Organized crime has emerged as one of the most formidable challenges globally, existing as an unavoidable reality with such severe implications that the international community is compelled to unite efforts to counteract it. Its intricate criminal structures and the multiplicity of its criminal activities characterise it. Owing to its pervasive influence across various crucial sectors, notably the economic, security, and social realms, many nations have been overwhelmed by their inability to tackle it independently, thus underscoring the urgent need for innovative mechanisms to mitigate its adverse impacts and ramifications. Therefore, updating and approximating legislation is an essential proactive step to combat organized crime by providing modern legal tools that allow the security and judicial agencies to keep pace with the evolving methods of this crime, starting with formulating a comprehensive definition of organized crime that includes all its components and characteristics, and enacting laws that criminalize all organized criminal activities, such as Drug trafficking, money laundering, and human trafficking, enacting other laws that allow the confiscation of profits from organized crime and their reuse in anti-crime programs, and establishing mechanisms to enhance cooperation between security and judicial agencies and other government bodies.

The potential reactivity of a coarse recycled concrete aggregate (CRCA) obtained from concrete damaged by alkali–silica reaction (ASR) was evaluated by the concrete prism test method. Different recycled aggregate replacement percentages and exposure conditions were considered. Moreover, the use of Portland-limestone cement (PLC) as a preventive measure to mitigate the deleterious effect of ASR according to the Argentinian regulation was considered to evaluate the residual expansion of the CRCA. Expansions were recorded up to the age of 156 weeks, and different mechanical properties were also determined. The use of ordinary Portland cement (OPC) leads to an increase in ASR expansions for recycled concretes as CRCA content increases, whereas when PLC is used, expansions remain lower than the limits fixed in the standard test method, even at older ages. 7. Data quality in an HIV vaccine efficacy clinical trial in South Africa: through natural disasters and with discipline

