This article examines the factors that drive innovation at South African universities. The study uses a mixed-method approach, including surveys and interviews, to gather perspectives from employees and senior leaders. The findings reveal that the drivers of innovation include societal challenges, collaborative knowledge exchange, global rankings, individual employee drive, a nurturing environment, leadership, students, and government. The study emphasizes the importance of careful reflection and collaboration among stakeholders to define the scope of innovation based on each university's resources and context. Background: By closing university and educational centers due to the pandemic outbreak of Coronavirus, E-learning achieved prominence. The technology advances in this field, moreover, have caused fundamantal changes in many approaches, including learning assessment methods. Therefore, this study aimed to identify the challenges of evaluating E-learning in the Coronavirus era and provide practical solutions for the optimal usage at the educational system in Iran. Methods: This is a qualitative and research synthesis study. The inclusion criterion was the studies indexed in national and international databases, which were identified through a systematic search process. From 170 studies identified in the initial review stage, 100 were excluded from the analysis process due to the lack of sufficient information on the research objectives, repetitiveness, and unrelated research objectives. Then, in the content review, 70 researches were examined, and finally 20 studies which met the criteria for in-depth analysis were selected. Results: The analysis of the selected studies showed that there were key challenges in the E-learning assessment such as validity and reliability, lack of real measurement of learning results, lack of real interaction between students and professors, technological challenges, and heavy workload for the teacher and learner. Conclusion: According to the results of the research, it is suggested that an agenda should be set in educational systems for the training the professors with applying and integrating the new tools and technologies in the assessment of the students’ learning.

Childhood asthma must be diagnosed and managed correctly. It is the most common and potentially fatal chronic non-communicable disease in children. The prevalence of asthma is increasing in both resource-limited and well-resourced settings. Up to 96% of asthma deaths occur in low- and middle-income countries where medical care must often be offered against a background of limited resources. Simple diagnostic steps, accessible treatment options and a good understanding of childhood asthma and asthma education will benefit all asthmatic patients, especially those who rely on resource-limited healthcare. This review is not an academic appraisal of data on the topic; it aims instead to extract practical solutions from asthma guideline documents to bring correct diagnoses and simple, yet effective management options to resource-limited settings. The current paper touches up the reasons of difficulties that the English-speaking Learners of Arabic face in the pronunciation of some phonemes. The author explains this phenomenon through the description of the mechanism of formation of similar sounds in Arabic and English and the problematic sounds for English-speaking Learners. She also gives a brief comparative analysis of Arabic and English phonemes that are mistakenly perceived by students as identical. This paper also analyzes the challenges of English-speaking Learners related to the pronunciation of Arabic phonemes that are absent in English. In addition to the theoretical part, the article contains practical recommendations aimed at solving the difficulties associated with the setting up the correct pronunciation of this category of students. In addition to the exercises targeted at setting up the correct pronunciation, the author provides the lesson plan, containing various activities for resolving this issueThis work also briefly highlights issues related to the uneasy situation in the field of teaching pronunciation as one of the aspects of learning Arabic in the United States.

The article discusses the problem of teaching Polish as a heritage language, outside of Poland and when the number of teaching hours is limited. In such a situation it is worthwhile to integrate subsystems and language skills as well as combining the curricula of a range of subjects. This eclectic approach seems to be effective here. The approach is described not as a set of random actions, but as wellthought out and coherent procedures. The article uses the example of Barańczak’s Garden party to present how different techniques can be applied in teaching. It also underlines the necessity of using different media, which makes language education more modern and more attractive.

