Lake Chad, located in the middle of the African Sahel belt, underwent dramatic decreases in the 1970s and 1980s leaving less than ten percent of its 1960s surface water extent as open water. In this paper, we present an extended record (dry seasons 1988-2016) of the total surface water area of the lake (including both open water and flooded vegetation) derived using Land Surface Temperature (LST) data (dry seasons 2000-2016) from the NASA Terra MODIS sensor and EUMETSAT Meteosat-based LST measurements (dry seasons 1988-2001) from an earlier study. We also examine the total surface water area for Lake Chad using radar data (dry seasons 2015-2016) from the ESA Sentinel-1a mission. For the limited number of radar data sets available to us (18 data sets), we find on average a close match between the estimates from these data and the corresponding estimates from LST, though we find spatial differences in the estimates using the two types of data. We use these spatial differences to adjust the record (dry seasons 2000-2016) from MODIS LST. Then we use the adjusted record to remove the bias of the existing LST record (dry seasons 1988-2001) derived from Meteosat measurements and combine the two records. From this composite, extended record, we plot the total surface water area of the lake for the dry seasons of 1988-1989 through 2016-2017. We find for the dry seasons of 1988-1989 to 2016-2017 that the maximum total surface water area of the lake was approximately 16,800 sq. km (February and May, 2000), the minimum total surface water area of the lake was approximately 6400 sq. km (November, 1990), and the average was approximately 12,700 sq. km. Further, we find the total surface water area of the lake to be highly variable during this period, with an average rate of increase of approximately 143 sq. km per year.

The Northern Sub-Saharan African (NSSA) region, which accounts for 20%-25%of the global carbon emissions from biomass burning, also suffers from frequent drought episodes and other disruptions to the hydrological cycle whose adverse societal impacts have been widely reported during the last several decades. This paper presents a conceptual framework of the NSSA regional climate system components that may be linked to biomass burning, as well as detailed analyses of a variety of satellite data for 2001-2014 in conjunction with relevant model-assimilated variables. Satellite fire detections in NSSA show that the vast majority (greater than 75%) occurs in the savanna and woody savanna land-cover types. Starting in the 2006-2007 burning season through the end of the analyzed data in 2014, peak burning activity showed a net decrease of 2-7% /yr in different parts of NSSA, especially in the savanna regions. However, fire distribution shows appreciable coincidence with land-cover change. Although there is variable mutual exchange of different land cover types, during 2003-2013, cropland increased at an estimated rate of 0.28% /yr of the total NSSA land area, with most of it (0.18% /yr) coming from savanna.During the last decade, conversion to croplands increased in some areas classified as forests and wetlands, posing a threat to these vital and vulnerable ecosystems. Seasonal peak burning is anti-correlated with annual water-cycle indicators such as precipitation, soil moisture, vegetation greenness, and evapotranspiration, except in humid West Africa (5 deg-10 deg latitude),where this anti-correlation occurs exclusively in the dry season and burning virtually stops when monthly mean precipitation reaches 4 mm/d. These results provide observational evidence of changes in land-cover and hydrological variables that are consistent with feedbacks from biomass burning in NSSA, and encourage more synergistic modeling and observational studies that can elaborate this feedback mechanism.

A new method for flood detection change detection and thresholding (CDAT) was used with synthetic aperture radar (SAR) imagery to delineate the extent of flooding for the Chobe floodplain in the Caprivi region of Namibia. This region experiences annual seasonal flooding and has seen a recent renewal of severe flooding after a long dry period in the 1990s. Flooding in this area has caused loss of life and livelihoods for the surrounding communities and has caught the attention of disaster relief agencies. There is a need for flood extent mapping techniques that can be used to process images quickly, providing near real-time flooding information to relief agencies. ENVISAT/ASAR and Radarsat-2 images were acquired for several flooding seasons from February 2008 to March 2013. The CDAT method was used to determine flooding from these images and includes the use of image subtraction, decision based classification with threshold values, and segmentation of SAR images. The total extent of flooding determined for 2009, 2011 and 2012 was about 542 km2, 720 km2, and 673 km2 respectively. Pixels determined to be flooded in vegetation were typically <0.5 % of the entire scene, with the exception of 2009 where the detection of flooding in vegetation was much greater (almost one third of the total flooded area). The time to maximum flooding for the 2013 flood season was determined to be about 27 days. Landsat water classification was used to compare the results from the new CDAT with SAR method; the results show good spatial agreement with Landsat scenes.

