Abstract

Active metamaterials are engineered structures that possess novel properties that can be changed after the point of manufacture. Their novel properties arise predominantly from their physical structure, as opposed to their chemical composition and can be changed through means such as direct energy addition into wave paths, or physically changing/morphing the structure in response to both a user or environmental input. Active metamaterials are currently of wide interest to the physics community and encompass a range of sub-domains in applied physics (e.g. photonic, microwave, acoustic, mechanical, etc.). They possess the potential to provide solutions that are more suitable to specific applications, or which allow novel properties to be produced which cannot be achieved with passive metamaterials, such as time-varying or gain enhancement effects. They have the potential to help solve some of the important current and future problems faced by the advancement of modern society, such as achieving net-zero, sustainability, healthcare and equality goals. Despite their huge potential, the added complexity of their design and operation, compared to passive metamaterials creates challenges to the advancement of the field, particularly beyond theoretical and lab-based experiments. This roadmap brings together experts in all types of active metamaterials and across a wide range of areas of applied physics. The objective is to provide an overview of the current state of the art and the associated current/future challenges, with the hope that the required advances identified create a roadmap for the future advancement and application of this field.

2. Enhancement in neuromorphic NbO2 memristive device switching at cryogenic temperatures

Abstract

The electrical properties and performance characteristics of niobium dioxide (NbO$_\mathrm{2}$)-based memristive devices are examined at cryogenic temperatures. Sub-stoichiometric Nb$_\mathrm{2}$O$_\mathrm{5}$ was deposited via magnetron sputtering and patterned in microscale (2$\times$2 - 15$\times$15 $\mu$m$^2$) cross-bar Au/Ru/NbO$_\mathrm{x}$/Pt devices and electroformed at 3-5 V to make NbO$_\mathrm{2}$ filaments. At cryogenic temperatures, the threshold voltage ($V_\mathrm{th}$) increased by more than a factor of 3. The hold voltage ($V_\mathrm{h}$) was significantly lower than the threshold voltage for fast voltage sweeps (200 ms per measurement). If the sample is allowed to cool between voltage measurements, the hold voltage increases, but never reaches the threshold voltage, indicating the presence of non-volatile Nb$_\mathrm{2}$O$_\mathrm{5}$ in the filament. The devices have an activation energy of $E_a \approx 1.4$ eV, lower than other NbO$_\mathrm{2}$ devices reported. Our works shows that even nominally ``bad" memristive devices can be improved by reducing the leakage current and increases the sample resistance at cryogenic temperatures., Comment: 16 pages, 5 figures

6. Queering refugee law : a study of sexual diversity in asylum policy and practice in the United Kingdom

Abstract

In 2016, the Home Office issued a new Asylum Policy Instruction on Sexual Orientation. The policy has been heralded as a move away from conduct towards identity in the Home Office's institutional conception of sexual diversity. However, the merits of this shift have received limited critical attention, with most scholarly work focusing on the failures of implementation surrounding this move and the ongoing procedural and substantive issues in asylum claims by sexually diverse people. This thesis draws on eight semi structured interviews with sexually diverse refugees-and, therefore, former asylum seekers-to offer a queer critical analysis of the 2016 Asylum Policy Instruction: Sexual Orientation in Asylum Claims. The thesis then explores the wider cultural sources of our knowledges and discourses around sexual diversity, with a view to understanding how both the 2016 Asylum Policy Instruction and the narratives of sexually diverse refugees and asylum seekers arise are likely to be read and interpreted by decision-makers. The analysis utilises a framework of lived experience to detect mismatches between the heterogenous self-conceptions of sexual diversity held by sexually diverse refugees and asylum seekers and the forms of sexual diversity recognised within both the 2016 Asylum Policy Instruction and contemporary "western" culture. Employing a benchmark standard set around protecting the full heterogenous span of sexual diversities from human rights abuses, the thesis then offers critical considerations for future policy and research regarding sexually diverse refugees and asylum seekers.

Abstract

Abstract

Two-dimensional transition metal dichalcogenides exhibit strong optical transitions with significant potential for optoelectronic devices. In particular they are suited for cavity quantum electrodynamics in which strong coupling leads to polariton formation as a root to realisation of inversionless lasing, polariton condensationand superfluidity. Demonstrations of such strongly correlated phenomena to date have often relied on cryogenic temperatures, high excitation densities and were frequently impaired by strong material disorder. At room-temperature, experiments approaching the strong coupling regime with transition metal dichalcogenides have been reported, but well resolved exciton-polaritons have yet to be achieved. Here we report a study of monolayer WS$_2$ coupled to an open Fabry-Perot cavity at room-temperature, in which polariton eigenstates are unambiguously displayed. In-situ tunability of the cavity length results in a maximal Rabi splitting of $\hbar \Omega_{\rm{Rabi}} = 70$ meV, exceeding the exciton linewidth. Our data are well described by a transfer matrix model appropriate for the large linewidth regime. 13. A Patient-Centered Emergency Department Management Strategy for Sickle-Cell Disease Super-Utilizers

