The article of the Head of the State Committee for Television and Radio Broadcasting of Ukraine Oleh Nalyvaiko is devoted to the reform results of state and public print media in Ukraine. This process, as is known, began three years ago in accordance with the Law of Ukraine. The appearance of such a law is due to the state’s international obligations towards Parliamentary Assembly of the Council of Europe.The statistical data are analyzed in terms of regions, as well as by one of periodicals typological feature — state and public. It is emphasized that if out of 662 public newspapers, 507 are reformed (80 per cent of those that were published), than out of 98 state newspapers and magazines, 27 are nolonger under state’s regulatory protection (this is only 33 per cent).Among the weaknesses that did not allow to effectively and fully implement extremely important reform, the author names the following: a number of «white spots» in the holistic legislative mechanism for the implementation of declared intentions at the governmental level; deliberate inhibition of this process by a number of print media founders; not the willingness of the editors themselves to take the initiative and responsibility to work in new conditions, their hope for financial support from the central or local budget.The article states that the completion of mass media denationalization process in the legal time-limits means that from January 1 of this year financing from the authorities and local self-government bodies was stopped to those editors who for any reason have missed the deadlines. However, the Law provides opportunity for local media to obtain financial assistance under certain conditions: preservation of publication name, language and thematic focus.It is emphasized on the importance of journalists’ qualifications improving and the special mission assigned in this case to the reformed Ukrainian Institute of Advanced Training for TV & Radio Broadcast and the Press experts

Aim\ud \ud To identify and analyse the main features of the top 100 most‐cited randomized controlled trials, systematic reviews and meta‐analyses published in endodontic journals from 1961 to 2018.\ud \ud \ud Methodology\ud \ud The Clarivate Analytics’ Web of Science ‘All Databases’ was used to search and analyse the 100 most frequently cited randomized controlled trials, systematic reviews and meta‐analyses having ‘randomized’, ‘randomised’, ‘randomized controlled’, ‘randomised controlled’, ‘randomized controlled trial’, ‘randomized controlled trials’, ‘clinical trial’, ‘systematic’, ‘systematic review’, ‘meta‐analysis’, and ‘meta‐analyses’ in the title section. The ‘International Endodontic Journal’, ‘Journal of Endodontics’, ‘Oral Surgery Oral Medicine Oral Pathology Oral Radiology and Endodontology’, ‘Australian Endodontic Journal’, ‘Endodontics & Dental Traumatology’, ‘Endo‐Endodontic Practice Today’ and ‘European Endodontic Journal’ were included in the publication name section. After ranking the articles in a descending order based on their citation counts, each article was cross‐matched with the citation counts in Elsevier's Scopus and Google Scholar. The articles were analysed, and information on citation counts, citation density, year of publication, contributing authors, institutions and countries, journal of publication, study design, topic of the article and keywords was extracted.\ud \ud \ud Results\ud \ud The citation counts of the 100 most‐cited articles varied from 235 to 20 (Web of Science), 276 to 17 (Scopus) and 696 to 1 (Google Scholar). The year in which the top 100 articles were published was 2010 (n = 13). Among 373 authors, the greatest number of articles was associated with three individuals namely Reader A (n = 5), Beck M (n = 5) and Kvist T (n = 5). Most of the articles originated from the United States (n = 24) with the greatest contribution from Ohio State University (USA) (n = 5). Randomized controlled trials were the most frequent study design (n = 45) followed by systematic reviews (n = 30) with outcome studies of root canal treatment being the major topic (n = 35). The Journal of Endodontics published the largest number of included articles (n = 70) followed by the International Endodontic Journal (n = 27). Among 259 unique keywords, meta‐analysis (n = 23) and systematic review (n = 23) were the most frequently used. \ud \ud \ud Conclusion\ud \ud This study has revealed that year of publication had no obvious impact on citation count. The bibliometric analysis highlighted the quantity and quality of research, and the evolution of scientific advancements made in the field of Endodontology over time. Articles before 1996, that is prior to the CONSORT statement that encouraged authors to include specific terms in the title and keywords, may not have been included in this electronic search.

Statement of problem Bibliometric studies to determine the characteristics of the most cited articles in prosthodontic journals are lacking. Purpose The purpose of this study was to analyze the characteristics of the 100 most cited articles in prosthodontic journals between 1951 and 2019. Material and methods The Google Scholar database was used to retrieve the list of journals with titles containing the term “Prosthodontic” or “Prosthetic.” Twelve journals were filtered, and of these, only 8 were related to dentistry and hence were included in the study. A search was then performed for each of the selected journals under “Publication Name,” and articles were arranged by the category “Times Cited.” The 100 most cited articles from the 8 journals were selected and analyzed with regard to journal name, year of publication, authors and their country, type of study, and area of research. Results The 100 most cited articles were published between 1958 and 2013, with the numbers of citations ranging between 2368 and 342. The journal with the largest number of the articles cited was the “Journal of Prosthetic Dentistry” with 72 articles, followed by the “International Journal of Prosthodontics” with 25 articles. The decade with most articles published was the 1990s with 33 articles. Many of the authors of most cited articles were from the United States or Sweden. Most articles reported reviews (36 articles), followed by experimental studies (35); the most commonly cited area of research was related to dental implants. Conclusions This bibliometric analysis of the 100 most cited articles revealed interesting facts about scientific progress in the field of prosthodontics.