Abstract Background To produce quality data that informs valid clinical trial results and withstands regulatory inspection, trial sites should adhere to many complex and dynamic requirements. Understanding non-conformance to requirements informs the emerging field of improvement science. We describe protocol deviations in South Africa’s largest HIV vaccine efficacy trial. Methods We analysed data from the HVTN 702 trial using mixed methods. We obtained descriptive statistics, from protocol deviation case report forms collected from 2016–2022, of deviation by participant, trial site, and time to site awareness. We thematically analysed text narratives of deviation descriptions, corrective and preventive actions, generating categories, codes and themes which emerged from the data. Results For 5407 enrollments, 4074 protocol deviations were reported (75 [95% CI: 73.0–77.6] deviations per 100 enrolments). There was a median of 1 protocol deviation per participant (IQR 1–2). Median time from deviation to site awareness was 31 days (IQR 0–146). The most common category of deviation type was omitted data and/or procedures (69%), and 54% of these omissions were stated to have arisen because of the national lockdown at the beginning of the COVID-19 pandemic. The ratio of protocol deviations to cumulative enrolments was highest in the year 2020 (0.34). Major themes of deviations were: COVID-19 and climate disasters giving rise to deviation trends, subroutines introducing an opportunity for deviation, and document fragmentation (such as requirements dispersed across multiple guidance documents) as an obstacle. Preventive action categories were: no preventive measures; discipline, training and/or awareness; quality review, checking and verifying and changing the process and/or implementation tools. Major themes of preventive actions were that systems-based actions are unusual, with people-based actions dominating, and that root cause analysis was rarely mentioned. Conclusions In the age of infectious and climate disaster risks, trials may benefit from simple study designs and trial-related documents. To optimise protocol adherence, sponsors and sites should consider ongoing training, and routinely review deviation reports with a view to adjusting processes. These data quality lessons may inform future trial design, training and implementation. Abstract Smear Test is a test that functions as a preventive measure against cervical cancer. It is important to know in advance that the process of this test will be through the cervix, so this gives rise to differences of opinion, there are several opinions that state the importance of carrying out this test because it is the initial process in detecting cervical cancer. However, there are also several countries that believe that matters related to sex and sexuality are taboo. This will further complicate efforts to protect sexual health. This article aims to examine further the views on the Smear Test which are linked to the issue of women’s sexual health rights while also examining its benefits. In the research and research process, the author will use qualitative methods and library research to obtain the necessary data. Comparative studies will also be used in comparative analysis of women’s rights to Smear Tests in the Indonesian jurisdiction compared to the UK jurisdiction and several other countries as an additional reference. Based on previous research, the author believes that Indonesia must reflect on developed countries in terms of state efforts to increase protection of the sexual health rights of its people. Overall, there are two different views from the pro and con groups regarding the implementation of the Smear Test. However, in the end the Smear Test must still be recognized by the Government as an effort to prevent its people from problems related to sexual health. Abstrak Smear Test adalah sebuah tes yang berfungsi sebagai tindakan prefentif terhadap penyakit kanker serviks. Perlu diketahui terlebih dahulu bahwa tes tersebut prosesnya akan melalui leher rahim (serviks) sehingga hal tersebut menimbulkan perbedaan pendapat, ada beberapa pendapat yang menyatakan pentingnya tes tersebut untuk dilakukan karena merupakan proses awal dalam mendeteksi penyakit kanker serviks. Meski demikian, terdapat pula beberapa negara yang percaya bahwa hal-hal yang berhubungan dengan seks maupun seksualitas merupakan suatu hal yang tabu. Hal ini akan semakin mempersulit upaya untuk melindungi kesehatan seksual. Artikel ini bertujuan untuk mengkaji lebih lanjut mengenai pandangan terhadap Smear Test yang dikaitkan dengan isu hak kesehatan seksual perempuan sekaligus juga mengkaji manfaatnya. Dalam proses riset dan penelitian, Penulis akan menggunakan metode kualitatif serta penelitian kepustakaan untuk memperoleh data yang diperlukan. Studi komparatif juga akan digunakan dalam menganalisis perbandingan atas hak perempuan terhadap Smear Test dalam yurisdiksi Indonesia dibandingkan dengan yurisdiksi Inggris serta beberapa negara lainnya sebagai referensi tambahan. Berdasarkan penelitian yang ada sebelumnya, Penulis berpendapat bahwa Indonesia wajib berkaca pada negara-negara maju dalam hal upaya negara untuk meningkatkan perlindungan terhadap hak kesehatan seksual masyarakatnya. Secara keseluruhan, terdapat dua pandangan yang berbeda dari kelompok pro maupun kontra mengenai implementasi Smear Test ini. Namun, pada akhirnya Smear Test tetap harus diakui oleh Pemerintah sebagai upaya untuk menghindari masyarakatnya dari permasalahan-permasalahan yang berkaitan dengan kesehatan seksual.

