’de de bölgesel kalkınma üzerinde durulmaya başlanmıştır. Geleneksel olarak var olan yedi bölgenin yanı sıra, AB uyum süreci çerçevesinde, 22 Eylül 2002 tarihinde ve 2002/4720 kanun çerçevesinde üç ayrı düzeyde “İstatistiki Bölge Birimleri Sınıflandırılması” (İBBS) yapılmıştır ve bölgeler de bu sınıflandırmalara göre değerlendirilmeye başlanmıştır. Diyarbakır ili, Şanlıurfa ile beraber İBBS 2. Düzey sınıflandırmasında TRC2 sınıfında yer almaktadır. Bu makalede bölgesel kalkınmanın amacı, detayları, Diyarbakır iline ait kalkınma verilerinin yıllar içerisindeki değişimi incelenmiştir. Aynı zamanda TRC2 bölgesinde faaliyet göstermekte olan Karacadağ Kalkınma Ajansı’nın görevleri hakkında bilgi verilmiş, ajans tarafından yapılan faaliyetler de gözden geçirilmiştir. Until 1950s, development notion had been examined on territorial base. Macroeconomic values belonging to a country had been evaluated as they were applicable to all regions of the entire country. However, starting from 1950s, importance of studying development not only territorial, but also regional was revealed. Starting from these years, many countries do not consider macro values as only parameter of development, they also consider regional development as a fundamental effect. Especially in Turkey, due to the geographical structure, general macro values do not reflect the entire country. As the values reflect positive in western cities such as İstanbul, when moved towards East, these values do not reflect these regions truely. Because of this situation, especially after 1990, regional development has become an important case to be considered. In addition to seven regional areas, in the framework of EU harmonization process, Statistical Region Units Classification (SRUC) was made in three different levels on 22 September 2002 under the law no. 2002/4720. The regions were started to be evaluated according to this classification. Diyarbakır province is placed in TRC2 class in SRUC with Şanlıurfa. The objective of this article is revealing aims and details of regional development and also change of development dates of Diyarbakır during the years. At the same time, some information is given on Karacadağ Development Agency which is in charge of TRC2 region and the activities done by the agency are reviewed.

This report looks at the growth poles policy in Romania to determine ways to increase its effectiveness and efficiency for the next programming cycle (2014-2020). The growth poles policy in Romania has been initiated in 2008, as a means to support a balanced economic development of the country, while still targeting investments to maximize economic impact. A total of seven growth poles have been designated and are currently supported as such, via an integrated development plan designed for each. In an effort respond to all the above the Romanian Ministry of Regional Development and Public Administration (MRDPA) has engaged with the World Bank in a broader advisory services partnership implemented between 2012-2013. The current review is a result of this joint work. The report is grouped into three main parts. The first part sets out the context of analysis, including a brief presentation of growth poles policy objectives as well as the European policy context, and conceptual debates in which it is framed. The second part includes a set of recommendations regarding the growth poles policy for the next programming cycle (2014-2020). The third part includes an analysis of each of the growth poles, presenting specific recommendations for each.

Ulusal kalkınmanın, çeşitli toplum kesimleri ve bölgeler arasında dengeli bir işbölümü ile gerçekleştirilmesi ve buna paralel olarak kalkınmanın getirilerinin de kesimler ve bölgeler arasında dengeli dağılımı kalkınma planlarının en öncelikli konuları arasında yer almıştır. Ekonomik refahın, bölgeler arasında, kısacası mekânda dengeli dağılımının sağlanması, günümüz toplumlarında sosyal devlet anlayışının bir gereği olarak ortaya çıkmaktadır. Bu politika, aynı zamanda ekonomik ve sosyal uyum ile toplumsal istikrarın önemli unsurları arasında yer almaktadır. Günümüzün gelişmiş toplumlarında, genel büyüme oranı ve ortalama gelir düzeyi, kalkınmışlığın tek göstergesi olarak görülmemektedir. Artık bu gelirin nasıl bir yapıda, hangi kesimlerin katkısıyla üretildiği ve kesimler arasında ve mekânda nasıl dağıldığı da gelişmişlik göstergeleri arasında zikredilmektedir. Ayrıca, büyümenin ve gelişmenin sürdürülebilirliği bu hususları dikkate alan bir yönetim ve üretim yapısının varlığıyla doğru orantılı görülmektedir. Türkiye, Avrupa Birliği?ne giriş süreciyle birlikte uzun yıllardır uygulamakta olduğu teşvik sistemi üzerine oturan bölgesel gelişme politikalarını terk ederek yeni bir uygulama