Paleobotanists need other rules of nomenclature than neobotanists, because even with rich collections of plant fossils we only may create form and organ species, which are heterogeneous and because even detailed studies are not fulfilling the claims of the notion “biological species” required by neobotanists. In any case it is a very striking effort to reconstruct the complete plant from the incomplete fossils. But still, even by this endeavor we cannot, till now, reconstruct a biological species. The combined species are provisional. Consequently, paleobotanists must retain the possibility to rearrange the taxa very often in new provisional combinations and that is hindered by the present I.C.B.N. with its intentions of definitive regulations.
