The state use analysis of the project-oriented management in the enterprises of various subject branches is executed. The expediency of hybrid projects portfolios forming of motor transport enterprises and method developing for performing the specified management process is substantiated. The proposed method of hybrid projects portfolios forming of motor transport enterprises involves the implementation of four stages and twelve systemically related management processes, which take into account the characteristics of the subject area and project activities in it, as well as the design environment. In contrast to the existing methods of project portfolio formation, the proposed method proposes the experience usage of previously implemented hybrid projects. The peculiarities of the project environment of individual hybrid projects of motor transport enterprises and temporarily available resources (vehicles, contractors) are taken into account. Simulation of hybrid projects is envisaged to assess their value, which provides high-quality forecasting of the level of satisfaction of stakeholders of individual hybrid projects carried out under different scenarios. The balance of the hybrid projects portfolio is offered by using cluster model of their value, which provides the identification of priority hybrid projects that have the maximum value for stakeholders.

Since the 1980s, the project has become an essential management approach for contemporary companies that require profound organizational transformations, hence the need for more in-depth studies on human resources development in this new environment. The present work aimed to recognize the different challenges of the training policy in the project environment. To this end, we conducted 31 semi-structured interviews with Tunisian project managers. The results showed that the training policy is a conducive context for skills development in the project environment. Project-based organizations are called upon to promote their employees’ skills through training programs encompassing mainly two kinds of skills: interpersonal and technical. The results also revealed that the temporary and unstable nature of the projects leaves little room for training due to time pressure, lack of budget, and work overload.

In the scientific article the actual scientific and applied task of development of models of management the infrastructure projects by means of hybrid technologies is solved. A thorough analysis of research in the field of infrastructure project management and identified its unresolved part. Was conducted the analysis of the subject area of the state of implementation of infrastructure projects at the regional level; terminological base of scientific research; a system of normative legal acts in the field of financial regulation of infrastructure projects and programs at the regional level and standards for project management; international experience in implementing programs at the regional level; modern approaches to the management of infrastructure projects and programs at the regional level. A scientific and applied concept of hybrid management of infrastructure projects and programs at the regional level by means of convergence of knowledge systems for project management has been developed. Described the project environment of infrastructure projects and programs at the regional level, which includes the core implementation and operation of infrastructure projects and programs using hybrid technologies at the regional level, and four blocks underlying the set of parameters and values of such projects and programs. It is determined that the complexity of infrastructure projects and programs of the territorial system determines the problem of project management, and accordingly the complexity of projects. Thus, complex projects are projects with a high level of uncertainty of input data, high probability or magnitude of potential risks and the need to use different approaches in project implementation, including the involvement of a relatively large number of experts in different fields of specialization. Scientifically based methods and mechanisms of hybrid management of infrastructure projects and programs at the regional level allow to identify and implement possible measures to improve the situation in the region and improve the organizational and functional structure of resource management., В научной статье решена актуальная научно-прикладная задача разработки моделей управления инфраструктурными проєктами средствами гибридных технологий. Проведен обстоятельный анализ проведенных исследований в сфере управления инфраструктурными проєктами и идентифицирована ее нерешенная часть. Проведен анализ предметной области состояния реализации инфраструктурных проєктов на региональном уровне; терминологической базы научного исследования; системы нормативно правовых актов в сфере финансового регулирования инфраструктурных проєктов и программ на региональном уровне и стандартов по управлению проєктами; международный опыт реализации программ на региональном уровне; современных подходов к управлению инфраструктурными проєктами и программами на региональном уровне. Разработана научно-прикладная концепция гибридного управления инфраструктурными проєктами и программами на региональном уровне средствами конвергенции систем знаний по управлению проєктами. Описанная проектная среда инфраструктурных проектов и программ на региональном уровне, включающая ядро внедрения и функционирования инфраструктурных проектов и программ средствами гибридных технологий на региональном уровне, и четыре блока, лежащие в основе формирования набора параметров и значений таких проектов и программ. Установлено, что сложность инфраструктурных проектов и программ территориальной системы определяет проблему управления проектами, а соответственно и сложность проектов. Таким образом, комплексными проектами являются объекты с высоким уровнем неопределенности входных данных, высокой вероятностью или величиной потенциальных рисков и необходимостью использования различных подходов в реализации проектов, в том числе с привлечением относительно большого количества экспертов в различных отраслях специализации. Таким чином комплексними проєктами є проєкти з високим рівнем невизначеності вхідних даних, високою ймовірністю чи величиною потенційних ризиків та необхідністю використання різних підходів у реалізації проєктів, у тому числі із залученням відносно великої кількості експертів у різних галузях спеціалізації. Науково обґрунтовані методи та механізми гібридного управління інфраструктурними проєктами та програмами на регіональному рівні дають змогу визначити і реалізувати можливі заходи з покращення ситуації в регіоні та вдосконалити організаційну і функціональну структури управління ресурсами.

