- Abstract
The GUTTA project Final event in Croatia took place in Opatija on March 9th and 10th, 2022 (see RP7 report on communication activities). The work of all project partners, as well as the project's completed goals, were presented to the general public and stakeholders. The conference was held in a hybrid format, with English as the official language. A special focus on the impact of COVID-19 on the maritime sector was made, and how it may have affected its pathway towards its decarbonisation. The day of the conference, a press release, in Croatian language, has been prepared by the MMPI. The English version of all presentations are on the MMPI webpage. Decades of empirical research have shaped our understanding of organizational justice in the workplace and public assessments of police procedures on the street, but only recently has a nascent wave of research sought to better understand the role that officer perceptions of supervisory procedural justice play in shaping their (un)fair interactions with the public. The nascent research testing this relationship has focused on the evidence that officer perceptions of trust in the public is a pathway between internal procedural justice and external procedural justice. This article tests the role of trust and a parallel pathway that incorporates the concepts of work engagement and personal initiative in the procedural justice literature. Relying on a survey of 638 Croatian police officers, this study finds that the effect of supervisory procedural justice on officers' external procedural justice is positive but indirect through a measure of trust in the public and the proposed engagement/initiative mechanism. Reading is a significant and mass phenomenon, but the scientific research of various aspects of reading culture, such as the attitude of students towards required reading assignments, is scarce. Research on assigned reading in Croatia is mainly requested by media outlets for the purpose of publishing sensational titles. The results provided to media outlets by research agencies are of questionable scientific and methodological validity. The aim of this paper is to analyse how students and teachers perceive the attitude of students towards fulfilling the requirements pertaining to reading assignments with the purpose of devising efficient reading strategies. The research was conducted on the sample of 451 final year students in five high schools in Zagreb and 102 teachers of those final year students in the 2017-2018 school year. The results of the research indicate that there is a statistically significant difference between students and teachers in the perception of students’ attitude towards assigned reading, where teachers believe to a greater extent than students that students in their school have a positive attitude towards reading assignments.

This paper examines the factors affecting police officer willingness to adhere to a code of silence among the police in Croatia and Serbia. The paper explores the factors predicting police codes of silence in two countries formed after the dissolution of the former Yugoslavia in the early 1990s that pursued separate development paths. A police integrity questionnaire recorded the views of 1,007 police officers in Croatia and 1,843 police officers in Serbia. Multivariate modelling was used to analyse the predictors of officers' perceptions of whether they would report the violation in different scenarios. Decades since the break-up of the former Yugoslavia, the results indicate that many of the factors predicting the code of silence remain similar across police officers in the two countries. Purpose: The aim of this paper was to explore whether and how educational institutions can be involved in the process of the prevention of extremism and radicalization from the point of view of the police. Design/Methods/Approach: Efficient prevention strategies include a community-oriented and multi-agency approach, and this research focuses on the role of education in preventing violent extremism and radicalization. This research was conducted on a sample of 108 students from the Croatian Police Academy of the Ministry of the Interior by a questionnaire examining the participants’ knowledge on radicalization, the presence of various types of radicalization in their environment, factors and conditions that affect the development of extremism and radicalization and the ability of schools to prevent radicalization. Findings: Correlation analysis points to the role of schools in the prevention of radicalization by exerting influence on the three factors (financial/economic crisis, individual’s characteristics/personality and online propaganda) which affect the occurrence of extremism and radicalization. Research Limitations / Implications: Future research should include a larger sample with an equal number of participants with and without work experience in the police, so that potential differences in their attitudes could be investigated. Additionally, it would be useful to investigate the attitudes of participants on how schools could prevent radicalization. Practical Implications: The results of this research could be used to present the importance of schools in preventing radicalization to various stakeholders in order to start implementing teacher training for the facilitation of this process. Originality/Value: This paper gives us an insight into Croatian police officers’ perception of schools as their partners in the prevention Namen prispevka: Namen prispevka je analizirati načine vključevanja izobraževalnih institucij v procese preprečevanja radikalizacije in ekstremizma ter proučiti mnenje policistov o tem vprašanju. Metode: Učinkovito preprečevanje radikalizacije vključuje večinstitucionalni pristop, podprt s filozofijo policijskega dela v skupnosti. Raziskava o vlogi izobraževalnih institucij pri preprečevanju radikalizacije je bila izvedena na vzorcu 108 študentov Visoke policijske šole Ministrstva za notranje zadeve Republike Hrvaške. Uporabljen je bil vprašalnik, s pomočjo katerega so raziskovalci proučevali stopnjo znanja udeležencev raziskave o radikalizaciji, oblike radikalizacije na Hrvaškem ter dejavnike, ki vplivajo na razvoj radikalizacije in ekstremizma. Znotraj tega so proučevali vlogo šol pri preprečevanju radikalizacije. Ugotovitve: Korelacijska analiza je pokazala povezavo med vlogo šole in preprečevanjem radikalizacije pri treh dejavnikih (finančna/ekonomska kriza, individualne značilnosti posameznika, online propaganda), ki vplivajo na pojav in razvoj radikalizacije in ekstremizma. Omejitve/uporabnost raziskave Nadaljnje raziskave bi morale vključevati večji vzorec anketirancev z bolj uravnoteženimi delovnimi izkušnjami v policiji. Praktična uporabnost: Rezultati študije bi lahko služili kot osnova za krepitev zavedanja pomena in vloge šol pri preprečevanju radikalizacije ter ekstremizma in bi lahko bili osnova za usposabljanje učiteljev na tem področju. Izvirnost/pomembnost prispevka: Članek daje dober uvid v zaznavanje hrvaških policistov vloge šol kot njihovih partnerjev znotraj koncepta policijskega dela v skupnosti pri preprečevanju radikalizacije in ekstremizma med učenci.

