In six randomized online experiments with 2,647 medical doctors we test whether – depending on the choice architecture – physicians engaged in prescribing decisions in public organizations fall prey to systematic error (i.e. bias) and make significantly different choices when faced with the same clinical case (i.e. level noise). Results show that experts tend to make irrational choices that are influenced by outgroup bias, social comparison, past behaviour, confirmation bias, loss aversion, equivalence framing, and asymmetric dominance. We also find evidence of significant level noise, that is, between-prescriber variability, with the distribution of responses differing remarkably across experimental arms. [ABSTRACT FROM AUTHOR]

Public opinion toward teachers and other public sector workers is an important factor in Ontario provincial politics. This article uses public opinion data to measure, and identify the correlates of, resentment and admiration of these groups, and to identify the relationship between these attitudes and support for political parties in Ontario. Survey data from over 4,000 Ontarians, collected at the time of the 2022 provincial election, show that Ontarians have greater admiration for, and less resentment toward, teachers than toward other provincial government workers. The data also reveal several factors related to these attitudes, including comparative assessments of compensation and workload, and relationships with members of these groups. Finally, the data show that attitudes toward teachers, but not other public sector workers, are related to provincial vote choice, with negative attitudes toward teachers predicting PC Party support. Teachers are clearly a more salient 'target' of resentment in Ontario provincial politics. These findings have implications for educational policy and the tactics of teacher unions. Cet article utilise des donnees tirees de l'opinion publique pour mesurer et identifier les correlats du ressentiment et de l'admiration envers ces groupes, et pour identifier la relation entre ces attitudes et le soutien aux partis politiques en Ontario. Les donnees d'un sondage, mene aupres de plus de 4 000 electeurs ontariens lors des elections provinciales de 2022, montrent que les Ontariens ressentent une plus grande admiration et moins de ressentiment envers les enseignants qu'a l'egard des autres travailleurs du gouvernement provincial. Les donnees revelent egalement plusieurs facteurs associes a ces attitudes-- notamment des evaluations comparatives de la remuneration et de la charge de travail--et aux relations avec les membres de ces groupes. Enfin, les donnees montrent qu'il existe un lien entre les attitudes envers les enseignants et le choix au vote provincial, mais pas avec les autres travailleurs du secteur public, les attitudes negatives envers les enseignants predisant le soutien du Parti PC. Manifestement, les enseignants sont une << cible >> plus saillante du ressentiment dans la politique provinciale de l'Ontario. Canada mirrors developments in most countries with the growth of government agencies created to deliver public goods--whether it is service delivery, adjudication of disputes, regulatory oversight, enforcement activities--purported to benefit from an arms-length relationship to cabinet. There is a robust comparative literature documenting the 'agencification' of the state, yet Canadian studies remain mostly absent. This article draws on the Government of Canada's Public Service Employee Survey (PSES) microdata from 2017, 2011, 2005, and 1999 to test key hypotheses advanced by proponents of agencification, specifically that agencies are more innovative, autonomous, and efficient public organizations. We find that those working in enforcement agencies exhibit few of the purported advantages of agencification. We also observe that in recent years regulatory, adjudicative, and parliamentary agencies consistently surpass conventional department organizations on these metrics. Future research avenues are proposed to explore how governance and oversight reforms may explain this shift. Malgre l'existence d'une solide litterature comparee documentant l'<< agencincation >> de l'Etat, les etudes canadiennes demeurent quasiment absentes. Cet article s'appuie sur les microdonnees du Sondage aupres des fonctionnaires federaux (SAFF) du gouvernement du Canada de 2017, 2011, 2005 et 1999 pour tester les principales hypotheses avancees par les adeptes de l'agencification, particulierement le fait que les agences sont des organismes publics plus innovants, autonomes et efficaces. Nous constatons que ceux qui travaillent dans les agences d'application de la loi manifestent peu des pretendus avantages de l'agencification. Nous observons egalement qu'au cours des dernieres annees, les organismes de reglementation, d'arbitrage et parlementaires surpassent systematiquement les organisations ministerielles conventionnelles sur ces parametres.