This study is to confirm the influence of SNS in the process of forming behavioral intentions to prevent infectious diseases in the risk situation of corona virus infection. For this purpose, SNS was divided into government/media SNS and personal SNS according to information sources, and the degree of influence of the main characteristics (information reliability, information up-to-date, enjoyment, and social relationships) of each SNS was examined. In addition, the mediating effects of risk perception, negative emotions, and subjective norms were also examined for factors influencing preventive behavioral intentions using the RISP and HBM models, which were previously applied to the search and sharing of health and risk-related information. An online survey was conducted to verify the research model, and as a result of the analysis, the information reliability of public SNS, enjoyment and social relationship factors of personal SNS are major factors influencing risk perception, and risk perception mediate negative emotions and it has been found to influence norms. The comparative policies of US presidents are significant because they can be analyzed in relation to different regi president has their own foreign policy when it comes to regional security and international politics. Trump and Biden pursued different Middle Eastern policies to exert control over the region, utilizing distinct mechanisms to achieve their objective employed the preferential balance of power strategy, while Biden opted for cooperative balance against threats and maximizing interests through offshore balancing. Biden's national security docum and 2022, suggest that the US's security policy has undergone revisions The crisis in Ukraine has had implications for regional security and has influenced Biden's approach to Iran. Although Biden and Trump have distinct tactical and strategic perspectives, each US president formulates their regional policies based on the strategic imperatives of international politics. The primary question at hand is to examine the tactical and strategic actions taken by the US in its regional security policy under the administrations of Trump and Biden. To analyze these patterns, we utilize the neo-neo theory, which combines neo-liberalist and neo-realist approaches to regional action. The research is based on the hypothesis that Donald Trump's regional security policy relied on a preference for the balance of power, resulting in preemptive actions to establish this balance. CV. XYZ is a company engaged in the manufacture of rice crispies as a complement to snacks. The purpose of this research is to determine problems in the company's supply chain process and how to mitigate existing risks by using the House of Risk (HOR) method which has 2 stages. The priority risk agents are determined in phase 1, and the effective actions to deal with the priority risk agents are determined in phase 2. Based on research results, there are 23 risk events with 36 risk agents that cause these risk events. The results of stage 1 HOR, there are 12 priority risk agents that need to be mitigated. The results of the stage 2 HOR, there are 11 preventive actions that can be implemented by companies to mitigate 12 priority risk agents. Then, four preventive actions were taken: performing daily, weekly, monthly, and annual maintenance by machine operators and maintenance parties; repairing machines / machine service; adding production hours; and evaluating supplier performance. This paper was proposed to the company's main manager who is involved in the supply chain process, and it includes several mitigations to be implemented, so they can mitigate the risks that they face, which are expected to improve the company in the future. In the post-Cold War period, contemporary studies of strategic deterrence have expanded from traditional ones to contents that are much broader in terms of content and topics. It can be said that today this is the comprehensive activity that should engage the entire society, proclaiming the concept of the whole power. Providing the systematic implementation of the principle of comprehensiveness, together with the principle of knowledge-worthiness and timeliness, certainly represents a key prerequisite for effective deterrence in modern conditions. Military power certainly represents a fundamental capability for deterrence in the context of support to foreign policy, diplomatic efforts and economic cooperation with foreign countries, as well as in terms of psychological and informational resistance. Another great problem is which state authority to entrust with the implementation of strategic deterrence. It seems most acceptable for the National Security Council to assume the responsibility for the implementation of strategic deterrence, with the necessary organizational and functional changes in terms of recruiting personnel for the Council. The paper deals with the problem how to distribute the competences of state authorities in the implementation of deterrence. We believe that this paper has offered quite enough arguments that it is necessary to legally regulate this field in a manner that it changes the basic assumptions of the competences of state authorities to the least possible extent. It is clear that this is a conceptual model that requires further elaboration and concretization, but it can serve as a starting point for further research.

The system of the financial management and control (hereinafter referred to as: FMC) in the public sector and the Ministry of Defence of the RS (hereinafter referred to as: MoD) should focus on the principles of economy, efficiency, effectiveness and publicity, with the legal use of public funds, aimed at supporting the management in business improvement. Hence, it is necessary to continuously improve the FMC, not to allow problems to arise, but to detect potential risks through controls and take preventive actions, in order to improve business. The objective of the paper is to emphasize the importance of the financial management and control in the public sector, and also in the Ministry of Defence as one of its ministries. Methodologically, analyses and syntheses, comparisons, inductions and deductions of business and FMC for the last five years in the public sector of the RS are included. On the basis of this research and the considered functioning of the FMC, good and bad experiences in normative regulation and in practice, problems have been identified with proposals for its improvement in the public sector and in the MoD of the RS. The improvement proposal has been made by analysing the reports of the Ministry of Finance and the State Audit Institution (hereinafter referred to as: SAI), by researching the operations and functioning of the FMC in the MoD.

The article aims to consider in detail the principles and requirements for impartiality, its components, and the status of implementation of these requirements in the current state of conformity assessment in Ukraine for different types of conformity assessment bodies (CABs); involved in food safety management system; compliance with the requirements of impartiality in terms of managing the risks associated with impartiality. The article uses methods of theoretical, empirical-theoretical, and empirical research, including analysis of documentation. Expert assessments were used to determine the significance of individual elements. The importance of impartiality in the activities of CABs is substantiated and demonstrated. Received a list of mandatory and recommended impartiality requirements for the requirements of the received standards and identified factors that threaten impartiality. Practical recommendations for documenting the process of impartiality management developed. The article analyzed the completeness and sufficiency of possible documented evidence, identified the risks of impartiality, and developed a set of preventive measures to minimize the identified risks. The authors developed a methodology for managing impartiality, which combines the experience and experience of CABs in various fields. The research results allow the CAB to carry out and document lending sector activities following the standard's requirements.

