We report a detailed CO(1-0) survey of a galaxy protocluster field at $z=2.16$, based on 475 hours of observations with the Australia Telescope Compact Array. We constructed a large mosaic of 13 individual pointings, covering an area of 21 arcmin$^2$ and $\pm6500$ km/s range in velocity. We obtain a robust sample of 46 CO(1-0) detections spanning $z=2.09-2.22$, constituting the largest sample of molecular gas measurements in protoclusters to date. The CO emitters show an overdensity at $z=2.12-2.21$, suggesting a galaxy super-protocluster or a protocluster connected to large-scale filaments with ~120 cMpc size. We find that 90% CO emitters have distances $>0'.5-4'$ to the center galaxy, indicating that small area surveys would miss the majority of gas reservoirs in similar structures. Half of the CO emitters have velocities larger than escape velocities, which appears gravitationally unbound to the cluster core. These unbound sources are barely found within the $R_{200}$ radius around the center, which is consistent with a picture in which the cluster core is collapsed while outer regions are still in formation. Compared to other protoclusters, this structure contains relatively more CO emitters with relatively narrow line width and high luminosity, indicating galaxy mergers. We use these CO emitters to place the first constraint on the CO luminosity function and molecular gas density in an overdense environment. The amplitude of the CO luminosity function is 1.6$\pm$0.5 orders of magnitudes higher than observed for field galaxy samples at $z\sim2$, and one order of magnitude higher than predictions for galaxy protoclusters from semi-analytical SHARK models. We derive a high molecular gas density of $0.6-1.3\times10^{9}$ $M_\odot$ cMpc$^{-3}$ for this structure, consistent with predictions for cold gas density of massive structures from hydro-dynamical DIANOGA simulations., Comment: 21 pages + Appendices, 9 figures, 6 tables. In this paper, we present resolved observations of the Sunyaev-Zel'dovich (SZ) effect, obtained with the NIKA2 camera, towards the cluster of galaxies XLSSC102, a relatively low-mass system ($M_{500} \sim 2 \times 10^{14}$ M$_{\odot}$) at $z = 0.97$ detected from the XXL survey. We combine NIKA2 SZ data, XMM-Newton X-ray data, and Megacam optical data to explore, respectively, the spatial distribution of the gas electron pressure, the gas density, and the galaxies themselves. We find significant offsets between the X-ray peak, the SZ peak, the brightest cluster galaxy, and the peak of galaxy density. Additionally, the galaxy distribution and the gas present elongated morphologies. This is interpreted as the sign of a recent major merging event, which induced a local boost of the gas pressure towards the north of XLSSC102 and stripped the gas out of the galaxy group. The NIKA2 data are also combined with XXL data to construct the thermodynamic profiles of XLSSC102, obtaining relatively tight constraints up to about $\sim r_{500}$, and revealing properties that are typical of disturbed systems. We also explore the impact of the cluster centre definition and the implication of local pressure substructure on the recovered profiles. Finally, we derive the global properties of XLSSC102 and compare them to those of high-mass-and-low-redshift systems, finding no strong evidence for non-standard evolution. We also use scaling relations to obtain alternative mass estimates from our profiles. The variation between these different mass estimates reflects the difficulty to accurately measure the mass of low-mass clusters at z$\sim$1, especially with low signal-to-noise ratio (S/N) data and for a disturbed system. The Herschel Space Observatory was the fourth cornerstone mission in the European Space Agency (ESA) science programme. It had excellent broad band imaging capabilities in the far-infrared (FIR) and sub-millimetre part of the electromagnetic spectrum. Although the spacecraft finished observing in 2013, it left a large legacy dataset that is far from having been fully explored and still has a great potential for new scientific discoveries. The PACS and SPIRE photometric cameras observed about 8% of the sky in six different wavebands. This document describes the Herschel/PACS Point Source Catalogue (HPPSC), a FIR catalogue based on the broad-band photometric observations of the PACS instrument with filters centred at 70, 100 and 160 microns. We analysed 14842 combined, Level 2.5/Level 3 Herschel/PACS photometric observations. The PACS photometer maps were generated by the JScanam task of the Herschel Interactive Processing Environment (HIPE) v13.0.0. Sources were identified with the HIPE implementation of SUSSEXtractor, and the flux densities obtained by aperture photometry. We found a total of 108 319 point sources that are considered to be reliable in the 70 micron maps, 131 322 at 100 micron and 251 392 point sources in the 160 micron maps. In addition, our quality control algorithm identified 546 587 candidate sources that were found to be extended and 7 185 160 features which did not pass the signal-to-noise and other criteria to be considered reliable sources. These sources were included in the Extended Source List and Rejected Source List of the HPPSC, respectively. The calculated completeness and photometric accuracy values are based on simulations, where artificial sources were injected into the observational timeline with well controlled flux density values. The actual completeness is a complex function of the source flux, photometric band and the background complexity.