The purpose of this study was to assess the digital skills of librarians working in university libraries. This study measures their digital skills to create and manage the digital library and the factors affecting their digital skills. The study also provides practical solutions to overcome those factors. This study used a mixed-method research design that is based on qualitative and quantitative research. In the first phase, an in-depth review of related literature was conducted to identify the research problem and formulate research objectives. Data were collected using a questionnaire and analyzed through SPSS software. An interview guide was developed to collect qualitative data from 50 key experts. A thematic approach was used to analyze data. The current status of digital skills of librarians working in university libraries of Pakistan is not encouraging to develop and manage a digital library. Results showed that library schools in Pakistan are not offering practice-based training to their graduates to develop their digital skills. There is a dire need to offer practice-based training and short courses for librarians working in university libraries of Pakistan to improve their digital skills. Experts recommended in-house training programs and hiring master trainers to improve the digital skills of librarians. The results of this research are limited to librarians working in university libraries of Pakistan. This study has practical implications for librarians, library schools, library administration, and university libraries to develop digital skills of librarians and combat the factors/issues that are affecting their digital skills. This study has not only identified the key factors/issues that are affecting the digital skills of librarians but also provides practical solutions on how to overcome those factors. And therefore the phenomenon of climate change and global warming has worsened [2], as well as the rise in temperatures, which has led to a drop in the level of drinking water and irrigation water at the same time, which aggravates the problem of water scarcity and threatens to spread future wars [3]. It is important for us, as intellectuals, to think seriously about practical and appropriate solutions for our region and our cities and within the framework of our intellectual, scientific and technological capacities, in the sense of finding practical solutions that can be embodied and carried out in the short, medium and long term. This article presents a theoretical view on culturally embedded thinking and action in encounters between patient and health professional. A key point of the analysis indicates that a highly efficient health sector may entail an implicit duality: on the one hand, the health professional can and often must relate pragmatically to the patient in order to solve problems and do so quickly, while on the other, the professional may be personally challenged when embedded cultural thinking leads to conflicts or dilemmas. This means that a purely pragmatic perspective will be challenged when such conflicts arise. The article looks at interrelated concepts such as 'culture', 'prejudice' and 'meaning' in order to shed light on the presuppositions that are brought into the cultural encounter between patient and health professional. This kind of analysis will hopefully contribute to a raised awareness of what is actually - apart from pragmatic problem solving - going on in such encounters. The conceptual framework used in this article primarily draws on the German philosopher Hans-Georg Gadamer, which is contrasted with the pragmatic perspective from the American philosopher Richard Rorty. The purpose of the present study is to determine teachers' professional competences in ìlearning to beî and provide practical solutions for its realization. The research employed a mixed-methods sequential explanatory design and was conducted through two qualitative and quantitative methods. The population of the qualitative research consisted of educational experts, among whom 20 participants were selected through the purposive sampling technique after conducting interviews and data saturation. The population of the quantitative research included high school teachers in districts 2 and 3 of Isfahan among whom 217 holding MA, MSc, and PhD. degrees were selected via purposive sampling technique. In the qualitative section, the data collection instrument was semistructured interview, and in the quantitative section, a 14-subscale researcher-made Teacher Professional Competences Questionnaire. Findings of the qualitative section were categorized into teachers' cognitive competences, educational and managerial skills, and scientific, attitudinal, skill, behavioral, and general competences. From teachers' viewpoints, the most important competences in ìlearning to beî was their ability to develop self-esteem and self-confidence in students, ability to increase personal skills such as self-awareness and self-belief in students, and their ability to guide students to determine the valuable goals for their lives. There was a consensus among views of experts and teachers about professional competences. There were no differences in the teachers' opinions regarding the demographic characteristics of professional competences. Practical solutions of this learning approach were categorized by educational experts into solutions related to teacher education strategies, educational-training modalities, and the involvement of effective factors. The optimal controlled islanding of power systems is a practical solution to prevent system blackouts if the boundary of islands and corrective control actions in each island are carefully specified. This paper establishes a model for the controlled islanding problem by a proposed mixed integer linear program (MILP). The frequency-arresting (FA) and frequency-stabilising (FS) constraints are linearised and incorporated in our FA-FS-constrained MILP model to prevent triggering of load shedding (LS) relays. This achievement makes our model capable of handling low-inertia networks. Intentional LS and stepwise generation curtailment are corrective actions accommodated for frequency control and power mismatch considerations. These corrective actions increase the degree of freedom and broaden the feasible space of the MILP model under the envisaged tough operating conditions. Our model's computational efficiency is improved using a proposed graph theory-based network reduction technique. The basic groups of coherent generators, determined in the offline mode, are aggregated as equivalent buses using an extended Steiner tree method. A graph-path determination technique is also proposed to generate disconnection constraints (between equivalent buses of incoherent areas) and bus-allocation constraints. Simulation results on the IEEE 39-bus test system and a 76-bus case study verify the proposed network reduction technique's effectiveness and the MILP model., QC 20220121

This paper seeks to address the problem of the empirical identification of housing market segmentation, once we assume that submarkets exist. The typical difficulty in identifying housing submarkets when dealing with many locations is the vast number of potential solutions and, in such cases, the use of the Chow test for hedonic functions is not a practical solution. Here, we solve this problem by undertaking an identification process with a heuristic for spatially constrained clustering, the "Housing Submarket Identifier" (HouSI). The solution is applied to the housing market in the city of Barcelona (Spain), where we estimate a hedonic model for fifty thousand dwellings aggregated into ten groups. In order to determine the utility of the procedure we seek to verify whether the final solution provided by the heuristic is comparable with the division of the city into ten administrative districts. © 2012 Elsevier Ltd.

