The $\gamma$ decays of the Isovector Giant Dipole Resonance (GDR) of the deformed nucleus $^{154}$Sm from $2^+_1$-Smekal-Raman and elastic scattering were measured using linearly polarized, quasi-monochromatic photon beams. The two scattering processes were disentangled through their distinct angular distributions. Their branching ratio and cross sections were determined at six excitation energies covering the $^{154}$Sm GDR. Both agree with the predictions of the geometrical model for the GDR and establish $\gamma$ decay as an observable sensitive to the structure of the resonance. Consequently, the data place strong constraints on the nuclear shape, including the degree of triaxiality. The derived $^{154}$Sm shape parameters $\beta=0.2926(26)$ and $\gamma=5.0(14)$ agree well with other measurements and recent Monte Carlo Shell-Model calculations., Comment: 7 pages, 3 figures, 3 tables

Two 0$^{+}$ states at 1294.5 and 1774.0 keV, together with three 2$^{+}$ and one 4$^{+}$ levels, were identified or unambiguously spin-parity assigned for the first time in $^{100}$Zr utilizing $\gamma$-ray spectroscopy and $\gamma$-$\gamma$ angular correlation techniques with the Gammasphere spectrometer, following the $\beta^{-}$ decay of neutron-rich, mass separated $^{100,100m}$Y isotopes. Comparisons with recent Monte Carlo Shell-Model (MCSM) calculations indicate that these two states are candidates for the bandhead of a sequence in a shape-coexisting spherical minimum predicted to be located around $\approx$1500 keV. According to the measured relative B(E2)$_{relative}$ transition probabilities, the 0$_{5}^{+}$ state exhibits decay properties which more closely align with those predicted for a spherical shape, while the 0$_{4}^{+}$ level is suggested to be associated with a weakly-deformed shape similar to one related to the 0$_{2}^{+}$ state.

The nuclear two-photon or double-gamma ($2\gamma$) decay is a second-order electromagnetic process whereby a nucleus in an excited state emits two gamma rays simultaneously. To be able to directly measure the $2\gamma$ decay rate in the low-energy regime below the electron-positron pair-creation threshold, we combined the isochronous mode of a storage ring with Schottky resonant cavities. The newly developed technique can be applied to isomers with excitation energies down to $\sim100$\,keV and half-lives as short as $\sim10$\,ms. The half-life for the $2\gamma$ decay of the first-excited $0^+$ state in bare $^{72}\mathrm{Ge}$ ions was determined to be $23.9\left(6\right)$\,ms, which strongly deviates from expectations., Comment: Submitted to Physical Review Letters, 8 pages, 3 figures, 2 tables, 7 equations

We have studied the decay pattern of the $J^{\pi} = 1_{4742~\mathrm{keV}}^{-}$ state of $^{88}$Sr to probe its quadrupole-octupole coupled two-phonon structure. In particular, a unique fingerprint to prove the two-phonon nature is the $E2$ decay strength of the $1_{4742~\mathrm{keV}}^{-} \to 3_{1}^{-}$ transition into the one-octupole-phonon state. $\gamma$-ray spectroscopy was performed after the $\beta$-decay of $^{88}$Rb to obtain the necessary sensitivity for this weak-intensity decay branch. Sufficient amounts of $^{88}$Rb (T$_{1/2}$ = 17.8 min) were produced by neutron activation of natural Rb in the TR IGA Mark II reactor. The results show that the $B(E2)$ value of the $1_{4742~\mathrm{keV}}^{-} \to 3_{1}^{-}$ transition is equal to the $B(E2)$ of the $2_{1}^{+} \to 0_{1}^{+}$ transition, directly demonstrating the quadrupole-octupole coupled two-phonon nature of the $1^-$ state. A comparison of the results with energy-density functional plus quasiparticle-phonon model calculations shows rema rkable agreement, corroborating this assignment.

The electric dipole strength distribution in $^{40}$Ca between 5 and 25 MeV has been determined at RCNP, Osaka, from proton inelastic scattering experiments at very forward angles. Combined with total photoabsorption data at higher excitation energy, this enables an extraction of the electric dipole polarizability $\alpha_\mathrm{D}$($^{40}$Ca) = 1.92(17) fm$^3$. Together with the measured $\alpha_{\rm D}$ in $^{48}$Ca, it provides a stringent test of modern theoretical approaches, including coupled cluster calculations with chiral effective field theory interactions and state-of-the art energy density functionals. The emerging picture is that for this medium-mass region dipole polarizabilities are well described theoretically, with important constraints for the neutron skin in $^{48}$Ca and related equation of state quantities., Comment: 6 pages, 3 figures