The old, red stars which constitute the bulges of galaxies, and the massive black holes at their centres, are the relics of a period in cosmic history when galaxies formed stars at remarkable rates and active galactic nuclei (AGN) shone brightly from accretion onto black holes. It is widely suspected, but unproven, that the tight correlation in mass of the black hole and stellar components results from the AGN quenching the surrounding star formation as it approaches its peak luminosity. X-rays trace emission from AGN unambiguously, while powerful star-forming galaxies are usually dust-obscured and are brightest at infrared to submillimetre wavelengths. Here we report observations in the submillimetre and X-ray which show that rapid star formation was common in the host galaxies of AGN when the Universe was 2-6 Gyrs old, but that the most vigorous star formation is not observed around black holes above an X-ray luminosity of 10^44 erg/s. This suppression of star formation in the host galaxies of powerful AGN is a key prediction of models in which the AGN drives a powerful outflow, expelling the interstellar medium of its host galaxy and transforming the galaxy's properties in a brief period of cosmic time., Comment: Published in Nature, May 2012. We investigate the evolution of the star formation rate (SFR)-density relation in the Extended Chandra Deep Field South (ECDFS) and the Great Observatories Origin Deep Survey (GOODS) fields up to z~1.6. In addition to the "traditional method", in which the environment is defined according to a statistical measurement of the local galaxy density, we use a "dynamical" approach, where galaxies are classified according to three different environment regimes: group, "filament-like", and field. Both methods show no evidence of a SFR-density reversal. Moreover, group galaxies show a mean SFR lower than other environments up to z~1, while at earlier epochs group and field galaxies exhibit consistent levels of star formation (SF) activity. We find that processes related to a massive dark matter halo must be dominant in the suppression of the SF below z~1, with respect to purely density-related processes. We confirm this finding by studying the distribution of galaxies in different environments with respect to the so-called Main Sequence (MS) of star-forming galaxies. Galaxies in both group and "filament-like" environments preferentially lie below the MS up to z~1, with group galaxies exhibiting lower levels of star-forming activity at a given mass. At z>1, the star-forming galaxies in groups reside on the MS. Groups exhibit the highest fraction of quiescent galaxies up to z~1, after which group, "filament-like", and field environments have a similar mix of galaxy types. We conclude that groups are the most efficient locus for star-formation quenching. The Herschel Multi-tiered Extragalactic Survey, HerMES, is a legacy program designed to map a set of nested fields totalling ~380 deg^2. Fields range in size from 0.01 to ~20 deg^2, using Herschel-SPIRE (at 250, 350 and 500 \mu m), and Herschel-PACS (at 100 and 160 \mu m), with an additional wider component of 270 deg^2 with SPIRE alone. These bands cover the peak of the redshifted thermal spectral energy distribution from interstellar dust and thus capture the re-processed optical and ultra-violet radiation from star formation that has been absorbed by dust, and are critical for forming a complete multi-wavelength understanding of galaxy formation and evolution. The survey will detect of order 100,000 galaxies at 5\sigma in some of the best studied fields in the sky. Additionally, HerMES is closely coordinated with the PACS Evolutionary Probe survey. Making maximum use of the full spectrum of ancillary data, from radio to X-ray wavelengths, it is designed to: facilitate redshift determination; rapidly identify unusual objects; and understand the relationships between thermal emission from dust and other processes. Scientific questions HerMES will be used to answer include: the total infrared emission of galaxies; the evolution of the luminosity function; the clustering properties of dusty galaxies; and the properties of populations of galaxies which lie below the confusion limit through lensing and statistical techniques. Star formation in massive galaxies is quenched at some point during hierarchical mass assembly. To understand where and when the quenching processes takes place, we study the evolution of the total star formation rate per unit total halo mass (\Sigma(SFR/M)) in three different mass scales: low mass halos (field galaxies), groups, and clusters, up to a redshift ~1.6. We use deep far-infrared PACS data at 100 and 160 um to accurately estimate the total star formation rate of the Luminous Infrared Galaxy population of 9 clusters