10. Cyberbullying against minorities on social media - are young people in southeastern Europe willing to report?

The aim of the paper is to investigate how willing students in South Eastern Europe are to report cyberbullying against minoriti +es on social media, whether this willingness differs in terms of socio-demographic characteris cs, and its rela on to the willingness to report other types of crime. The research was conducted by using the quantitative method on a nonprobability sample of 1419 students from the post-socialist countries of South Eastern Europe (Bosnia and Herzegovina, Croatia, Hungary, Macedonia, Montenegro, Serbia and Slovenia). The results of the descriptive and multivariate statistical analysis indicate that students are, in the majority of cases, not willing to report cyberbullying against minori es on social media, and the willingness to report does not diff er in terms of socio- demographic characteristics (place of birth, socioeconomic status, field of study, year of study and college success), except for the country of residence, where differences have been determined.

11. Analysis of the perception of police officers about various forms of radicalization and extremism in Slovenia and Croatia

Recently experts and practitioners alike noted the emergence of security challenges arising from radicalisation, often leading to extreme violence. Radicalisation and violent extremism present a security threat also to Mid Europe and Western Balkans countries. In the past few decades, the Western Balkan countries have been viewed as a breeding ground for religious radicals and violent extremism. Nowadays, the police have assumed a crucial role in facilitating a preventive multi-stakeholder approach at the local or regional level, particularly in at risk local settings. The paper presents findings of a study conducted on a sample of 117 students of the Croatian Police College of the Ministry of the Interior and 57 Slovenian police officers. A questionnaire was used to identify police officers' opinion on extent of different forms of extremism/radicalization existing in their countries in general and their opinion on religious extremism/radicalisation in Slovenia and Croatia.

12. The Croatian Emigrants’ Views of Police Integrity in Croatia and the United States

This paper explores the respondents’ views of the police in Croatia and the USA. In 2017, we surveyed a sample of the Croatian emigrants residing in the United States and invited them to fill out a questionnaire containing six hypothetical vignettes describing examples of police corruption. The respondents were asked to evaluate the seriousness of police corruption and estimate how serious police officers in both countries would evaluate these same behaviors. The results show that, in the majority of the scenarios, the respondents evaluated examples of police corruption more seriously in the United States than in Croatia. Similarly, the findings suggest that the respondents perceived that the Croatian police officers would evaluate police corruption less seriously than their U.S. counterparts. Their migrant status was not related to their perceptions of police officers’ evaluations of seriousness.

This paper explores the Croatian emigrant views of police integrity in Croatia and the USA. The Croatian emigrants residing in the United States of America were surveyed in 2017. The questionnaire contained six hypothetical vignettes describing examples of police corruption and it instructed the respondents to evaluate how serious these examples of police corruption are and to estimate how serious police officers in both countries would evaluate these behaviors. The results show that the Croatian emigrants assessed the seriousness of different types of police corruption very similarly in both countries, but expected that the Croatian police would evaluate these behaviors as much less serious than they expected the police in the United States would. An in-depth exploration indicates that their own estimates of seriousness are dependent on neither their emigrant status nor frequency of their visits to Croatia.