Photo-nuclear reactions of light nuclei below a mass of $A=60$ are studied experimentally and theoretically by the PANDORA (Photo-Absorption of Nuclei and Decay Observation for Reactions in Astrophysics) project. Two experimental methods, virtual-photon excitation by proton scattering and real-photo absorption by a high-brilliance gamma-ray beam produced by laser Compton scattering, will be applied to measure the photo-absorption cross sections and the decay branching ratio of each decay channel as a function of the photon energy. Several nuclear models, e.g. anti-symmetrized molecular dynamics, mean-field type models, a large-scale shell model, and ab initio models, will be employed to predict the photo-nuclear reactions. The uncertainty in the model predictions will be evaluated from the discrepancies between the model predictions and the experimental data. The data and the predictions will be implemented in a general reaction calculation code TALYS . The results will be applied to the simulation of the photo-disintegration process of ultra-high-energy cosmic rays in inter-galactic propagation.

[Background] Photon strength functions are an important ingredient in calculations relevant for the nucleosynthesis of heavy elements. The relation to the photoabsorption cross section allows to experimentally constrain photon strength functions by investigating the photo-response of atomic nuclei. [Purpose] We determine the photoresponse of $^{66}$Zn in the energy region of 5.6 MeV to 9.9 MeV and analyze the contribution of the "elastic" decay channel back to the ground state. In addition, for the elastic channel electric and magnetic dipole transitions were separated. [Methods] Nuclear resonance fluorescence experiments were performed using a linearly-polarized quasi-monoenergetic photon beam at the High Intensity $\gamma$-ray Source. Photon beam energies from 5.6 to 9.9 MeV with an energy spread of about 3% were selected in steps of 200-300 keV. Two High Purity Germanium detectors were used for the subsequent $\gamma$-ray spectroscopy. [Results] Full photoabsorption cross sections are extracted from the data making use of the monoenergetic character of the photon beam. For the ground-state decay channel, the average contribution of electric and magnetic dipole strengths is disentangled. The average branching ratio back to the ground state is determined as well. [Conclusions] The new results indicate lower cross sections when compared to the values extracted from a former experiment using bremsstrahlung on $^{66}$Zn. In the latter, the average branching ratio to the ground state is estimated from statistical-model calculations in order to analyze the data. Corresponding estimates from statistical-model calculations underestimate this branching ratio compared to the values extracted from the present analysis, which would partly explain the high cross sections determined from the bremsstrahlung data.

The structure of $^{83}$As, $^{85}$As and $^{87}$As have been studied in fusion-fission reaction $^{238}$U+$^9$Be. Fission fragments were identified in mass and atomic number using the VAMOS++ spectrometer and the coincident $\gamma$-rays were detected in the $\gamma$-ray tracking array AGATA. New transitions in $^{83}$As and $^{85}$As are reported and placed in the level schemes. A level scheme of the excited states in $^{87}$As is proposed for the first time. The data are interpreted in frame of Large-Scale Shell-Model calculations, SU3 symmetries and Beyond Mean-Field frameworks. A spherical regime at magic number $N$=50 is predicted and the location of the proton $g_{9/2}$ orbital is proposed for the first time. Development of collectivity in a prolate deformed, $\gamma$-soft regime in the open shell cases $^{85}$As and $^{87}$As, most neutron-rich isotopes beyond $N$=50, is concluded. Data and theoretical calculations give confidence to a relatively high extrapolated excitation energy about 4 MeV of the $9/2^+$ state in $^{79}$Cu, one proton above $^{78}$Ni.

This Snowmass21 Contributed Paper encourages the Particle Physics community in fostering R&D in Superconducting Nb3Sn coated Copper RF Cavities instead of costly bulk Niobium. It describes the pressing need to devote effort in this direction, which would deliver higher gradient and higher temperature of operation and reduce the overall capital and operational costs of any future collider. It is unlikely that an ILC will be built in the next ten years with Nb as one of the main cost drivers of SRFs. This paper provides strong arguments on the benefits of using this time for R&D on producing Nb3Sn on inexpensive and thermally efficient metals such as Cu or bronze, while pursuing in parallel the novel U.S. concept of parallel-feed RF accelerator structures. A technology that synergistically uses both of these advanced tools would make an ILC or equivalent machines more affordable and more likely to be built. Such a successful enterprise would readily apply to other HEP accelerators, for instance a Muon Collider, and to accelerators beyond HEP. We present and assess current efforts in the U.S. on the novel concept of parallel-feed RF accelerator structures, and in the U.S. and abroad in producing Nb3Sn films on either Cu or bronze despite minimal funding., Comment: Contribution to Snowmass 2021