The production of carbapenemases is one of the most important mechanisms that lead to carbapenem resistance. At the same time, the carbapenemases present on extracromosomial genetic material (plasmids) are transmitted between various bacteria. Although the genes Klebsiella, Enterobacter and Escherichia are most commonly involved in infections, the identification of carbapenemases in other genes may be very important for controlling infections. In this article, we will review a recent study published in the Morbidity and Mortality Weekly Report, which evaluated the production of carbapenemases in enterobacteria belonging to genes less commonly involved in clinical practice. All strains of enterobacteria transmitted to the Center for Disease Control (CDC) in Atlanta and the Public Health Laboratory of the Minnesota Health Department (MDH) from 1 January 2014 to 30 September 2017 were screened for the identification of five carbapenemases (KPC, NDM, OXA-48, IMP, and VIM). Among these, the results for the genera Klebsiella, Enterobacter and Escherichia were excluded. CDC received 1039 EPC-RC isolates during the study, of which 63 (6.1%) of the infrequently identified genera. Over the same period, 149 (12%) of the 1241 CREs were producing carbapenemases. Although in small numbers, isolates from more infrequent genera of enterobacteria that produce carbapenemases may be an important reservoir for dissemination to other bacteria. The performance of music can be ensured through a very thorough conducting technique. This study measures their digital skills to create and manage the digital library and the factors affecting their digital skills. The study also provides practical solutions to overcome those factors. This study used a mixed-method research design that is based on qualitative and quantitative research. In the first phase, an in-depth review of related literature was conducted to identify the research problem and formulate research objectives. Data were collected using a questionnaire and analyzed through SPSS software. An interview guide was developed to collect qualitative data from 50 key experts. A thematic approach was used to analyze data. The current status of digital skills of librarians working in university libraries of Pakistan is not encouraging to develop and manage a digital library. Results showed that library schools in Pakistan are not offering practice-based training to their graduates to develop their digital skills. There is a dire need to offer practice-based training and short courses for librarians working in university libraries of Pakistan to improve their digital skills. Experts recommended in-house training programs and hiring master trainers to improve the digital skills of librarians. The results of this research are limited to librarians working in university libraries of Pakistan. This study has practical implications for librarians, library schools, library administration, and university libraries to develop digital skills of librarians and combat the factors/issues that are affecting their digital skills. This study has not only identified the key factors/issues that are affecting the digital skills of librarians but also provides practical solutions on how to overcome those factors.