This paper aimed to explore whether and how media can be involved in the process of the prevention of extremism and radicalisation from the police point of view.This survey was conducted on a sample of 108 students from the Croatian Police Academy of the Ministry of the Interior by a questionnaire examining the participants’ knowledge on radicalization, the presence of various types of radicalization in their environment, factors and conditions that affect the development of extremism and radicalization and the ability of media to prevent radicalization.Results point out that police officers do see media as a partner stakeholder in preventing radicalisation.The results of this survey could be used to present the importance of media in preventing radicalisation to various stakeholders to start implementing media workers training for the facilitation of this process.This paper gives us an insight into Croatian police officers’ perception of media as their partners in the prevention of radicalisation and extremism.Future survey should include a larger sample with an equal number of participants with and without work experience in the police so that potential differences in their attitudes could be investigated.

19. Perceptions of school climate by students and teachers in secondary schools in Croatia

School climate represents a relatively permanent quality of the school environment, which is based on a common perception of behaviour in school and is affected by its formal and informal organization, participants’ personalities, and the school management. The study involved 451 students and 102 teachers from secondary schools in the city of Zagreb. The study was performed using a questionnaire containing a school climate scale (Niobe Way 2007) and questions about the sociodemographic data of the participants. The aim of the study was to determine the differences between students’ and teachers’ perceptions of the school climate, and the gender of the participants was considered. The results showed that the teachers assessed all four dimensions of school climate more positively than the students. It was also found that gender is not a relevant factor in the teachers’ assessments of different aspects of the school climate but contributes to more positive assessments by female students compared to their male counterparts.

21. Students' violence against teachers in relation to school climate

Purpose: The aim of this paper was to analyse the connection between experiencing violent behaviour of students directed at teachers and school climate. Design/Methods/Approach: The school climate is expressed through four dimensions: nature of the teacher-student relationship nature of the relationship among students extent to which students have decision-making autonomy clarity, consistency and fairness in school rules. The research was based on four hypotheses, which negate the relationship between violent behaviour of students directed at teachers and various dimensions of school climate. It was conducted on a sample of 451 students in their final years of secondary schools in Zagreb. Findings: The results indicate that there is a statistically significant difference in the perception of three out of four dimensions of school climate between the students who have experience with violent behaviour of students directed at teachers and those students who do not have such experience. The results show that the students who have experience with violent behaviour of students directed at teachers assess students’ autonomy more negatively. Research Limitations / Implications: Future research should include a larger sample of respondents, both secondary school students and teachers. Practical Implications: This research has significant practical implications for safety in schools since it indicates the need to design quality school climate in secondary schools in Zagreb. Originality/Value: The results of this research could be used to present the importance of school climate in schools in order to prevent violent behaviour of students directed at teachers. Namen prispevka: Namen prispevka je analizirati povezavo med doživljanjem nasilnega vedenja učencev nad učitelji in šolsko klimo. Metode: Šolska klima se izraža skozi štiri dimenzije: odnos učitelj-učenec, odnosi med učenci, obseg avtonomije odločanja učencev in jasnost, doslednost ter poštenost šolskih pravil. Raziskava je temeljila na štirih hipotezah, ki negirajo povezavo med nasilnim vedenjem učencev nad učitelji in različnimi dimenzijami šolske klime. Raziskava je bila izvedena na vzorcu 451 učencev zaključnih letnikov srednjih šol v Zagrebu. Ugotovitve: Rezultati analize kažejo, da obstajajo statistično pomembne razlike v dojemanju treh od štirih dimenzij šolske klime med učenci, ki imajo izkušnje z nasilnim vedenjem učencev nad učitelji, in učenci, ki takšnih izkušenj nimajo. Rezultati kažejo tudi, da učenci, ki imajo izkušnje z nasilnim vedenjem učencev nad učitelji, bolj negativno ocenjujejo avtonomijo učencev. Omejitve/uporabnost raziskave Prihodnje raziskave bi morale vključevati večji vzorec anketirancev, tako srednješolcev kot tudi učiteljev. Praktična uporabnost: Raziskava ima lahko praktično vrednost za zagotavljanje varnosti v šolah, saj kaže na potrebo po oblikovanju kakovostne šolske klime v srednjih šolah v Zagrebu. Izvirnost/pomembnost prispevka: Rezultate raziskave bi lahko uporabili za predstavitev pomena šolske klime, z namenom preprečevanja nasilnega vedenja učencev nad učitelji.