The prerequisites for the creation and use of information-analytical systems for support decision-making in crop harvesting projects are revealed. The peculiarities of the projects environment impact on the implementation of winter rape harvesting projects are presented. Emphasis is placed on the importance of timely of works execution in crop harvesting projects, as well as solving tasks on coordination of content (technical equipment of technological processes of stem spraying and combine seed harvesting) and time of work in projects. The importance of the biological processes impact of winter rapeseed ripening and agrometeorological conditions on the time constraints of the technical equipment operation of projects is indicated. It is noted that this impact determines the variability of the timing of the start of work, as well as their duration and affects the functional performance of winter rapeseed harvesting projects. The necessity of taking into account of these features in the statistical simulation model of the technological system projects of rapeseed harvesting is proved. The development and results of the use of information and analytical system to support project management processes are presented. The method of taking into account the impact of the project environment (subject and agrometeorological conditions) on the timing and timeliness of work in harvesting projects is shown. The expediency of simulation models and methods creating of reflecting the probabilistic conditions of the technical equipment of agricultural crops harvesting projects are described. Computer experiments with a simulation model were performed with the initial data on technical equipment (high-clearance sprayer Mekosan Tecnoma Laser4240-30 and CLAAS Mega 360 combine), cultivar and limits of its production area. The peculiarities of the influence of the main components of crop harvesting projects on the indicators of their efficiency are revealed. The simulation was performed for the set limits of the production area of winter rape – 10-500ha with a stepwise increase of 10 ha. Correlation dependences of functional indicators efficiency of technological systems on volumes of projects works taking into account influence of the project environment are established., Раскрыты предпосылки создания и использования информационно-аналитических систем для поддержки принятия решений в проектах уборки урожая растений. Приведены особенности воздействия проектной среды на выполнение проектов уборки озимого рапса. Акцентировано внимание на весомости своевременного выполнения работ в проектах уборки урожая, а также на решение задач по согласованию содержания (технического оснащения технологических процессов опрыскивания растений склеивателями и комбайновой уборки семян) и времени работ в проектах. Отмечена значимость влияния биологических процессов созревания озимого рапса и агрометеорологических условий на временные ограничения функционирования технического оснащения проектов. Отмечено, что такое влияние приводит к изменчивости сроков начала работ, а также их продолжительности и сказывается на функциональных показателях эффективности проектов уборки урожая озимого рапса. Доказана необходимость учета этих особенностей в статистической имитационной модели проектов технологической системы уборки урожая рапса. Приведены разработка и результаты использования информационно-аналитической системы для поддержки процессов управления проектами. Показана методика учета влияния проектной среды (предметные и агрометеорологические условия) на сроки и своевременность работ в проектах уборки урожая. Описана целесообразность создания имитационных моделей и методика отражения вероятностных условий функционирования технического оснащения проектов уборки урожая сельскохозяйственных культур. Выполнены компьютерные эксперименты с имитационной моделью с заданными начальными данными по техническому оснащению (высококлиренсный опрыскиватель Меkosan Tecnoma Laser4240-30 и комбайн CLAAS Mega 360), сорта культуры и границ ее производственной площади. Раскрыты особенности влияния основных составляющих проектов уборки урожая сельскохозяйственных культур на показатели их эффективности. Моделирование выполнено для заданных пределов производственной площади озимого рапса – 10-500 га с пошаговым ее увеличением – 10 га. Установлены корреляционные зависимости функциональных характеристик эффективности технологических систем от размеров работ в проектах с учетом действия проектной среды., Розкрито передумови створення та використання інформаційно-аналітичних систем для підтримки прийняття рішень у проєктах збирання врожаю культур. Наведено особливості впливу проєктного середовища на виконання проєктів збирання озимого ріпаку. Акцентовано на вагомості своєчасного виконання робіт у проєктах збирання врожаю культури, а також розв’язку завдань із узгодження змісту (технічного оснащення технологічних процесів обприскування стеблостою склеювачами та комбайнового збирання насіння) та часу робіт у проєктах. Означено вагомість впливу біологічних процесів достигання озимого ріпаку та агрометеорологічних умов на часові обмеження функціонування технічного оснащення проєктів. Зазначено, що такий вплив зумовлює мінливість термінів початку робіт, а також їх тривалості і позначається на функціональних показниках ефективності проєктів збирання врожаю озимого ріпаку. Доведено необхідність врахування цих особливостей у статистичній імітаційній моделі проєктів технологічної системи збирання врожаю ріпаку. Наведено розробку і результати використання інформаційно-аналітичної системи для підтримки процесів управління проєктами. Показано методику врахування впливу проєктного середовища (предметні та агрометеорологічні умови) на терміни та своєчасність робіт у проєктах збирання врожаю. Описано доцільність створення імітаційних моделей та методику відображення ймовірнісних умов функціонування технічного оснащення проєктів збирання врожаю сільськогосподарських культур. Виконано комп’ютерні експерименти з імітаційною моделлю із заданими початковими даними щодо технічного оснащення (висококліренсний обприскувач Меkоsаn Tecnoma Laser4240-30 та комбайн CLAAS Mega360), сорту культури та меж її виробничої площі. Розкрито особливості впливу головних складових проєктів збирання врожаю сільськогосподарських культур на показники їх ефективності. Моделювання виконано для заданих меж виробничої площі озимого ріпаку – 10-500 га із покроковим її приростом в 10 га. Встановлено кореляційні залежності функціональних показників ефективності технологічних систем від обсягів робіт у проєктах за врахування впливу проєктного середовища.

