Access to showers and water for washing clothes are issues for many temporary employees, such as truck drivers or seasonal workers. The article studies their practice, in Normandy and at the national level, first through the examination of statistical data and a remote survey. There is a whole series of more or less legal uses observed, which describe another vision of the city and of collective facilities, for example sports facilities. Care centers, sports and nautical equipment, restaurants for truckers in town are possible places for showers, but where this service is provided very discreetly. There is no explanation displayed, this service is implicitly reserved for drivers, with a few exceptions. Showers nevertheless contribute to the role of third places in cafés and third spaces in marinas. But this access is very vulnerable in the face of health crises or drought, and are insufficient. This themed issue, guest‐edited by Jurgen De Wispelaere and Troy Henderson, is devoted to examining, first, whether the widespread use of immediate and unconditional cash transfers as a policy response to the socioeconomic impacts of the COVID‐19 crisis has provided a boost to cash transfer programmes generally and to emergency basic income (EBI) policies more specifically. The set of articles then charts the reception of EBI‐type policies as a pandemic response in specific country or regional contexts, and reflects on their relevance for the future development of universal social protection and, especially, universal basic income (UBI). While the contribution to be made by basic income to realizing resilient and agile social protection policy responses merits serious consideration, in particular in a context where existing social protection systems are patchy and fragmented, important questions remain as to how to evaluate the time‐limited EBI crisis response in light of the more durable needs which a permanent UBI purports to address. The COVID‐19 pandemic led to widespread social and economic policy experimentation as governments sought to protect household finances while locking down economies. Cash transfers emerged as one of the most popular policy measures, leading many to reflect on new possibilities for enacting universal basic income through temporary or emergency interventions. We take Australia's pandemic response, and particularly its Coronavirus Supplement, as an example of this broader experimentation. We analyse the Supplement through the lens of an emergency basic income, arguing the measure reflected existing institutional structures and norms, forms of national and international policy learning, and vulnerabilities in Australia's liberalized housing and labour markets. While temporary, we consider how its apparent success might suggest ongoing policy relevance, either as a form of capitalist "crisis management" or as an alternative pathway for implementing forms of basic income. The response to the global COVID‐19 pandemic has prompted a surge in short‐term universal cash transfer programmes around the world. Notably, East Asian high‐income economies have been at the forefront of these initiatives. While the innovative nature of these universal cash injections has been emphasized, there is limited documentation regarding their characteristics, prospects, and underlying motivations. This article sheds light on the domestic political and institutional processes that led to the implementation and design of universal cash transfers in Hong Kong (China), Japan, Republic of Korea, Singapore and Taiwan (China). Overall, the analysis reveals that, within the framework of universality, a nuanced, diverse and dynamic set of operational choices emerge. A range of factors shaped the adoption and evolution of these programmes, including, for example, political pressures stemming from political party competition and efforts to maintain political legitimacy. Canada responded to the COVID‐19 pandemic with a series of supports, including direct payments to workers displaced by public health measures. While not a true basic income, the experience highlighted a number of issues including challenges with implementation and intergovernmental relations that affected public opinion and must be dealt with by basic income advocates. The operation of the Canadian social‐liberal welfare state informed pandemic policy making and exhibited the path dependence of a deserving/undeserving binary that resulted in conditionality. The income supports associated with the pandemic represent a pragmatic response to an exogenous shock that highlights the inadequacies of existing policy and offers the possibility of change. 7. Seeding policy: Viral cash and the diverse trajectories of basic income in the United States.

During the COVID‐19 pandemic, cities in the United States of America developed more that 100 basic income pilots. This article examines the heretofore hidden impact of the pandemic on the future extension of basic income programmes at the sub‐national level. While the super‐majoritarian requirements of United States federal policy making keep the possibility of national‐level basic income remote, several features of basic income, including unconditional cash transfers and broad programme eligibility, have emerged as viable tools in state and local policy. Drawing on an inventory of basic income pilots and interviews with policy entrepreneurs, this article defines and then examines the phenomenon of "viral cash" and assesses the probability that the wave of basic income pilots will continue to grow after the pandemic. Conventional approaches to evaluating the diffusion of policies across jurisdictions focus squarely on policy. Appraising viral cash's future requires a shift to following the advocacy networks who move, adapt and combine basic income with other programmes. [ABSTRACT FROM AUTHOR]

