The successful development of aerospace reusable launch vehicles (RLV) require to realize effective thermal protection systems (TPS) for preserving spacecraft integrity from the severe thermal loads during re-entry phase. To such an aim, due to the need of reducing payload transportation costs, applied research is driven towards lightweight materials with advanced thermo-mechanical properties. Space TPS are often based on sandwich structures, where the core material has the main function of thermal insulation. Ceramic porous materials, as carbon (C) and silicon carbide (SiC) foams, represent ideal candidates for application as structural TPS component, thanks to both low density and significant thermal stability at very high temperatures. The paper presents a joint experimental study of carbon-based ceramic foams proposed as sandwich’s core for TPS design. A full thermal characterization of commercial C- and SiC-foam materials is reported, including measurements of thermo-mechanical combined stress, temperature-induced outgassing behavior and heat transfer properties. These latter, in particular, are studied by means of a robust numerical technique, known as the inverse method, which allows to evaluate materials thermal conductivity and heat capacity over a wide range of temperatures, thus establishing the required material behavior for potential use in spacecraft TPS.

The recent uncontrolled re-entry of the Chinese Tiangong-1 space station represented a unique opportunity to test our ability to face a potential space threat in a real-case operational scenario. The Italian Space Agency (ASI) has worked side by side with the Italian Civil Protection Department and other National Operative Entities in order to prepare and be ready to put in place suitable mitigation strategies. A joint Tiangong-1 re-entry campaign was organized involving research and governmental institutions and a technical board was timely set up and met regularly at the Italian Civil Protection headquarters for analysing the possible threats (e.g. critical infrastructures on the ground, air traffic control, safety procedures etc.). A timeline for managing operations was agreed for triggering actions such as tasking different kind of sensors (e.g. optical vs radar) or evaluating the geographical distribution of the level of alert. Critical milestones were identified, e.g. when the re-entry prediction uncertainty narrowed to less than 24 hours and when the actual re-entry ground tracks could be confidently computed. The committee became permanently operational during the Tiangong-1 critical passes over Italy and ASI provided the technical information to the Civil Protection management in order to decide the activation/deactivation of local departments spread across Italy. ASI has been also coordinating with the Civil Protection for communicating with the media, which turned out to be a very sensitive task because of the widespread interest raised in the news by the re-entry of such a peculiar object. The communication was successful in conveying to the general public correct and timely information, thus preventing unjustified alarms. Lessons learned from the Tiangong-1 re-entry operational experience range from highlighting the role played by internal communication (e.g. customizing technical/scientific information to standard civil protection operational procedures) to setting up proper interfaces at international level (e.g. the European EUSST consortium among France, Germany, Italy, Spain, and UK devoted to space surveillance), and to realize to which extent the knowledge of the space threats and of some basic mitigation rules is essential in order to make crisis management effective. As such they can be fruitfully transferred to the NEO hazard, which has necessarily relied so-far on the organization of impact exercises at various level of complexity. This is of particular interest because the next generation sky surveys devoted to NEO discovery using wide field high sensitivity telescopes are likely to routinely detect meteorite-dropping bodies before they enter the atmosphere with sufficient warning time to undertake mitigation actions. Commonalities and differences between the SST and NEO segments are presented and discussed toward establishing a common ground for facing low probability threatening events coming from space at an operational level.

The uncontrolled re-entry of spacecraft and upper stages is quite common, occurring nearly every week. Among them, intact objects having a mass greater than five metric tons re-enter, on average, 1-2 times per year. Therefore, the re-entry of the first Chinese Space Station, Tiangong-1, was far from unusual, but attracted anyway a great worldwide attention and some concerns. For these reasons, the Italian component of the European SST (Space Surveillance and Tracking) consortium took this opportunity for carrying out a national exercise. According to Chinese official sources, the ground control of Tiangong-1 was lost in March 2016, precluding the planned de-orbiting in the South Pacific Ocean Unpopulated Area (SPOUA). Tiangong-1 consisted of a cylindrical section, 10:5m in length and 3:4m in (maximum) diameter, with two rectangular solar panels of 3m x 7m. The mass was estimated to be around 7500kg. The Italian network of sensors activated for the campaign included mono-static and bi-static radars, optical telescopes, a laser ranging station and a network of all-sky cameras, originally deployed for the observation of fireballs and bolides. In addition to providing complementary information, concerning the orbit, the attitude and the photometry of Tiangong-1, this quite heterogeneous collection of national assets provided also the occasion for testing, in an operational environment, the Italian sensor tasking preparedness and the data acquisition, exchange and processing capabilities within the European SST consortium. In this respect, it is important to remember that in 2014 the European Commission, well aware of the topic criticality, took the commitment to implement a European network of sensors for surveillance and tracking of objects in Earth's orbit by starting a dedicated SST support framework program. Italy, France, Germany, Spain and UK joined it and constituted, together with SatCent, the front desk for SST services, the EUSST Consortium. In this paper, a description of the Tiangong-1 monitoring activities and of the main observations results obtained by the Italian sensor network are reported. Attention is also devoted to the coordination aspects of several Italian entities (military, civil and research organizations) that worked together. Finally, a description of the re-entry prediction and alert procedure for the national civil protection authorities is presented.