Universitas Andalas has an assisted area in the campus environment located in Limau Manis, Pauh. Skin disease, commonly encountered in the community, is a critical disease group in primary healthcare. However, there is no data on skin disease prevalence in Pauh Primary Care Unit. The purpose of this community service is to find out the characteristics of skin diseases that exist in the Pauh Primary Care Unit. Identifying the prevalence of skin disease is indispensable to planning health services and providing preventive actions against related diseases. The method used primary data from dermatologic status examinations on September 14, 2021. In addition, patients' quality of life was assessed using the Dermatology Life Quality Index (DLQI) questionnaire. The activity results obtained the most diseases were superficial fungal infections, and most skin diseases impact the patient's life. So, treatment and education are essential things in this activity.

Background: During the pandemic of COVID-19, some countries imposed lockdown restrictions on their cities to stop the outbreak of the virus. However, this mandatory lockdown was not imposed by all countries. Objectives: The purpose of this study was to investigate the effects of the induced-compliance situation generated by not imposing the lockdown restrictions during the COVID-19 pandemic on individuals' COVID-19 perceived risk and practicing theWorld Health Organization preventive actions, considering the moderating role of gender. Methods: The research was conducted through a causal-comparativemethod. Participants were 320 social media users who were randomly selected to complete the justification of COVID-19 perceived risk and COVID-19 preventive action implementation questionnaires. Instruments' validity and reliability were confirmed through confirmatory factor analysis and Cronbach alpha. Results: The analysis of variance (ANOVA) showed significant interactive effects of gender and work attendance on the justification of COVID-19 perceived risk so that the highest rate of justification was applied by males who were required to attend their workplace physically. The ANOVA results showed the significant main effects of gender and work attendance on the action. Based on these findings, the lowest rate of preventive actions belonged to males and those who attended their workplace physically. Conclusions: It is concluded that not imposing the lockdown restrictions, other than its direct role in increasing social contacts and the probability of virus spread, also lowers preventive actions implementation. This could happen due to belief modification to eliminate the undesirable state of cognitive dissonance that emerged from the induced-compliance situations. [ABSTRACT FROM AUTHOR]

The cost of downtime and maintenance of any component of the offshore HVDC transmission system is higher than its equivalent onshore one. To prevent this, it is essential to detect any sign of hardware degradation and replace it with a healthy component. This paper presents a new way of detecting any possible deterioration of sub-module capacitance based on the measured feedback on the MMC-HVDC system. Here, the capacitor voltages are estimated using an analytical model and compared with the measured voltages. Initially, the method is verified with an independent sub-module during charging, closed-loop control, and discharge periods. It is then extended to a complete MMC-HVDC system during its operation. The simulation results demonstrate that the proposed method identifies the abnormal sub-module, isolates it, and replaces with a healthy, redundant module, without affecting the normal operation of the MMC-HVDC system. BackgroundIn an outbreak of an infectious disease especially, online media would usually be an important channel for people to get first-hand knowledge and evaluate risks of the specific emergency. Although there has been increasing attention to the effect of social media use during epidemics and outbreaks, relatively little is known about the underlying mechanism by which social media plays a role in people's cognitive, affective and preventive responses.ObjectiveWith an objective to advance current knowledge surrounding social media effects on people's cognition, affection and health protective behaviors during epidemics, we aim to examine the associations between social media exposure to COVID-19 risks related information and preventive behavior of the public, and also the role that situation awareness and crisis emotions including anxiety and fear played.MethodsAn online cross-sectional survey was conducted in China a total of 632 participants were recruited. Measures included exposure to COVID-19 information through social media, situation awareness, anxiety, fear and protective behaviors that participants have taken. We have performed the descriptive statistical analysis, correlation and mediation analysis to test the research hypotheses.ResultsFindings indicated that situation awareness was positively associated with social media use (B = 0.54, p < 0.001), anxiety (B = 0.95, p < 0.001) and fear (B = 0.87, p < 0.001), and preventive behavior (B = 0.68, p < 0.001). Social media use would also have an indirect effect on anxiety (indirect effect = 0.40; 95% CI = [0.34, 0.46]) and fear (indirect effect = 0.35; 95% CI = [0.29, 0.42]) through situation awareness. The serial mediation effect of situation awareness and fear in the correlation between social media use and preventive behavior has been testified (indirect effect = 0.04, 95% CI = [0.01, 0.08]).ConclusionsSocial media use might influence the adoption of preventive behaviors through triggering situation awareness and fear. Therefore, health communication regarding COVID-19 prevention should target people with less internet access and low eHealth literacy. Understanding the positive role of negative crisis emotions during outbreaks could also help communicators and policymakers develop appropriate strategies to make people proactive to avoid the remaining health hazard.