This article explores the connection between two related but distinct models of basic income proposals in the context of a pandemic emergency. While COVID‐19 appears to have increased interest in basic income, this often ended up taking the form of a temporary emergency basic income (EBI) instead of a permanent universal basic income (UBI). In this article we argue that the "dial up/dial down" model of basic income allows us to link EBI and UBI in a way that offers both a practical response to important implementation challenges in emergency policy making and a strategic argument in favour of UBI as a pandemic policy instrument. We illustrate our argument by contrasting the Renda Básica de Cidadania (RBC) in the municipality of Maricá, Brazil, with two comparable programmes in the same region. [ABSTRACT FROM AUTHOR]

The article aims to discuss the "Social Commitment" Project of Brazilian Psychology (PCSP) in the current conjuncture. The PCSP comes from the process of historical battles of Psychology in the 1970s, which also occurred in other areas, aiming for a knowledge committed to Brazilian and Latin American reality, and with its social transformation. Such assumptions demanded a theoretical-political movement with new methodological and ontological bases. Thus, we aim to discuss some of its limitations and potentialities: first, there is a historical presentation and contextualization of the PCSP and, later, a debate about its linkage to the scope of social policies. This study questions the way in which the right to education and childcare of Romani boys and girls in a situation of exclusion and school segregation in the province of Alicante (Spain) is affected. It uses a phenomenological design to find out the perception of children and professionals, taking as variables: segregated and non-segregated school. Although school segregation is an undesired fact nowadays, it is treated in a fragmentary and discontinuous way, if not ignored with an apparent indolence., El presente estudio se pregunta por la manera en que se ve afectado el derecho a la educación y cuidado infantil de los niños y niñas gitanas en situación de exclusión y segregación escolar en la Provincia de Alicante (España). Emplea un diseño fenomenológico para conocer la percepción de los niños, niñas y profesionales teniendo como variables: centro segregado y no segregado. Aunque la segregación escolar es un hecho no deseado en la actualidad, es tratado de manera fragmentaria y discontinua, cuando no ignorada con una aparente indolencia., Cette étude s'interroge sur la manière dont le droit à l'éducation et à la garde des garçons et filles gitans en situation d'exclusion et de ségrégation scolaire dans la province d'Alicante (Espagne) est affecté. Il utilise une méthode phénoménologique pour découvrir la perception des enfants et des professionnels, en prenant comme variables : l'école ségréguée et l'école non ségréguée. Bien que la ségrégation scolaire soit un fait indésirable de nos jours, elle est traitée de manière fragmentaire et discontinue, sinon ignorée avec une apparente indolence.

12. Older Adults and Gentrification: The Positive Role of Social Policy.

Supportive public policies are suggested as ways to lessen gentrification's impact for older adults. While explicit policies designed to help older adults with gentrification are rare, literature on age-friendly cities is a close proxy. We utilized three North American cases undergoing gentrification: New York City, NY, and Denver, CO, in the United States and Hamilton, in Ontario, Canada, to present existing neighbourhood-based policies as social determinants of health in housing, resource access, healthcare, transportation, and communal places. Age-friendly policy application gap examples and COVID-19's impact were included. Using a qualitative comparative case study method, we found policies were not specifically designed to address older adults' gentrification needs. With the call for age-friendly designations, the role of gentrification in neighbourhoods with older populations must be included. We call for gentrification-specific policies for older adults to provide greater safeguards especially when events such as COVID-19 compete for existing, over-stretched resources.

14. Neoliberalism, Economization and the Paradox of the New Welfare State.

This paper theorizes the nature of neoliberal social policy, making three substantial contributions. First, processes of "economization" are identified as a central characteristic of neoliberalism: economization constitutes a "bridge" between Foucauldian and (neo-)Marxist accounts of neoliberalism – two perspectives that are in many respects hardly reconcilable – because extending the economic logic to non-economic areas (neoliberalism as a governmental rationality) also potentially increases the profit-making opportunities in previously uncommodified domains (neoliberalism as a capitalist project). Second, the paper links economization processes not only to projects of austerity and welfare retrenchment but also to the more generous "social investment" agenda. Third, the paper highlights the central paradox of neoliberal social policy, whereby higher degrees of economization are associated with more generous social policy: more "social" versions of neoliberalism are those that ironically downplay the social logic, transforming social policies into economic investments. Superdiversity is a characteristic of contemporary societies that affects processes of social change and social policies. Using meta-analytical methods, this article reviews how superdiversity is addressed in the literature to better inform social policies from a sociological perspective. A search of the literature in English and Spanish revealed 76 articles using different methodological approaches over the period 2007–2019. The descriptors for the search were superdiversity, cultural diversity, migratory flows, global migration, population change, social interactions, social change, social complexity, social care, social policy, superdiverse contexts, age, gender and migrants/ superdiversidad, diversidad cultural, flujos migratorios, migración global, cambio de población, interacciones sociales, cambio social, complejidad social, cuidados, política social, contextos superdiversos, edad, género and migrantes. 16. Does the Profit Motive Matter? COVID-19 Prevention and Management in Ontario Long-Term-Care Homes.