An innovative flood-prediction framework is developed using Tropical Rainfall Measuring Mission precipitation forcing and a proxy for river discharge from the Advanced Microwave Scanning Radiometer for Earth Observing System (AMSR-E) onboard the National Aeronautics and Space Administration's Aqua satellite. The AMSR-E-detected water surface signal was correlated with in situ measurements of streamflow in the Okavango Basin in Southern Africa as indicated by a Pearson correlation coefficient of 0.90. A distributed hydrologic model, with structural data sets derived from remote-sensing data, was calibrated to yield simulations matching the flood frequencies from the AMSR-E-detected water surface signal. Model performance during a validation period yielded a Nash-Sutcliffe efficiency of 0.84. We concluded that remote-sensing data from microwave sensors could be used to supplement stream gauges in large sparsely gauged or ungauged basins to calibrate hydrologic models. Given the global availability of all required data sets, this approach can be potentially expanded to improve flood monitoring and prediction in sparsely gauged basins throughout the world

Glaciers are the largest reservoir of freshwater on Earth, supporting one third of the world s population. The Himalaya possess one of the largest resources of snow and ice, which act as a freshwater reservoir for more than 1.3 billion people. This article describes a new project called HIMALA, which focuses on utilizing satellite-based products for better understanding of hydrological processes of the river basins of the region. With support from the US Agency for International Development (USAID), the International Centre for Integrated Mountain Development (ICIMOD), together with its partners and member countries, has been working on the application of satellite-based rainfall estimates for flood prediction. The US National Aeronautics and Space Administration (NASA) partners are working with ICIMOD to incorporate snowmelt and glacier melt into a widely used hydrological model. Thus, through improved modeling of the contribution of snow and ice meltwater to river flow in the region, the HIMALA project will improve the ability of ICIMOD and its partners to understand the impact of weather and climate on floods, droughts, and other water- and climate-induced natural hazards in the Himalayan region in Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan.

The United Nations University (UNU) estimates that floods presently impacts greater than 520 million people per year worldwide, resulting in up to 25,000 annual deaths, extensive homelessness, disaster-induced disease, crop and livestock damage, famine, and other serious harm. Meanwhile, aid agencies such as the International Federation of Red Cross and Red Crescent Societies (IFRC) are increasingly seeking better information concerning flood hazards in order to plan for and help mitigate the effects of damaging floods. There is fertile ground to continue development of better remote sensing and modeling techniques to help manage flood related disasters. Disaster management and humanitarian aid organizations need accurate and timely information for making decisions regarding deployment of relief teams and emergency supplies during major floods. Flood maps based on the use of satellite data have proven extremely valuable to such organizations for identifying the location, extent, and severity of these events. However, despite extraordinary efforts on the part of remote sensing data providers to rapidly deliver such maps, there is typically a delay of several days or even weeks from the on-set of flooding until such maps are available to the disaster management community. This paper summarizes efforts at NASA to address this problem through development of an integrated and automated process of a) flood forecasting b) flood detection, c) satellite data acquisition, d) rapid flood mapping and distribution, and e) validation of flood forecasting and detection products.

Over the past 30 years, the scientific community has learned a great deal about the Earth as an integrated system. Much of this research has been enabled by the development of remote sensing technologies and their operation from space. Decision makers in many nations have begun to make use of remote sensing data for resource management, policy making, and sustainable development planning. This paper makes an attempt to provide a survey of the current state of the requirements and use of remote sensing for sustainable development in Africa. This activity has shown that there are not many climate data ready decision support tools already functioning in Africa. There are, however, endusers with known requirements who could benefit from remote sensing data.