Because of climate changes, natural disasters are becoming more serious. For instance, the intensity of typhoons has been increasing in recent years. Typhoons and other natural disasters have high-impact low-probability characteristics. Thus, procedures for preparing for natural disasters and increasing power system resilience are important issues. This article proposes an all-inclusive process for system operators to make decisions for enhancing power system resilience and economic value during a severe weather event. This process first considers the typhoon track, the fragility curve and the recovery time of transmission lines. After collecting these data, system simulations and a calculated resilience index are implemented according to cases with and without disaster prevention. Next, the probability threshold and calculated economic value index are obtained based on numerical weather prediction wind speeds and the cost-loss ratio. Finally, the two indexes are considered in combination to obtain the highest resilience with the greatest benefit. The proposed process helps system operators make decisions for appropriate preventive actions at the least cost. An actual Taiwan power system and a severe weather event are used as an example to demonstrate the proposed decision analysis. The simulation results indicate the feasibility of the proposed method, which can reduce potential risks caused by extreme weather events with the maximum economic benefits. [ABSTRACT FROM AUTHOR]

The article aims to consider in detail the principles and requirements for impartiality, its components, and the status of implementation of these requirements in the current state of conformity assessment in Ukraine for different types of conformity assessment bodies (CABs); involved in food safety management system; compliance with the requirements of impartiality in terms of managing the risks associated with impartiality. The article uses methods of theoretical, empirical-theoretical, and empirical research, including analysis of documentation. Expert assessments were used to determine the significance of individual elements. The importance of impartiality in the activities of CABs is substantiated and demonstrated. Received a list of mandatory and recommended impartiality requirements for the requirements of the received standards and identified factors that threaten impartiality. Practical recommendations for documenting the process of impartiality management developed. The article analyzed the completeness and sufficiency of possible documented evidence, identified the risks of impartiality, and developed a set of preventive measures to minimize the identified risks. The authors developed a methodology for managing impartiality, which combines the experience and experience of CABs in various fields. In preventing communal conflict, the role of local wisdom is often considered to be a mechanism to maintain the peacefulness and closeness of inter-ethnic relations. Many researchers also argue that conflict prevention should practiced during both pre- and post-conflict. This study, therefore, aims to explain the role of Muakhi as the local wisdom in Lampung Province for recovering inter-ethnic relations in post-communal (inter-ethnic) conflict based on two empirical cases, namely the Balinuraga conflict in South Lampung and the Pematang Tahalo conflict in East Lampung, Lampung Province. The data was collected through in-depth interviews and documents. A total of 74 informants, consisting of local residents and community leaders from Lampung, Java and Bali ethnics totaling as many as 60 people (each village 15 people). There were also 14 informants who were village, district and regency government officials, including the police department and military personnel. The data was analyzed through a qualitative approach based on the constructivist paradigm. The study found that Muakhi refers to the concept of brotherhood accepted by the immigrants who are both ethnic Balinese and Javanese. Thus, this study suggests that the practice of Muakhi in the post-communal conflict through the strengthening of the moral values and the sociocultural relationship is an effective way of restoring communal conflict. However, this study argues that there is resistance to using Angkon Muakhi in a more detailed ceremony.

