This paper intends to reflect on the most appropriate means to enhance human security under the multiplication of new security risks, asking whether the responsibility should be attributed to the military or the civil protection forces and discussing the challenges that both agencies’ operations raise. We argue that civil protection forces’ role should be reinforced (and their resources, capabilities and readiness improved) to protect human security under risk materialization (which also meets United Nations Oslo Guidelines). In order to support this claim, we will explore: first, the intentions (and opportunities and challenges) of the military in co-opting new security risks into their agenda, as well as (argue for and) intervening as the key actor in foreign interventions; second, how the divide between internal and external security curtails military action abroad in new threats and risks and demonstrates its inadequacy (even with dual-purpose/dual-use equipment); third, how new threats and (particularly) risks make civil protection forces more useful in foreign interventions than the military. Resorting to the Idai cyclone in Mozambique and Portugal’s response to it, we will briefly explore issues arising from the deployment of the military in a scenario on natural disasters. In short, we claim that, civil protection forces’ frequently offer a better contribution to human security crises than the military.

- Abstract
The identification of high-risk patients in the early stages of infected pancreatic necrosis (IPN) is critical, because it could help the clinicians to adopt more effective management strategies. We conducted a post hoc analysis of the MANCTRA-1 international study to assess the association between clinical risk factors and mortality among adult patients with IPN. Univariable and multivariable logistic regression models were used to identify prognostic factors of mortality. We identified 247 consecutive patients with IPN hospitalised between January 2019 and December 2020. History of uncontrolled arterial hypertension (p = 0.032; 95% CI 1.135–15.882; aOR 4.245), qSOFA (p = 0.005; 95% CI 1.359–5.879; aOR 2.828), renal failure (p = 0.022; 95% CI 1.138–5.442; aOR 2.489), and haemodynamic failure (p = 0.018; 95% CI 1.184–5.978; aOR 2.661), were identified as independent predictors of mortality in IPN patients. Cholangitis (p = 0.003; 95% CI 1.598–9.930; aOR 3.983), abdominal compartment syndrome (p = 0.032; 95% CI 1.090–6.967; aOR 2.735), and gastrointestinal/intra-abdominal bleeding (p = 0.009; 95% CI 1.286–5.712; aOR 2.710) were independently associated with the risk of mortality. Upfront open surgical necrosectomy was strongly associated with the risk of mortality (p < 0.001; 95% CI 1.912–7.442; aOR 3.772), whereas endoscopic drainage of pancreatic necrosis (p = 0.018; 95% CI 0.138–0.834; aOR 0.339) and enteral nutrition (p = 0.003; 95% CI 0.143–0.716; aOR 0.320) were found as protective factors. Organ failure, acute cholangitis, and upfront open surgical necrosectomy were the most significant predictors of mortality. Our study confirmed that, even in a subgroup of particularly ill patients such as those with IPN, upfront open surgery should be avoided as much as possible.

In this article, we will look into the relationship between the Portuguese communities abroad and the Portuguese state (i.e., the country of origin). Considering foreign policy (FP) specifically and the relationship between its structure and existing migration flows, we seek to analyse the role of Portuguese communities on the FP of the country of origin. That is, understand the relationship 'home state-expatriates' under the state's point of view, as Portuguese communities are a prime element in Portuguese FP and assesses the various policies to promote and strengthen these ties with the Portuguese diaspora around the world. The text is structured as it follows: firstly, a brief theoretical and conceptual framework; secondly, we will evaluate whether the policies for Portuguese communities appear to display party-political cleavages (whether there are significant differences between the proposals presented by governments composed of different political groups); at the end, we will offer some suggestions for a possible strengthening of relations with the Portuguese communities, while at the same time we explore both the advantages and the risks of such a choice of policy.