We introduce evidence that for-profit long-term-care providers are associated with less successful outcomes in coronavirus disease 2019 outbreak management. We introduce two sets of theoretical arguments that predict variation in service quality by provider type: those that deal with the institution of contracting (innovative competition vs. erosive competition) and those that address organizational features of for-profit, non-profit, and government actors (profit seeking, cross-subsidization, and future investment). We contextualize these arguments through a discussion of how contracting operates in Ontario long-term care. That discussion leads us to exclude the institutional arguments while retaining the arguments about organizational features as our three hypotheses. Using outbreak data as of February 2021, we find that government-run long-term-care homes surpassed for-profit and non-profit homes in outbreak management, consistent with an earlier finding from Stall et al. (2020). Non-profit homes outperform for-profit homes but are outperformed by government-run homes. These results are consistent with the expectations derived from two theoretical arguments—profit seeking and cross-subsidization—and inconsistent with a third—capacity for future investment. This study uses news media discourse analysis to investigate the highly contentious process of pension privatization retrenchment in Lithuania. In 2016, Lithuania began debating reforms on restructuring its poorly performing "second pillar" pension scheme – statutory funded individually defined contribution plans managed by the private sector. Pension reform is here conceptualized as a process of discursive contestation of the orthodox neoliberal consensus that prevailed in designing and introducing a private pension system in the early 2000s. By 2018, when a new Law on Pensions institutionalized a subsidized "nudge‐type" private retirement saving scheme, this process was legitimized by a newly prominent libertarian paternalistic ideology. Globally, COVID-19 has caused disruption to all social institutions and sectors of the economy. Projections are that the pandemic is likely to deepen hardships already experienced by various groups in society, especially the vulnerable. As COVID-19 continues to unfold and spread, it has become apparent that the virus and its associated problems are more than biomedical issues. Against a backdrop where researchers and practitioners from public health, epidemiology, and medicine are dominating research, discussions and publication, the article advances the argument that sociologists are well qualified and positioned to explore the social causes, social consequences, and responses to COVID-19. Sociological input is pivotal to comprehensive understanding and development of effective responses to the pandemic. In this context, and specifically focusing on the family despite the complexity and dynamism attendant to this institution, the article contributes realtime insights on how the pandemic is unfolding in Zimbabwe and the associated responses, or their absence. The paper addresses lacunae in availability of quality and meaningful understanding of the pandemic particularly from the perspective of the family as the basic unit of any society in both urban and rural contexts. The effective implementation of social protection interventions is key for achieving positive change. The existing literature mainly focuses on issues related to programme design and impact, rather than the factors that influence the emergence, expansion and provision of these programmes. This article builds on the recent literature that indicates that the quality of institutions and people's preferences play an important role in the implementation of social protection. It does so by using Ethiopia and its Productive Safety Net Programme – one of the largest social protection programmes in sub‐Saharan Africa – as a case study, thereby contributing to debates on how to implement social protection more effectively, particularly in settings of widespread poverty and relatively low levels of institutional capacity. Based on primary qualitative data, the article finds that greater institutional quality at the local level is associated with the more effective provision of social protection. The ability of community members and social protection clients to voice preferences can lead to adaptations in implementation, although the extent to which this occurs is highly gendered. 27. Supervised scaling of semi-structured interview transcripts to characterize the ideology of a social policy reform

