The first outbreak of mass political terrorism in the 20th century took place in the Russian Empire, especially in the First Russian Revolution of 1905-1907. However, these events have not received proper attention in the historical memory of Russia and Europe and in the history of world terrorism. The author examines the factors enabling the continued existence of a huge “blank spot” in the memory of Russia and the world. The under-evaluation of the significance of terrorism in the first decade of the 20th century is closely connected with the under-evaluation of the First Russian Revolution as an independent revolution. In the Soviet Union, historians emphasized that the Revolution of 1905-1907 was “the dress rehearsal” for the Great October Socialist Revolution of 1917. In post-Soviet Russia, many historians and publicists consider the Revolution of 1905-1907 “the dress rehearsal” for the “Golgotha” of 1917. There is a strong tendency to idealize the autocracy and right-wing movements and to demonize socialists and liberals. Many solid monographs and articles about terrorism are now being published in Russia. However, we still do not have exhaustive investigations covering the entire period of terrorism between 1866 (attempted assassination of Tsar Alexander II on April 4, 1866 by the revolutionary D.V. Karakozov) and 1911, examining the ideologies and tactics of different parties and movements, the government’s policies on political crimes, the relationships of society, especially among different political movements, to terrorism, and the differences between terrorism and other types of mass violence such as mass protest movements of different strata of the population and criminal violence. Only through a painstaking and multi-sided analysis of the terrorist phenomenon in the European-wide historical context we can determine the place of terrorism in the historical memory of Russia and Europe., Первая вспышка массового политического терроризма в ХХ в. имела место в Российской империи, особенно во время Первой русской революции 1905-1907 гг. Тысячи терактов, совершенных левыми революционерами, унесли жизни тысяч людей. Однако эти события еще не получили должного внимания ни в исторической памяти России и Европы, ни в истории мирового терроризма. Автор исследует факторы, способствовавшие сохранению большого «белого пятна» в памяти России и мира. Недооценка значения терроризма в первом десятилетии ХХ в. тесно переплетается с недооценкой Первой русской революции как самостоятельной революции. В Советском Союзе историки подчеркивали, что революция 1905-1907 гг. явилась «генеральной репетицией» Великой Октябрьской социалистической революции. В постсоветской России многие историки и публицисты считают Революцию 1905-1907 гг. «генеральной репетицией» «Голгофы» 1917 г. Прослеживается тенденция идеализировать самодержавие и правые движения и демонизировать социалистов и либералов. В России теперь публикуется много солидных монографий и статей о терроризме, но до сих пор нет исчерпывающих исследований, охватывающих период терроризма с 1866 г. (с покушения Д.В. Каракозова на жизнь царя Александра II 4 апреля 1866 г.) по 1911 г., касающихся идеологии и тактики разных партий и движений, правительственной политики в отношении политических преступлений, общественного отношения, особенно среди различных политических движений, к терроризму, а также различий между терроризмом и другими видами массового насилия — такими, как массовые протестные движения разных слоев населения и уголовное насилие. Только через кропотливый и всесторонний анализ явления терроризма в общеевропейском историческом контексте можно определить место терроризма в исторической памяти России и Европы.

