During the "14th Five-Year Plan" period, the skill-grading system for athletes in China will enter a crucial phase of transformation from reform and development to high-quality development. In this context, deeply assessing its developmental trends and reform strategies has become one of the key tasks for the advancement of China's sports undertakings. Based on the new stage of development, this paper systematically reviews the new requirements, new situations and new challenges faced by the development of skill-grading system for athletes in China, and thoroughly explains the development track of this system and the core challenges it faces by using methods of literature review, expert interviews and field investigations. This paper proposes an overall plan for forward-looking reform strategies of the skill-grading system from overall dimension, system dimension, management dimension and content dimension. The research finds that the core challenges faced by the development of the skill-grading system lie in insufficient overall coordination, incomplete systematic reform, weak operational supervision, and a lack of institutional internal capacity. Therefore, the forward-looking reform strategies are put forward: holistic reform to break through the "lack of overall coordination"; systemic reform to tackle the problem of " incomplete systematic reform"; management reform to crack the" weak operational supervision"; content reform to rectify the problem of the "lack of institutional capacity". This provides a theoretical and decision-making reference for reforming the skill-grading system for athletes in China, which holds significant practical implications for building China into a leading sports nation.