This document is the second deliverable of the cooperation agreement between ASI and INAF on "Space Debris: Support to the IADC activities and pre-operational validation for space surveillance and tracking". It presents the activities carried out by the various entities involved in each work package during the first 6 months of the contract.

A pilot program for the physical characterization of the space debris population in high Earth orbits was started at the 152cm G.D. Cassini Telescope in Loiano, operated by the INAF Astronomical Observatory of Bologna, Italy. The Ritchey - Chretien optical system has is equipped with BFOSC (Bologna Faint Object Spectrograph and Camera), a multipurpose instrument for imaging and spectroscopy, with an EEV CCD (1340x1300 px). Several BVRI photometric images of active satellites, disposed spacecraft and upper stages were acquired during one night in February 2011 and three nights in August 2011. Of course, a number of photometric calibration fields and Solar analogue stars (spectral standards) were observed for calibration purposes. A few High Area to Mass Ratio, HAMR, objects were observed and lightcurves were obtained for them. The paper presents the obtained data and the discussion on how to establish the physical nature and hence, possibly, the origin of the targets.

Understanding the nature of the objects, both intact and fragments, orbiting in the Geostationary region will help to better characterize the space debris environment. With the Loiano telescope a campaign of multi-band photometry and low resolution spectroscopy was undertaken. The first results of the observation performed in the winter of 2011 are shown.

Fourth progress report of the second part of the ASI Space Debris Project

Current electric propulsion technology is based on families of thrusters able to cope efficiently with different mission profiles. However, they are not versatile enough to allow a unique propulsion system technology for the entire mission. Helicon –source-based plasma thrusters promise to bea very versatile family of systems, able to be adaptedto very different mission configurations with a substantial reduction in costs and increase in reliability. However, their development is mainly confined in theUS and Japan. Moreover, although helicon plasma sources have been proved to be very efficient, theirfundamental physical mechanisms need still to be investigated. The Helicon Plasma Hydrazine.Combined Micro (HPH.com) is a research project funded by the European Committee within the 7th Framework Programme of the EU and conducted by an international consortium. Objective of this research is to significantly improve knowledge on helicon-based plasma thrusters through deep numerical/theoretical investigations and extensive experimental campaigns, and then to apply the results to the design, optimization and development of a space plasma thruster. The thruster will be specifically conceived to be used on board a mini-satellite for attitude and position control in order to allow low-cost demonstration mission. Finally, to further increase versatility of this system, far beyond that of a standard electric thruster, a detailed feasibility study will be also conducted to evaluate the possibility of using plasmas to heat and or decompose a secondary propellant, in order to develop a two-mode system, high-efficiency low-thrust plasma-thruster mode and a low-efficiency high-trust secondarypropellant- plasma–enhanced mode. In the following a general overview of the HPH.com research project and a description of the current project status are presented.

