The concept of creating public goods by land factor is often considered in literature, but its theoretical foundations are quite debatable. The theories of land rent in mainstream economics stand at the position that land factor alone does not create any utility, which means that it does not have any “intrinsic utility”. Only by changing this assumption, it is possible to reconsider a theoretical model for provision of public goods by agriculture. The authors wonder which model of value can be applied to valuate agricultural land so as to make it reflect its intrinsic utility. They propose to adopt the neoclassical Gordon’s model of perpetual rent. The theoretical aim of the article is to interpret the relationships described in this model for the market of agricultural land. The empirical goal is to assess the long-term growth rate of land rent from the Gordon’s model in the 16 regions (voivodeships) of Poland and in the cross-section of different acreages. Paradoxically, it turns out that the neoclassical model is well-fitted to the market of agricultural land in the long term, despite the far-reaching institutional regulation of this market and it provides a basis for quantification of the intrinsic land utility.

The statistical data presented here show that land prices in Poland discount a significantly greater quantity of utilities than would result from the agricultural functions of land. A similar situation exists in other EU countries. The question is where the excess value of land comes from. It is undoubtedly created by expectations of political rents and by speculative motives, but also by the non-agricultural utilities of the land. It is nonetheless difficult to determine the proportional contributions of these factors. A new theory of land rent should take account of the fact that in sustainable agriculture many new utilities of the land factor are created intrinsically, that is, without additional inputs of capital and labour. These have the status of public goods, and are paid for chiefly through agricultural policy (that is, through taxes). In this way the intrinsic utility of land takes the form of an economic rent, but we believe that this process may also take place through market channels. The economic globalisation process makes economic factors rotate faster. There arises the crucial question of whether the land factor is still capable of generating economic rents ? On one hand, D. Ricardo’s land rents are vanishing, on the other, the land factor is gaining new, environmental applications. It provides public goods, which are a crucial element of the new paradigm of agricultural development. In conditions of irreversible accumulation of capital in the anthropogenic environment, new land utilities may appear without any additional input of capital or labour, and, as public goods, they are mostly financed from subsidies for agriculture under the Common Agricultural Policy (CAP). This paper aims to present the evolution of land rents theory and to answer the question of what is the nature of contemporary land rent ? The author attempts to test the modern theory of land rent using input-output matrices for different sectors of agribusiness and chosen EU countries. He demonstrates the hypothesis that capital productivity in agriculture is higher than in other sectors of agribusiness, but not for the reason of exploiting labour (as was the case in Marxian theory) but thanks to the occurrence of intrinsic land utilities which are valorised. Celem artykułu jest przedstawienie ewolucji teorii renty gruntowej wraz z próba odpowiedzi na pytanie jaki charakter ma współczesna renta gruntowa? Autorzy testują nową koncepcję renty gruntowej, wykorzystując macierze przepływów międzygałęziowych między różnymi działami gospodarki wg NACE tworzącymi system agrobiznesu w wybranych krajach UE. Wyniki wskazują na prawdziwość tezy, że oczekiwana produktywność kapitału w rolnictwie właściwym jest wyższa niż w pozostałych sektorach agrobiznesu, choć nie z powodu eksploatacji czynnika pracy (jak to było w przypadku teorii marksowskiej), ale dzięki waloryzacji nowych użyteczności czynnika ziemi. Teoria kapitału ludzkiego zakłada, że kształcenie młodych ludzi na uczelniach wyższych przełoży się w sposób bezpośredni na rozwój ekonomiczny i wzrost PKB. Obserwowane w wielu krajach zjawiska budzą wątpliwości co do działania tej teorii. Stan ten może wpłynąć na decyzje młodzieży, która w obecnych czasach jest szczególnie zagrożona bezrobociem. Jest to szczególnie ważne w kontekście postępującego starzenia się społeczeństwa. Analizując dane z Polski przy podziale NTS-3 pod kątem form aktywności zawodowej i korzystając z danych opisujących otoczenie młodych ludzi, pojawia się pytanie: Jakie czynniki wpływają w największym stopniu na zainteresowanie studiami wyższymi młodzieży w Polsce? Celem artykułu jest zatem wskazanie przy pomocy modelu stacjonarnego czynników które mają największy wpływ na decyzję młodzieży związaną z podjęciem studiów wyższych. Przeprowadzono modelowanie zależności przy użyciu UMNK z korektą heteroskedastyczności. Wyniki modelowania wskazują, że największy wpływ na zainteresowanie studiami wyższymi (zdefiniowanymi jako stosunek średniej ilości studentów na uczelniach wyższych