Abstract

Introduction:A subpopulation of sickle-cell disease patients, termed super-utilizers, present frequently to emergency departments (EDs) for vaso-occlusive events and may consume disproportionate resources without broader health benefit. To address the health care needs of this vulnerable patient population, we piloted a multidisciplinary intervention seeking to create and use individualized patient care plans that to alter utilization through coordinated care. Our goals were to assess feasibility primarily, and to assess resource use secondarily.Methods: We evaluated the effects of a single-site interventional study targeted at a population of adult sickle-cell disease super-utilizers using a pre- and post-implementation design. The pre-intervention period was 06/01/13 to 12/31/13 (7 months) and the post-intervention period was 01/01/14 to 02/28/15 (14 months). Our approach included: patient-specific best practice advisories (BPA); an ED management protocol (figure 1); formation of a "medical home" for these patients.Results: For 10 subjects targeted initially we developed and implemented coordinated care plans; after deployment, we observed a tendency toward reduction in ED and inpatient utilization across all measured indices. Between the annualized pre- and post-implementation periods: ED visits decreased by 16.5 visits/pt-yr (95% CI, -1.32 to 34.2); ED length of state (LOS) decreased by 115.3 hours/pt-yr (95% CI, -82.9 to 313.5); in-patient admissions decreased by 4.20 admissions/pt-yr (95% CI, -1.73 to 10.1); in-patient LOS decreased by 35.8 hours/pt-yr (95% CI, -74.9 to 146.7); and visits where the patient left before treatment was reduced by an annualized total of 13.7 visits. We observed no patient mortality in our 10 subjects and no patient required admission to the ICU care 72 hours following discharge. Conclusion: This effort suggests that a targeted approach is both feasible and potentially effective, laying a foundation for broader study.

16. The UK’s new plan for immigration : normativity, crisis, and a 'bespoke' rationale for humanitarian/refugee protection

Abstract

Refugee Law in the United Kingdom is undergoing a moment of profound change. This change is clearly visible with both the Nationality and Borders Act 2022 and the Illegal Migration Act 2023 enacted within the last two years. As such, it is argued that we are currently witnessing a fundamental shift in the underlying conception of international protection in the UK. Through an engagement with contemporary legislative enactments, political statements, and judicial decisions, this paper critically considers an emerging new logic of refugee status determination in the UK. Specifically, I chart the UK's shift from the highly individualist conception of the refugee deployed within the Refugee Convention to a series of bespoke arrangements targeting those experiencing particular forms of crisis as the proper recipients of international protection. In examining this shift, the paper identifies particular minority groups, such as sexual and gender minorities, who are increasingly left outside the scope of international protection recognised by the United Kingdom.

Abstract

In this short piece we focus on two of the main changes brought in by the recent Nationality and Borders Act 2022 with a focus on sexually diverse claimants: inadmissibility and the increased standard of proof. The recent changes have a negative impact on all asylum seekers but we highlight that they have a particularly adverse impact on sexually diverse claimants because their diverse backgrounds have not been appropriately considered. The problematic provisions on inadmissibility on the basis of mode of entry and removal to a ‘third safe country’ pose particular risks for sexual minorities. Additionally, the increased standard of proof exaggerates issues already faced by sexually diverse claimants in relation to objective evidence gathering and decision-makers using guidance riddled with stereotypical understandings about sexual minorities.

31. The place where only gays go : constructions of queer space in the narratives of sexually diverse refugees

Abstract

Purpose. The purpose of this paper is to develop an understanding of how gay and lesbian spaces are constructed and deployed within the context of asylum claims by sexually diverse people. Through doing this, the author details the ways in which the present deployment of place, as a form of evidence for a relatively fixed conception of sexual difference, does not correspond to the self-conceptions of sexually diverse asylum seekers. Design/methodology/approach. This article draws on the experiences of eight sexually diverse refugees who agreed to participate in semi-structured interviews. Deploying a queer narrative analysis approach, these experiences are explored to develop a detailed understanding of how sexually diverse spaces are constructed within refugee status determinations. This interview-led approach is combined with a critical epistemology informed by the queer theory to understand the role of place in the construction of sexual identity. Findings. The central finding of this article is that engagement/attendance with/in particular places and spaces is overdetermined as a form of evidence of LGBTIQA+ identity within refugee status determination. Further findings relate to the relationship between places and sexual identities more generally. The paper helps to shed light on how sexually diverse identities are conceived in essentially ontological and fixed terms, with the result that places are often flattened, with the diversity and tensions within them being ignored and occluded. Originality/value. The originality of this study emerges from the analysis of new qualitative data. This originality is strengthened by the successful combination of empirical research, queer theoretical insights and the application of this combination to policy. 33. 'Developed' : administrative violence in sexual diversity asylum claims at the Home Office