Questo documento rappresenta un sunto delle attività svolte nell'ambito del terzo anno del Progetto ASI Detriti Spaziali, dalla Seconda alla Terza Riunione di Avanzamento. Oltre a ciò, sono descritte anche le attività del Primo Atto Aggiuntivo al contratto, svolte nello stesso periodo. Per quanto concerne le misure ottiche (WP110), di responsabilità di UNIRM1, l'attività dell'osservatorio SPADE è stata dedicata all'osservazione di satelliti in orbita bassa. Tali satelliti sono stati scelti sulla base delle informazioni fornite dal servizio "SOCRATES" del sito Celestrak che individua tra i satelliti catalogati quelli coinvolti in "close approach". Tra le coppie identificate dal sito, sono state osservate quelle con la maggiore probabilità di collisione. E' stato poi necessario realizzare un software in MATLAB capace di passare dai TLE alle effemeridi dei satelliti da tracciare in maniera di realizzare un inseguimento di satelliti veloci. Nell'ambito delle cooperazioni internazionali finalizzate al miglioramento del sistema di osservazione dei detriti spaziali comprendente l'osservatorio SPADE si è dato luogo ad una collaborazione tra GAUSS/ASI, CNES e JAXA nel campo dell'image processing. Per quanto riguarda il sensore di impatti è stato realizzato l'hardware di acquisizione dati ed il software di interfaccia, deve iniziare la fase di scelta del sensore. Per quanto riguarda le misure radar (WP120a), di responsabilità IRA-OATO dell'INAF, viene data una sintesi delle attività svolte nel primo semestre dal KOM. Dopo avere illustrato brevemente la metodologia del piggy-back nei radar bistatici, si descrive in dettaglio l'algoritmo, sviluppato nell'ambito di questo contratto, per calcolare le coordinate di puntamento delle antenne slave nei sistemi piggy-back. La sincronizzazione (nella registrazione dei dati e nelle operazioni di puntamento) è già disponibile sulle antenneappartenenti alla rete VLBI (Very Long Baseline Interferometry). Per quanto concerne le attività di misura, sono state effettuate duecampagne osservative in modalità bistatica utilizzando l'antenna ricevente VLBI di Medicina e la trasmittente RT-70 di Evpatoria. Talicampagne hanno riguardato l'osservazione di detriti noti (prodotti dalla collisione Iridium 33 - Cosmos 2251), la ricerca in beam-parking di oggetti non correlati in orbita LEO e l'osservazione di calibratori radar, che saranno utilizzati nella stima delle RCS. Durante le osservazioni è stato anche testato un nuovo sistema di preview in real-time degli echi, implementato sullo spettrometro SPECTRA-1. Per quanto riguarda le misure radar (WP120b), di responsabilità ISAC-CNR, sono state condotte osservazioni mensili dei detritial rientro in atmosfera, discriminandolli dai meteoroidi in base ai tempi di salita dei corrispondenti radioechi. E' stato applicato unfattore correttivo nel calcolo della velocità del debris tenendo conto dell'effetto dell'ablazione fino a quote di 70-80km dove èmassima la concentrazione dei debris. Si è discussa l'esistenza di una possibile evoluzione temporale (stagionale) dei flussi deidebris connessa alla radiazione solare. Sono stati messi a confronto i flussi cumulativi dei debris e dei meteoroidi in funzione delleloro dimensioni e analizzato il comportamento delle curve teoriche applicate a tali flussi, estrapolate a particelle micrometriche. E'stato effettuato un primo confronto di questi risultati con quelli ottenuti dall'analisi dei crateri da impatto su strutture orbitanti e daaltre misure radar dell'ambiente detritico in orbite LEO. Per quanto riguarda le attività di modellazione (WP200) e mitigazione (WP400), di responsabilità ISTI/CNR, è stata investigatal'evoluzione delle nubi di detriti generate dalla collisione tra i satelliti Cosmos 2251 e Iridium 33, è stato completato l'Internal Task del WG2 per la valutazione dei benefici per l'ambiente LEO di un Active Debris Removal, è stato completato uno studio a supporto dello IADC AI 22.2 "Long term presence in GEO region of GTO objects", è stata garantita la partecipazione attiva alla campagna di rientro IADC-2009-1, sono state esaminate le problematiche del "conjunction assessment" e della "collision avoidance" per la costellazione di satelliti COSMO-SkyMed, è stata presentata la situazione degli oggetti italiani in orbita nel contesto della popolazionedei detriti orbitali e sono state delineate la attività svolte in ambito IADC, COPUOS, ISO e European NoC SD. Infine, per quanto concerne le problematiche di protezione (WP310 e 330), di responsabilità CISAS, viene presentata la selezionedelle tipologie di target e la definizione della relativa Test Matrix per gli ultimi 40 test HVI previsti dal contratto: tali esperimenti rispondono alle responsabilità italiane relative all'AI26-1 IADC "Characterization of ejecta from HVI on spacecraft outer surfaces" e alla necessità di calibrare il sensore in-situ sviluppato nell'ambito del WP130. Vengono anche presentate le attività svolte fino ad oggi per contribuire al medesimo AI, inclusa la definizione di procedure di misura e la valutazione preliminare di sensori primari per lo strumento. Infine, vengono discusse le problematiche riscontrate nell'uso di ESABASE2 per stime di rischio per Cosmo-Skymed, lequali hanno portato alla definizione ed implementazione di una procedura alternativa per il Risk Assessment, che utilizza MASTER2005 come modello di environment ed equazioni di danno realistiche (reperite in letteratura) per la definizione della soglia di limite balistico.

This document presents the activities carried out in the framework of the ASI Project "Space Debris" since the first Progress Meeting.

This report presents the activities carried out during the first year of the Space Debris Project, funded by the Italian Space Agency (ASI).

