Consideration of economic outcomes is commonplace in most fisheries management systems globally, although only a few jurisdictions have adopted an economic objective as the primary target for fisheries management. Such an objective has been adopted for Australia's federally managed fisheries, with maximum economic yield (MEY) identified as the primary management objective. Correspondingly, target reference points defined in terms of biomass (i.e., BMEY) are used in harvest control rules. In the absence of explicit BMEY estimates, proxy estimates based on maximum sustainable yield (i.e., BMSY) are used. Identifying BMEY in multi-species fisheries is complicated as most stock assessments are undertaken at the individual species level, but economic activity occurs across species. This is further complicated when different fishing activities using different fishing gears and targeting practices (i.e., métiers) are present in a fishery. We employ an age-structured bioeconomic model to estimate BMEY for key species in a multi-species, multi-métier fishery. We find that optimal biomass levels are substantially higher than those assumed under the current proxy-based system, and that the economic targets are sensitive to prices and fishing costs, both of which change over time.

Coral cover worldwide has been declining due to heat stress caused by climate change. Here we report the impacts of the 2015–2016 El Niño mass coral bleaching event on the coral cover of reefs located on central and northern atolls of the Maldives. We surveyed six reef sites in the Alifu Alifu (Ari) and Baa (South Maalhosmadulu) Atolls using replicate 20 m benthic photo transects at two depths per reef site. Live and recently dead coral cover identified from images differed between reef sites and depth. Recently dead corals on average made up 33% of the coral assemblage at shallow sites and 24% at deep sites. This mortality was significantly lower in massive corals than in branching corals, reaching an average of only 6% compared to 41%, respectively. The best predictors of live coral cover were depth and morphology, with a greater percentage of live coral at deep sites and in massive corals. The same predictors best described the prevalence of recently dead coral, but showed inverse trends to live coral. However, there was high variability among reef sites, which could be attributed to additional local stressors. Coral bleaching and resulting coral mortalities, such as the ones reported here, are of particular concern for small island nations like the Maldives, which are reliant on coral reefs.

Ocean warming is increasing the incidence, scale, and severity of global-scale coral bleaching and mortality, culminating in the third global coral bleaching event that occurred during record marine heatwaves of 2014-2017. While local effects of these events have been widely reported, the global implications remain unknown. Analysis of 15,066 reef surveys during 2014-2017 revealed that 80% of surveyed reefs experienced significant coral bleaching and 35% experienced significant coral mortality. The global extent of significant coral bleaching and mortality was assessed by extrapolating results from reef surveys using comprehensive remote-sensing data of regional heat stress. This model predicted that 51% of the world’s coral reefs suffered significant bleaching and 15% significant mortality, surpassing damage from any prior global bleaching event. These observations demonstrate that global warming’s widespread damage to coral reefs is accelerating and underscores the threat anthropogenic climate change poses for the irreversible transformation of these essential ecosystems.

Turbidity associated with elevated suspended sediment concentrations can significantly reduce underwater light availability. Understanding the consequences for sensitive organisms such as corals and crustose coralline algae (CCA), requires an understanding of tolerance levels and the time course of effects. Adult colonies of Acropora millepora and Pocillopora acuta, juvenile P. acuta, and the CCA Porolithon onkodes were exposed to six light treatments of ~0, 0.02, 0.1, 0.4, 1.1 and 4.3 mol photons m−2 d−1, and their physiological responses were monitored over 30 d. Exposure to very low light (-2 d-1) caused tissue discoloration (bleaching) in the corals, and discolouration (and partial mortality) of the CCA, yielding 30 d EI10 thresholds (irradiance which results in a 10% change in colour) of 1.2–1.9 mol photons m−2 d−1. Recent monitoring studies during dredging campaigns on a shallow tropical reef, have shown that underwater light levels very close (~500 m away) from a working dredge routinely fall below this value over 30 d periods, but rarely during the pre-dredging baseline phase. Light reduction alone, therefore, constitutes a clear risk to coral reefs from dredging, although at such close proximity other cause-effect pathways, such as sediment deposition and smothering, are likely to also co-occur.