This article presents a theoretical view on embedded cultural thinking and action in encounters between patient and health professional. A key point of the analysis indicates that a highly efficient health sector may entail an implicit duality. On the one hand, the health professional can and often must relate pragmatically to the patient in order to solve problems and also solve them quickly, while on the other hand, the professional can be personally challenged when cultural thinking leads to conflicts or dilemmas. This means that a purely pragmatic perspective will be challenged when such conflicts occur. In the article we look into interrelated dimensions such as “culture,” “prejudice” and “meaning” in order to shed light on the presuppositions of the cultural encounter between patient and health professional. This kind of analysis will contribute to a raised awareness of what is actually – apart from pragmatic problem solving – going on in such encounters. The conceptual framework used in this article primarily draws on the German philosopher Hans-Georg Gadamer contrasted by a pragmatic perspective from the American philosopher Richard Rorty. The verticals of 5G, such as the automotive, smart grid, and smart cities sectors, will bring new sensors and IoT devices requiring Internet connectivity. Most of these machine-type terminals will be sparsely distributed, covering a very large geographical area and, from time to time, will have to update their software, firmware, and/or other relevant data. Given this situation, one viable solution to implement the “Over-the-Air” update of these IoT terminals can be done with the aid of GEO satellite systems. However, due to the ultra-dense radio frequency reuse factor that contemporary High-Throughput Satellite (HTS) systems implement in the access link to serve the IoT terminals, the use of a time-packed Free Space Optical (FSO) link represents a practical solution to avoid the bottleneck that the satellite gateway experiences in the feeder link. The performance of both Detect-and-Forward and Decode-and-Forward relaying strategies are studied, assuming that the single-carrier M-PAM symbols that are transmitted on the optical feeder link are mapped into M-QAM symbols that modulate the multiple sub-carriers of the OFDM-based radio access link. In addition, the benefits of encapsulating the NB-IoT frames into DVB-S2(X) satellite frames is also analyzed in detail. The effects of the impairments introduced in both the optical feeder and radio access links are characterized in detail, and the end-to-end error correction capabilities of the Modulation and Coding Schemes (MCS) defined in the contemporary releases of the NB-IoT and DVB-S2(X) standards are studied for different working regimes. © 2021 by the authors. One of the measures frequently undertaken to minimize the cost of a structure is to use pre-engineered members, such as I-shaped members. The designer must take into consideration the behavior of such pre-engineered beams, being aware about the applied elasticity phenomena which might impose additional conditions regarding the numerical model. The paper presents some interesting aspects regarding the shear center issue, which may be applied in the concept and the design of the structures. Beside the theoretical aspects, there is presented a comparative study of two finite element models. Requirements prioritization plays a vital role in software release planning, and the process requires good interaction between stakeholders. Requirement prioritization process is challenging in global software development (GSD) context, where communication and coordination are core bottlenecks. Based on the issues found in the literature and industry survey, this paper proposes a requirements prioritization technique for GSD settings based on stakeholders' weight, vote, and priority (SWVP). The technique has two phases: (1) a calculation of stakeholders' profile weights and setting up communication parameters and (2) a voting process supporting the actual prioritization, based on the weights from phase (1). The proposed technique was applied to three industrial projects. The feedback of the practitioners after using SWVP was encouraging, and the feedback results indicate that SWVP could be a practical solution for requirements prioritization in GSD contexts. © 2019 IEEE.

Scrubbers are widely used for air pollution treatment in semiconductor. Efficiency of waste gas treatment must be carefully maintained for environmental and health issue. However, due to the complex types of exhaust system and the needs of using chemicals with different characteristics at the same time in the semiconductor process, many conditions will occur in the operation of the scrubber tower and the processing efficiency will be reduced. This paper aims at the common problems such as growth of bacteria, unstable pH, white smoke, and inaccurate monitoring of exhaust gas flow rate. Questionnaires survey was conducted for top ranked important factors which are affecting labour productivity and experts solutions were collected from the survey to improve labour productivity on site. First of all, on site labour productivity is calculated; at the same time factors affecting labour productivity are identified. We found some practical solutions and these were implemented on site to improve labour productivity. After implementation of solutions, it was observed that, labour productivity is increased. Procjenjuje se da je između 50 i 125 milijuna Europljana energetski ugroženo. Neke europske države već su poduzele mjere za borbu protiv energetskog siromaštva. Stoga je u ovome radu napravljen pregled uspješnih praktičnih akcija nekih država, usmjerenih na borbu protiv energetskog siromaštva, koje se odnose na povećanje energetske učinkovitosti. Također, izneseni su podaci o energetskom siromaštvu u Hrvatskoj te je napravljena analiza rezultata. Na kraju je analizirana primjenjivost navedenih akcija u Hrvatskoj. Budući da u Hrvatskoj nije jasno definirano energetsko siromaštvo, zaključuje se da bi se mjere trebale provoditi na lokalnoj razini te uz financijsku pomoć iz Europskih fondova. It is estimated that between 50 and 125 million Europeans are energy poor. Some European countries have already taken measures to tackle energy poverty. Therefore, this paper gives an overview of successful practical actions that some countries overtook to tackle energy poverty, with emphasis on increasing energy efficiency. Also presented are data on energy poverty in Croatia and an analysis of the results. Finally, the applicability of the listed actions in Croatia was analyzed. Since energy poverty is not exactly defined, it is concluded that measures should be implemented at the local level and with financial assistance from European funds.

The article discusses the problem of teaching Polish as a heritage language, outside of Poland and when the number of teaching hours is limited. In such a situation it is worthwhile to integrate subsystems and language skills as well as combining the curricula of a range of subjects. This eclectic approach seems to be effective here. The approach is described not as a set of random actions, but as well-thought out and coherent procedures. The article uses the example of Barańczak’s Garden party to present how different techniques can be applied in teaching. It also underlines the necessity of using different media, which makes language education more modern and more attractive.