Recommendation System for Technical paper reviewer assignment is very important for many applications especially in the academic environment and industry. Previous work to build the expert finding system based on a paper title. Here we take a scenario of a conference where they need some experts who can review the paper for that we identify whether the reviewer is expert in that topic or domain to review the paper. To find the experts we are using DBLP dataset which contains the attributes such as author name, title, year, DOI, URL, publication name, etc. Based on the title and the URL we can easily get the abstract of the paper to identify the domain of a paper. Then we rank the experts based on his expertise in that domain. So we get the expert who can review the paper. Expert Finding System is a relatively new topic and is becoming popular in the literature. This paper surveys major issues and challenges related to Expert Finding System. It aims to classify and compare the strategies discussed in existing literature, as well as to provide useful information for current state and challenges of this topic and what actions need to be performed in order to come up with a better solution.

The dispute extends to the waters around the Rock, its maritime zones and the jurisdiction over them, as Spain rejects the existence of British jurisdictional waters around the Rock, whilst the United Kingdom has always claimed them and exercised de facto jurisdiction over them. In summary, with the exception of the waters of the port, Spain denies the existence of waters appertaining to Gibraltar. However, in practice, it allows the exercise of British jurisdiction within an extension unilaterally established by the UK, without distinguishing between the waters of the Rock and those of the isthmus. Meanwhile, the UK asserts a presumed sovereignty over the waters around the Rock; however, its initial position that the waters surrounding the isthmus are British is legally weak. Two main factors explain the glaring lack of coordination with regard to the legal regime governing the waters around the Rock. The first is structural: it is inextricably linked to the core issues of the sovereignty dispute, as the waters are legally and judicially inseparable from the other disputes over the cession of the town, port, rock and isthmus, as well as from the UN doctrine on decolonization. The other factor is temporary: the lack of institutional channels or other channels of dialogue to encourage the parties to address practical issues of coexistence and jurisdiction in the waters since the elimination of the Forum of Dialogue on Gibraltar following the arrival in office of the Rajoy administration in 2011. This explains the utter impossibility of reaching understandings regarding the waters and even the unlikelihood of reaching a simple and provisional modus vivendi on the regime to govern navigation in them . The Spanish ‘dry coast’ position is not as legally sound with regard to the waters as to other aspects of the dispute, and it moreover weakens Spain’s claim as a whole. This theory, advocated by Spain, is in some ways inconsistent with Spanish practice and, furthermore, seems to be fairly young, having been established in the 1960s during the dictatorship and subsequently continued in the Spanish democracy . An examination of top-cited articles is a tool that can be used to identify and monitor outstanding scientific research. The goal of this study was to identify and analyze the characteristics of the 100 top-cited articles published in international journals dedicated to psychiatry. The Science Citation Index Expanded provided by the Thomson Reuters Institute for Scientific Information Web of Knowledge was searched in December, 2011, and 128 journals were identified in the subject category "Psychiatry." Each journal was searched on the Web of Science under "Publication Name" and the results were sorted by category "Times Cited." The 100 top-cited articles were recorded, and the list was analyzed with regard to journals, number of citations, authors, year, institution, and country of origin. The original research articles of the 100 top-cited articles were classified into one of five categories: scale/measurement, descriptive/epidemiology, mechanism, management, and imaging. The 100 top-cited articles were cited between 26,578 and 781 times; they were published between 1957 and 2005, with the largest number (35) published in the 1990s. The articles appeared in 24 journals, with more than half published in the Archives of General Psychiatry (56), followed by the American Journal of Psychiatry (6), and Psychological Medicine (6). Articles that dealt with the development, application, or validity of measurements led the list of top-cited psychiatric publications (43) and had a significantly higher number of citations compared with the rest of the articles. The time and language of publication, field of study, country of origin, and journal in which the paper appeared are possible determinants of the likelihood of citation and impact.

The media affects individuals' behaviors, especially by means of news and advertisements. In this study, we evaluated health content of organ donation and transplantation news in the printed media and on television programs for a 1-year period in Turkey. We examined 2449 news items in 230 newspapers and magazines; 1179 news programs on 45 television channels, all concerning organ donation and transplantation. The news obtained from the Media Pursuit Center were transferred to an electronic file to evaluate the format and content of the news. Nine variables were examined about the scope and the formal characteristics of the news: the publication name, its type, the province, the date, the headline, the title length, the presence of a photograph, or its kind, the news size, and the page number. In the content analysis of the news, we also examined 9 variables: the topic, the message of the headline, the property of the words in the title, the identification of photographs in the news, the age, gender of actors in the news, as well as donor or recipient. In a summary, print media and television channels, failed to show sufficient information about organ donation and transplantation. The percentage of news about organ donation and transplantation was small and mostly negative items in the media. On television channels, sufficient place was not given to organ donation and transplantation. The news in printed media and on television channels was not about motivated or altruistic behavior. The pattern of organ donation and transplantation news is important in terms of perception and comment by the public. Furthermore it directly affects the perception of the news by the reader.