One individual's terrorist policy can turn into terrorism for the whole world. Terrorism has become one of the global problems of today. It affects all spheres of existence of modern society, especially the security, stability and functioning of political institutions of the state, the stability of a multilevel system of socio-political and international relations. The study of political terrorism is extremely important for modern Ukraine, where the problems of violence, along with economic, social, spiritual, ideological and others, do not allow the country to develop in the direction of increasing social security, constantly turning it to daily survival and confrontation, reducing the security of our country. Therefore, it is necessary to constantly clarify the trends in the development of the modern social process, to predict the dangers and threats of armed political confrontation, and to use extremist violence – terrorism. This, in turn, is almost impossible without constant clarification of the methodological foundations of the theory of political terrorism. Solving this problem requires deep theoretical knowledge, insight into the essence and content of terrorism. At the same time, the role of political science analysis is growing. The destruction of a stable political environment must be seen as a strategic goal of political terrorism. Based on the unbalanced structure of society, it seeks to force society to function, to develop in the direction set by terrorist forces. Political terrorism has become a destructive force that generates social, political instability internationally. Europe's entry into a complex, contradictory socio-political process associated with a radical change in the vectors of political development in the XXI century, directly reflected on the level, dynamics, direction of political terrorism, as well as – on various forms of its implementation. The political life of Europe has absorbed a whole spectrum of political terror., Террористическая политика одного индивида может обернуться терроризмом для всего мира. Терроризм стал одной из глобальных проблем современности. Он влияет на все сферы функционирования современного общества, прежде всего на безопасность, устойчивость и функционирование политических институтов государства, стабильность многоуровневой системы социально-политических и международных отношений. Изучение политического терроризма чрезвычайно важно для современной Украины, где проблемы насилия, наряду с экономическими, социальными, духовно-идеологическими и другими, не дают развиваться стране в направлении роста социальной защищенности граждан, постоянно обращая на путь ежедневного выживания и противостояния, снижая безопасность нашей страны. Поэтому необходимо постоянное уточнение тенденций развития современного общественного процесса, прогнозирования опасностей и угроз возникновения вооруженной политической конфронтации. Это, в свою очередь, невозможно без постоянного уточнения методологических основ теории политического терроризма. Решение этой задачи требует глубокого теоретического знания, проникновения в понимание сущности и содержания терроризма. При этом возрастает роль именно политологического анализа. Разрушение устойчивой политической среды необходимо рассматривать как стратегическую цель политического терроризма. Опираясь на разбалансированную структуру социума, он стремится заставить общество работать, развиваться в заданном террористическими силами направлении. Политический терроризм превратился в деструктивную силу, которая генерирует социальную, политическую нестабильность в международном масштабе. Вхождение Европы в сложный, противоречивый социально-политический процесс, связанный с кардинальным изменением векторов политического развития, сложившихся в ХXI в., непосредственно отразился на уровне, динамике, направлении развертывания политического терроризма, а также на различных формах его реализации., Терористична політика одного індивіда може обернутися тероризмом для всього світу. Тероризм став однією з глобальних проблем сьогоднішнього дня. Він впливає на всі сфери існування сучасного суспільства, перш за все на безпеку, стійкість та функціонування політичних інститутів держави, стабільність багаторівневої системи соціально-політичних й міжнародних відносин. Вивчення політичного тероризму надзвичайно важливо для сучасної України, де проблеми насильства, поряд з економічними, соціальними, духовно-ідеологічними та ін., не дають розвиватися країні в напрямку зростання соціальної захищеності громадян, постійно «завертаючи» її на шлях щоденного виживання й протистояння, знижуючи безпеку нашої країни. Тому потрібно постійно уточнювати тенденції розвитку сучасного суспільного процесу, прогнозувати небезпеку та загрозу виникнення збройної політичної конфронтації. Це, в свою чергу, практично неможливо без постійного уточнення методологічних основ теорії політичного тероризму. Вирішення завдання вимагає глибокого теоретичного знання, проникнення у розуміння сутності й змісту тероризму. При цьому зростає роль політологічного аналізу. Руйнування стійко політичного середовища необхідно розглядати як стратегічну мету політичного тероризму. Спираючись на розбалансовану структуру соціуму, він прагне примусити суспільство функціонувати, розвиватися у заданому терористичними силами напрямку. Політичний тероризм перетворився у деструктивну силу, яка генерує соціальну, політичну нестабільність у міжнародному масштабі. Входження Європи у складний, суперечливий соціально-політичний процес, пов’язаний з кардинальною зміною векторів політичного розвитку, що склалися у ХXI ст., безпосередньо відобразився на рівні, динаміці, спрямуванні розгортання політичного тероризму, а також на різноманітних формах його реалізації. Політичне життя Європи увібрало в себе цілий спектр політичного терору.