- Abstract
Automated content analysis methods treat ‘‘text as data'' and can therefore analyze efficiently large qualitative databases. Yet, despite their potential, these methods are rarely used to supplement qualitative analysis in small-N designs. We address this gap by replicating the qualitative findings of a case study of a social policy reform using automated content analysis. To characterize the ideology of this reform, we reanalyze the same interview data with Wordscores, using academic publications as reference texts. As expected, the reform's ideology is center/center-right, a result that we validate using content, convergent and discriminant strategies. The validation evidence suggests not only that the ideological positioning of the policy reform is credible, but also that Wordscores' scope of application is greater than expected

Introduction: L’objectif de cette affiche est de promouvoir un bien-être spirituel optimum et une meilleure qualité de vie en termes de santé bio-psycho-sociale des personnes. Méthode suivie: La position personnaliste affirme que « toute personne à une signification telle qu’elle ne peut être remplacée à la place qu’elle occupe dans l’univers des personnes » (Mounier, 1949/1969, p. 60). En ce sens, chaque personne aura à décider de son point de vue dans leur sacralité personnelle et leur spiritualité intrinsèque sachant que l’histoire est porteuse de la tragédie d’une humanité qui développe son histoire, mais que celle-ci ne sait pas véritablement l’histoire qu’elle développe (Weber, 1919/1959) considérant que la théorie du point-zéro sur la thèse de la sécularisation promeut que plus la société se modernise, moins il y a de religion — à l’opposé, plus il y a de religion, moins la société se modernise — ne tient plus. Même encore : quiconque réclame aujourd’hui que le résultat des processus sociaux mène à la situation que la religion n’a plus de signification publique, et au mieux relégué aux affaires privées, est démasqué comme idéologique (Boeve, 2012). Bien que certains académiciens pour des raisons obscures voudraient enlever Dieu de l’équation, la pensée chrétienne que le monde progresse vers un objet final persiste toujours en contexte post-séculier (Robinson, 2019). Résultats: Ce mouvement de fond d’une politique sociale du loisir(s)/recreation énoncé par Storey (1990) fut déjà évoqué par Burton (1977) qui souligne qu’il n’y a pas de définition rassembleuse du loisir(s) claire, précise, explicite et non-équivoque. De même, il existe une prolifération de définitions provoquant ces querelles inutiles et néfastes entre les spécialistes du loisir(s)/recreation causées surtout par la médisance des uns et des autres. - Abstract
Welfare States and Immigrant Rights deals with the impact of welfare states on immigrants'social rights, economic well-being and social inclusion, and it offers the first systematic comparison of immigrants'social rights across welfare states. To study immigrants'social rights the author develops an analytical framework that focuses on the interplay between 1) the type of welfare state regime, 2) forms of entry, or entry categories, and 3) the incorporation regime regulating the inclusion or exclusion of immigrants. The book maps out the development of immigrants'social rights from the early postwar period until around 2010 in six countries representing different welfare state regimes: the United States, the United Kingdom, Germany, France, Sweden, and Denmark. Part I addresses three major issues. The first is how inclusive or exclusionary welfare state policies are in relation to immigrants, and especially how the type of welfare state and incorporation regime affect their social rights. The second issue concerns changes in immigrant rights and the direction of the change: rights extension versus rights contraction. The third issue is how immigrants'social rights compare to those of citizens. Part II shifts from policies affecting immigrant rights to the politics of the policies. It examines the politics of inclusion and exclusion in the six countries, focusing on social rights extension and contraction and changes in the policy dimensions of the incorporation regime that impinge on immigrant rights.

Cet article analyse les ressemblances et les influences mutuelles entre les gouvernements de Lázaro Cardenas au Mexique (1934-1940) et le Front populaire de Léon Blum en France (1936-1938). En outre, il met en lumière les relations diplomatiques officielles et les échanges politiques, économiques et culturels, que les deux gouvernements ont maintenus, dans la brève mais intense période, dans laquelle ils ont coïncidé. Ainsi, il établit que les politiques de nationalisation des secteurs stratégiques de l’économie réalisées par les deux gouvernements, ou de soutien apporté à l’évolution de la classe ouvrière dans leurs pays respectifs, constituent des points de convergence qui méritent d’être étudiés plus en détail.