Project teams (PTs) are critical resources in the success of projects in the Information and Communication Technology (ICT) sector, as projects in this sector are highly dependent on human resources. Numerous researchers have written about the key role played by the PTs. However, PTs have not received commensurate recognition from their project managers (PMs) when it comes to the addressing of their needs and interests. ICT PTs have become forgotten stakeholders. In an effort to address the neglect of project teams by PMs, a model was developed by the authors of this paper to assist ICT PMs in treating PTs as key stakeholders. The purpose of this paper is to present the results of the refinement and evaluation process to which this model was subjected, using a two-phase Delphi methodology, using experienced experts comprising five PMs, twenty PT members as well as five academics. The data collected from the experts using interviews was analysed by means of statistical and qualitative methods. The results show that the experts have welcomed the use of the model in the ICT sector, acknowledging its suitability for a real-life project environment. Future studies should include the validation of the model in a real-life project environment.

The objective of this research paper is to provide a prototype expert system that can materially help to reduce the likelihood of construction disputes. The inputs of this system include many relevant factors that can adequately describe the construction project environment. The outputs of the proposed expert system will be in the form of a complete tabulation for the expected causes of construction disputes for the construction project under discussion. The different phases of the system development will be deeply discussed. Some guidelines will be systematically provided to show how can the suggested expert system can be operated. Finally, some selected case study applications will be provided to check the validity of the proposed system.

Background: The information technology (IT) project environment in developing economies is complex and dynamic due to their unique social, technological, cultural, and political contexts. However, the unique risk factors involved in IT projects in developing economies have seldom been discussed in the literature. This study proposes a conceptual framework for identifying risks in IT projects by considering the unique characteristics of project management in developing economies. Method: 17 project cases were examined via a series of expert interviews in Cambodia and Uganda. The interview results were coded into a total of 257 risk incidents, which were used to validate the proposed framework. Particularly, the risk incidents of each economy were matched with 16 risk categories under the proposed framework. The matched results were conceptualized into unique risk factors of each economy. Results: Our results reveal that the most critical risks in both economies involve the lack of structured and standardized project management (PM) processes, and misunderstanding and poor decision-making due to the lack of project experience and technical knowledge in local stakeholders. In addition to these shared risk factors, the two economies show distinct risk granularities. Particularly, IT projects in Cambodia are more vulnerable to cultural uniqueness while IT projects in Uganda suffer more with complex stakeholder structures. Conclusions: The proposed framework serves as guidance to identify IT project risks in developing economies. Furthermore, the identified risk factors using the framework proposed by this study help project managers or stakeholders recognize and mitigate the unique IT project risk factors in the two developing economies.

This study aims to understand how the information about corporate governance precepts permeates the organization within the project environment and influences decision making. After analyzing 157 decisions, we concluded that there is a lack of robustness in the governance mechanisms to convey this information consistently. However, when there is strength to break the gap and reach the agent, the decisions made in the projects are 16.5 times more likely to be aligned with corporate governance. This finding reveals the importance of effective and consistent project governance mechanisms.