Pre-operative chemoradiotherapy (CRT) followed by surgical resection is still the standard treatment for locally advanced low rectal cancer. Nowadays new strategies are emerging to treat patients with a complete response to pre-operative treatment, rendering the optimal management still controversial and under debate. The primary aim of this study was to obtain a snapshot of tumor regression grade (TRG) distribution after standard CRT. Second, we aimed to identify a correlation between clinical tumor stage (cT) and TRG, and to define the accuracy of magnetic resonance imaging (MRI) in the restaging setting. Between January 2017 and June 2019, a cross sectional multicentric study was performed in 22 referral centers of colon-rectal surgery including all patients with cT3-4Nx/cTxN1-2 rectal cancer who underwent pre-operative CRT. Shapiro–Wilk test was used for continuous data. Categorical variables were compared with Chi-squared test or Fisher’s exact test, where appropriate. Accuracy of restaging MRI in the identification of pathologic complete response (pCR) was determined evaluating the correspondence with the histopathological examination of surgical specimens. In the present study, 689 patients were enrolled. Complete tumor regression rate was 16.9%. The “watch and wait” strategy was applied in 4.3% of TRG4 patients. A clinical correlation between more advanced tumors and moderate to absent tumor regression was found (p = 0.03). Post-neoadjuvant MRI had low sensibility (55%) and high specificity (83%) with accuracy of 82.8% in identifying TRG4 and pCR.Our data provided a contemporary description of the effects of pre-operative CRT on a large pool of locally advanced low rectal cancer patients treated in different colon-rectal surgical centers.

Internship Report presented as the partial requirement for obtaining a Master's degree in Data Science and Advanced Analytics Customer churn has been increasing in insurance, mainly due to technological improvements that allow customers to explore other insurance providers’ offers. Given this, insurance providers need to compete among them, not only to get new customers but, to maintain their own. This report results from a project developed during an internship in Grupo Ageas Portugal, which has different insurance brands such as Ocidental Seguros. This project's main goal was to model, with a monthly periodicity, customer churn of this latter’s Workers’ Compensation portfolio to improve the company’s competitiveness and, ultimately, profit. Many of the company’s customer churn happens at their policy renewal time, where the only variable that the company detains control over is the price (premium) variation. Hence, by considering the premium variation and other relevant predictive variables, the goal was to predict the probability of a given customer to churn, allowing the company to optimize the current renewal’s pricing process and maximize this branch’s profit. Thus, different variables that could influence the company’s customer behavior were collected—one of those was the customer’s location. Given the high dimensionality that such variable would represent and the small dataset available for modeling, clustering analysis is used to create new significant (with fewer dimensions) customer geographical areas. Different supervised learning algorithms were then evaluated accordingly to their performance in predicting customer churn. The predictive models used were a Gradient Boosting, an Extreme Gradient Boosting, a Logistic Regression, and a Multilayer Perceptron. Given that the number of customers that renew their contracts is much superior to the number of customers who churn, Synthetic Minority Oversampling Technique (SMOTE) was used to create less unbalanced datasets (with synthetic samples) and evaluate the impact on the performance of one of the models. Lastly, to guarantee a successful integration of the models into the renewal’s pricing process, models were evaluated accordingly to the two business goals. First, by translating the observed evaluation metrics into profit. Secondly, by assuring that the customer’s price elasticity would be captured, assuring a monotonic increasing relationship among the policy’s premium variation and probability of churn.

The long term life of cork oak and the capacity that “amadia” cork has to build annual layers (highly separable) allowed to create the hypothesis of correlation between the chemical marks made in each growing layer and the environmental characteristics of the place where the cork oak grows. This would allow to build space and time distribution series every nine years, about the characteristic in study. This is somewhat alike some dendrometric procedures, but these ones are much more aggressive. The objective of this work was to study lead (II) in cork by voltammetry, because this method is well recognized as having competitive vantages over other known methods already used. The methodology adopted was: bark extraction, acid-hot digestion in closed recipient and voltammetric analytical signal search. The main conclusion is the possible association of this technique as another socioenvironmental service that “montado” can provide, in order to evaluate the quality of mediterranean basin continental areas with cork oak tree, regarding lead contamination.

Wheat blast is caused by the fungus Pyricularia oryzae Triticum pathotype (PoT). Significantly damaging wheat blast epidemics are sporadic and limited to tropical wheat growing areas in South America. Unexpectedly, wheat blast was reported in Bangladesh and Zambia in 2016 and 2020, respectively. The urgent need to deal with a poorly studied disease has mobilized the scientific community. Original research and reviews have been published in various venues. Nevertheless, disease control is still a difficult task. Much less research has, however, focused on crucially important and complex ecological interactions at the field, landscape, or regional levels. This chapter reviews aspects of the epidemiology of wheat blast, mainly those related to inoculum and its role for the epidemics. It then describes the models that have been developed by the authors as well as the decision support system. Examples of the implementation of a warning system in Bangladesh and Brazil are also illustrated.