içine girme aşamasındadır. Avrupa Birliği?nin bütün aday ülkelere benimsettiği bu yeni yaklaşım; sermayeyi, özel sektörü ve bölgesel rekabeti ön planda tutmaktadır. Bu yeni yaklaşımın temel kurumu, bölgesel kalkınma ajanslarıdır. Bölgesel gelişme farklarını ortadan kaldırmayı amaçlayan bölgesel kalkınma ajanslarının temel amacı; hizmetler vererek bölgedeki ekonomiyi canlandırmak, bölgesel yatırımları artırmak, bölge halkının kalkınmaya katılımını sağlamaktır. Çalışmamızın birince bölümünde kavramsal bölge, bölgesel dengesizlik, kalkınma politikaları açıklanarak Türkiye ve Avrupa?daki kalkınma politikaları incelenmiştir. Economic prosperity between regions, in short, ensure balanced distribution of space, is emerging as a requirement in today's societies, the concept of the social state. This policy, but also with economic and social cohesion is one of the important elements of social stability.In today's advanced society, the overall growth rate and the average income level, cannot be seen as the only indicator of development. The structure of this income, the contribution of which segments are produced and how it is distributed between sectors and space incorporated are also the indicators of development anymore. In addition, the sustainability of growth and development and production of a management structure that takes into account the presence of these issues are directly proportional. Turkey, with the process of accession to the European Union, is implementing a system of incentives leaving the implementation of regional development policies that has been used so far, and is about to enter a new phase. The main purpose of the regional development agencies which aims to eliminate the regional development differences is; stimulating the economy by providing services in the region, increasing investments and the participation of people in the region to ensure the development.In the first part of this study, development policies in Turkey and Europe are examined by explaining the conceptual territory, regional imbalance, development policies. In the second part, the concepts of regional development agencies are explained with the examples from Turkey, Europe and the World by its historical process. In the final part of the study, modeled on the Rumi Development Agency; informations about the agency are given and its contributions to the TR52 NUTS 2 Region and the activities done up to present are mentioned.

International audience; The creation of Regional Development Agencies at the regional scale in Turkey introduces new actors within the centralised development process of the country. Established at the NUTS 2 level, they are supposed to be the first step on the adaptation of the territorial system to EU standards, and to anticipate the European funds management in case of full membership. These RDAs are at the core of the creation of regional growth coalitions by supporting regional business communities, which are supposed to enhance endogenous capital and promote regional capacities in order to promote economic growth and social well-being. This analysis shows that the creation of a new territorialised actor does not necessary mean apparition of a new territorial administrative level : the new institutions are not a piece of evidence of a decentralisation process. On the contrary, they appear as new bodies of the centralised spatial planning process. The so called regionalisation process under europeanisation pressure is actually a new way of territorial management, closer to international neoliberal standards than to regional policy implementation demands.; La Turquie a créé, en 2006, 26 nouvelles régions de rang NUTS 2 pour répondre aux attentes de l’Union européenne, échelon territorial que son système administratif ne connaissait pas. Ces régions n’ont pas de capacité administrative propre mais sont dotées d’agences de développement, organismes semi-publics dont le rôle est de favoriser un « développement régional ». Bien qu’elles soient considérées comme un transfert du modèle européen et comme une preuve tangible de l’européanisation du pays par certains auteurs, cet article montre que la part nationale joue un grand rôle dans la création de cette nouveauté territoriale. Cette étude démontre aussi que la création de ces agences n’est pas une décentralisation mais une déconcentration de certaines pratiques d’aménagement du territoire qui restent étroitement contrôlées par le pouvoir central. Plus qu’affirmer un pouvoir régional, ces institutions œuvrent à la promotion d’un milieu d’affaire local et à l’attraction d’investissements, initiant ainsi en Turquie un nouveau mode de management territorial plutôt qu’un aménagement du territoire à l’échelle régionale.

