Potential climate drivers of Arctic tundra vegetation productivity are investigated to understand recent greening and browning trends documented by maximum normalized difference vegetation index (NDVI) (MaxNDVI) and time-integrated NDVI (TI-NDVI) for 19822015. Over this period, summer sea ice has continued to decline while oceanic heat content has increased. The increases in summer warmth index (SWI) and NDVI have not been uniform over the satellite record. SWI increased from 1982 to the mid-1990s and remained relatively flat from 1998 onwards until a recent upturn. While MaxNDVI displays positive trends from 19822015, TI-NDVI increased from 1982 until 2001 and has declined since. The data for the first and second halves of the record were analyzed and compared spatially for changing trends with a focus on the growing season. Negative trends for MaxNDVI and TI-NDVI were more common during 19992015 compared to 19821998.

Satellite observations of surface reflected solar radiation contain informationabout variability in the absorption of solar radiation by vegetation. Understanding thecauses of variability is important for models that use these data to drive land surface fluxesor for benchmarking prognostic vegetation models. Here we evaluated the interannualvariability in the new 30.5-year long global satellite-derived surface reflectance index data,Global Inventory Modeling and Mapping Studies normalized difference vegetation index(GIMMS NDVI3g). Pearsons correlation and multiple linear stepwise regression analyseswere applied to quantify the NDVI interannual variability driven by climate anomalies, andto evaluate the effects of potential interference (snow, aerosols and clouds) on the NDVIsignal. We found ecologically plausible strong controls on NDVI variability by antecedent precipitation and current monthly temperature with distinct spatial patterns. Precipitation correlations were strongest for temperate to tropical water limited herbaceous systemswhere in some regions and seasons 40 of the NDVI variance could be explained byprecipitation anomalies. Temperature correlations were strongest in northern mid- to-high-latitudes in the spring and early summer where up to 70 of the NDVI variance was explained by temperature anomalies. We find that, in western and central North America,winter-spring precipitation determines early summer growth while more recent precipitation controls NDVI variability in late summer. In contrast, current or prior wetseason precipitation anomalies were correlated with all months of NDVI in sub-tropical herbaceous vegetation. Snow, aerosols and clouds as well as unexplained phenomena still account for part of the NDVI variance despite corrections. Nevertheless, this study demonstrates that GIMMS NDVI3g represents real responses of vegetation to climate variability that are useful for global models.

Numerous studies have evaluated the dynamics of Arctic tundra vegetation throughout the past few decades, using remotely sensed proxies of vegetation, such as the normalized difference vegetation index (NDVI). While extremely useful, these coarse-scale satellite-derived measurements give us minimal information with regard to how these changes are being expressed on the ground, in terms of tundra structure and function. In this analysis, we used a strong regression model between NDVI and aboveground tundra phytomass, developed from extensive field-harvested measurements of vegetation biomass, to estimate the biomass dynamics of the circumpolar Arctic tundra over the period of continuous satellite records (1982-2010). We found that the southernmost tundra subzones (C-E) dominate the increases in biomass, ranging from 20 to 26%, although there was a high degree of heterogeneity across regions, floristic provinces, and vegetation types. The estimated increase in carbon of the aboveground live vegetation of 0.40 Pg C over the past three decades is substantial, although quite small relative to anthropogenic C emissions. However, a 19.8% average increase in aboveground biomass has major implications for nearly all aspects of tundra ecosystems including hydrology, active layer depths, permafrost regimes, wildlife and human use of Arctic landscapes. While spatially extensive on-the-ground measurements of tundra biomass were conducted in the development of this analysis, validation is still impossible without more repeated, long-term monitoring of Arctic tundra biomass in the field.

Using satellite-derived normalized difference vegetation index (NDVI) data, several previous studies have indicated that vegetation growth significantly increased in most areas of China during the period 1982-99. In this letter, we extended the study period to 2010. We found that at the national scale the growing season (April-October) NDVI significantly increased by 0.0007/yr from 1982 to 2010, but the increasing trend in NDVI over the last decade decreased in comparison to that of the 1982-99 period. The trends in NDVI show significant seasonal and spatial variances. The increasing trend in April and May (AM) NDVI (0.0013/yr is larger than those in June, July and August (JJA) (0.0003/yr) and September and October (SO) (0.0008/yr). This relatively small increasing trend of JJA NDVI during 1982-2010 compared with that during 1982-99 (0.0012/yr) (Piao et al 2003 J. Geophys. Res.-Atmos. 108 4401) implies a change in the JJA vegetation growth trend, which significantly turned from increasing (0.0039/yr) to slightly decreasing (0:0002/yr) in 1988. Regarding the spatial pattern of changes in NDVI, the growing season NDVI increased (over 0.0020/yr) from 1982 to 2010 in southern China, while its change was close to zero in northern China, as a result of a significant changing trend reversal that occurred in the 1990s and early 2000s. In northern China, the growing season NDVI significantly increased before the 1990s as a result of warming and enhanced precipitation, but decreased after the 1990s due to drought stress strengthened by warming and reduced precipitation. Our results also show that the responses of vegetation growth to climate change vary across different seasons and ecosystems.