with mass ~10^{15} M_{\odot}, and 9 groups/poor clusters with mass ~ 5 x 10^{13} M_{\odot}. Estimates of the field \Sigma(SFR/M) are derived from the literature, by dividing the star formation rate density by the mean comoving matter density of the universe. The field \Sigma(SFR/M) increases with redshift up to z~1 and it is constant thereafter. The evolution of the \Sigma(SFR/M)-z relation in galaxy systems is much faster than in the field. Up to redshift z~0.2, the field has a higher \Sigma(SFR/M) than galaxy groups and galaxy clusters. At higher redshifts, galaxy groups and the field have similar \Sigma(SFR/M), while massive clusters have significantly lower \Sigma(SFR/M) than both groups and the field. There is a hint of a reversal of the SFR activity vs. environment at z~1.6, where the group \Sigma(SFR/M) lies above the field \Sigma(SFR/M)-z relation. Deep far-infrared photometric surveys studying galaxy evolution and the nature of the cosmic infrared background are a key strength of the Herschel mission. We describe the scientific motivation for the PACS Evolutionary Probe (PEP) guaranteed time key program and its role in the complement of Herschel surveys, and the field selection which includes popular multiwavelength fields such as GOODS, COSMOS, Lockman Hole, ECDFS, EGS. We provide an account of the observing strategies and data reduction methods used. An overview of first science results illustrates the potential of PEP in providing calorimetric star formation rates for high redshift galaxy populations, thus testing and superseeding previous extrapolations from other wavelengths, and enabling a wide range of galaxy evolution studies., Comment: 13 pages, 12 figures, accepted for publication in A&A

We present Herschel-SPIRE Fourier Transform Spectrometer (FTS) and radio follow-up observations of two Herschel-ATLAS (H-ATLAS) detected strongly lensed distant galaxies. In one of the targeted galaxies H-ATLAS J090311.6+003906 (SDP.81) we detect [OIII] 88\mum and [CII] 158\mum lines at a signal-to-noise ratio of ~5. We do not have any positive line identification in the other fainter target H-ATLAS J091305.0-005343 (SDP.130). Currently SDP.81 is the faintest sub-mm galaxy with positive line detections with the FTS, with continuum flux just below 200 mJy in the 200-600 \mum wavelength range. The derived redshift of SDP.81 from the two detections is z=3.043 +/-0.012, in agreement with ground-based CO measurements. This is the first detection by Herschel of the [OIII] 88\mum line in a galaxy at redshift higher than 0.05. Comparing the observed lines and line ratios with a grid of photo-dissociation region (PDR) models with different physical conditions, we derive the PDR cloud density n ~ 2000 cm^{-3} and the far-UV ionizing radiation field G_0 ~ 200 (in units of the Habing field -- the local Galactic interstellar radiation field of 1.6x10^{-6} W/m^2). Using the CO derived molecular mass and the PDR properties we estimate the effective radius of the emitting region to be 500-700 pc. These characteristics are typical for star-forming, high redshift galaxies. The radio observations indicate that SDP.81 deviates significantly from the local FIR/radio correlation, which hints that some fraction of the radio emission is coming from an AGN. The constraints on the source size from millimiter-wave observations put a very conservative upper limit of the possible AGN contribution to less than 33%. These indications, together with the high [OIII]/FIR ratio and the upper limit of [OI] 63\mum/[CII] 158\mum suggest that some fraction of the ionizing radiation is likely to originate from an AGN., Comment: 13 pages, 6 figures, published in MNRAS

The extragalactic background light at far-infrared wavelengths originates from optically-faint, dusty, star-forming galaxies in the universe with star-formation rates at the level of a few hundred solar masses per year. Due to the relatively poor spatial resolution of far-infrared telescopes, the faint sub-millimetre galaxies are challenging to study individually. Instead, their average properties can be studied using statistics such as the angular power spectrum of the background intensity variations. A previous attempt at measuring this power spectrum resulted in the suggestion that the clustering amplitude is below the level computed with a simple ansatz based on a halo model. Here we report a clear detection of the excess clustering over the linear prediction at arcminute angular scales in the power spectrum of brightness fluctuations at 250, 350, and 500 microns. From this excess, we find that sub-millimetre galaxies are located in dark matter halos with a minimum mass of log[M_min/M_sun ]= 11.5^+0.7_-0.2 at 350 microns. This minimum dark matter halo mass corresponds to the most efficient mass