Project management decisions are mostly made based on money. Now, a business's worth and profit are taken into consideration when making technical decisions. Over 80% of the United States GDP is derived from projects that emphasize money as being an essential component involved in the process. On the other hand, all other aspects of a project are becoming more complex, such as equipment installation, the design and manufacturing process, renovation, and replacement. Thus, these factors must be emphasized when making decisions, as well. The private sector and federal institutions view projects as being the newest avenue for creating profits and keeping the economy afloat. As a result, project management should be considered to be an essential component, because it can recognize citizen-paid taxes and can avoid wasting resources. This study will begin with a discussion of how vital economics can be to the project management and the project environment. Second, this study will address the various kinds of useful economic decisions and decision-making methods. Finally, it will send the importance of decision-making methods in projects, which is particularly true for engineering and technicalt projects.

PurposeThe performance of public–private partnerships (PPPs) can be determined by a variety of factors, i.e. influencing factors (IFs). This study is undertaken for a purpose of identifying how such factors determine the project's performance (i.e. factor transmission patterns), particularly from the key stakeholders' perspectives.Design/methodology/approachA hybrid approach, which comprises a Social Network Analysis, ISM (i.e. Interpretive Structural Modeling) and an improved DEMATEL (i.e. Decision-Making Trail and Evaluation Laboratory), was developed to analyze the causal relationships between the identified IFs as well as the transmission patterns of their impacts on PPPs. Data were collected from interviews and questionnaire surveys.FindingsThe transmission patterns of the identified IFs cascade from project environment and features and stakeholders' relationship to the project company capabilities and project process. It is identified that the public authority has a higher level than that of the private entity in PPPs.Research limitations/implicationsIt lacks longitudinal studies to investigate the dynamics of PPP stakeholder relationships and social networks. Future research needs to explore the transmission patterns of sub-factors affecting PPP performance and extend the applicability of the developed hybrid approach.Practical implicationsThis research provides practitioners with a robust tool that is useful for and insights into enhancing the management of lifecycle performance. It ensures the public authorities and private entities embarking on PPPs will make an informed decision about the monitoring of the life cycle performance.Originality/valueThis study contributes to knowledge of managerial mechanisms that can be adopted to manage factors determining the performance of PPPs. It enables an understanding of stakeholders' roles in driving the life cycle performance of PPPs.

Purpose This paper aims to extend the theory relating to knowledge sharing barriers and enablers in the public sector information and communication technology (ICT) project context. Design/methodology/approach A case study method was used whereby project managers from each of the seven departments of the Victorian Public Sector in Australia were interviewed about their knowledge sharing practice. A semi-structured interview instrument based on Riege’s (2005) barrier framework was used to explore the barriers to knowledge sharing that they experienced as part of their work. Findings The study found that many of Riege’s (2005) barriers did not apply in the public sector ICT project environment, demonstrating that context matters. In addition, five enablers were identified, resulting in a new model of enablers and barriers to knowledge sharing in public sector ICT projects. Research limitations/implications This study focuses on a single case, the Victorian Public Sector, and consequently the results are not generalisable. Future research should explore the applicability of the model in other public sector ICT project contexts. Practical implications The study highlights the relationship between knowledge sharing and the project manager and the role it plays in project delivery. The model presented provides a starting point for public sector practitioners to develop their knowledge sharing practice, potentially enhancing project outcomes in the process. Originality/value This study examines barriers to knowledge sharing in an under-researched context, that of the public sector ICT project environment. It builds on current theory and provides insights for practitioners in the public sector.

PurposeThis paper builds on previous research in information systems (IS) project management by focusing on key antecedents proposed to play important roles in influencing normative commitment within the IS project environment. The study also further investigates the influence of normative commitment on intentions to continue.Design/methodology/approachTo collect data for this study, a field survey was administered online, and individuals were selected for participation by a member of upper management from Fortune 500 companies located in the United States. Two-hundred and thirty two (232) survey responses were collected. The model was analyzed using PLS-SEM.FindingsThe results indicated that personal investment, personal responsibility, voluntariness, project-specific self-efficacy and problem-solving competency were all significantly related to normative commitment. Project-specific self-efficacy, problem-solving competency and normative commitment directly influenced intention to continue. Additionally, problem-solving competency moderated both the relationships of project-specific self-efficacy to normative commitment and project-specific self-efficacy to intention to continue. The resulting model explains 63% of intention to continue and 58% of normative commitment.Originality/valueThe findings from this study contribute to commitment theory and enhance one’s understanding of IS project environments by exploring specific antecedents related to developing normative commitment. Additionally, the impact of normative commitment on intention to continue was enhanced by examining key moderating relationships to the model.