Resilient design necessitates a paradigm shift with respect to the methods historically used in system design. The basic of resilient design requires concepts of redundancy, resourcesfulness, diversity and defence in depth that were once only considered for reliability and now can be broadened for application to all measures. Applying control principles to improve resilience assessment of systems is a new field which has not been explored yet. A resilience decision support system should include some critical elements: (i) Assess risk, (ii) identify choiches (Identify choices for reducing vulnerability that focus on joint solutions across social, economic, and ecological systems; provide decision support, including Web-based guidance and scenarios to assess options) and (iii) take actions (Help communities develop and implement solutions). The field of structural control provides loops which are able to approach the problem in a more rational way and provide practical solutions to the resilience design strategies. The paper describes the concept and provides an application of the proposed interdisciplinary approach.

In peer-to-peer applications deployed on the Internet, it is common to assign greater responsibility to supernodes, which are usually peers with high computational power, large amount of memory, or high network bandwidth capacity. In this paper, we describe a practical solution to the problem of supernode selection, that is the process of discovering the best peers in the network by some application-specific metric. We provide a distributed heuristic that allows to identify the best K nodes in the P2P overlay, by taking into consideration the realities of actual deployments, such as the presence of NATs. Our approach consists of an epidemic protocol which does not require new connections to be established, but rather relies on established connections, such as the ones provided by a NAT-resilient peer sampling framework. International audience; Quantification of the effects of combined variations of building and system parameters on energy consumption requires a large number of simulations and time-consuming analysis of obtained results. The use of experimental designs is a practical solution to this problem. The experimental designs are used to express the energy consumption of a building by a polynomial expression which represents the effects and interactions of different parameters. The polynomial models derived from an energy consumption simulation tool are highly precise in their predictive ability with respect to the tool itself. In this report, the resulting non-dimensional models of different building types in different climates are created and assembled in a database. This database is a fast tool for selection and comparison of technical solutions by designers and contractors. These experimental models are useful for consulting and assistance with decision making and are easily expandable for techno-economical optimization.

Conference name: ACSAC '10 Proceedings of the 26th Annual Computer Security Applications Conference Date of Conference: 06-10 December, 2010 Despite the numerous prevention and protection mechanisms that have been introduced into modern operating systems, the exploitation of memory corruption vulnerabilities still represents a serious threat to the security of software systems and networks. A recent exploitation technique, called Return-Oriented Programming (ROP), has lately attracted a considerable attention from academia. Past research on the topic has mostly focused on refining the original attack technique, or on proposing partial solutions that target only particular variants of the attack. In this paper, we present G-Free, a compiler-based approach that represents the first practical solution against any possible form of ROP. Our solution is able to eliminate all unaligned free-branch instructions inside a binary executable, and to protect the aligned free-branch instructions to prevent them from being misused by an attacker. We developed a prototype based on our approach, and evaluated it by compiling GNU libc and a number of real-world applications. The results of the experiments show that our solution is able to prevent any form of return-oriented programming. © 2010 ACM.

- Abstract
Pixel-based scale saliency (PSS) work bases on information estimation of data content and structure in multiscale analysis; its theoretical aspects as well as practical implementation are discussed by Kadir et al [11]. Scale Saliency framework [10] does not work only for pixels but other basis-projected descriptors as well. While wavelet atoms, localization in both time and frequency domain, are possible alternative descriptors, no theoretical analysis and practical solutions have been proposed yet. Our contribution is introducing a mathematical model of utilizing wavelet-based descriptors in a correspondent Wavelet-based Scale Saliency (WSS). It treats wavelet sub-band energy density of two popular discrete wavelet transform (DWT) and dual-tree complex wavelet transform (DTCWT) as basis descriptors instead of pixel-value descriptors for saliency map estimation. Then, ROC, AUC, and NSS quantitative analysis are comparing WSS against PSS as well as other state-of-the-art saliency methods ITT [9], SUN [18], SRS [8] on N. Bruce's database [4] with human eye-tracking data as ground-truth. Furthermore, qualitative results, different saliency maps, are analyzed case by case for their pros and cons; especially their short-comings in specific situation or insensible results for human perception.