scale for star formation in the universe, and is lower than that predicted by semi-analytical models for galaxy formation., Comment: Accepted for publication as a Letter to Editor in Nature; This paper is under press embargo until Nature publication (early February). Dusty, star forming galaxies contribute to a bright, currently unresolved cosmic far-infrared background. Deep Herschel-SPIRE images designed to detect and characterize the galaxies that comprise this background are highly confused, such that the bulk lies below the classical confusion limit. We analyze three fields from the HerMES programme in all three SPIRE bands (250, 350, and 500 microns); parameterized galaxy number count models are derived to a depth of ~2 mJy/beam, approximately 4 times the depth of previous analyses at these wavelengths, using a P(D) (probability of deflection) approach for comparison to theoretical number count models. Our fits account for 64, 60, and 43 per cent of the far-infrared background in the three bands. The number counts are consistent with those based on individually detected SPIRE sources, but generally inconsistent with most galaxy number counts models, which generically overpredict the number of bright galaxies and are not as steep as the P(D)-derived number counts. Clear evidence is found for a break in the slope of the differential number counts at low flux densities. Systematic effects in the P(D) analysis are explored. We find that the effects of clustering have a small impact on the data, and the largest identified systematic error arises from uncertainties in the SPIRE beam., Comment: Accepted for publication in MNRAS

We present the cross-identification and source photometry techniques used to process Herschel SPIRE imaging taken as part of the Herschel Multi-Tiered Extragalactic Survey (HerMES). Cross-identifications are performed in map-space so as to minimise source blending effects. We make use of a combination of linear inversion and model selection techniques to produce reliable cross-identification catalogues based on Spitzer MIPS 24 micron source positions. Testing on simulations and real Herschel observations show that this approach gives robust results for even the faintest sources S250~10 mJy. We apply our new technique to HerMES SPIRE observations taken as part of the science demostration phase of Herschel. For our real SPIRE observations we show that, for bright unconfused sources, our flux density estimates are in good agreement with those produced via more traditional point source detection methods (SussExtractor; Savage & Oliver et al. 2006) by Smith et al. 2010. When compared to the measured number density of sources in the SPIRE bands, we show that our method allows the recovery of a larger fraction of faint sources than these traditional methods. However this completeness is heavily dependant on the relative depth of the existing 24 micron catalogues and SPIRE imaging. Using our deepest multi-wavelength dataset in GOODS-N, we estimate that the use of shallow 24 micron in our other fields introduces an incompleteness at faint levels of between 20-40 per cent at 250 micron., Comment: Accepted for publication in MNRAS, 19 pages, 11 figures

The Spectral and Photometric Imaging Receiver (SPIRE) on Herschel has been carrying out deep extragalactic surveys, one of whose aims is to establish spectral energy distributions (SED)s of individual galaxies spanning the infrared/submillimeter (IR/SMM) wavelength region. We report observations of the (IR/SMM) emission from the Lockman North field (LN) and Great Observatories Origins Deep Survey field North (GOODS-N). Because galaxy images in the wavelength range covered by Herschel generally represent a blend with contributions from neighboring galaxies, we present sets of galaxies in each field especially free of blending at 250, 350, and 500 microns. We identify the cumulative emission of these galaxies and the fraction of the far infrared cosmic background radiation they contribute. Our surveys reveal a number of highly luminous galaxies at redshift z ~< 3 and a novel relationship between infrared and visible emission that shows a dependence on luminosity and redshift., Comment: 9 pages, 3 large tables, 2 tables in text, 5 figures Accepted for publication in MNRAS

We study the dust properties of galaxies in the redshift range 0.10.5 with L_IR>5x10^{10} L_\odot, appears to be 2-5 K colder than that of AKARI-selected local galaxies with similar luminosities; and the dispersion in T_dust for high-z galaxies increases with L_IR due to the existence of cold galaxies that are not seen among local galaxies. We show that this large dispersion of the L_IR-T_dust relation can bridge the gap between local star-forming galaxies and high-z submillimeter galaxies (SMGs). We also find that three SMGs with very low T_dust (<20 K) covered in this study have close neighbouring sources with similar 24-\mum brightness, which could lead to an overestimation of FIR/(sub)millimeter fluxes of the SMGs., Comment: 9 pages, 6 figures, To appear in MNRAS