The application of the death penalty for perpetrators of crimes is an absorbing topic to talk about because it reaps the pros and cons. In Indonesia, despite these pros and cons, the death penalty is still maintained, but only imposed on perpetrators of crimes, categorized as extraordinary crimes, one of which is narcotics crimes. The government's reason for implementing the death penalty is none other than because the death penalty is considered to have a deterrent effect, so that it will be able to reduce the number of narcotics crimes in Indonesia. Therefore, there are several things that we need to review, including, how is the regulation of the death penalty for narcotics criminal offenders based on Law Number 35 of 2009, on Narcotics? How is the implementation of the death penalty for narcotics criminal offenders in Indonesia? Has the application of the death penalty for narcotics offenders proven effective in reducing the number of narcotics crimes in Indonesia? It is essential to answer these questions to increase knowledge for readers and contribute in formulating a more effective and efficient strategy in the fight against narcotics crime. The study was conducted through normative legal research, and the data in this study were secondary data, which consisted of the primary law materials and the secondary law materials. The results of this study show us that Indonesia has declared narcotics crimes as a high-risk crime so that elements concerning narcotics crimes and sanctions are specifically regulated in Law No. 35 of 2009 on Narcotics. However, the number of narcotics crimes in Indonesia remains high, even though the death penalty has been repeatedly imposed on the perpetrators of narcotics crimes, which proves that the death penalty is not effective as a preventive action in combatting narcotics crimes in Indonesia. Objective: In this study, we propose and evaluate the use of Latent Dirichlet Allocation (LDA), a topic modeling approach, to support practitioners in suggesting preventive actions to avoid the creation of similar invalid bug reports in the future. Method: In an industrial case study, we first manually analyzed descriptions of invalid bug reports to identify common patterns in their descriptions. We further investigated to what extent LDA can support this manual process. We used expert-based validation to evaluate the relevance of identified common patterns and their usefulness in suggesting preventive measures. Results: We found that invalid bug reports have common patterns that are perceived as relevant, and they can be used to devise preventive measures. Furthermore, the identification of common patterns can be supported with automation. The growing impact of weather-related power outages on economy and society in the last decades underlines the rising need for power system resilience. Power system resilience can be boosted through adoption of probabilistic approaches and preventive actions building on smart grid capabilities. Decisions on the best-performing preventive action, however, are nontrivial and must consider the expected impact of an upcoming event, weather forecasts, fault probabilities, and their corresponding uncertainties. This article presents a three-stage decision-making methodology that is based on assessing weighted preevent and postevent performance loss and considers spatial uncertainty of fault probabilities, modeled by probability distributions. The methodology is demonstrated using preventive actions, such as additional network constraints and islanding, aiming to mitigate cascading failures in transmission networks. Their performance loss is compared to the traditional N-1 criterion. Simultaneous faults of up to three lines are considered as initiating cause in the IEEE 30-bus network and the 489-bus German transmission network to verify potential and scalability of the methodology. Results show that the decision-making methodology effectively identifies the best-performing action to reduce the risk of cascading failures for any level of uncertainty.

Retailer price promotions, and in particular multi-unit deals such as the ubiquitous “buy one, get one,” are often criticized as a cause of food waste, presumably because they lure households into buying more than they can realistically consume. In this research, the authors combine field data and experiments to provide the first systematic test of this claim. The field data, which span eight frequently purchased perishable foods, show no evidence of a positive relationship between single-unit or multi-unit price promotions and food waste. In fact, households that took advantage of a multi-unit deal reported wasting less than did households paying regular prices (RPs), but only when the quantity purchased was larger than usual. Given this result, and that households also reported consuming and freezing more, the authors hypothesize that promotion-induced overbuying triggers a concern for food waste that encourages waste prevention. One experiment finds support for this mechanism. A second experiment shows that the effect on food waste concerns is moderated by perishability and versatility but unaffected by convenience and healthiness. Overall, then, this research invites regulators and other professionals to rethink their stance on price promotions and work with retailers to design smart campaigns that motivate waste awareness and management.

This study uses a quasi-qualitative approach. The supply chain in the SS2 weapon raw material procurement process is essential in SS2 weapon production activities. Failure to manage the procurement process will hurt production activities. This impact is caused by the risks that arise from the lack of supervision in collecting the raw material procurement process. The purpose of this study is to identify and analyze the risks that occur in the supply chain for the procurement of raw material for SS2 weapons at PT Pindad (Persero) and identify risk mitigation by proposing preventive actions in dealing with risks. The method used is the House of Risk (HOR) and the Pareto 80:20 principle to identify risks and determine the priority risk agents who will be given risk management. The real risks identified in this study were 17 risk events and 27 risk agents. Based on the data processing results, six priority risk agents have the highest ARP value, namely the total cumulative ARP percentage of 49.43%. 43. Under‐impedance load shedding: a new preventive action against voltage instability.