The 2020 update of the European Strategy for Particle Physics emphasised the importance of an intensified and well-coordinated programme of accelerator R&D, supporting the design and delivery of future particle accelerators in a timely, affordable and sustainable way. This report sets out a roadmap for European accelerator R&D for the next five to ten years, covering five topical areas identified in the Strategy update. The R&D objectives include: improvement of the performance and cost-performance of magnet and radio-frequency acceleration systems; investigations of the potential of laser / plasma acceleration and energy-recovery linac techniques; and development of new concepts for muon beams and muon colliders. A workshop on The Next Generation Gamma-Ray Sources sponsored by the Office of Nuclear Physics at the Department of Energy, was held November 17--19, 2016 in Bethesda, Maryland. The goals of the workshop were to identify basic and applied research opportunities at the frontiers of nuclear physics that would be made possible by the beam capabilities of an advanced laser Compton beam facility. To anchor the scientific vision to realistically achievable beam specifications using proven technologies, the workshop brought together experts in the fields of electron accelerators, lasers, and optics to examine the technical options for achieving the beam specifications required by the most compelling parts of the proposed research programs. An international assembly of participants included current and prospective $\gamma$-ray beam users, accelerator and light-source physicists, and federal agency program managers. Sessions were organized to foster interactions between the beam users and facility developers, allowing for information sharing and mutual feedback between the two groups. The workshop findings and recommendations are summarized in this whitepaper.

A new data acquisition system for the high resolution magnetic spectrometer Lintott at the superconducting Darmstadt electron linear accelerator S-DALINAC was developed. Background: Inelastic proton scattering at energies of a few hundred MeV and very-forward angles including $0^\circ$ has been established as a tool to study electric-dipole strength distributions in nuclei. The present work reports a systematic investigation of the chain of stable even-mass Nd isotopes representing a transition from spherical to quadrupole-deformed nuclei. Purpose: Extraction of the equivalent photo-absorption cross sections and analysis of their fine structure in the energy region of the IsoVector Giant Dipole Resonance (IVGDR). Method: Proton inelastic scattering reactions of 200 MeV protons were measured at iThemba LABS in Cape Town, South Africa. The scattering products were momentum-analysed by the K600 magnetic spectrometer positioned at $\theta_{\mathrm{Lab}}=0^\circ$. Using dispersion-matching techniques, energy resolutions of $\Delta E \approx 40 - 50$ keV were obtained. After subtraction of background and contributions from other multipoles, the spectra were converted to photo-absorption cross sections using the equivalent virtual-photon method. Results: Wavelet-analysis techniques are used to extract characteristic energy scales of the fine structure of the IVGDR from the experimental data. Comparisons with the Quasiparticle-Phonon Model (QPM) and Skyrme Separable Random Phase Approximation (SSRPA) predictions provide insight into the role of different giant resonance damping mechanisms. Conclusions: Fine structure is observed even for the most deformed nuclei studied. Fragmentation of the one particle-one hole ($1p1h$) strength seems to be the main source of fine structure in both spherical and deformed nuclei. Some impact of the spreading due to coupling of the two particle-two hole ($2p2h$) states to the $1p1h$ doorway states is seen in the spherical/transitional nuclei, where calculations beyond the $1p1h$ level are available., Comment: 17 pages, 17 figures; Minor changes made such as those clarifying the descriptions of the analysis procedure, but the results are unchanged. The Large Hadron electron Collider (LHeC) is designed to move the field of deep inelastic scattering (DIS) to the energy and intensity frontier of particle physics. Exploiting energy recovery