In this paper we study the human loses of the American continent in wars, military conflicts, riots, and political terrorism. By population losses from political terrorism we mean the loss of a population as a result of the terror of dictatorial regimes, and terrorist attacks which have a political or ethnic basis. The mentioned types of human losses were studied for the period 2001 - 2020. The losses of the countries of the American continent for the period 2001 - 2016 had been analyzed in previous publications. Therefore, the proposed article extends the results of our previous research for the period 2017 - 2020. At the same time, we study the migration processes on the American continent, which were caused wars and military conflicts that took place in the continent over the studied period of time. The issues explored in the publication are also relevant, because a large amount of statistical information is scattered across various Internet resources and needs detailed analysis and systematization. The purpose of the publication is to study human losses for the period 2017 - 2020, and to summarize the estimate numbers of the population losses of the continent for the period 2001 - 2020. The aims of the publication are: 1. Clarification of American continent population losses in wars, conflicts, and other types of political violence for the period 2001 - 2016; 2. Establishment of population losses in the Americas in wars, conflicts, and other types of political violence during 2017-2020; 3. Study of migration processes on the American continent as a result of political disturbances that have taken place in the states of the continent. A lot of attention is given to the migration policies of US and Canadian governments. The relevant conclusions are substantiated by statistical data. The results obtained in the proposed publication can be refined by further research, У публікації вивчаються людські втрати країн Американського континенту у війнах, військових конфліктах, у результаті масових заворушень та від політичного тероризму. Під втратами населення від політичного тероризму розуміються втрати у результаті терору диктаторських режимів та терористичних атак, які мають політичне або етнічне підґрунтя. Досліджуються міграційні процеси на Американському континенті як наслідок воєн та військових конфліктів, які проходили у країнах за досліджуваний період часу. Проблематика статті є актуальною також з огляду на те, що велика кількість статистичної інформації розпорошена по різноманітних Інтернет – ресурсах і потребує детального аналізу та систематизації

В статье исследуются истоки возникновения политического терроризма во второй половине XIX в. как вызова реформаторским процессам, предпринятым Александром II. В рамках работы устанавливаются ключевые причины возникновения политического терроризма. Делается вывод, что данная форма борьбы была взята на вооружение, так как остальные меры были признаны неэффективными, в том числе и такое молодежное движение, как «хождение в народ». Исследуются исторические аспекты возникновения политического терроризма, который подвергался достаточно жесткой критике и осуждению видными политическими деятелями того времени. В статье также анализируются формы проявления терроризма и реакция власти на данное политическое явление. Отдельное внимание уделено мерам борьбы с проявлениями политического терроризма. В итоге автор приходит к выводу об отсутствии поддержки политического терроризма у населения и неэффективности данной формы борьбы., The article examines the origins of political terrorism in the second half of the XIX century, as a challenge to the reform processes undertaken by Alexander II. The work identifies the key causes of political terrorism. It is concluded that this form of struggle was adopted, since other measures were considered ineffective, including such a youth movement as "going to the people". The author studies the historical aspects of the emergence of political terrorism, and concludes that this form of political struggle was quite harshly criticized and condemned by prominent political figures of that time. The article also analyzes the forms of terrorism and the reaction of the authorities to this political phenomenon. Special attention is paid to measures to combat manifestations of political terrorism. Çalışmanın amacı PKK terörünün ortaya çıktığı günden 2012 yılına dek olan evrimi ortaya koyarak, geleceğe dair bazı çıkarımlar elde edilmesini sağlamaktır. Özellikle 2012 yılına kadar olan dönemin ele alınmasının temel nedeni, çözüm sürecine kadar olan dönemin ardından herhangi bir gelişme ve yeniliğin olmamasıdır., Terrorism is one of the most fundamental problems of today's society. Today, it is possible to encounter terrorist activities in almost every region. As a result of these activities, there are significant loss of lives, and expenditures made in the name of preventing these activities also cause significant damage to the country's economy. In our country terrorist incidents that PKK terrorist organization has been causing for 40 years cause loss. These losses are mainly military and civilian losses. These losses, as well as the economic losses caused by terrorist incidents, are spent on behalf of preventing terrorism and emotional losses as a nation, especially the people of the region where terrorist acts take place.