Load dynamics play an important role in the voltage stability. Grid‐side short‐circuit faults may induce severe voltage drops at motor load buses. Once the fault is cleared, depending upon its clearing time, the load bus voltage may either return to its permissible range or degrade gradually until it collapses. From the short‐term voltage stability viewpoint, the former is a stable phenomenon, while the latter is an unstable circumstance and the load should be shed in order to prevent voltage instability from being spread over the grid. To cope with this problem, this study presents a new under‐impedance load shedding (UILS) scheme. A quadratic distance relay is used as the load shedding element. The trajectory of load impedance is monitored by the proposed UILS relay. Following the grid‐side fault clearance, if the impedance trajectory enters the load shedding zone and remains inside it for a predefined time, voltage instability is detected and the load is curtailed by the UILS relay. The proposed approach is tested on various networks, including a real power system model. The obtained results approve the efficiency of the proposed UILS scheme. [ABSTRACT FROM AUTHOR]

44. Managing Deviating EQA Results: A Survey to Assess the Corrective and Preventive Actions of Medical Laboratories Testing for Oncological Biomarkers

Laboratories testing predictive biomarkers in lung and colorectal cancer are advised to participate in external quality assessment (EQA) schemes. This study aimed to investigate which corrective actions were taken by laboratories if predetermined performance criteria were not met, to ultimately improve current test practices. EQA participants from the European Society of Pathology between 2014 and 2018 for lung and colorectal cancer were contacted, if they had at least one analysis error or test failure in the provided cases, to complete a survey. For 72.4% of 514 deviating EQA results, an appropriate action was performed, most often including staff training (15.2%) and protocol revisions (14.6%). Main assigned persons were the molecular biologist (40.0%) and pathologist (46.5%). A change in test method or the use of complex techniques, such as next-generation sequencing, required more training and the involvement of dedicated personnel to reduce future test failures. The majority of participants adhered to ISO 15189 and implemented suitable actions by designated staff, not limited to accredited laboratories. However, for 27.6% of cases (by 20 laboratories) no corrective action was taken, especially for pre-analytic problems and complex techniques. The surveys were feasible to request information on results follow-up and further recommendations were provided.

The paper is dedicated to advancing the security of energy systems and conditions for undisturbed use of all types of energy. As the beginning of the 21st century was marked by various threats, challenges and risks that disrupted both integral and human security by the emergence of all kinds of violence, especially contemporary (urban) terrorism, a need has arisen for a preventive action of the UN, the nations, and their institutions for the protection of basic human rights and freedoms of citizens globally. As energy is a source of life, without which it is impossible for the modern man to function, the terrorist organizations are most likely to choose, as a target of their attacks, a range of power plants, energy transmission lines, power stations and substations in urban areas in particular, in order to cause fear, anxiety, defeatism, and panic in citizens, while compromising the nation with the international community incurring significant material damage, primarily for political reasons. Therefore, this paper points to and warns of potential problems, but also of the ways of preventive actions and the preclusion of terrorist attacks against energy systems, the energy itself, and consequently the man.

Spinning-induced rhabdomyolysis (SIR) is a well documented cause of exertional rhabdomyolysis. We aim to raise awareness and to call for preventive action towards avoidable healthcare costs associated with SIR. To this end, we describe three cases of SIR, associated healthcare costs and possible preventive strategies. We propose that community-based preventive measures should be considered in addressing the economic consequences of SIR.