technology, it collides a novel, intense electron beam with a proton or ion beam from the High Luminosity--Large Hadron Collider (HL-LHC). The accelerator and interaction region are designed for concurrent electron-proton and proton-proton operation. This report represents an update of the Conceptual Design Report (CDR) of the LHeC, published in 2012. It comprises new results on parton structure of the proton and heavier nuclei, QCD dynamics, electroweak and top-quark physics. It is shown how the LHeC will open a new chapter of nuclear particle physics in extending the accessible kinematic range in lepton-nucleus scattering by several orders of magnitude. Due to enhanced luminosity, large energy and the cleanliness of the hadronic final states, the LHeC has a strong Higgs physics programme and its own discovery potential for new physics. Building on the 2012 CDR, the report represents a detailed updated design of the energy recovery electron linac (ERL) including new lattice, magnet, superconducting radio frequency technology and further components. Challenges of energy recovery are described and the lower energy, high current, 3-turn ERL facility, PERLE at Orsay, is presented which uses the LHeC characteristics serving as a development facility for the design and operation of the LHeC. An updated detector design is presented corresponding to the acceptance, resolution and calibration goals which arise from the Higgs and parton density function physics programmes. The paper also presents novel results on the Future Circular Collider in electron-hadron mode, FCC-eh, which utilises the same ERL technology to further extend the reach of DIS to even higher centre-of-mass energies., Comment: 373 pages, many figures, to be published by J. Experiments investigating the fine structure of the IsoScalar Giant Monopole Resonance (ISGMR) of 48Ca were carried out with a 200 MeV alpha inelastic-scattering reaction, using the high energy-resolution capability and the zero-degree setup at the K600 magnetic spectrometer of iThemba LABS, Cape Town, South Africa. Considerable fine structure is observed in the energy region of the ISGMR. Characteristic energy scales are extracted from the experimental data by means of a wavelet analysis and compared with the state-of-the-art theoretical calculations within a Skyrme-RPA (random phase approximation) approach using the finite-rank separable approximation with the inclusion of phonon-phonon coupling (PPC). Inelastic proton scattering experiments were performed at the Research Center for Nuclear Physics, Osaka, with a 295 MeV beam covering laboratory angles 0{\deg}-6{\deg} and excitation energies 6-22 MeV. Cross sections due to E1 and M1 excitations were extracted with a multipole decomposition analysis and then converted to reduced transition probabilities with the "virtual photon method" for E1 and the "unit cross section method" for M1 excitations, respectively. Including a theory-aided correction for the high excitation energy region not covered experimentally, the electric dipole polarizability was determined from the E1 strength distributions. Total photoabsorption cross sections derived from the E1 and M1 strength distributions show significant differences compared to those from previous ($\gamma$,xn) experiments in the energy region of the isocvector giant dipole resonance (IVGDR). The widths of the IVGDR deduced from the present data with a Lorentz parameterization show an approximately constant value of about 4.5 MeV in contrast to the large variations between isotopes observed in previous work. The IVGDR centroid energies are in good correspondence to expectations from systematics of their mass dependence. Furthermore, a study of the dependence of the IVGDR energies on bulk matter properties is presented. The E1 strengths below neutron threshold show fair agreement with results from ($\gamma$,$\gamma$') experiments on 112,116,120,124Sn in the energy region between 6 and 7 MeV. At higher excitation energies large differences are observed pointing to a different nature of the excited states with small ground state branching ratios. The isovector spin-M1 strengths exhibit a broad distribution between 6 and 12 MeV in all studied nuclei., Comment: 32 pages, 23 figures, submitted to Phys. Rev. C