Québec has been structuring and promoting a social economy sector since the mid-1990s. What explains this specificity of the Québec social model? Careful process tracing analysis reveals that the mobilization of Québec’s left in the mid-1990s, followed by coalition engineering during the 1996 economy and employment summit, account for Québec’s distinct trajectory. Consistent with power resource theory (PRT), at the agenda-setting stage, protagonists of Québec’s social economy policies were associated with the left. Contrary to what is assumed by PRT, however, at the decision stage, the right’s consent to social economy policies was not conditioned by a weak bargaining position or by a fear of antagonizing voters. RÉSUMÉ Le Québec appuie et structure un secteur de l’économie sociale depuis le milieu des années 1990. Comment expliquer cette spécificité du modèle social québécois? Une analyse attentive du retraçage des processus révèle que la mobilisation de la gauche québécoise au milieu des années 1990, suivie d’une coalition autour de l’économie sociale formée au moment du Sommet sur l’économie et l’emploi en 1996, expliquent la trajectoire distincte du Québec. De façon cohérente avec la théorie des ressources de pouvoir (PRT), à l’étape de la mise à l’agenda, les protagonistes des politiques visant à appuyer l’économie sociale au Québec étaient associés à la gauche. Contrairement à ce qui est supposé par la PRT, cependant, à l’étape de la prise de décision, l’appui de la droite à ces politiques ne reposait pas nsur un faible rapport de force ou sur une crainte de s’aliéner les électeurs.

Avec la démocratisation de l’après-guerre, le Japon a vu émerger divers mouvements sociaux. C’est le cas des mouvements culturels dits sâkuru-undô (mouvements de « cercles »). Pour sa singularité et en raison de son influence chez des intellectuels de gauche des années 1960, certains historiens se sont intéressés à l’un de ces sâkuru, ayant existé entre 1958 et 1961 dans le nord de Kyûshû : le Sâkuru-mura (Village des « cercles »). Son enracinement dans une région houillère s’explique par l’importance de l’industrie minière dans l’histoire des conflits du travail. Des personnes extérieures du monde de la mine s’y sont également investies. Dans ce texte, nous examinerons la réalité des rapports multiples entre les mines et le Sâkuru-mura. Après une brève présentation chronologique, nous aborderons les travaux directement liés à la mine des trois acteurs principaux du mouvement (dont deux non mineurs). Nous analyserons ensuite les textes, nombreux et variés, rédigés par les mineurs afin d’en mesurer l’étendue, et de saisir ce qu'ils donnent à sentir de la vie de la mine. During its democratization process, post-war Japan saw the emergence of a variety of social movements, including the cultural movements called sâkuru-undô (“circle” movements). Because of its conceptual novelty, and the influence it had on left-wing intelligentsia in the 1960s, historians are particularly interested in one of them: “Sâkuru-mura (Village of circles)”. This movement lasted between 1958 and 1961 in northern Kyûshû. Its location in a coal mining area can be explained by the importance of the mining industry in the labor disputes at the time, but it involved a number of outsiders also. In this article, we examine the reality of the multiple relationships between the mines and Sâkuru-mura. After a brief chronological introduction, we first focus on how the three leaders of the movement interacted with the mines. Interestingly, two of them were not miners. We then analyze the styles, aesthetics and themes of the numerous and diverse texts written by the miners, in order to understand what they reveal about life in this mining area.

Résumé : En mai 2001, le tribunal de district de Tōkyō rendit une décision historique en reconnaissant la responsabilité de l’État dans les politiques d’isolement des lépreux menées sous la loi de prévention contre la lèpre. Cette décision permit de mettre en lumière l’étendue des dégâts malgré ses limites, à savoir le dommage collectif non individualisé. Ishizaki Manabu, constitutionnaliste, accompagna les victimes des politiques d’isolement tout au long du procès et en livre un témoignage précieux. Abstract: In May of 2001, the Tōkyō district court handed in a historic decision by recognizing the State’s responsibility in the enforcing of lepers’ isolation policies within the scope of the Leper Prevention Law. This decision, though limited in part, shone a light on the extent of the damage the law had entailed the form of collective damage. Ishizaki Manabu, a Constitutionalist, assisted the victims of these isolation policies during the trial and delivers in this article a precious and poignant testimony.