Yüksek Lisans Tezi Küreselleşmeyle birlikte, dünyada yaşanan hızlı ve çok yönlü yapısal değişimler sosyal, ekonomik ve yönetsel yapıları da yeniden yapılanma süreci içine sokmuştur. Küreselleşme, ekonomik rekabete hız kazandırarak, bölgesel ve yerel ekonomilerin de küresel ekonomide birer aktör olarak yer almasını zorunlu kılmıştır. Küreselleşmenin getirdiği yeniden yapılanma süreçleri, başta batılı ülkeler olmak üzere birçok ülkede, yerel/bölgesel düzeyde yeni düzenleme mekanizmalarının oluşmasına, yasal düzenlemelerin yapılmasına ve yeni yerel ekonomik gelişme kurumlarının ortaya çıkmasına neden olmuştur. Türkiye, AB'nin zorlamaları ile birlikte uzun yıllardır uygulamakta olduğu teşvik sistemi üzerine oturan bölgesel gelişme politikalarını terk ederek yeni bir uygulama içine girme aşamasındadır. AB'nin bütün aday ülkelere benimsettiği bu yeni yaklaşım; sermayeyi, özel sektörü ve bölgesel rekabeti ön planda tutmaktadır. Bu yeni yaklaşımın temel yapısı Bölgesel Kalkınma Ajanslarıdır. By speeding up the economic competition, process of globalization obliged local and regional economies to take place in global economy. Globalization and the concomitant restructuring processes led the emergence of new regulation mechanisms, the constitution of legal arrangements, and the appearance of new local economic institutions both in local and regional level in many countries, especially in Western countries. In her EU accession process, Turkey, with the EU's enforcement, is about to enter into a new form of regulation by leaving her stimulative regional development policies that she applied for many years. All EU candidate countries have adopted this new approach which keeps capital, private sector and regional competition in the foreground. The basic institution of this new approach is the Regional Development Agency. In this context, the main purpose of this thesis is to address the changes that makes the establishment of European and regional development Agencies mandatory in Turkey, to explore the means and structures of regional development agencies in Europe and Turkey, and to examine the structure of the regional development agencies of some European countries. The main purpose of this thesis is to investigate these development and changes are applicable in what level and in what size in the Thrace region. Esta pesquisa visa propor uma forma de análise sistêmica do setor calçadista que integre a abordagem de Cenário Prospectivos à Dinâmica de Sistemas. Objetiva-se com isso disponibilizar alternativas que possibilitem análise, descrição e simulação de tendências de mercado para um período de cinco anos. Para a construção dos cenários, adotou-se o método descrito por Grumbach. Após a geração dos cenários, realizou-se a integração com a modelagem hard da Dinâmica de Sistemas. Os resultados indicam que a abordagem proposta pode contribuir para apontar oportunidades e ameaças do ambiente externo, bem como pontos fortes e fracos do ambiente interno, a fim de auxiliar nas decisões estratégicas e na adoção de procedimentos adequados para proteger o mercado calçadista pesquisado. This research proposes a way of systemically analyzing the footwear sector that integrates the Prospective Scenarios approach and System Dynamics. In doing so the objective is to suggest alternatives that make it possible to analyze, describe and simulate market trends for a period of up to five years. The method described by Grumbach was used for constructing the scenarios, which were subsequently integrated with the 'hard' modeling approach of System Dynamics. The results indicate that the proposed approach may contribute when it comes to indicating the opportunities and threats from the external environment and the strengths and weaknesses in the internal environment. The approach also helps when taking strategic decisions and adopting suitable procedures to protect the footwear market in which the research was carried out.

