3. Papua New Guinea: Volatile but Coupless

Abstract

Before Papua New Guinea’s independence in 1975, its military consisted of a Pacific Island Regiment under the Australian Army’s Northern Command. In preparation for independence, there was considerable debate over whether the independent country should have a military force. Provision was made for the Papua New Guinea Defence Force (PNGDF) in the constitution, with a strong emphasis on the supremacy of the civilian authority. In the first decade of independence, the PNGDF was called out to assist police in internal security operations, but the priority of its role in internal security was not officially recognized until 1991. The deployment of the PNGDF to Bougainville to assist police in operations against what became the separatist Bougainville Revolutionary Army involved a heavy commitment of troops to a long-running conflict and was marked by a number of confrontations between the military and political leaders. This culminated in the Sandline affair, in which the PNGDF commander stepped in to terminate a contract between the government and the military consultants Sandline International and called on the prime minister to resign (but did not attempt to take over the government). After the Sandline affair and with the Bougainville Peace Agreement, relations between government and military improved, but several incidents involving PNGDF personnel led Prime Minister Morauta to speak of a “culture of instability” within the PNGDF and to invite a review by a Commonwealth Eminent Persons Group. Confrontations between the military and government, however, have consistently stopped short of attempted coup. The most plausible explanation for this may lie in the localized, competitive, and fractious nature of political power in Papua New Guinea, the absence of a dominant ethnic group, and the difficulties that even a legitimate, elected government has in maintaining law and order and service delivery across the country.

Abstract

Papua New Guinea's general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country's worst election ever, in 2002 (in which elections in six of the country's 109 electorates were declared to be'failed elections'), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government'approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

Abstract

Commercial CMOS analog/digital processes are considered for spaceborne applications. Total dose hardness of three processes is compared by the testing of analog multiplexers. Parts were irradiated at 18 and 1.8 rad(Si) per sec. The total dose results are then compared with the requirements for a low Earth and a geosynchronous orbital design. Shielding thicknesses for each of the orbital designs are suggested.

Abstract

In this paper we present the effect of total dose ionization of nonhardened field programmable gate arrays considered for space applications. By irradiating test structures and modeling the circuits that include total dose degradation, the basic leakage mechanism in the design at elevated temperature can be understood Results show that a large array of CMOS inverter structures will conduct large currents when the threshold voltages of the p and n-channel transistors reach the transition point of switching. Results show that if the n- and p-channel thresholds were to be increased in the process, this problem can be mitigated and hardness above 100 krad(Si) can be achieved. >

Abstract

This paper presents investigations into a fractal speech encoder, concentrating on the performance of this type of system if bit rate restrictions apply. The parameters that significantly affect both the performance and bit rate are studied, along with bit allocation schemes and quantisation of the transmitted coefficients. In order to quantify the quality of the system, a psychoacoustic measure is used so that the perceptual quality of the system can be compared to non-fractal encoding techniques.

22. Alternative rib bone biopsy measurements to estimate changes in skeletal mineral reserves in cattle

Abstract

Rib bone biopsy samples are often used to estimate changes in skeletal mineral reserves in cattle but differences in sampling procedures and the bone measurements reported often make interpretation and comparisons among experiments difficult. ‘Full-core’ rib bone biopsy samples, which included the external cortical bone, internal cortical bone and trabecular bone (CBext, CBint and Trab, respectively), were obtained from cattle known to be in phosphorus (P) adequate (Padeq) or severely P-deficient (Pdefic) status. Experiments 1 and 2 examined growing steers and Experiment 3 mature breeder cows. The thickness of cortical bone, specific gravity (SG), and the amount and concentration of ash and P per unit fresh bone volume, differed among CBext, CBint and Trab bone. P concentration (mg/cc) was closely correlated with both SG and ash concentrations (pooled data, r=0.99). Thickness of external cortical bone (CBText) was correlated with full-core P concentration (FC-Pconc) (pooled data, r=0.87). However, an index, the amount of P in CBext per unit surface area of CBext (PSACB; mg P/mm2), was more closely correlated with the FC-Pconc (pooled data, FC-Pconc=37.0+146×PSACB; n=42, r=0.94, RSD=7.7). Results for measured or estimated FC-Pconc in 10 published studies with cattle in various physiological states and expected to be Padeq or in various degrees of Pdefic status were collated and the ranges of FC-Pconc indicative of P adequacy and P deficiency for various classes of cattle were evaluated. FC-Pconc was generally in the range 130 to 170 and 100 to 120 mg/cc fresh bone in Padeq mature cows and young growing cattle, respectively. In conclusion, the FC-Pconc could be estimated accurately from biopsy samples of CBext. This allows comparisons between studies where full-core or only CBext biopsy samples of rib bone have been obtained to estimate changes in the skeletal P status of cattle and facilitates evaluation of the P status of cattle.

Abstract

Even before the dramatic events surrounding the assassination of Philippine opposition leader Senator Benigno Aquino in August 1983, and the ensuing political crisis, it was clear to observers of the Philippine's political scene that destabilizing influences were operating on the regime of President Ferdinand Marcos and that groups both within the regime and in opposition to it were man‐oeuvering for positions in a post‐Marcos society. With this in mind, in November 1983 a group of specialists from the Philippines, australia and North America met in Canberra, Australia to review the current political and economic situation and speculate on various aspects of ‘the Philippines after Marcos’.1 This article is an abbreviated and slightly modified version of a paper which the author contributed to that conference.

Abstract

A full understanding of any chemical process usually requires the complete elucidation of all of the reactants involved and all of the products produced. Even products produced in very minor quantities can be important because they may provide mechanistic clues. The photooxidative degradation of polymers is an economically important process. If we are designing windows of a clear plastic then stability to light is all important in order to extend useful life. If we are designing certain kinds of single-use containers then we may wish them to degrade rapidly in order to minimize the potential for environmental contamination. Identifying the products of the photooxidation process is, however, an unusual challenge for the analytical chemist. Especially in the early stages of the process, the products are likely to remain bound to the polymer backbone whose molecular weight may typically lie in the tens of thousands.