Résumé : Le « pacifisme constitutionnel », l’anti-militarisme, et le choix de la professionnalisation pour les Forces d’autodéfense japonaises créées en 1954 ont opéré un complet renversement de paradigme dans le mode de recrutement des militaires dans le Japon d’après-guerre. Pourtant, le débat sur le service militaire n’a jamais vraiment disparu de la scène politique. Même si les gouvernements conservateurs ont toujours soutenu que la conscription ne correspondait plus aux besoins des armées modernes et était contraire à la loi fondamentale, la conjonction du vieillissement de la population et de l’adoption en 2015 du nouveau paquet législatif sur la sécurité nationale risque de compliquer à l’avenir le recrutement des FAD. C’est dans ce contexte particulier que le spectre de la conscription a refait surface. Un débat qui ne concerne pas seulement les modalités de recrutement des FAD, mais plus généralement la place du militaire dans la société du Japon d’après-guerre et la « conscientisation » de la jeunesse japonaise aux impératifs de défense nationale. Constitutional pacifism, anti-militarism, and the choice for a professionalized Self Defense Forces (SDF) created in 1954 led to substantial changes in the recruitment of the military in postwar Japan. Nevertheless, the debate over the conscription system has never left the political arena. Although the conservative cabinets have constantly and publicly supported the view according to which the conscription system was now unconstitutional, and no longer fit the needs for a more sophisticated modern army, the conjunction of an ageing population and the recent adoption of a new set of laws on national security is likely to affect, in the future, the breeding ground of the SDF. In this context, rumors and fears about the opportunity of re-introducing the conscription system re-emerged both among political elites and social networks. The heart of the debate not only revolves around the best way to secure a smooth and sustainable recruitment of the SDF but also, more generally, around the place of the military within Japanese society, and it questions the political awareness of the youngest generations on matters related to national defense policy as well.

El propósito de este artículo es interrogar los múltiples y complejos ordenes sociales que instaura y reproduce la política social en Colombia a través del programa de transferencias monetarias condicionadas «Más familias en acción». Para ello se elige al dinero, proveniente de este programa, como matriz explicativa que permita examinar tres líneas analíticas que se producen en la población receptora de este tipo de transferencias monetarias, a saber: lógicas sociales, posicionamientos morales y producciones afectivas. Metodológicamente la investigación opta por una triangulación de tres registros de información. En primer lugar, 50 entrevistas a profundidad con población receptora de la transferencia condicionada de dinero; en segundo lugar, un proceso de observación sistematizada en diarios de campo, y en tercer lugar la conformación de un archivo de fuentes secundarias que se nutre de: informes técnicos y administrativos de la política social en Colombia, documentos e informes provenientes de organismos multilaterales, evaluaciones de impacto, guías y material con el cual se efectúan procesos de capacitación financiera a las personas receptoras del dinero de la transferencia, entre otros. El artículo adopta una perspectiva crítica que se vale de referentes teóricos provenientes de la escuela de la regulación francesa, así como algunos análisis de la obra de Michel Foucault. La forma de gobierno que se instaura con este tipo de políticas sociales, afincadas en premisas como el capital humano y el emprendimiento, da lugar a complejas tramas que transitan entre la obediencia a las condiciones de la transferencia monetaria; la fijación en la obtención de dinero; y la servidumbre que se fomenta en el marco de condiciones de pobreza estructural y desigualdad en Colombia. This article aims to interrogate the multiple and complex social orders that social policy establishes and reproduces in Colombia through the conditional cash transfer program «Más familias en acción». For this, money from this program is chosen as an explanatory matrix that allows us to examine three analytical lines that are produced in the population receiving this type of monetary transfers, namely: social logic, moral positions and affective productions. Methodologically, the research opts for a triangulation of three information records. Firstly, 50 in-depth interviews with the population receiving the conditional cash transfer; secondly, a systematic observation process in field journals, and thirdly, the creation of an archive of secondary sources that is nourished by: technical and administrative reports on social policy in Colombia, documents and reports from multilateral organizations, impact evaluations, guides and material with which financial training processes are carried out for the recipients of the transfer money, among others. The article adopts a critical perspective that uses theoretical references from the French school of regulation, as well as some analyses of the work of Michel Foucault. The form of government that is established with this type of social policies, based on premises such as human capital and entrepreneurship, gives rise to complex plots that go from obedience to the conditions of monetary transfer; fixation on obtaining money; and the servitude that is fostered within the framework of conditions of structural poverty and inequality in Colombia. L’objectif de cet article est de questionner les ordres sociaux multiples et complexes que la politique sociale établit et reproduit en Colombie à travers le programme de transferts monétaires conditionnels «Más familias en acción». À cet effet, l’argent, issu de ce programme, est choisi comme matrice explicative permettant d’examiner trois lignes d’analyse de ce qui se produit au sein de la population bénéficiaire de ce type de transferts monétaires, à savoir : les logiques sociales, les positions morales et les productions affectives. Méthodologiquement, la recherche opte pour une triangulation de trois source d’information. Premièrement, 50 entretiens approfondis avec la population bénéficiaire du transfert monétaire conditionnel ; deuxièmement, un processus d’observation systématisé des journaux de terrain ; et troisièmement, la création d’une archive de sources secondaires alimentée par : des rapports techniques et administratifs sur la politique sociale en Colombie, des documents et des rapports d’organisations multilatérales, des évaluations d’impact, des guides et du matériel avec lequels les processus de formation financière sont effectués pour les bénéficiaires de l’argent transféré, entre autres. L’article adopte une perspective critique qui s’appuie sur les références théoriques de l’école française de la régulation, ainsi que sur quelques analyses de l’œuvre de Michel Foucault. La forme de gouvernement qui s’instaure avec ce type de politique sociale, basée sur des prémisses telles que le capital humain et l’entrepreneuriat, donne lieu à des modèles complexes qui oscillent entre l’obéissance aux conditions du transfert monétaire ; la fixation sur l’obtention d’argent; et la servitude promue dans le cadre des conditions de pauvreté structurelle et d’inégalité en Colombie.