Modelin ilk aşamasında, belirlenen beş kritere göre (yaşam kalitesi, girişimcilik, kurumsal kapasite, bölgesel etkinlik, bilimsel etkinlik) Türkiye’deki illerin ‘sürükleyicilik indeksi’ belirlenmiştir. Daha sonra iller, coğrafi bölgelere göre gruplandırılarak, her coğrafi bölgeden 2-5 ‘sürükleyici il’ (toplam 25 il), BKA’ların kuruluş yeri olarak belirlenmiştir. İkinci aşamada, bu ‘sürükleyici il’lerin çekim alanındaki (en fazla 240 km mesafedeki) ikincil iller tespit edilerek, geliştirilen dört değişkenli ‘çekim gücü formülü’ ile, ‘sürükleyici il’lerin ikincil iller üzerindeki ‘çekim gücü’ hesaplanmıştır. Hesaplamalar sonucunda, iller İBBS ‘Düzey 2’ ölçütlerine uygun olarak bir araya getirilerek, ‘sürükleyici il’lerin merkez olduğu 25 adet ‘Düzey 2’ bölgesi oluşturulmuştur. Böylece BKA tartışmalarına mekânsal bir boyut eklenmiş ve Türkiye’de kurulacak BKA’ların daha verimli olabilmeleri amaçlanmıştır., In this study, Regional Development Agencies (RDA’s) which have seen as an important development tool for new regional policy based on ‘competitiveness’ and ‘endogenous growth’ are criticized according to their basic principles, progress and today implementations. Then, a model is developed for evaluation of location and attraction areas of RDA which will be established in Turkey with new legislation. In the first step of the model, the ‘leadership indexes’ of all provinces in Turkey are calculated according to five criteria (quality of life, entrepreneurship, institutional capacity, regional efficiency and scientific activity). Then, grouping these provinces by geographical regions, the 2-5 province from each geographical region assigned as ‘leader province’ (total 25 province). In the second step, determining the secondary province in which the attraction area of ‘leader province’ (maximum 240 km), ‘gravitation’ of ‘leader province’ on ‘secondary province’ is estimated with ‘gravitation formula’ which has four variable. As a result of the estimations, grouping the province convenient to NUTS 2 classification, 25 NUTS 2 regions is created. In these regions, ‘leader province’ is thought as central province which RDAs will be established. Türkiye AB’ye giriş süreci kapsamında, yıllardır uygulamakta olduğu teşvik sistemi üzerine oturan bölgesel gelişme politikalarını terk ederek yeni bir uygulama aşamasına girmiştir. AB’nin bütün aday ülkelere benimsettiği bu yeni yaklaşımın temel kurumu Bölgesel Kalkınma Ajansları (BKA)’dır. BKA’lar; kamu kesimi, özel kesim ve sivil toplum kuruluşları arasında işbirliğini geliştirmek, kaynakların yerinde ve etkin kullanımını sağlamak ve yerel potansiyeli harekete geçirmek suretiyle, ulusal kalkınma planlarında öngörülen politikalara uyumlu bir şekilde bölgesel gelişmeyi hızlandırmak ve sürdürülebilirliğini sağlamak, bölgelerarası ve bölge-içi gelişmişlik farklarını azaltmak üzere oluşturulmaktadırlar. Türkiye’nin NUTS Projesi kapsamında tespit edilen 26 İstatistiki Bölge Birimi’nde 5449 Sayılı Kanun çerçevesinde BKA kurulması ve bunların 3’ünün Güneydoğu Anadolu Bölgesi’nde bulunması kararlaştırılmıştır. 5449 Sayılı Kanun’da Güneydoğu Anadolu Bölgesi kurulacak BKA’lar için Türkiye genelindeki yapılanmadan farklı bir uygulama öngörülmüştür. Ancak Bölge’de kurulacak BKA’ların yapısı ve göreceği hizmetlerle ilgili olarak önemli düzenlemelerin yapılması gerekmektedir. Bu çalışmada, yurtdışındaki BKA’ların faaliyetleri, Türkiye’nin ve Güneydoğu Anadolu Bölgesi’nin sosyo-ekonomik yapısı göz önünde bulundurularak Bölge’de kurulacak BKA’ların yapısı ve işlevleriyle ilgili birtakım öneriler getirilmiştir In the process of entering EU, Turkey has started to practice a new application by leaving existing regional development incentive system. This new approach is based on the Regional Development Agencies (RDA) which are imposed to the EU candidate countries by the EU. RDAs are established to develop the cooperation between government, private sector and non-governmental organizations, to speed up the regional economic development activities by incentiving regional investments and encouraging public participation on regional development, and to remedy regional development differences. In the frame of the Law number 5449, it is decided to establish RDAs in 26 Regional Statistics Unit which are determined by the NUTS Project of Turkey, and to establish three of these RDAs in Southeast Anatolia Region. For those mentioned RDAs in that region, a different application is offered comparison to the whole establishment in Turkey by the Law number 5449. However, some important arrangements should be done about structure of the RDAs and their missions. In this study, some suggestions are presented about the structure and the functions of the RDAs by giving importance to the socio-economical structure of Southeast Anatolia Region and of Turkey.