Meta-analysis ,Pyricularia Oryzae ,Chemical control ,Profitability - Abstract
Wheat blast, caused by Pyricularia oryzae Triticum (PoT) lineage, is a major constraint to wheat production, mainly in the tropics of Brazil where severe epidemics have been more frequent. We analyzed disease and wheat yield data from uniform field trials conducted during nine years (2012 to 2020) in order to assess whether the percent control and yield response were influenced by fungicide type, region (tropical or subtropical), and year. Six treatments were selected, all evaluated in at least 19 trials. Two ungicides were applied as solo active ingredients: MANCozeb, and TEBUconazole, and four were premixes: AZOXystrobin + TEBU, TriFLoXystrobin + PROThioconazole, TFLX + TEBU, and PYRAclostrobin + EPOXiconazole. Percent control, calculated from back- ransforming estimates by a meta-analysis network model fitted to the log of the means, ranged from 43 to 58%, with all but PYRA + EPOX showing efficacy greater than 52% on average, not differing among them. The variation in both efficacy and yield response was explained by region and all but TEBU performed better in the subtropics Than in the tropics. Yield response from using three sequential sprays was around two times greater in the subtropics (319 to 532 kg/ha) than in the tropics (149 to 241.3 kg/ha). No significant decline in fungicide efficacy or yield response was observed in nine years of study for any of the fungicides. Our results reinforce the need to improve control by adopting an integrated management approach in the tropics given the poorer performance and lower profitability, especially for the premixes, than in the subtropics. - Abstract
Scientific communication is facilitated by a data-driven, scientifically sound taxonomy that considers the end-user¿s needs and established successful practice. In 2013, the Fusarium community voiced near unanimous support for a concept of Fusarium that represented a clade comprising all agriculturally and clinically important Fusarium species, including the F. solani species complex (FSSC). Subsequently, this concept was challenged in 2015 by one research group who proposed dividing the genus Fusarium into seven genera, including the FSSC described as members of the genus Neocosmospora, with subsequent justification in 2018 based on claims that the 2013 concept of Fusarium is polyphyletic. Here, we test this claim and provide a phylogeny based on exonic nucleotide sequences of 19 orthologous protein-coding genes that strongly support the monophyly of Fusarium including the FSSC. We reassert the practical and scientific argument in support of a genus Fusarium that includes the FSSC and several other basal lineages, consistent with the longstanding use of this name among plant pathologists, medical mycologists, quarantine officials, regulatory agencies, students, and researchers with a stake in its taxonomy. In recognition of this monophyly, 40 species described as genus Neocosmospora were recombined in genus Fusarium, and nine others were renamed Fusarium. Here the global Fusarium community voices strong support for the inclusion of the FSSC in Fusarium, as it remains the best scientific, nomenclatural, and practical taxonomic option available

The impact of globalization on migration has been somewhat studied in recent years: the acceleration of flows and its longer reach; the role of advancement in transport and communications and its role on migrations; the linking of migrant diasporas with their home countries culturally or economically (or both); and the rise of transnationalism to explain some migratory movements. Yet, it is both unclear how globalization theory, with different elements and thus, different perspectives, has explained the relationship between globalization and migration. Moreover, this has been mostly seen as a one-directional interaction, without proper consideration of its consequences. This chapter aims to address this issue in two main streams: first, how globalization theory has studied and proposed (implicitly or explicitly) the relationship between globalization, migration, and the nation-state; second, and drawing on concrete cases (namely, Spain, Italy, Greece and Libya), how migration is retrieved in political terms, as an issue that was traditionally part of foreign policy agenda and strategies has transformed into domestic politics, of border and migration management. In other words, globalization reorganizes a foreign policy vector that causes it to be part of internal politics - thus, forming a dual process of action and interaction between globalization and migration, mediated by the nation-state. The selected cases aim to consider African migration within the specific context of two political areas: EU and Mediterranean Sea. Within these two areas, foreign policy, migration, globalization and regionalization processes, merge together. Libya is the terminal of a continental African route, which thus connects directly with both the origin countries and, eventually, Europe as a final destination; and Spain, Italy, and Greece were considered in this study due to their role as points of entry. According to this consideration, we study the relation between migration and globalization, as multiple geographies, within which the border between internal and foreign policy is unclear. We argue that globalization as a process creates resistance to itself, and that we can see the manifestations of that resistance in the issue of migration.

