The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'high risk plants, plant products and other objects'. Taking into account the available scientific information, including the technical information provided by the applicant country, this Scientific Opinion covers the plant health risks posed by the following commodities: Sorbus aucuparia bare‐root plants and rooted plants in pots up to 7 years old and specimen trees in pots up to 15 years old imported into the EU from the UK. A list of pests potentially associated with the commodities was compiled. The relevance of any pest was assessed based on evidence following defined criteria. Three EU quarantine pests (Entoleuca mammata and Phytophthora ramorum (non‐EU isolates), Erwinia amylovora), were selected for further evaluation. For two of the selected pests (E. mammata and P. ramorum), the risk mitigation measures implemented in the UK and specified in the technical dossier were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies between the pests evaluated, with P. ramorum being the pest most frequently expected on the imported S. aucuparia plants. The evaluation of the potential for newly arrived species to survive and the determination whether a founder population can become established and subsequently spread and cause negative impacts are crucial considerations when performing a pest risk assessment in plant health. Climate change has clear consequences concerning the potential range of pests, and their potential for spread and impacts. Despite its importance, no guidance exists to support the evaluation of whether and how climate change should be incorporated into pest risk assessment. This paper reviews how climate change has been considered so far, not only in the area of pest risk assessment but also in other domains and provides guidance on how its incorporation could affect the overall assessment. Furthermore, from this analysis, some possible solutions for incorporating climate change into pest risk assessment are provided, taking into account that its outcomes have profound political, economic, social and environmental implications. Biological threats such as invasive species or plant pests pose major challenges for global sustainable development. Different methods of genetic engineering are increasingly being explored as potential response options. Such methods may serve to control biological threats by releasing into the environment organisms with specific inheritable characteristics. Vilbasteana oculata (hemipteran) and Otiorhynchus smreczynskii (beetle) are alien species in countries around the Baltic Sea, and they are continuing to spread. Sometimes when entering new areas where other plant species are found, herbivores tend to add to their range of food plants. Knowledge of the feeding trends of particular insect species can be useful in predicting possible changes in insect-plant trophic relationships in other regions where they expanding in range. This study looks at the feeding trends of two insect species - V. oculata and O. smreczynskii. The study was carried out mainly in Latvia, as well as in other expeditions in Estonia, Lithuania, Poland and Sweden. In this study, four Fraxinus and four Ligustrum species were confirmed as the new food plants for V. oculata. The main food plants for adults of O. smreczynskii probably originally belonged to the genera Ligustrum and Syringa. In this study, a number of alternative food plants have been recorded for the first time, generally woody and some herbaceous plants. Most of the newly registered food plants for O. smreczynskii belong to the families Oleaceae and Rosaceae. Other food plants belong to the families Adoxaceae, Celastraceae, Elaeagnaceae, Ericaceae, Grossulariaceae, and Rhamnaceae. V. oculata was confirmed in Poland (2017) and Sweden (2019) for the first time. [ABSTRACT FROM AUTHOR]

Plant pests, diseases and weeds threaten agricultural crops and require control methods. However, the largely used pesticides are associated with undesirable effects on environment and health. To reduce pesticide use, Integrated Pest Management (IPM) offers a comprehensive toolbox. The two selected IPM strategies (1) wide crop rotation and (2) cultivation of pathogen resistant cultivars were analysed economically based on two different field trials. Crop rotation (long-term field trial at Dahnsdorf, Brandenburg, Germany, with a sixunit crop rotation) and pesticide reduction by 25% and 50% resulted in no decline in gross margins and thus profitability in silo maize, wheat (E- and A-quality), barley and rye. However, a 25% and 50% reduction in pesticides led to a decline in gross margins by -6.3% (-331 € ha-1) and -8.3% (-437 € ha-1) in potatoes. The use of pathogen resistant wheat cultivars and IPM based fungicide application (tested at five field sites across Germany) resulted in reduced fungicide applications and higher gross margins compared to the “non-IPM” strategy by about +45 to 70 € ha-1. Based on these findings, we conclude that preventive IPM strategies have a good potential to reduce pesticide use and are also economically viable for farmers.