interannual variability in modeled (CASA) C flux is in part caused by interannual variability in Normalized Difference Vegetation Index (NDVI) Fraction of Photosynthetically Active Radiation (FPAR). This study confirms a mechanism producing variability in modeled NPP: -- NDVI (FPAR) interannual variability is strongly driven by climate; -- The climate driven variability in NDVI (FPAR) can lead to much larger fluctuation in NPP vs. the NPP computed from FPAR climatology

Recent clusters of outbreaks of mosquito-borne diseases (Rift Valley fever and chikungunya) in Africa and parts of the Indian Ocean islands illustrate how interannual climate variability influences the changing risk patterns of disease outbreaks. Extremes in rainfall (drought and flood) during the period 2004 - 2009 have privileged different disease vectors. Chikungunya outbreaks occurred during the severe drought from late 2004 to 2006 over coastal East Africa and the western Indian Ocean islands and in the later years India and Southeast Asia. The chikungunya pandemic was caused by a Central/East African genotype that appears to have been precipitated and then enhanced by global-scale and regional climate conditions in these regions. Outbreaks of Rift Valley fever occurred following excessive rainfall period from late 2006 to late 2007 in East Africa and Sudan, and then in 2008 - 2009 in Southern Africa. The shift in the outbreak patterns of Rift Valley fever from East Africa to Southern Africa followed a transition of the El Nino/Southern Oscillation (ENSO) phenomena from the warm El Nino phase (2006-2007) to the cold La Nina phase (2007-2009) and associated patterns of variability in the greater Indian Ocean basin that result in the displacement of the centres of above normal rainfall from Eastern to Southern Africa. Understanding the background patterns of climate variability both at global and regional scale and their impacts on ecological drivers of vector borne-diseases is critical in long-range planning of appropriate response and mitigation measures.

This chpater reviews the use of spatial-temporal models in identifying potential risks of plague outbreaks into the human population. Using earth observations by satellites remote sensing there has been a systematic analysis and mapping of the close coupling between the vectors of the disease and climate variability. The overall result is that incidence of plague is correlated to positive El Nino/Southem Oscillation (ENSO).

The episodic appearance of Ebola virus (EBOV) and Marburg virus (MARV) across central Africa over the last 15 years not only underscores the importance of filoviruses as uniquely virulent agents to both human and wildlife communities but also implies a very complex transmission scenario that must be understood if we are to prevent or mitigate filovirus outbreaks in the future. Efforts of a global network of scientists and healthcare workers have expanded our knowledge of filoviruses to meet the growing threat of Ebola and Marburg hemorrhagic fevers in Africa. In recent decades, several newly emerging diseases have resulted in major threats to both affected communities and global public health. Viruses from wildlife hosts in particular, have exhibited a capability for cross-species transmission (CST), and have caused high-impact diseases in humans Such as Ebola and Marburg hemorrhagic fevers, Nipah and severe acute respiratory syndrome (SAILS). It has been estimated that about 60.3% (Jones et al. 2008) of human infectious diseases are of animal origin (zoonoses) and even some important viral diseases that are traditionally considered of human origin, for example measles and smallpox, may very well have their prehistoric origins in wildlife (Wolfe et al 2007). It maybe logical and prudent therefore, to anticipate that there are other, new filoviruses out there that will cross into humans at some point in time. If we anticipate that these will happen and wish to be prepared for and mitigate this potential, then an understanding of filoviruses as a biologic system in the environment will be essential to that process. We will need to know how the ecological dynamic of CST interacts with a 'new' viruse's evolutionary factors to overcome environmental, demographic and host-specific barriers to transmission and infectivity to humans.

The goal of NASA's Land Long Term Iiata Record (LTDR) project is to produce a consistent long term data set from the AVHRR and MODIS instruments for land climate studies. The project will create daily surface reflectance and normalized difference vegetation index (NDVI) products at a resolution of 0.05 deg., which is identical to the Climate Modeling Grid (CMG) used for MODIS products from EOS Terra and Aqua. Higher order products such as burned area, land surface temperature, albedo, bidirectional reflectance distribution function (BRDF) correction, leaf area index (LAI), and fraction of photosyntheticalIy active radiation absorbed by vegetation (fPAR), will be created. The LTDR project will reprocess Global Area Coverage (GAC) data from AVHRR sensors onboard NOAA satellites by applying the preprocessing improvements identified in the AVHRR Pathfinder Il project and atmospheric and BRDF corrections used in MODIS processing. The preprocessing improvements include radiometric in-flight vicarious calibration for the visible and near infrared channels and inverse navigation to relate an Earth location to each sensor instantaneous field of view (IFOV). Atmospheric corrections for Rayleigh scattering, ozone, and water vapor are undertaken, with aerosol correction being implemented. The LTDR also produces a surface reflectance product for channel 3 (3.75 micrometers). Quality assessment (QA) is an integral part of the LTDR production system, which is monitoring temporal trands in the AVHRR products using time-series approaches developed for MODIS land product quality assessment. The land surface reflectance products have been evaluated at AERONET sites. The AVHRR data record from LTDR is also being compared to products from the PAL (Pathfinder AVHRR Land) and GIMMS (Global Inventory Modeling and Mapping Studies) systems to assess the relative merits of this reprocessing vis-a-vis these existing data products. Famine early warning organizations use data from multiple disciplines to assess food insecurity of communities and regions in less-developed parts of the World. In this paper we integrate several indicators that are available to enhance the information for preparation for and responses to food security emergencies. The assessment uses a price model based on the relationship between the suitability of the growing season and market prices for coarse grain. The model is then used to create spatially continuous maps of millet prices. The model is applied to the dry central and northern areas of West Africa, using satellite-derived vegetation indices for the entire region. By coupling the model with vegetation data estimated for one to four months into the future, maps are created of a leading indicator of potential price movements. It is anticipated that these maps can be used to enable early warning of famine and for planning appropriate responses.