В статье рассматривается участие Юлии Мержеевской (1881 – ?) в российском революционном движении в его самый острый и драматический период – в двадцатилетие, предшествующее падению самодержавия. Дочь известнейшего российского психиатра Ивана Павловича Мержеевского, поляка по национальности, она доставила много хлопот как Департаменту полиции Министерства внутренних дел, так и своему несчастному отцу. В разнообразных документах органов политической полиции Российской империи сохранились подробные сведения о революционных и семейных событиях в жизни Юлии Мержеевской и ее отца. С одной стороны, по мнению психиатров, она являлась человеком совершенно психически неуравновешенным, и ее место было не на тюремной скамье, а скорее в психиатрической клинике. С другой стороны, она вращалась в кругах известных революционных деятелей, а высокое социальное положение и материальные возможности делали ее фигурой весьма опасной, даже несмотря на душевный недуг. У сотрудников политической полиции не было сомнений в том, что эта экзальтированная особа, проникнутая ненавистью как к самодержавию, так и к России в целом, вполне способна воплотить свои террористические устремления в жизнь. Ее навязчивой идеей стало убийство российского императора – сначала Александра III, а затем Николая II. Ради этого она создала свою собственную террористическую группу. Однако малочисленность группы, неумелые действия самой Юлии Мержеевской, а главное, попустительство со стороны революционных эмигрантских кругов и вмешательство Д.Г. Богрова, быстро привели к тому, что политическая полиция арестовала ее и ее группу. Радикальные убеждения и психический недуг Юлии Мержеевской, повидимому, стали причиной внезапной кончины ее отца И.П. Мержеевского и последующего разорения всего семейства. Они разрушили бы и ее собственную жизнь, если бы не единодушное заступничество профессиональной корпорации ученых-психиатров., The article examines the role played by Yuliya Merzheevskaya (1881 – ?) in the Russian revolutionary movement in its most dramatic period, the twentyyear period before the collapse of the monarchy. Being the daughter of Russian psychiatrist celebrity Ivan P. Merzheevskiy, Polish by origin, she caused a lot of trouble both to the Department of Police and to her unfortunate father. Numerous files of the political police of the Russian Empire preserve detailed records of revolutionary activities and family incidents from the life of Yuliya Merzheevskaya and her father. On the one hand, according to psychiatrists, she was altogether mentally unstable needing to be put to mental hospital rather than to prison. On the other hand, she moved in circles of well-known revolutionaries, which, due to her high social position and financial resources made her quite a dangerous figure, despite her mental illness. The political police were definite that this exalted person, full of hatred to the monarchy and Russia alike, is capable of accomplishing her terrorist plans. Being obsessed by the idea of assassinating the Russian Emperor, at first, Alexander III, then Nicholas II, she set up her own terrorist group. However, the group was too small, Yuliya Merzheevskaya’s operations were inept and incompetent and, what is more important, the neglect of the revolutionary émigré circles and Dmirtiy Bogrov’s interference – all these circumstances accounted for her and her group’s prompt arrest by the police. Yuliya Merzheevskaya’s radical views and mental illness might have caused her father’s sudden death and the ensuing bankruptcy of her family. That might have destroyed her own life but for the unanimous advocacy of the scholarly psychiatric community.

Following the new historiographical path focused on the urban dimension of the armed struggle, this research analyses the milieus and the forms of the political extremism in Rome after ‘68. By an interdisciplinary approach – which integrates the contribution of philosophy, of urban studies, of sociology, of urban geography, of political sciences – this study rebuilt the relation between urban territory and the implementation of a subversive violence, often lethal and terrorist, in the context of the national modernization activated by the “economic boom” (1958-1963) and of the “cold war” dynamics. A special attention is payed to the apprehension of the ideological and cultural evolutions - grown inside the “urban crisis” which affects the critical development of Rome in the post-war period – that transformed the biggest Italian metropolis in a perfect ecosystem for this extreme conflict, far beyond the only effects of the geopolitical (European crisis of the Atlanticism) and socio-economic factors (explosion of the social struggles claiming the fruition of goods and services created by for consumerist modernity). This study went back to the basic divisions of the structure, the society and the environment of Rome: the fundamental cleavages, appeared at the beginning of the republican time (1946), over which, after the “economic boom”, a process of radicalization (due to the growing of the social struggles in the fields of the local community, work, school and the University, generated by a brutal and unbalanced modernization of the town) is established. Our research, so showed that the various “experiments of antagonism” matured within this vast social protest, were used finally as incubators where part of the roman extremist militancy, resulting from the end of ’68 mobilization, was