A direct measurement of the decay width of the excited $0^+_1$ state of $^6$Li using the relative self-absorption technique is reported. Our value of $\Gamma_{\gamma, 0^+_1 \to 1^+_1} = 8.17(14)_\mathrm{stat.}(11)_\mathrm{syst.} \mathrm{eV}$ provides sufficiently low experimental uncertainties to test modern theories of nuclear forces. The corresponding transition rate is compared to the results of ab initio calculations based on chiral effective field theory that take into account contributions to the magnetic dipole operator beyond leading order. This enables a precision test of the impact of two-body currents that enter at next-to-leading order., Comment: 7 pages, 3 figures

The dipole polarizability of stable even-mass tin isotopes 112,114,116,118,120,124 was extracted from inelastic proton scattering experiments at 295 MeV under very forward angles performed at RCNP. Predictions from energy density functionals cannot account for the present data and the polarizability of 208Pb simultaneously. The evolution of the polarizabilities in neighboring isotopes indicates a kink at 120Sn while all model results show a nearly linear increase with mass number after inclusion of pairing corrections., Comment: 10 pages, 6 figures, submitted to Phys. The form factor of the electromagnetic excitation of $^{12}$C to its 2$^+_1$ state was measured at extremely low momentum transfers in an electron scattering experiment at the S-DALINAC. A combined analysis with the world form factor data results in a reduced transition strength $B(E2; 2^+_1\rightarrow 0^+_1) =7.63(19)$ e$^2$fm$^4$ with an accuracy improved to 2.5\%. In-Medium-No Core Shell Model results with interactions derived from chiral effective field theory are capable to reproduce the result. A quadrupole moment $Q(2^+_1) = 5.97(30)$ efm$^2$ can be extracted from the strict correlation with the $B((E2)$ strength emerging in the calculations., Comment: 6 pages, 6 figures, submitted to Phys. Experimental data on $^{96}$Zr indicate coexisting spherical and deformed structures with small mixing amplitudes. Several collective low-lying states and E2 and M1 transitions are observed for this nucleus. The quadrupole-collective Bohr Hamiltonian depending on both $\beta$ and $\gamma$ shape variables with a potential having spherical and deformed minima, is applied consideration of these data. The relative depth of two minima, height and width of the barrier, rigidity of the potential near both minima are determined so as to achieve a satisfactory description of the observed properties of the low-lying collective quadrupole states of $^{96}$Zr. Good agreement with the experimental data on the excitation energies, $B(E2)$ and $B(M1; 2^+_2\rightarrow 2^+_1)$ reduced transition probabilities is obtained. It is shown that the low-energy structure of $^{96}$Zr can be described in a satisfactory way within the Geometrical Collective Model with a potential function supporting shape coexistence without other restrictions of its shape. However, the excitation energy of the $2^+_2$ state can be reproduced only if the rotation inertia coefficient is taken by four times smaller than the vibrational one in the region of the deformed well. It is shown also that shell effects are important for the description of the $B(M1; 2^+_2 \rightarrow 2^+_1)$ and $B(M1; 3^+_1 \rightarrow 2^+_1)$ transition probabilities. An indication for the influence of the pairing vibrational mode on the $0^+_2 \rightarrow 0^+_1$ transition is confirmed in agreement with the previous result., Comment: 9 pages, 8 figures

The nature of $J^{\pi}=1^-$ levels of $^{96}$Zr below the $\beta$-decay $Q_{\beta}$ value of $^{96}$Y has been investigated in high-resolution $\gamma$-ray spectroscopy following the $\beta$ decay as well as in a campaign of inelastic photon scattering experiments. Branching ratios extracted from $\beta$ decay allow the absolute $E1$ excitation strength to be determined for levels populated in both reactions. The combined data represents a comprehensive approach to the wavefunction of $1^-$ levels below the $Q_{\beta}$ value, which are investigated in the theoretical approach of the Quasiparticle Phonon Model. This study clarifies the nuclear structure properties associated with the enhanced population of high-lying levels in the $^{96}$Y$_{gs}$ $\beta$ decay, one of the three most important contributors to the high-energy reactor antineutrino spectrum.

Second-order processes in physics is a research topic focusing attention from several fields worldwide including, for example, non-linear quantum electrodynamics with high-power lasers, neutrinoless double-$\beta$ decay, and stimulated atomic two-photon transitions. For the electromagnetic nuclear interaction, the observation of the competitive double-$\gamma$ decay from $^{137\mathrm{m}}$Ba has opened up the nuclear structure field for detailed investigation of second-order processes through the manifestation of off-diagonal nuclear polarizability. Here we confirm this observation with an $8.7\sigma$ significance, and an improved value on the double-photon versus single-photon branching ratio as $2.62\times10^{-6}(30)$. Our results, however, contradict the conclusions from the original experiment, where the decay was interpreted to be dominated by a quadrupole-quadrupole component. Here, we find a substantial enhancement in the energy distribution consistent with a dominating octupole-dipole character and a rather small quadrupole-quadrupole element in the decay, hindered due to an evolution of the internal nuclear structure. The implied strongly hindered double-photon branching in $^{137\mathrm{m}}$Ba opens up the possibility of the double-photon branching as a feasible tool for nuclear-structure studies on off-diagonal polarizability in nuclei where this hindrance is not present., Comment: 12 pages, 5 figures, 2 tabels

Experimental data on $^{96}$Zr indicate coexisting spherical and deformed structures with small mixing amplitudes. We investigate the properties of the low-lying collective states of $^{96}$Zr based on the collective quadrupole Bohr Hamiltonian. The $\beta$-dependent collective potential having two minima -- spherical and deformed, is fixed so to describe experimental data in the best way.Good agreement with the experimental data on the excitation energies, $B(E2)$ and $B(M1)$ reduced transition probabilities is obtained. It is shown that the low-energy structure of $^{96}$Zr can be reproduced in a satisfactory way in the geometrical model with a potential function supporting shape coexistence. However, the excitation energy of the $2^+_2$ state can be reproduced only if the rotation inertia coefficient is taken five times smaller then the vibrational one in the region of the deformed well. It is shown also that shell effects are important for the description of the $B(M1;2^+_2 \rightarrow 2^+_1)$ value. An indication on the influence of the pairing vibrational mode on the $\rho^2 (0^+_2 \rightarrow 0^+_1)$ value is obtained., Comment: 6 pages, 3 figures