Nasilje u virtualnom svijetu najšire se definira kao upotreba elektroničkih medija za namjerno povređivanje žrtve. Cilj je ovog rada ispitati povezanost između iskustva nasilja u virtualnom svijetu i provođenja aktivnosti s ciljem prevencije nasilja (u virtualnom svijetu). Uzorak čini 451 učenik završnih razreda pet zagrebačkih srednjih škola. Podatci dobiveni ovim istraživanjem pokazuju da većina učenika ima iskustvo nasilja u virtualnom svijetu, da se aktivnosti za prevenciju nasilja (u virtualnom svijetu) provede u manje od polovine škola te da nema povezanosti između provođenja preventivnih aktivnosti i iskustva nasilja učenika u virtualnom svijetu. Drugim riječima, iskustvo vršnjačkoga nasilja u virtualnom je svijetu visoko prisutno i preventivne aktivnosti koje se provode u promatranim školama nisu učinkovite. Svrha je rada predložiti smjernice za prevenciju nasilja u virtualnom svijetu u školskom okruženju.

23. Nasilno ponašanje učenika prema nastavnicima u relaciji sa školskom klimom

Istraživanje nasilnoga ponašanja učenika prema nastavnicima rastući je, te do sad nedovoljno istraženi problem školstva svugdje u svijetu, pa tako i u Hrvatskoj. Ovaj rad donosi jedinstvenu analizu utjecaja školske klime, sa svoje četiri komponente (priroda odnosa između nastavnika i učenika ; priroda odnosa među učenicima ; mjera do koje je dozvoljena autonomija učenika pri donošenju odluka ; jasnoća, konzistentnost i korektnost pravila škole), na pojavu nasilnoga ponašanja učenika prema nastavnicima. Istraživanje je temeljeno na četiri nulte hipoteze, koje negiraju povezanost pojave nasilnoga ponašanja učenika s pojedinim komponentama školske klime, a provedeno je na uzorku ispitanika koji je sačinjen od 451 učenika završnih razreda zagrebačkih srednjih škola. Rezultati ukazuju na to kako gotovo trećina učenika ima iskustva s nasilnim ponašanjem učenika prema nastavnicima, odnosno da zna za takve oblike školskoga nasilja. Također, rezultati analize tablica kontingencije i hi-kvadrat testova pokazuju kako postoji statistički značajna povezanost između pojave nasilnoga ponašanja učenika nad nastavnicima te prirode odnosa između nastavnika i učenika, prirode odnosa među učenicima, te jasnoće, konzistentnosti i korektnosti pravila koje škola pruža. Hipoteza koja tvrdi kako ne postoji povezanost između mjere do koje je dozvoljena autonomija učenika pri donošenju odluka i pojave nasilnoga ponašanja učenika prema nastavnicima je prihvaćena, jer analiza nije pokazala statistički značajnu povezanost. Istraživanje ovakvoga tipa ima značajne praktične implikacije na sigurnost škola, jer ukazuje na potrebu kvalitetnoga dizajniranja školske klime u zagrebačkim srednjim školama.

According to Ritter (2005), the term "illegal drug market" is widely used in drug-related research, however, meaning different things to different researchers. The most influential fact on the lack of research in this area is nonexistence of a unified / unique definition of the drug market (Degenhardt et al., 2004), but the levels and their definitions differ from study to study. Another significant problem is the lack of information on the structure of the distribution process in different countries, the way in which a particular market responds to changes in supply and demand, and the concrete impact of measures aimed at reducing supply and demand for drugs (Natarajan and Hough, 2000). Understanding the drug market is important for a number of reasons, mostly in helping design drug prevention through specific projects, sanctioning and other efforts to enforce laws related to drug abuse. The main goal of this research was to collect data on the structure and dynamics of the drug market in the Republic of Croatia, based on the results obtained in the earlier study on secondary crime in relation with drug abuse in 2016. The sample in this research included 156 perpetrators of criminal offenses related to drug crimes serving prison sentence in Lepoglava Penitentiary, 24 juveniles in the Turopolje Educational Center and 150 perpetrators of misdemeanor acts under the Law on Suppression of Drug Abuse from the official statistical reports of several police administrations involved in this research. Data were collected from the official police reports and specifically for this research designed questionnaires for adults and juveniles. Furthermore, a series of interviews were conducted with juveniles and these data were subjected to qualitative data analysis. The results indicate that the drug market in the Republic of Croatia is extremely dynamic and can confirm the approach of drug-related crime approaches supported by the EMCDDA (2007) - psychopharmacological (drug use leads to criminality due to psychopharmacological influence of the consumed drugs), economic model (drug abusers are most often involved in property crimes that provide resources for further consumption) and a “systemic model” that implies the perpetration of violent offences associated with drug distribution.