Since many years the Group of Astrodynamics of University of Rome “La Sapienza” (GAUSS) established a fruitful collaboration with Keldysh Institute for Applied Mathematics of Russian Academy of Sciences in Moscow. The GAUSS established the UNISAT program achieving experience in design, manufacturing and operating in orbit microsatellites. This program starts in early nineties at School of Aerospace Engineering with the aim to design, realize and launch small educational satellites involving students, researchers and professor in a real space project. All the satellites were realized with terrestrial off-the-shelf components in order to keep low the costs and make them affordable for university budgets. In the framework of this program three satellites have already been launched (respectively in 2000, 2002 and 2004) from Baykonour Cosmodrome with DNEPR launch vehicle and a fourth satellite is ready to be launched. On the other hand the Keldysh Institute of Applied Mathematics with the industry achieved good experience in Hyperspectometer design and realization. Different experiences and knowledge found a common project in HypSat. HypSat is a project, supported from Lazio region, to design a microsatellite capable to monitoring natural disasters, (fires, Earthquakes,..). The HypSat bus will be designed and manufactured from GAUSS on the basis of its past experiences and it will board, as primary payload, an enhanced version of Hyperspectrometer developed by the Keldysh Institute of Applied Mathematics of RAS. The paper deals with the HypSat main subsystems design. Moreover a coverage analysis for Lazio region has been carried out and results are discussed, taking into account the effectiveness of expected access time with respect to different natural calamities and considering the possibility to use a constellation of satellites to reduce the gap time. The Hyperspectrometer is also deeply depicted giving relevance to its main capabilities and constraints and evaluating expected results in Earth disasters monitoring.

Questo documento rappresenta un sunto delle attività svolte nell'ambito del Progetto ASI Detriti Spaziali, dal Kick Off Meeting ad oggi. Per quanto concerne le misure ottiche (WP110), viene data una sintesi delle attività svolte dal GAUSS-UNIRM1 nell'ambito del WG1 dello IADC. E' stata finora utilizzata strumentazione pre-esistente in dotazione ad osservatori semiprofessionali (Campo Catino e Collepado) e professionali (Palma di Maiorca) per partecipare alle campagne di osservazione congiunta con gli altri paesi membri e per svolgere campagne proprie (osservazioni congiunte da due siti e corpi in orbita bassa), i cui principali risultati sono descritti nel documento. Inoltre, è in corso la progettazione e realizzazione di un osservatorio interamente dedicato all'osservazione dei detriti spaziali. Per quanto riguarda le misure radar (WP120a), è stato riportato il progetto, svolto dall'IRA-INAF di un nuovo sistema di acquisizione dati che consenta la determinazione di numero, dimensione e velocità radiale dei detriti tramite radar operanti in piggy-back mode. Tale metodo innovativo, che consente di effettuare osservazioni in parallelo ad altre senza perturbarle, consentirebbe di portare il tempo utile di osservazione a più di 300 giorni per anno. Inoltre, per il WP120b, l'ISAC-CNR ha delineato la strategia di monitoraggio di detriti artificiali (debris) in avanzato rientro in atmosfera, tramite il radar Bologna-Lecce-Modra, oggi attivo per l'osservazione sistematica dei detriti naturali (meteoroidi). Viene presentato in via schematica un sistema interferometrico che dà la possibilità di localizzare con precisione un corpo ionizzanto nell'interazione con l'atmosfera. L'esperimento presuppone il completamento dell'attuale sistema bistatico che consente di discriminare un debris da un meteoroide, valutando le diverse velocità dallo studio dei profili degli echi di tracce ipodense che presentano figure di diffrazione. La tecnica della diiffrazione con le classiche oscillazioni di Fresnel è utile per poter risalire alla velocità del corpo in atmosfera. Per quanto riguarda le attività di modellazione (WP200) e mitigazione (WP400), di responsabilità ISTI, queste sono state necessariamente coordinate con quelle IADC, dando seguito alle azioni scaturite dopo il plenary meeting di Tsukuba e lo Steering Group meeting di Valencia. In particolare, sono state concluse tutte le attività relative agli AI 19.1 (Space Tethers) e 22.1 (GEO Disposal Orbit eccentricity), ed è stato prodotto gran parte del contributo richiesto per l'AI 23.1 (Reentry Predictions). Infine, per quanto concerne le problematiche di protezione (WP310 e 320), di responsabilità CISAS, sono descritte le attività relative alla chiusura delle azioni WG3 IT22-2, 23-2 e 24-2 (effetti della temperatura sul danno da impatto iperveloce) e all'avanzamento dell'azione WG3 IT 22-6 (metodi alternativi per la determinazione e la stima dell'incertezza per le equazioni di danno). Viene definita la Test Matrix relativa agli esperimenti di impatto iperveloci previsti nell'ambito del contratto, a supporto della IT 22-6 e per la costituzione di un database del comportamento di materiali di interesse per programmi futuri. Si riportano anche le strategie individuate per il potenziamento della facility per impatti iperveloci, tramite ottimizzazione dei parametri funzionali, potenziamento dei principali sottosistemi dell'impianto e analisi preliminare di una nuova tipologia di acceleratori multistadio.