The paper discusses the World Bank’s and International Monetary Fund’s Structural Adjustment Programmes (SAPs) in Sub-Saharan Africa in the 1980s and 1990s. Most countries in this region did not demonstrate autonomy in regard to national economic management and public policy processes, but acquiesced to the economic austerity prescriptions of the international financial institution, which were supposed to have resuscitated their economies. The paper seeks to provide some insights pertaining to how multilateral financial agencies engaged national governments, not as partners in a contractual relationship, but as servile actors. This situation was not mutually beneficial to both parties as interventions in local economies through financial injections had not resulted in easier repayment of loans by Sub-Saharan African governments. However, conditionalities tied to loans resulted in the erosion of social policies and social rights in Sub-Saharan Africa in the said period. Instead of shoring up economies of the countries in the region, SAPs had helped to weaken or even implode them. SAPs also eroded the social policy gains which were attained in the decade of independence in this region. The paper’s main contention is that Sub-Saharan African countries should bolster their institutions, policy-making mechanisms, and not make the same mistakes they did during that period, if they want to develop and be prosperous this century. El artículo analiza los Programas de Ajuste Estructural del Banco Mundial y el Fondo Monetario Internacional en el África Subsahariana en las décadas de 1980 y 1990. La mayoría de los países de esta región carecían de autonomía con respecto a la gestión económica nacional y los procesos de política pública, y aceptaron las prescripciones de austeridad económica de la institución financiera internacional, que supuestamente deberían haber resucitado sus economías. El artículo aporta ideas sobre cómo los organismos financieros multilaterales se relacionaron con los gobiernos nacionales, no como socios en una relación contractual, sino como actores serviles. Esta situación no era mutuamente beneficiosa para ambas partes, ya que las intervenciones en las economías locales a través de inyecciones financieras no habían facilitado el reembolso de los préstamos por parte de los gobiernos del África Subsahariana. Sin embargo, las condicionalidades ligadas a los préstamos dieron lugar a la erosión de las políticas sociales y los derechos sociales en el África Subsahariana en dicho periodo. En lugar de apuntalar las economías de los países de la región, los Programas han contribuido a debilitarlas o incluso a hacerlas implosionar, y también han erosionado los logros de la política social que se alcanzaron en la década de la independencia en esta región. El principal argumento del artículo es que los países del África Subsahariana deben reforzar sus instituciones y mecanismos de elaboración de políticas, y no cometer los mismos errores que cometieron durante ese periodo, si quieren desarrollarse y ser prósperos en este siglo. Cet article traite des programmes d'ajustement structurel de la Banque mondiale et du Fonds Monétaire International en Afrique subsaharienne dans les années 1980 et 1990. La plupart des pays de cette région n'avaient pas d'autonomie en matière de gestion économique nationale et de processus de politique publique, mais ont acquiescé aux prescriptions d'austérité économique de l'institution financière internationale, qui étaient censées avoir ressuscité leurs économies. L'article cherche à donner un aperçu de la manière dont les agences financières multilatérales ont engagé les gouvernements nationaux, non pas comme des partenaires dans une relation contractuelle, mais comme des acteurs serviles. Cette situation n'a pas été mutuellement bénéfique pour les deux parties, car les interventions dans les économies locales par le biais d'injections financières n'ont pas permis de faciliter le remboursement des prêts par les gouvernements d'Afrique subsaharienne. Cependant, les conditionnalités liées aux prêts ont entraîné l'érosion des politiques sociales et des droits sociaux en Afrique subsaharienne au cours de ladite période. Au lieu de soutenir les économies des pays de la région, ces programmes ont contribué à les affaiblir, voire à les faire imploser, et à éroder les acquis de la politique sociale obtenus au cours de la décennie d'indépendance dans cette région. L'argument principal de cet article est que les pays d'Afrique subsaharienne doivent renforcer leurs institutions et leurs mécanismes d'élaboration des politiques et ne pas commettre les mêmes erreurs qu'à l'époque, s'ils veulent se développer et être prospères au cours de ce siècle. O artigo discute os Programas de Ajuste Estrutural do Banco Mundial e do Fundo Monetário Internacional na África Subsaariana nos anos 1980 e 1990. A maioria dos países da região não demonstrou autonomia em relação à gestão econômica nacional e aos processos de políticas públicas, mas aceitou as prescrições de austeridade econômica da instituição financeira internacional, que supostamente teriam ressuscitado suas economias. O artigo fornece algumas idéias sobre como agências financeiras multilaterais engajaram os governos nacionais, não como parceiros em uma relação contratual, mas como atores servis. Esta situação não foi mutuamente benéfica para ambas as partes, pois as intervenções nas economias locais por meio de injeções financeiras não resultaram em reembolso mais fácil de empréstimos pelos governos da África Subsaariana. Porém, as condicionalidades ligadas aos empréstimos resultaram na erosão das políticas sociais e dos direitos sociais na África Subsaariana no referido período. Em vez de apoiar as economias dos países da região, tais Programas ajudaram a enfraquecê-las ou mesmo implodi-las, assim como corroeram os ganhos de política social que foram alcançados na década de independência nesta região. O principal argumento do artigo é que os países da África Subsaariana deveriam reforçar suas instituições, mecanismos de elaboração de políticas, e não cometer os mesmos erros cometidos durante aquele período, se quiserem se desenvolver e ser prósperos neste século.

