In the "Institut für Kernphysik" of the "KFA Jülich" a meetingwas organized for the nuclear physicists who are interested in a cooler synchrotron (COSY) at the "KFA Jülich". This is a summary of the talks given at this meeting. It presents copies of the transparencies presented during these two days. The most important points of discussion are summarized briefly in front of each talk. These notes present the state of discussion at the time of this meeting. In the meantime further calculations and discussions have led to modificationsand improvements, which are presented in the "Studie zum Bau eines kombinierten Kühler-Synchrotron-Rings an der KFA Jülich". For measurements of the $^{26}Mg (^{3}He, ^{6}He) ^{23}Mg and ^{14}C (^{3}He, ^{6}He) ^{11}$C reactions in the excitation energy range of the lowest T = 5/2 analog states methods were developed to detect heavy ions (A = 6 bis 8) at the magnet spectrometer BIG KARL from nuclear reactions with cross sections in the nbarn/sterad - range. In the $^{26}Mg(^{3}He, ^{6}He) ^{23}$Mg reaction two narrow states at E$_{x}$ = 19.53 MeV and 21.84 MeV were found at 135 MeV incident energy. The state at 19.53 MeV is probably the analog state of the $^{23}$F ground state. Using the quadratic IMME (Isobaric Mass Multiplet Equation)the mass excess of $^{23}$Si is calculated tobe 23.38 ± 0.18 MeV. At the same beam energy the upper. limit for the cross section of a T = 5/2 state is 100 nb/sr at 0$_{lab}$ = 9. 5 degrees for excitation energies between E$_{x}$ = 30 MeV and 36 MeV in the $^{14}C(^{3}He, ^{6}He) ^{11}$C reaction.

The "Workshop on Electron Cooling" was organized by the KFA Jülichand the University of Bonn. It is a contribution to the discussionabout ideas and plans for future activities of the Nuclear Physicscommunity in Nordrhein-Westfalen.The aim of the workshop was to discuss the status of high resolutionaccelerator technology for protons and light ions (Li) in theenergy region between 100 MeV and 1.0 GeV. It seems that the recentdevelopments (electron cooling on recirculators) open new possibilitiesfor the high precision nuclear physics in the energy regime upto about 1 GeV.