The reliability of infrared (IR) and ultraviolet (UV) emissions to measure star formation rates in galaxies is investigated for a large sample of galaxies observed with the SPIRE and PACS instruments on Herschel as part of the HerMES project. We build flux-limited 250 micron samples of sources at redshift z<1, cross-matched with the Spitzer/MIPS and GALEX catalogues. About 60 % of the Herschel sources are detected in UV. The total IR luminosities, L_IR, of the sources are estimated using a SED-fitting code that fits to fluxes between 24 and 500 micron. Dust attenuation is discussed on the basis of commonly-used diagnostics: the L_IR/L_UV ratio and the slope, beta, of the UV continuum. A mean dust attenuation A_UV of ~ 3 mag is measured in the samples. L_IR/L_UV is found to correlate with L_IR. Galaxies with L_IR > 10 ^{11} L_sun and 0.5< z<1 exhibit a mean dust attenuation A_UV about 0.7 mag lower than that found for their local counterparts, although with a large dispersion. Our galaxy samples span a large range of beta and L_IR/L_UV values which, for the most part, are distributed between the ranges defined by the relations found locally for starburst and normal star-forming galaxies. As a consequence the recipe commonly applied to local starbursts is found to overestimate the dust attenuation correction in our galaxy sample by a factor ~2-3 ., Comment: accepted for publication in MNRAS, Herschel special issue

We measure the angular correlation function, w(theta), from 0.5 to 30 arcminutes of detected sources in two wide fields of the Herschel Multi-tiered Extragalactic Survey (HerMES). Our measurements are consistent with the expected clustering shape from a population of sources that trace the dark matter density field, including non-linear clustering at arcminute angular scales arising from multiple sources that occupy the same dark matter halos. By making use of the halo model to connect the spatial clustering of sources to the dark matter halo distribution, we estimate source bias and halo occupation number for dusty sub-mm galaxies at z ~ 2. We find that sub-mm galaxies with 250 micron flux densities above 30 mJy reside in dark matter halos with mass above (5\pm4) x 10^12 M_sun, while (14\pm8)% of such sources appear as satellites in more massive halos., Comment: 5 pages; accepted for publication in A&A Special Issue on Herschel First Science Results (July 2010). Sensitive Herschel far-infrared observations can break degeneracies that were inherent to previous studies of star formation in high-z AGN hosts. Combining PACS 100 and 160um observations of the GOODS-N field with 2Msec Chandra data, we detect ~20% of X-ray AGN individually at >3sig. The host far-infrared luminosity of AGN with L2-10~10^43erg/s increases with redshift by an order of magnitude from z=0 to z~1. In contrast, there is little dependence of far-infrared luminosity on AGN luminosity, for L2-10<~10^44erg/s AGN at z>~1. We do not find a dependence of far-infrared luminosity on X-ray obscuring column, for our sample which is dominated by L2-10<10^44erg/s AGN. In conjunction with properties of local and luminous high-z AGN, we interpret these results as reflecting the interplay between two paths of AGN/host coevolution. A correlation of AGN luminosity and host star formation is traced locally over a wide range of luminosities and also extends to luminous high z AGN. This correlation reflects an evolutionary connection, likely via merging. For lower AGN luminosities, star formation is similar to that in non-active massive galaxies and shows little dependence on AGN luminosity. We present colours of sources detected with the Herschel/SPIRE instrument in deep extragalactic surveys of the Lockman Hole, Spitzer-FLS, and GOODS-N fields in three photometric bands at 250, 350 and 500 micrometers. We compare these with expectations from the literature and discuss associated uncertainties and biases in the SPIRE data. We identify a 500 micrometer flux limited selection of sources from the HerMES point source catalogue that appears free from neighbouring/blended sources in all three SPIRE bands. We compare the colours with redshift tracks of various contemporary models. Based on these spectral templates we show that regions corresponding to specific population types and redshifts can be identified better in colour-flux space. The redshift tracks as well as the colour-flux plots imply a majority of detected objects with redshifts at 1