w latach 2012–2014 w danym podregionie do średniej ilości absolwentów szkół ponadgimnazjalnych) mają takie cechy powiatów jak: stosunek ilości osób bezrobotnych do 24 roku życia do ilości bezrobotnych ogółem, odsetek bezrobotnych z wykształceniem średnim, przeciętne wynagrodzenie, średnia wartość dochodu na 1 mieszkańca. Przy czym bezrobocie działa negatywnie na zainteresowanie, pozytywny efekt mają przeciętne wynagrodzenie i średnia wartość dochodu na 1 mieszkańca. Analyzing data from subregions in Poland (NTS-3) including forms of economic activity and data describing the environment of young people following question arises: What factors, affect most, the interest in higher studies of young Poles? The aim of this article is therefore to determine factors that have the greatest impact on the decision of young people associated with taking higher education using a stationary model. Modeling was carried out using UMNK with the correction of heteroskedasticity. The modeling results indicate that the greatest impact on interest in higher studies (defined as the ratio of the average number of students in higher education in 2012–2014 in the sub-region to the average number of graduates of secondary schools) have following features: the ratio of unemployed people under 24 years of age to the number of unemployed, the proportion of the unemployed with secondary education, the average salary, the average value of budget revenue of local governments per capita. At the same time, unemployment acts negatively on the interest, the positive effect comes with growth of average salary and the average value of budget revenue of local governments per capita. Social cooperatives have been a point of interest in Poland for more than a decade, however their uneven numbers by region is noticed. This paper shows the results of an attempt to create an econometric model describing the relationship between selected explanatory variables of social and economic aspect and the number of social cooperatives per 10 000 private sector entities as a dependent variable. A regression function was used for that purpose. Parameter estimation was performed using a generalized least-squares method. The study was conducted for the latest available data, ie. for 2014., aggregated on the level of 66 sub-regions (NUTS-3). Although, initially the explanatory variables were limited to those that enabled a large model fit, the final model is capable of explaining only in 40 percent the variability of variance. Basing on this model, it can be concluded that socio-economic factors have little effect on the process of formation of social cooperatives. Od ponad dekady rośnie w Polsce zainteresowanie spółdzielniami socjalnymi jako nowoczesnymi instrumentami polityki społecznej, przy czym dostrzegana jest ich nierównomierna liczebność w ujęciu regionalnym. W niniejszym artykule podjęto próbę stworzenia modelu ekonometrycznego opisującego zależność między wybranymi czynnikami o charakterze społeczno-ekonomicznym a liczbą spółdzielni socjalnych przypadających na 10 tys. podmiotów sektora prywatnego. Zastosowano w tym celu funkcję regresji. Szacowanie parametrów przeprowadzono stosując uogólnioną metodę najmniejszych kwadratów (UMNK). Badanie przeprowadzono dla najnowszych dostępnych danych, tj. za 2014 r., zagregowanych na poziomie 66 podregionów (NUTS-3). Wstępnie wyselekcjonowane zmienne objaśniające ograniczono do tych, które łącznie pozwalają na względnie duże dopasowanie modelu. Mimo to powstały w ten sposób model jedynie w 40 proc. wyjaśnia zmienność wariancji. The problem of quantifying public goods (PGs), and measuring efficiency of organization providing PG it is one of the most complex question of public choice theory. Unfortunately, there is no common methodology of research in that area, and universal methods of quantification and valuation of public goods do not exist. Therefore, the main objective of this article is to develop a universal methodology for measuring the quality and quantity of public goods, as well as the efficiency of organization responsible for their provision in different sectors of the economy. The article is, however, not only methodological discussion. Authors have attempted to apply the developed methodology to investigate the process of providing public goods in the education sector in Poland, choosing as a case study Wielkopolska region. Problem kwantyfikacji dóbr publicznych, a tym bardziej pomiaru efektywności organizacyjnej ich dostarczania należy do najbardziej złożonych problemów teorii wyboru publicznego. Niestety nie ma w tym względzie powszechnie akceptowanej metodyki badań, a uniwersalne metody kwantyfikacji i waloryzacji dóbr publicznych w zasadzie nie istnieją. Dlatego głównym celem artykułu jest opracowanie uniwersalnej metodyki pomiaru ilości i jakości dóbr publicznych, a także efektywności organizacyjnej procesu ich dostarczania w różnych sektorach gospodarki, która umożliwiłaby wykonywanie analiz taksonomicznych. Artykuł ma jednak wymiar nie tylko metodologiczny. Autorzy podjęli próbę zastosowania opracowanej metodyki do zbadania procesu dostarczania dóbr publicznych w sektorze edukacji w Polsce, wybierając jako studium przypadku województwo wielkopolskie w układzie powiatów.