Managing outbreaks of alien plant pests is key to preserving biodiversity and safeguarding crop production. Zoning strategies are applied by plant health authorities to tailor measures to the risk of spread in relation to distance from the outbreak epicentre and the biology of the pest. Here we synthesize information on outbreak management to evaluate the diversity and consistency of such approaches. We collected information on the zoning strategies of 121 outbreaks of 25 plant pests in the European Union (EU). According to the organism's presence and the measures applied, five zones were distinguished: an infested zone (83% of cases), a buffer zone (76%), a clear-cutting zone (28%), an eradication zone (1%) and a containment zone (1%). Infested zones and buffer zones were adjacent non-overlapping zones, while the clear-cutting zone, eradication zone or containment zone was within either the infested zone or buffer zone. A combination of infested and buffer zones was used in 51% of recorded cases. Measures differed within different zones. Destruction of infested plants in the infested zone was done in 78% of the cases, while surveillance was always applied in the buffer zone. Regulation of an organism at EU level led to a convergence of zoning strategies applied by different member states. Regulations often prescribed the greatest widths used before regulations were issued. Further analyses are needed to explore the efficacy of different strategies including the costs of each strategy. The cultivation of Bertholletia excelsa Bonpl. in homogeneous systems tends to become increasingly important, especially due to the commercial valorization of the nuts. Cerambycidae have great economic importance for the forestry sector, as they cause damage to forest products, indicating the importance of the understanding of these bee borers in homogeneous plantations. The aim of this study was to evaluate the occurrence of Cerambycidae in a homogeneous plantation of B. excelsa in the North of Mato Grosso State, Brazil. The survey was carried out with 12 ethanol traps, distributed in an area of 28 ha. After field collections during four sampling periods between the years 2018-2019, species identification data were tabulated and quantitative analysis was performed. A total of 28 specimens were sampled, distributed in six species, with Trachyderes succinctus and Chlorida festiva as the most representative. The low number of species sampled may have been influenced mainly by the sampling method, which was based on a single type of trap. Never the less, records of Cerambycidae in an homogeneous plantations of B. excelsa demonstrate the importance of monitoring bee borers aiming at an integrated pest management strategy for sustainable production. After the Second World War, technological advancements helped to develop agriculture and meet urgent food needs. The green revolution was based on the cultivation of new high-yielding varieties, the adoption of plant protection measures, and synthetic fertilizer use. Today, agriculture is called upon to recover its productivity in environmentally friendly terms and to face challenges such as climate change and international political–military events that threaten global sufficiency in agricultural products. The objective of the study is to evaluate the function that crop-protection technologies play in ensuring the continuity of agricultural output. The research was conducted by the use of a questionnaire in a sample of 250 farmers in Northern Greece. Specifically, through descriptive and regression analysis, the roles of biological crop protection, chemical crop-protection techniques, and mechanical crop-protection techniques were explored, and it was found that they either have a positive effect or a significant relationship with sustainable agricultural productivity. In order to meet the current environmental, economic, and political challenges, the agriculture sector at the global and local level should improve and further adopt existing technologies, consolidate the use of integrated pest-management strategies, and fully introduce innovations, combined with digital transformation, into agricultural management and production. Developing sustainable agriculture by identifying non-chemical alternative Plant Protection Products (PPP) is a cornerstone in achieving long-sought environmental friendliness. Despite significant legislative and political efforts to promote biocontrol solutions and Integrated Pest Management (IPM), the literature points out the disadvantages posed by European Union's (EU) two-tier system for Microbial Biological Control Agents (MBCA) approval and subsequent Microbial Biological Control Products (MBCP) authorization by each EU Member State (MS). Despite the disadvantages, in a recent article, we showed that the EU had outcompeted the US and other countries in approved MBCA in the last decades; however, MBCP approval at the national level lags. Achieving the EU Green Deal's aim set out in the 'Farm to Fork Strategy' to reduce the use and risk of pesticides by 50% by 2030 is difficult without developing viable alternatives. Why do we not have higher MBCP availability and usage in the EU? Is it the current legislation, its poor application, or some other factors? The current legislative framework stimulated MBCA approval. Thus, we compare MBCA approval and MBCP authorization procedure to evaluate if MBCP authorization is more difficult and thus causes a bottleneck. We find that requirements for MBCP authorization are unnecessarily more complex. We recommend simplifying the MBCP dossier requirements and making them as similar to MBCA as possible to accelerate the MBCP authorization in more EU MS to increase their availability and integration in agronomic crops' pest management plans. Ceratitis capitata (Wiedemann, 1824) (Diptera: Tephritidae) is a polyphagous insect responsible for severe damage to fruit crops worldwide. Control strategies require laboratory studies in which large quantities of individuals of this pest are required, thus requiring the implementation of mass rearing. The success of these rearing's is dependent on the use of artificial diets, which represent one of the main costs of this system. The objective of this study was to evaluate the growth and development of C. capitata under different artificial diets. The inoculation of C. capitata eggs was performed in artificial diets based on sweet potato, yam, carrots, pumpkin, and cassava, all raw and cooked, totalizing 10 treatments, with raw carrots being the control treatment. We observed the following biometric and biological variables of C. capitata: larval and pupal viability, fecundity, fertility and sex ratio, as well as pre-oviposition, oviposition, and adult lifetime. Promising results were obtained with sweet potato and pumpkin, providing larger and heavier insects, good fecundity and fertility, longer oviposition time, and greater longevity, whose results were similar or superior to those obtained with the raw carrot-based diet. In contrast, the raw cassava diet did not allow the larvae to hatch. Unsatisfactory results were also obtained with the raw and cooked cassava-based diets, making it unfeasible to recommend them for use in artificial diets for this insect. The artificial diets derived from raw or cooked pumpkin and sweet potato were efficient as carrot substitutes in artificial diets for C. capitata. [ABSTRACT FROM AUTHOR]