Abstract

The UN Sustainable Development Goal #16 calls for states to provide ‘access to justice for all and build effective, accountable and inclusive institutions at all levels’. It is commonly assumed that “developed” nations have attained these goals. However, this chapter draws on the author’s research with sexually diverse refugees, alongside a conceptualisation of ‘Administrative Violence’, to argue that UK institutions—such as the Home Office—continue to operate in ways which undermine core targets and indicators associated with this goal. For example, instances of rule-breaking, dubbed ‘Administrative Lawlessness’ by Juss, push against target 16.3, which calls on states to ‘promote the rule of law at the national and international levels and ensure equal access to justice for all’. Similarly, the largely behind-the-scenes, decision-making practices of the Home Office challenge target 16.6, which calls for states to ‘develop effective, accountable and transparent institutions at all levels’. Thus, through the deployment of the concepts of Administrative Violence and Administrative Lawlessness, and an analysis of eight semi-structured interviews with sexually diverse refugees (undertaken 2018-2020), the chapter will argue that the UK continues to fall short of Sustainable Development Goal #16 in fundamental ways. In so doing, the chapter will mitigate against the complacency of “developed” nations in upholding international norms.

Abstract

This article is a sub-analysis of the STRIDE study, which focuses on evaluating the outcomes of patients with lower extremity-acute limb ischemia (LE-ALI) treated with mechanical thrombectomy (MT). The study enrolled 119 patients, with 55 of them being female. The analysis found that there were no significant differences in outcomes between males and females, with both groups experiencing high target limb salvage rates and low complication rates. Despite females having a more complex clinical presentation, the revascularization outcomes were similar to males. The study concludes that MT with the Indigo Aspiration System is a safe and effective treatment for LE-ALI in both sexes. [Extracted from the article]

38. Organizational Identity in the History of the Longy School of Music

Abstract

The Longy School of Music existed as an independent organization from 1915 until 2012, when it was acquired by Bard College. Founded to provide vocational training in music, the Longy School soon expanded by adding preparatory studies for children and continuing studies for avocational learners. The school struggled throughout much of its history to manage its multiple identities and gain consensus, from both internal and external stakeholders, on a fundamental question: "who are we as an organization?". The lack of clarity in organizational identity and the failure to adequately manage the resulting multiple identities meant that the Longy School consistently struggled to define itself. This situation was an impediment to a thriving institution financially, programmatically, and culturally. Toward the end of the Longy School's existence as an independent entity, the long-standing issues had culminated in significant financial shortfalls, faculty dissatisfaction and the introduction of a faculty union, and the desire to seek a larger institution with which to merge. This complex crisis raises significant questions about how the school arrived at such a crossroads, and deeper understanding of the school's history of organizational identity provides insight into these developments. The purpose of this study was to determine the history of the Longy School's struggle to understand and manage its organizational identity--and how and why this dilemma had long-reaching consequences. Research questions that guided this inquiry included: 1) What was Georges Longy's original vision for the Longy School, how did this evolve during his tenure as director, and how did this shape the future organizational identity of the institution? 2) Who were the primary figures that helped shape the focus and mission of the school, and what did each of these leaders envision as the direction, strategy, mission, and future for the institution? 3) What implicit and explicit strategic plans for the school have existed, and how have these related to the development of the Longy School's organizational identity? 4) What were the major developments and changes in the curricula offered by the Longy School and what motivated these developments? 5) What were the perceptions of and expectations for the Longy School from both internal and external constituents? Abstract

The stabilization of the threshold switching characteristics of memristive NbO x is examined as a function of sample growth and device characteristics. Sub-stoichiometric Nb 2 O 5 was deposited via magnetron sputtering and patterned in nanoscale (50 × 50 – 170 × 170 nm 2) W/Ir/ NbO x /TiN devices and microscale (2 × 2 – 15 × 15 μ m 2) crossbar Au/Ru/ NbO x /Pt devices. Annealing the nanoscale devices at 700 ° C removed the need for electroforming the devices. The smallest nanoscale devices showed a large asymmetry in the IV curves for positive and negative bias that switched to symmetric behavior for the larger and microscale devices. Electroforming the microscale crossbar devices created conducting NbO 2 filaments with symmetric IV curves whose behavior did not change as the device area increased. The smallest devices showed the largest threshold voltages and most stable threshold switching. As the nanoscale device area increased, the resistance of the devices scaled with the area as R ∝ A − 1 , indicating a crystallized bulk NbO 2 device. When the nanoscale device size was comparable to the size of the filaments, the annealed nanoscale devices showed similar electrical responses as the electroformed microscale crossbar devices, indicating filament-like behavior in even annealed devices without electroforming. Finally, the addition of up to 1.8% Ti dopant into the films did not improve or stabilize the threshold switching in the microscale crossbar devices. [ABSTRACT FROM AUTHOR]