Ebola hemorrhagic fever, named after the Ebola River in Central Africa, first appeared in June 1976, during an outbreak in Nzara and Maridi, Sudan. In September 1976, a separate outbreak was recognized in Yambuku, Democratic Republic of the Congo (DRC). One fatal case was identified in Tandala, DRC, in June 1977, followed by another outbreak in Nzara, Sudan, in July 1979. Ebola hemorrhagic fever outbreaks results in a very high mortality of patients who contract the disease: from 50 to 80% of infected people perish from this highly virulent disease. Death is gruesome, with those afflicted bleeding to death from massive hemorrhaging of organs and capillaries. The disease was not identified again until the end of 1994, when three outbreaks occurred almost simultaneously in Africa. In October, an outbreak was identified in a chimpanzee community studied by primatologists in Tal, Cote d'lvoire, with one human infection. The following month, multiple cases were reported in northeast Gabon in the gold panning camps of Mekouka, Andock, and Minkebe. Later that same month, the putative index case of the 1995 Kikwit, DRC, outbreak was exposed through an unknown mechanism while working in a charcoal pit. In Gabon, two additional outbreaks were reported in February and JuIy,1996, respectively, in Mayibout II, a village 40 km south of the original outbreak in the gold panning camps, and a logging camp between Ovan and Koumameyong, near Booue. The largest Ebola hemorrhagic fever epidemic occurred in Gulu District, Uganda from August 2000 to January 2001. In December 2001, Ebola reappeared in the Ogooue-lvindo Province, Gabon with extension into Mbomo District, The Republic of the Congo lasting until July 2002. Since 2002 there have been several outbreaks of Ebola hemorrhagic fever in Gabon and adjacent areas of Congo. Of interest is the seasonal context and occasional temporal clustering of Ebola hemorrhagic fever outbreaks. Near simultaneous appearances of Ebola epidemics in Nzara, Sudan and Yambuku, DRC in 1976 occurred within two months of each other in two geographic locations separated by hundreds of kilometers involving two separate viral strains (Sudan and Zaire EBO strains). The outbreaks of Tal, Cote d'lvoire; Mekouka, Gabon; and Kikwit, DRC in late 1994 also occurred within months of each other in three different geographic regions involving two different viral strains (Cote d'lvoire and Zaire EBO strains). Fifteen years passed between the 1976-9 and 1994-6 temporal clusters of Ebola cases without identification of additional cases.

We use spatially continuous satellite data as a correlate of precipitation within tropical Africa and show that the majority of documented Ebola hemorrhagic fever outbreaks were closely associated with sharply drier conditions at the end of the rainy season. We propose that these trigger events may enhance transmission of Ebola virus from its cryptic reservoir to humans. These findings suggest specific directions to help understand the sylvatic cycle of the virus and may provide early warning tools to detect possible future outbreaks of this enigmatic disease.

The paper will address Theme 7: Multi-sensor opportunities for VEGETATION. We present analysis of a long-term vegetation record derived from three moderate resolution sensors: AVHRR, VEGETATION, and MODIS. While empirically based manipulation can ensure agreement between the three data sets, there is a need to validate the series. This paper uses atmospherically corrected ETM+ data available over the EOS Land Validation Core Sites as an independent data set with which to compare the time series. We use ETM+ data from 15 globally distributed sites, 7 of which contain repeat coverage in time. These high-resolution data are compared to the values of each sensor by spatially aggregating the ETM+ to each specific sensors' spatial coverage. The aggregated ETM+ value provides a point estimate for a specific site on a specific date. The standard deviation of that point estimate is used to construct a confidence interval for that point estimate. The values from each moderate resolution sensor are then evaluated with respect to that confident interval. Result show that AVHRR, VEGETATION, and MODIS data can be combined to assess temporal uncertainties and address data continuity issues and that the atmospherically corrected ETM+ data provide an independent source with which to compare that record. The final product is a consistent time series climate record that links historical observations to current and future measurements.

All known outbreaks of Ebola have been linked to tropical forests. We undertook a study of environmental conditions associated with Ebola hemorrhagic fever after preliminary reports strongly suggested that simultaneous outbreaks occurred, during two limited time periods in the 1970s and 1990s, immediately following sudden transitions between dry and wet seasons.