Aphids are a diverse family of crop pests. Aphids formed a complex relationship with intracellular bacteria. Depending on the region of study, the species composition of both aphids and their facultative endosymbionts varies. The aim of the work was to determine the occurrence and genetic diversity of Wolbachia, Spiroplasma and Rickettsia symbionts in aphids collected in 2018–2019 in Moscow. For these purposes, 578 aphids from 32 collection sites were tested by PCR using specific primers. At least 21 species of aphids from 14 genera and four families were identified by barcoding method, of which 11 species were infected with endosymbionts. Rickettsia was found in six species, Wolbachia in two species, Spiroplasma in one species. The presence of Rickettsia in Impatientinum asiaticum, Myzus cerasi, Hyalopterus pruni, Eucallipterus tiliae, Chaitophorus tremulae and Wolbachia in Aphis pomi and C. tremulae has been described for the first time. A double infection with Rickettsia and Spiroplasma was detected in a half of pea aphid (Acyrthosiphon pisum) individuals. For the first time was found that six species of aphids are infected with Rickettsia that are genetically different from previously known. It was first discovered that A. pomi is infected with two Wolbachia strains, one of which belongs to supergroup B and is genetically close to Wolbachia from C. tremulae. The second Wolbachia strain from A. pomi belongs to the supergroup M, recently described in aphid species. Spiroplasma, which we observed in A. pisum, is genetically close to male killing Spiroplasma from aphids, ladybirds and moths. Both maternal inheritance and horizontal transmission are the pathways for the distribution of facultative endosymbiotic bacteria in aphids.

• Efficacy of EU biosecurity frameworks for protecting Natura 2000 network is unknown. • EU legislative frameworks on invasive alien species (IAS) are reviewed and compared. • Connections of IAS regulations and EU Nature Directives are explored. • Analysis on IAS regulations efficacy is conducted from EU to state and local levels. • Regulatory aspects that need to be optimized are discussed. The European Natura 2000 (N2000) is the largest network of protected areas in the world. It was established to protect Europe's most valuable and threatened species and habitats. While introduction pathways of invasive alien species (IAS) are strongly linked to human activities, they are not prohibited within N2000 sites, which makes them highly vulnerable to biological invasions. Nevertheless, very few studies have assessed the efficacy of the N2000 network to prevent the establishment and spread of IAS in protected sites. Evidence from the scarce available literature indicates that IAS are a serious threat to N2000 sites, especially those with high human accessibility. In this paper we examine the main legislative frameworks underlying the regulation of IAS in the European Union (EU) and explore their links to the EU Nature Directives that regulate the N2000 network. We then assess the extent to which these biosecurity legislative frameworks have successfully prevented IAS from entering, establishing and spreading in N2000 sites, by performing a top-down analysis at the EU, state and local levels; the latter is showcased by a case study in Spain, the country with the largest area under N2000. We conclude by discussing the regulatory aspects that need to be improved to address the IAS challenge to the N2000 network. [ABSTRACT FROM AUTHOR]

Globalisation of trade in plants is a high-risk pathway that initiated many plant pest invasions. Models for ranking invasive pests are thus important to risk managers since they help them quickly adapt management strategies. Therefore, the Biological Organisms data Retrieval and Ranking system (BiOR2) process was developed and enabled high-throughput data acquisition connected to a risk assessment model. Its main characteristics are being objective, generic and based on sound science, namely pest risk analysis and multicriteria decision aid. The probability of entry, establishment and spread as well as the likely economic and environmental impacts were estimated separately through 24 independent criteria for which score calculation was precisely described. Moreover, data storing and processing in BiOR2 enable its further use for answering several risk-related questions. The behaviour of BiOR2 was explored regarding sensitivity as well as other features such as the 'fit for purpose' approach through an adaptable weighting system. The management of missing data and the expression of uncertainty in BiOR2 were also described. Moreover, BiOR2 was compared to previous models and expert statements in order to evaluate the modifications and deviations it generates with respect to these approaches respectively. The contribution to policy recommendations such as pest prioritisation was also investigated. In 2016, 278 pests have been assessed with BiOR2 for France and 110 pests for French Overseas Departments, which highlights its applicability to several geographic areas. Lastly, the fulfilment of suggested good practices by BiOR2 in the field of prioritisation studies was also verified. [ABSTRACT FROM AUTHOR]