initiated with various subversive practices (in particular, the repertoires of the mass illegality and of the clandestine guerrilla). Considering of all these levels and these dimensions highlighted the characteristics of the political violence deployed in Rome after ’68, while allotting the right proportion to the “weight” of the capital of Italy in the national deployment of the “strategy of the tension” (1969-1974) and the “years of lead” (1975-1982). This research thus strives to reconstruct a comprehensive historical framework, putting of diachronic connection the facts and the dynamic of the metropolis (social economic, cultural, ideological, political and urban factors) with the State system based in Rome – characterized by the pressures of the “iron curtain”, the heavy after-effects of the fascist dictatorship and the civil war (1943-1945), the governmental frailty and the lack of national cohesion – along the years of modernization and of the entry in the age of abundance for Italy., En s’inscrivant dans le récent sillage historiographique consacré à la dimension métropolitaine de la conflictualité armée, cette recherche a analysé les milieux et les formes urbaines de l'extrémisme à Rome dans l’après-68. Par une approche interdisciplinaire - qui a intégré l’apport de la philosophie, de l'urbanisme, de la sociologie, de la géographie urbaine, des sciences politiques - cette étude a reconstruit la relation entre le territoire urbain et la mise en œuvre d’une violence subversive, souvent à caractère meurtrier et terroriste, dans le cadre de la modernisation nationale activée par le "boom économique" (1958-1963) et des dynamiques propres à la « guerre froide ».On a porté une attention particulière à l’appréhension des processus de transformation idéologique et culturelle, mûris au sein de la « crise urbaine » affectant le mauvais et difficile développement de Rome dans l'après-guerre, qui ont permis à la première métropole italienne de devenir l'écosystème unique et catalyseur de cette conflictualité extrême, au-delà des simples facteurs géopolitiques (crise européenne de l'idée d'atlantisme) et socio-économique (explosion des luttes sociales pour la revendication de biens et services propres à la modernité consumériste).Cette étude est remontée aux facteurs de division caractérisant la structure, le tissu et l’ambiance de Rome. Il s’agit des clivages fondamentaux, en place dès le début de l’époque républicaine (1946), sur lesquels s’implantent ensuite, au lendemain du boom économique, les processus de radicalisation qui accompagnent les multiples luttes revendicatives - dans les domaines du quartier, du travail, des écoles et de l’Université - engendrées par une modernisation de la capitale brutale et déséquilibrée. Notre recherche a, de ce fait, démontré que les différentes « expériences d’antagonisme » muries au sein de cette vaste contestation sociale, ont servi finalement d’incubateurs où une partie de la militance extraparlementaire romaine, issue de la mobilisation soixante-huitarde, s’est initiée à différentes pratiques subversives (notamment les répertoires de l’illégalité de masse et de la guérilla clandestine).La prise en compte de tous ces niveaux et ces dimensions a fait ressortir les particularités de la violence politique déployée à Rome dans l’après-68, tout en attribuant la juste proportion au « poids » de la capitale d’Italie dans le déploiement à l’échelle nationale de la « stratégie de la tension » (1969-1974) et des « années de plomb » (1975-1982).Cette recherche s’est donc engagée dans la reconstruction d’un cadre historique global, mettant en connexion diachronique les faits et les dynamiques internes à la ville (d’ordre social, économique, culturel, idéologique, politique et urbanistique) avec le système étatique centré à Rome – marqué par les pressions du « rideau de fer », les lourdes séquelles de la dictature fasciste et de la guerre civile, la fragilité gouvernementale et le manque de cohésion nationale – le long des années de la modernisation et de l’entrée dans la société d’abondance en Italie.

Iako su neke ideje već postojale kod Marksa, autor smatra da je ih Lenjin do kraja razvio i da, pre svih, on lično s rukovodstvom boljševika snosi odgovornost za praksu 'klasocida' (classocide). Ipak, izrođavanje plemenite Marksove ideje o preuređenju društva u sistem neograničene diktature i praksu masovnih zločina, pokazuje da intelektualci treba da budu vrlo oprezni s upotrebom reči kao što su 'uništenje', 'razaranje', 'diktatura' i 'građanski rat'. This paper presents Lenin's theory and practice of class war. At the first, it will be given the elements of class war by Karl Marx. At the second, author presents Lenin's conception of the class war developed in books What should be do? and State and Revolution. And at the third, in this article will be given a description of class war practice during the Russian revolution. The author believes that, although Lenin developed ideas of class war by the end, some of its elements already existed in Marx works, but the responsibility for the practice of classocide lies, above all, in leadership of Lenin and the Bolsheviks. However, degeneration of Marx's human idea of restructuring the society, that led into the system of unlimited dictatorship and practice of mass crimes, shows that intellectuals should be very careful with the use of words such as 'destruction', 'undermine', 'dictatorship' and 'civil war'.