Meta-analysis ,Chemical control ,Fusarium Graminearum ,Systematic review ,Profitability - Abstract
Fusarium head blight (FHB), caused mainly by Fusarium graminearum, is best controlled with demethylation inhibitor (DMI) fungicides during flowering. However, the use of premixes of DMI and quinone outside inhibitor (QoI) fungicides to control FHB has increased in Brazil. Data on FHB severity and wheat yields measured in field experiments conducted in Brazil were gathered from both peer- and non-peer-reviewed sources published from 2000 to 2018. After applying selection criteria, 73 field trials from 35 bibliographic sources were identified, among which 50% of the data were obtained from cooperative network trials conducted after 2011. To be included in the analysis, a DMI+QoI premixes or tebuconazole (TEB) were tested in at least 14 trials and three years. Four premixes met the criteria. Estimates of percent control (and respective 95% confidence interval) by a network model fitted to the log of the treatment means ranged from 44.1% (pyraclostrobin + metconazole applied once; 32.4 to 53.7) to 64.3% (pyraclostrobin + metconazole; 58.4 to 69.3); the latter not differing from TEB (59.9%, 53.6 to 65.3). Yield response was statistically similar for pyraclostrobin + metconazole (532.1 kg/ha, 441 to 623) and trifloxystrobin + prothioconazole (494.9 kg/ha, 385 to 551), and both differed statistically from a group composed of TEB (448.2 kg/ha, 342 to 554), trifloxystrobin + TEB (468.2 kg/ha, 385 to 551), azoxystrobin + TEB (462.4 kg/ha, 366 to 558) and pyraclostrobin + metconazole applied once (413.7 kg/ha, 308 to 518). The two categories of FHB index (7% cut off) and yield (3,000 kg/ha cut off), both in the non-treated check, did not explain the heterogeneity in the estimates. Two sequential sprays of TEB or one spray of pyraclostrobin + metconazole as management choices are likely more profitable than DIM+QoI premixes sprayed twice during flowering considering only the fungicide effects on yield. International service learning ,Universities ,Global Citizenship - Abstract
In the spirit of Ivan Illich’s 1968 speech ‘To hell with good intentions’, the book takes aim at a ubiquitous form of contemporary ideology, namely the concept of global citizenship. Its characteristic discourse can be found inhabiting a nexus of four complexes of ‘ruling’ institutions, namely universities with their international service learning, the United Nations and allied international institutions bent on global citizenship education, international non-governmental organizations and foundations promoting social entrepreneurship, and global corporations and their mouthpieces pitching corporate social responsibility and sustainable development. The question is: in the context of Northern or Western imperialism and US-led, neoliberal, global, corporate capitalism, and the planetary Armageddon they are wringing, what is the concept of global citizenship doing for these institutions? The studies in the book put this question to each of these four institutional complexes from broadly political-economic and post-colonial premises, focusing on the concept’s discursive use, against the background of the mounting production of the global non-citizen as the global citizen’s ‘other’.

Neste sentido, os resultados obtidos podem contribuir para ampliar a compreensão do problema do abuso e maus-tratos no adolescente em situação de acolhimento., Countless situations of exposure to danger have lead children and adolescents to institutional care worldwide. Studies conducted to examine the effects of institutionalization on the development trajectory have shown a high risk of maladjustment and sequels in several development domains. For this reason, institutionalization has been considered a "multilevel deprivation experience". The present study intended to verify how exposure to early adversity in family and institutional contexts may influence quality of attachment, psychopathology and volumetric changes in neural structures involved in reward processing and emotional regulation. For this purpose, a group of 10 adolescents who live in residential care, and a group of 8 adolescents who always lived with their biological families were recruited. The convenience sample consisted of adolescents of both sexes, from 12--18 years old. Groups were submitted do psychological assessment and brain magnetic resonance imaging acquisition. As referred in the literature, results pointed out to differences between groups by evidencing a higher level of externalization and general psychopathological symptomatology in the group of adolescents in residential care. An association was also found between exposure of abuse and maltreatment in family context prior residential care admission and a higher level of externalization and general symptomatology. The same was not verified with exposure to negligence. There were no differences on attachment quality, nor neuro-structural volumetric differences between groups. Despite vast literature about the impacts of institutionalization on attachment dimensions, psychopathology and in neurostructural alterations, there are still gaps on studies with an integrated and simultaneous approach of these variables, during the adolescence period while the residential care situation is in progress. In this sense, the obtained results might contribute to enlarge the understanding of the problem of abuse and maltreatment in adolescents in residential care.