Species identification, host range, and identification key of whiteflies of Bogor and surrounding area. Whitefly (Hemiptera: Aleyrodidae) is a group of insects that are small, white, soft-bodied, and easily found on various agricultural crops. Whitefly is a phytophagous insect; some species are important pests in agricultural crops that can cause direct damage and can become vectors of viral diseases. The last few years the damage caused by whitefly in Indonesia has increased. Unfortunately, information about their species and host plants in Indonesia, including in Bogor, is still limited. Kalshoven, in his book entitled Pest of Crops in Indonesia, published in the 1980s reported that there were 9 species of whitefly in Indonesia. The information on the book should be reconfirmed. Therefore, this study was conducted to determine whitefly species and its host plants in Bogor and its surroundings. Whiteflies is identified based on the ‘puparia’ (the last instar of the nymph) collected from various agricultural plants, ornamental plants, weeds, and forest plants. A total of 35 species of whiteflies were collected from 74 species and 29 families of plants. The collwcted whiteflies consist of four species belong to Subfamily Aleurodicinae and 31 species of Subfamily Aleyrodinae. The most often found whitefly species were Aleurodicus dispersus, A. dugesii, and Bemisia tabaci. A dichotomous identification key of whiteflies was completed based on morphological character of 35 collected species. The number of whitefly species in Bogor and surrounding areas were far exceeded the number of species reported previously by Kalshoven from all regions in Indonesia.

Due to the constant use of plant protection products, pests of onion vegetables can acquire resistance to various plant protection products. It is very important not to use the same active substances every year and several times a season, as this can affect the growth of the pathogen population. It is important to monitor damaged plants, and with targeted descriptions of signs of damage, diseased plants can be identified and removed in a timely manner. The use of organic or mineral fertilizers protects plants from the spread of pests or diseases in a timely manner and at targeted rates when the plant is deficient in nutrients and climatic conditions are favorable for plant growth, the plant is less vulnerable to diseases and pests, such plants do not become poor, grow rich and having accumulated all the beneficial substances necessary for the human body. Some onion vegetables (e.g., onions, garlic) contain the active substance allicin, which acts as a natural antibiotic in the human body. The amount of this substance in onion vegetables is important due to its exceptional antibacterial and nutritional properties (taste, smell). Foreign researchers found that the organic sulfur compounds (e.g., allicin) reduces some plant pests gardens. The results of the experiment showed that at a rate of 250 mg of N fertilizers and 0-250 mg of S fertilizers in the test field, allicin compounds have a tendency to accumulate in onion and garlic leaves. Premise Botanical faculty and staff at academic institutions are often tasked with establishing and/or caring for plant collections held in small greenhouse facilities. Once plants are in place, an especially acute challenge is managing plant pest/pathogen populations. Integrated pest management (IPM) approaches are an excellent option, but few examples exist in the literature of successful programs that have been developed in academic small greenhouse settings. Methods and Results Over several years, we developed an IPM program for two small research greenhouses on the campus of a primarily undergraduate institution where hundreds of plants have been grown for studies in the genus Solanum. We here present a synopsis of the cultural, mechanical, physical, and biological controls used as part of our successful IPM strategy—including details on the efficacy of multiple predatory insects—with the hope of providing a model for sustainable pest management in the higher education environment. Conclusions IPM can be an effective strategy for maintaining healthy plant populations in small research greenhouses, but it requires a consistent investment of time and funding. A well‐cared‐for plant collection might help support numerous positive outcomes, including advances in faculty scholarship and opportunities for student learning and/or training.

Facultative vertically transmitted symbionts are a common feature of insects that determine many aspects of their hosts' phenotype. Our capacity to understand and exploit these symbioses is commonly compromised by the microbes unculturability and consequent lack of genetic tools, an impediment of particular significance for symbioses of pest and vector species. Previous work had established that insecticide susceptibility of the economically important pest of rice, the brown planthopper Nilaparvata lugens, was higher in field-collected lineages that carry Ca. Arsenophonus nilaparvatae. We established Ca. A. nilaparvatae into cell-free culture and used this to establish the complete closed genome of the symbiont. We transformed the strain to express GFP and reintroduced it to N. lugens to track infection in vivo. The symbiont established vertical transmission, generating a discrete infection focus towards the posterior pole of each N. lugens oocyte. This infection focus was retained in early embryogenesis before transition to a diffuse somatic infection in late N. lugens embryos and nymphs. We additionally generated somatic infection in novel host species, but these did not establish vertical transmission. Transinfected planthopper lines acquired the insecticide sensitivity trait, with associated downregulation of the P450 xenobiotic detoxification system of the host. Our results causally establish the role of the symbiont in increasing host insecticide sensitivity with implications for insecticide use and stewardship. Furthermore, the culturability and transformation of this intracellular symbiont, combined with its ease of reintroduction to planthopper hosts, enables novel approaches both for research into symbiosis and into control of insect pest species., (© The Author(s) 2024.