Sans prétendre au monopole de l’action sociale et familiale, des parlementaires syndicalistes chrétiens, membres du M.R.P., ont apporté leur contribution à la reconstruction de la France au lendemain de la Libération : le climat d’unanimité nationale a favorisé la réalisation des grandes réformes telles que les nationalisations, la création des comités d’entreprise, l’instauration de la Sécurité sociale. Robert Prigent, Louis Beugniez, Jules Catoire, Paul Bacon ne sont pas les seuls démocrates chrétiens à prendre en charge les questions familiales et sociales, l’œuvre du M.R.P. déborde largement ce domaine mais ces quatre militants ont pesé, chacun à leur manière, sur les orientations de la politique française : Louis Beugniez a occupé la fonction stratégique de président de la Commission du travail et de la sécurité sociale de 1946 à 1951, Jules Catoire a été le bras droit social de Robert Schuman lors de la délicate période de la troisième force, Robert Prigent a incarné le combat familial des républicains populaires après la Libération, Paul Bacon est présent durant neuf années au ministère du Travail et de la Sécurité sociale de 1950 à 1962. Des portraits croisés suivis de documents permettent de comprendre l’itinéraire hors du commun de ces hommes entrés en politique pour défendre des idées, des projets, avec l’innocence naïve des nouveaux venus dans la République.

Since the inception of the European Employment Strategy in 1997, individualized employment support has been a key priority of the European Union and its Member States. Nevertheless, empirical research on the delivery of individualized services for the unemployed is still underdeveloped. In this article, we explore how local employment agencies in three European cities tailor counselling and services to jobseekers' individual needs. We find that limited service budgets and underdeveloped organizational interfaces with social service providers tend to constrain the substantive individualization of services in practice, which works in the disfavour of vulnerable jobseekers. Individualized counselling is more widespread, at least for selected target groups. However, organizational capacities for offering individualized problem assessment and advice vary considerably across "worlds of individualization" in Europe. [ABSTRACT FROM AUTHOR]