Bölgesel Kalkınma Ajansları, küresellesme sürecinin getirdigi yeni yönetisim anlayısının araçlarından biridir. Avrupa modelinde Bölgesel Kalkınma Ajnaslarının görevi, yerellik için kalkınma stratejileri hazırlayarak, yerelin var olan kapasite ve olanaklarını harekete geçirerek bölgelerin kalkınmasını saglamaktır. Bu çalısmada öncelikle Bölgesel Kalkınma Ajansları açıklanmıs; ardından dünyada ve Avrupa'daki Bölgesel Kalkınma Ajansı örnekleri incelenmistir. Son bölümde ise Türkiye'de AB'ye katılım sürecinde kurulması öngörülen Bölgesel Kalkınma Ajanslarının yapısı analiz edilmis, ajanslara getirilen olumlu/olumsuz elestiriler sıralanmıs ve Bölgesel Kalkınma Ajanslarının Türkiye'de uygulanabilirligi dünyadaki modellerle karsılastırılarak tartısılmıstır. Çalısmanın sonucunda; farklı yapı, model ve uygulama biçimlerine ragmen tüm dünyadaki Bölgesel Kalkınma Ajanslarının aynı amaç ve hedefe ulasmak için çaba gösterdigi görülmüstür. Bu baglamda Türkiye'deki Bölgesel Kalkınma Ajansı modeli bölgesel ve yerel ihtiyaçları dikkate almalı ve bölgelerin rekabetçi potansiyel ve stratejik niteliklerini ön plana çıkarmalıdır. Sonuç olarak bölgesel kalkınma ajansları Türkiye'de hedeflenen yüksek kalkınma seviyesine ulasmak için en etkili yol olarak görülmektedir. Bununla birlikte, bu konu hakkında pek çok tartısma bulunmaktadır ve tüm aktörler arasında isbirligi olmaksızın bu tartısmaların önümüzdeki dönemde de devam edecegi söylenebilir., Regional Development Agency is one of the means of new governance understanding that emerge at the globalization process. At the European model of Regional Development Agencies, the main task of them is to develop their regions by preparing and applying the development strategies for the local and mobilizing the existing capacity and potential of local. In this study, firstly RDA have been explained; afterwards the Regional Development Agency samples in the Europe and the world have been examined. In the last chapter, the structure of the RDA, that are supposed to be established in Turkey in the EU participation process has been analyzed, the positive/negative critics to the agencies have been enumerated and the applicability of the RDA in Turkey when it has been compared to the models in the world has been discussed. At the result of this study, it has been seen that the all RDA in the world have endeavored to achieve the same goal and target although their different structures, models and methods of application. In this respect, the RDA model in Turkey has to regard regional and local necessities and highlight competitive potential and strategic features of regions. Consequently, the RDA are seen as the most effective way to reach the desirable high development level in Turkey. However, there are many discussions about this subject and without cooperation among all actors, it can be said that these discussions will continue in the future.

Tématem diplomové práce je ukázka česko-polské přeshraniční spolupráce na příkladu Euroregionu Glacensis. Ten již celou jednu dekádu úspěšné působí v mnoha oblastech přispívajících k rozvoji svého území. Jeho členové jsou úspěšnými uživateli nemalého množství grantových schémat vypisovaných institucemi na krajské, státní i evropské úrovni. Jako ukázka dotačního titulu je uvedena Iniciativa Společenství INTERREG III A a její opatření 2.2 ? Podpora iniciativ místních komunit (Fond mikroprojektů), kterou hojně aplikují členské obce Euroregionu Glacensis ve svých projektech. Je totiž primárně určena na neinvestiční projekty charakteru ?People-to-people? a tudíž ji lze chápat jako nejdůležitější finanční podporu využívanou k navazování a utužování kontaktů na obou stranách hranice.

- Abstract
Information and communication technologies (ICTs) are essential components of the knowledge economy, and have an immense complementary role in innovation, education, knowledge creation, and relations with government, civil society, and business within city regions. The ability to create, distribute, and exploit knowledge has become a major source of competitive advantage, wealth creation, and improvements in the new regional policies. Growing impact of ICTs on the economy and society, rapid application of recent scientific advances in new products and processes, shifting to more knowledge-intensive industry and services, and rising skill requirements have become crucial concepts for urban and regional competitiveness. Therefore, harnessing ICTs for knowledge-based urban development (KBUD) has a significant impact on urban and regional growth (Yigitcanlar, 2005). In this sense, e-region is a novel concept utilizing ICTs for regional development. Since the Helsinki European Council announced Turkey as a candidate for European Union (EU) membership in 1999, the candidacy has accelerated the speed of regional policy enhancements and adoption of the European regional policy standards. These enhancements and adoption include the generation of a new regional spatial division, NUTS-II statistical regions; a new legislation on the establishment of regional development agencies (RDAs); and new orientations in the field of high education, science, and technology within the framework of the EU’s Lisbon Strategy and the Bologna Process. The European standards posed an ambitious new agenda in the development and application of contemporary regional policy in Turkey (Bilen, 2005). In this sense, novel regional policies in Turkey necessarily endeavor to include information society objectives through efficient use of new technologies such as ICTs. For practitioners involved in the planning of the Ile-de-France Region, it is of obvious interest to observe the London metropolis. IAURIF has thus developed exchanges with its English counterparts in order to compare the respective experiences of these two European capital regions. In England, the year 2000 has been marked by major regional reforms : the election of a Mayor and a Council for Greater London, and the setting up of regional development agencies. While these reforms are being implemented, the article takes stock of the organization of regional planning as well as of the development strategies for South East England and Greater London. Its also questions their capacity to lead the metropolis towards sustainable development., Pour les praticiens de l'aménagement de l'Ile-de-France, l'observation de la métropole de Londres présente un intérêt évident.