The aim of the present article is to derive a more precise definition of political terrorism based on a minimal set of criteria (part 1). In part 2 typologies of violence are at issue with an emphasis on sub-state groups and political terrorism. Thereafter (part 3) a multi-level causal model is developed. This model emphasizes different levels of explanation, from the individual level via the group level and the state level to the global level. Also a few examples of causal relationships to be derived from such a model are given. Part 4 deals with some political conclusions to be obtained from more disaggregated analyses of political terrorism and the impact such analyses might have on terrorism research. The author strongly pleads for breaking down cross-national datasets according to type of terrorism and for paying more attention to the specific characteristics of different forms of political terrorism, both in analysis and in reacting to it. Sodann werden verschiedene Typologien des Terrorismus diskutiert, mit Schwerpunkt auf substaatlichem politischem Terrorismus (Teil 2). Anschließend wird ein Kausalmodell des Terrorismus auf vier Erklärungsebenen entwickelt, von der individuellen über die Gruppen- und Organisationsebene bis zur staatlichen und globalen Ebene. Kausale Zusammenhänge zwischen den einzelnen Ebenen werden erörtert (Teil 3). Einige Folgerungen aus einer solchen Differenzierung der Formen des politischen Terrorismus und unterschiedlicher Erklärungsebenen für "angemessene" Reaktionen auf die jeweilige Form des Terrorismus wie auch die Terrorismusforschung allgemein werden abschließend (Teil 4) behandelt. Der Autor spricht sich für eine stärkere Disaggregierung der internationalen Datensätze nach den unterschiedlichen Formen des politischen Terrorismus aus. Dies hat deutliche Folgen für die empirische Theoriebildung wie auch politische Antwortmuster.

The end of the Cold War has brought about a decrease in global tensions while regional disorder has increased. In particular, Southeast Asia has become an area of regional economic and political instability. As a result, the possibility of an increase in terrorism, separatist violence, ethnic disputes, and stained regional relations takes on greater significance, both for United States foreign policy and regional Southeast Asian relations. The main purpose of this thesis is to examine political terrorism in Southeast Asia, with particular attention paid to terrorism conducted by separatist groups in Thailand and Indonesia. Secondly, this paper will discuss what actions are needed to contain political terrorism in the region. Additionally, this paper will examine U.S. Government anti-terrorist/counter-terrorist policy and how it affects political terrorism in the region. Finally, this thesis will demonstrate that there is a growing threat of terrorism in Southeast Asia that can no longer be addressed unilaterally and that ASEAN can use U.S. policy and global initiatives as guidelines for greater cooperation. Terorizam je uvijek bio prisutan na svjetskoj sceni, a eskalirao je u posljednjih 35 godina. Teroristi nas svojim akcijama podsjećaju da ne zaboravimo njihove zahtjeve. Članak daje pregled triju knjiga koje su se pojavile u razdoblju od 1989. do 1995. godine, a koje problematiziraju definiciju terorizma, ciljeve i vrste, profile terorista, uzroke terorizma te napore na njegovu suzbijanju. Pregledom su obuhvaćene: Weinberg, B. Leonard, Political Terrorism; Kegley, W. Charles jr., International Terrorism; Clutterbuck, Richard, Terrorism in an Unstable World., This survey gives a review of three books appeared in 1989-1995 period. Terrorism has always been present on world's scene, and it could be said that it is experiencing its escalation in the last 35 years. Terrorists remind us with their actions not to forgot their demands. Here, I start with the problem of definition of terrorism, then I show goals of different species of the terrorism. I also try to make short review about who the terrorists are, about the causes of terrorism and tell something about the efforts put into fighting and restricting terrorism. The books taken into consideration are: B. Leonard Weinberg Political Terrorism, W. Charles Kegly, Jr. International Terrorism; and Richard Clutterbuck Terrorism in an Unstable World.