The state of the united Ukrainian territorial communities fire extinguishing systems and trends in their development have been analyzed. The the united territorial communities development expediency scientific-methodical bases and service model of fire extinguishing systems projects has been proved. Developed scientific-methodical bases and service model take into account features of changing project environment of the projects in relation to the united territorial community fire extinguishing systems projects model, based on the prediction variability in reference to the fires number and type, take into account the roads condition and provide fire extinguishing systems in the desired state. Based on the united territorial community fire extinguishing systems algorithm service model project computer program has been developed. The proposed computer program provided an opportunity to substantiate trends in organizational-technological parameters values of the fire extinguishing systems projects regarding combined territorial communities. Regularities of changes in reference to organizational and technological indicators of the projects value concerning the fire extinguishing systems has been developed for conditions of Zhovtanets united territorial community.

Statement of the problem. The modern stage in the development of education determines new requirements for the professional activity of a teacher. A modern teacher, especially a holder of a master,s degree in Pedagogical Education, should have managerial skills. Research by L.D. Gordin, M.I. Rozhkov, L.I. Umansky and others confirm this fact. The absence in pedagogical science of a unified understanding of this problem proves relevance of this study. The purpose of the article is to analyze the content, special features of the implementation of the program for the development of professionally-oriented managerial skills among future master,s degree holders and the results of experimental work on its implementation. Methodology (materials and methods). The study of the works by Russian and international scientists, normative documents in the field of education, the survey of teachers and school leaders made it possible to identify and justify professionally-oriented managerial skills of the master,s degree holders in Pedagogical Education and to develop a program for development of these skills. The article shows the content and special features of the implementation of this program, formulates and discloses three organizational and pedagogical conditions that ensure the implementation of the program: enrichment of the content of education with project training in the field of educational activity management, pedagogical support in the project environment, enhancement of the development of managerial skills by solving organizational and pedagogical tasks in the workplace. Research results. The article reveals the essence of the concept of professionally-oriented managerial skills for master,s degree candidates in Pedagogical Education, defines the main groups of these skills and their content. The program for the formation of professionally-oriented managerial skills among future master,s degree holders is presented. The stages of its implementation are highlighted and characterized. The articles also highlights the results of experimental work on the formation of professionally-oriented managerial skills among future master,s degree holders in Pedagogcial Education at the Krasnoyarsk State Pedagogical University named after V.P. Astafiev. Conclusions. As a result of the research, the content and features of the implementation of the program for the formation of professionally-oriented managerial skills of future master,s degree holders are analyzed.

Context: A stable team is deemed optimal for agile software development project success; however, all teams change membership over time. Newcomers joining an agile project team must rapidly assimilate into the organisational and project environment. They must do this while learning how to contribute effectively and without seriously interrupting project progress. Objective: This paper addresses how newcomers integrate into an established agile project team and how agile practices assist with onboarding. Method: A single, qualitative case study approach was used, investigating a co-located agile project team in a large IT department who regularly onboard inexperienced newcomers. Analysis was abductive, consisting of inductive coding and theming using categories from an existing onboarding theory. Results: We describe the team’s onboarding practices and adjustments and present an agile onboarding model that encompasses onboarding activities, individual adjustments, and workplace adjustments. Conclusions: A mixture of general and specific agile onboarding practices contribute to successful onboarding in an agile team. We provide practical guidelines to improve onboarding practice in agile teams. Our major new contribution is an extended model of onboarding for agile teams.

The rise of separatist actions in various regions in Indonesia raises concerns for all parties, including contractors as providers of construction project services. Not only separatism, thuggery acts that occur in the construction project environment are also considered to be 'natural'. The current SMK3 cost planning does not take into account events in different project locations, particularly in the western, central, and eastern parts of Indonesia. This should be considered since each region in Indonesia has different climatic conditions and characteristics. This study focuses on analyzing the relationship between project location and building height on K3 cost and further reviews the factors in these variables which are the dominant influence on K3 cost. The purpose of this study is to analyze the factors in each variable that affect K3 costs and analyze the relationship between project location variables and building heights on the K3 cost model in Rusunawa construction projects. This study analyzes data from 5 experts and 12 respondents who work in construction companies using quantitative methods and questionnaires. The results of the study indicate that there are 5 variables with 33 indicators that affect the K3 cost of the Rusunawa construction project.