The growing concern over catastrophic weather events, mostly as a direct result of climate changes, has underscored the need for expanding traditional power system contingency analyses to handle the associated risks of extreme power outages. To enable power system operators to make timely decisions when facing extreme events, we explore in this paper the viability of a classifier which uses the machine learning approach based on the Bayes decision theory as a means of predicting power system component outages. However, owing to an excessively imbalanced and largely sparse power component outage datasets, the corresponding classifier learning is a challenging problem in the data mining community. In the proposed approach, we apply a resampling method to overcome the class imbalance problem. The proposed classifier provides an effective framework that not only minimizes outage prediction errors for power system components, but also considers the cost of each preventive action according to its implication in extreme events. The outcome of the proposed model can be used for introducing operation-oriented preventive measures that allow the rescheduling of generation resources for maximizing the power system resilience. The performance of the proposed classifier is examined through numerical simulations by utilizing the confusion matrix.

Adolescence is a transitional age to shape and find an identity. So sometimes teenagers try many things including doing new things that violate ethics and relationships. This is partly due to misunderstanding and ignorance about the scope and importance of reproductive health. Some cases related to reproductive health are caused by curiosity, wanting to try, or being invited by friends. Mistakes in taking along and interacting encourage cases related to reproductive health such as early pregnancy, abortion, cervical cancer, and being infected with sexually transmitted diseases. Therefore, it is necessary to take preemptive or preventive action against attitudes and behaviors that have the potential to cause unrest in the community. The implementation of this community development is in partnership with the administrator of RT.09/RW.03 Kelurahan Cilangkap, East Jakarta by carrying out educational activities in the form of Training for Adolescent Reproductive Health Counselors “Peer Mentoring” in Achieving Sustainable Development Goals 3. This activity emphasizes understanding and ethics in maintaining reproductive health considering that adolescents are the next generation. Without understanding and ethics, teenagers will be easily tempted by relationships that do not fit the norm. Participants in this activity are male youth members of the youth organization. This scope is made to facilitate communication and discussion related to reproductive health which is still considered taboo. The implementation of the activity is carried out in three stages involving partners. Meanwhile, the methods used are educational methods, question, and answer, and group discussion forums. As for evaluation, there are four stages to achieving and sustaining activities, such as understanding the material, redescription through question and answer, reexplaining by discussing cases through group discussion forums as well as forming peer groups, and evaluating the understanding through questioner.

This study aims to show that the legal rules regarding the eradication of terrorism are regulated in Law No. 5 of 2018 concerning Amendments to Law No. 15 of 2003 concerning the Stipulation of Perpu No. 1 of 2002 concerning the Eradication of Criminal Acts of Terrorism. Law enforcement against the eradication of terrorism in Vital Objects in the North Sumatra Regional Police refers to the theory of law enforcement according to Soerjono Soekanto that law enforcement has 3 elements, namely: first, legal certainty (rechtssicherheit), second; Benefits (zweckmassigkeit), and third, Justice (gerechtigkeit). The research method used is a normative juridical research with analytical descriptive research characteristics. This study uses materials obtained from the results of library research, from library research secondary data is collected which includes primary legal materials, secondary legal materials and tertiary legal materials. Data analysis in this study is qualitative. The results showed that the opportunity for the police to take preventive action, namely to prohibit and process the law of all public actions that could be categorized as leading to radicalism or terrorism refers to law enforcement theory.

Introduction: Protection of personnel in microbiological testing laboratories should be conducted. One of the efforts that can be used for preventive action is the determination of the biosafety level. This study was conducted with the aim of knowing how important the biosafety level is seen from the readiness level of laboratory personnel regarding knowledge, training, and competency assessment of laboratory personnel. Moreover, this study was also based on the application of biological risk assessment and the planned biosafety implementation program. Method: The sampling method used was secondary data with document review and data recording from the implementation of activities in the microbiology laboratory. Meanwhile, the primary data collection was done through in-depth interviews with respondents using questionnaires and direct interviews. Result: The results of data collection and data processing showed that 74% of laboratory personnel had the appropriate competence in carrying out the assessment by determining the biosafety level. This was supported by the biosafety program which might be planned and implemented with laboratory readiness. This had a percentage of 73% in terms of biological risk assessment and laboratory facilities. Conclusion: Determination of biosafety level is important for personnel who is working in dangerous facilities which is exposed to microbiological agents such as bacteria, viruses, fungi, and other microbiological products. This is because, determining the biosafety level not only protects laboratory personnel, but also the environment from biological hazards.