Local luminosity functions are fundamental benchmarks for high-redshift galaxy formation and evolution studies as well as for models describing these processes. Determining the local luminosity function in the submillimeter range can help to better constrain in particular the bolometric luminosity density in the local Universe, and Herschel offers the first opportunity to do so in an unbiased way by imaging large sky areas at several submillimeter wavelengths. We have carried out two extremely deep surveys with SPIRE, one of the two cameras on Herschel, at 250 microns, close to the peak of the far-infrared background. We have used the results to investigate the evolution of the rest-frame 250-micron luminosity function out to z=2. We find evidence for strong evolution out to a redshift of around 1 but evidence for at most weak evolution beyond this redshift. Nuclear and starburst activity are known to often occur concomitantly. Herschel-SPIRE provides sampling of the FIR SEDs of type 1 and type 2 AGN, allowing for the separation between the hot dust (torus) and cold dust (starburst) emission. We study large samples of spectroscopically confirmed type 1 and type 2 AGN lying within the Herschel Multi-tiered Extragalactic Survey (HerMES) fields observed during the science demonstration phase, aiming to understand their FIR colour distributions and constrain their starburst contributions. We find that one third of the spectroscopically confirmed AGN in the HerMES fields have 5-sigma detections at 250um, in agreement with previous (sub)mm AGN studies. Their combined Spitzer-MIPS and Herschel-SPIRE colours - specifically S(250)/S(70) vs. S(70)/S(24) - quite clearly separate them from the non-AGN, star-forming galaxy population, as their 24-um flux is dominated by the hot torus emission. However, their SPIRE colours alone do not differ from those of non-AGN galaxies. SED fitting shows that all those AGN need a starburst component to fully account for their FIR emission. For objects at z > 2, we find a correlation between the infrared luminosity attributed to the starburst component, L(SB), and the AGN accretion luminosity, L(acc), with L(SB) propto L(acc)^0.35. Emission at far-infrared wavelengths makes up a significant fraction of the total light detected from galaxies over the age of Universe. Herschel provides an opportunity for studying galaxies at the peak wavelength of their emission. Our aim is to provide a benchmark for models of galaxy population evolution and to test pre-existing models of galaxies. With the Herschel Multi-tiered Extra-galactic survey, HerMES, we have observed a number of fields of different areas and sensitivity using the SPIRE instrument on Herschel. We have determined the number counts of galaxies down to ~20 mJy. Our constraints from directly counting galaxies are consistent with, though more precise than, estimates from the BLAST fluctuation analysis. We have found a steep rise in the Euclidean normalised counts at <100 mJy. We set out to determine the ratio, q(IR), of rest-frame 8-1000um flux, S(IR), to monochromatic radio flux, S(1.4GHz), for galaxies selected at far-IR and radio wavelengths, to search for signs that the ratio evolves with redshift, luminosity or dust temperature, and to identify any far-IR-bright outliers - useful laboratories for exploring why the far-IR/radio correlation is generally so tight when the prevailing theory suggests variations are almost inevitable. We use flux-limited 250-um and 1.4-GHz samples, obtained in GOODS-N using Herschel (HerMES; PEP) and the VLA. We determine bolometric IR output using ten bands spanning 24-1250um, exploiting data from PACS and SPIRE, as well as Spitzer, SCUBA, AzTEC and MAMBO. We also explore the properties of an L(IR)-matched sample, designed to reveal evolution of q(IR) with z, spanning log L(IR) = 11-12 L(sun) and z=0-2, by stacking into the radio and far-IR images. For 1.4-GHz-selected galaxies, we see tentative evidence of a break in the flux ratio, q(IR), at L(1.4GHz) ~ 10^22.7 W/Hz, where AGN are starting to dominate the radio power density, and of weaker correlations with z and T(d). From our 250-um-selected sample we identify a small number of far-IR-bright outliers, and see trends of q(IR) with L(1.4GHz), L(IR), T(d) and z, noting that some of these are inter-related. For our L(IR)-matched sample, there is no evidence that q(IR) changes significantly as we move back into the epoch of galaxy formation: we find q(IR) goes as (1+z)^gamma, where gamma = -0.04 +/- 0.03 at z=0-2; however, discounting the least reliable data at z<0.5 we find gamma = -0.26 +/- 0.07, modest evolution which may be related to the radio background seen by ARCADE2, perhaps driven by <10uJy radio activity amongst ordinary star-forming galaxies at z>1., Comment: A&A Herschel Special Issue, in press as a Letter. 5 pages