Summary 1.Dredging and related activities are common across nearshore marine environments, potentially threatening nearby ecosystems. Regulatory frameworks are essential for minimising environmental impacts, yet rely heavily on a sound understanding of how ecosystems will respond to environmental stressors, and the thresholds that delineate benign and harmful conditions. 2.Here we use novel statistical approaches and mathematical tools to account for uncertainty in deriving in-situ dose-response relationships and thresholds for the environmental management of dredging, based on estimates of the probability of non-zero mortality of corals during a dredging campaign at Barrow Island, Western Australia. Using modified receiver operating characteristic curves we derive thresholds with explicit Type I and Type II errors rates, across the full range of primary stress pathways and exposure dimensions (intensity, frequency and duration). 3.Monitoring coral health and mortality can be expensive and water quality indicators are often used to supplement direct receptor monitoring during dredging management. We found strong relationships between coral mortality and a range of water quality exposure metrics, lending support to the use of water quality metrics as management tools for protecting corals during dredging. Metrics based on sediment deposition were more statistically powerful than those based on either light or turbidity, but may be more difficult to implement in practice. Thresholds reflecting aversion to a false sense of security in environmental protection or aversion to the costs of false alarms varied substantially for all exposure metrics examined. 4.Synthesis and applications. Strategies for managing environmental harm under uncertainty are critical to achieving an informed risk-weighted balance between environmental protection outcomes and development costs. Our study demonstrates the complexities of how communities respond to variable environmental exposure across a range of pressures in time and space, and the value of integrating probabilistic approaches in environmental management to account for that complexity and its associated uncertainty. Coral mortality was strongly related to a range of water quality exposure metrics associated with dredging activities and regulatory thresholds based on water quality can provide a solid and cost-effective foundation for protecting corals during dredging. The probabilistic dose-response relationships and thresholds presented here are the first to be derived from in situ data using dredging related coral mortality and represent a step forward in integrating formal decision science approaches into environmental management. The interaction between local, anthropogenic stressors, and larger scale regional/global stressors, is often used to explain the current poor condition of many corals reefs. This form of cumulative pressure is clearly manifested by situations where dredging projects happen to coincide with marine heatwaves that have caused coral bleaching. A key pressure associated with dredging is elevated sedimentation. In this study, 3 coral species (Acropora millepora, Porites spp. and Turbinaria reniformis), representing three common morphologies (branching, massive and foliose respectively), were experimentally induced to bleach by exposure to a temperature of 31 °C for 21 d. The corals were then subjected to a range of sedimentation rates (0, 11, 22 and 40 mg cm−2 d−1), and their sediment-rejection ability quantified after 1 and 7 successive sediment deposition events. Bleached corals were less capable of removing sediments from their surfaces, and sediment accumulated 3 to 4-fold more than on normally-pigmented corals. Repeated deposition resulted in a ~3-fold increase in the amount of sediment remaining on the corals, regardless of bleaching status. These results suggest that adaptive management practices need to be developed to reduce the impacts of future dredging projects that follow or coincide with elevated sea surface temperatures and coral bleaching events.

Some coral species of the genus Porites can produce thick mucous sheets that partially or completely envelope the colony’s surface. This phenomenon has been reported many times, but the cause and ecological significance remains unclear. In this study, sheet production was examined in response to elevated suspended sediment concentrations associated with a large-scale, extended dredging project on a coral reef. Approximately 400 corals at 16 locations situated from 0.2–33 km from the excavation area were examined at fortnightly intervals over the 1.5 year dredging campaign. Mucous sheets were observed on 447 occasions (from 10,600 observations), with average mucous prevalence ranging from 0–10%. Overall 74 ± 5% of the colonies 20 km away), mean mucous sheet prevalence was very low (0.2% ± 0.1), no colonies produced more than 1 sheet, and only 1 colony was observed with high mucous coverage. In a laboratory-based experiment, explants of Porites spp. exposed to fine silt also produced mucous sheets (105 sheets recorded in 1100 observations), with nearly 30% of the fragments exposed to repeated sediment deposition events of 10 and 20 mg cm−2 d−1 producing 2 new sheets over the 28 day exposure period. These multiple lines of evidence suggest a close association between mucous sheet formation and sediment load, and that sheet formation and sloughing are an additional mechanism used by massive Porites spp. to clear their surfaces when sediment loads become too high. These results suggest that mucous sheet formation is an effective bioindicator of sediment exposure.

Stock assessments based on fitting age-structured population dynamics models using the integrated approach usually require data on the length-/age-structure of fishery removals and age-length data to estimate key population parameters such as growth rates, recruitment, natural mortality rates and selectivity. The errors in the estimates of these population parameters directly impact the ability to estimate biomass and hence recommended catch limits based on harvest control rules. The performance of a stock assessment method therefore depends in part on the quality of these “composition” data. Simulation is used to evaluate the effect of a range of effective sample sizes for the length-composition and conditional age-at-length data on the errors in estimating spawning biomass, depletion, recruitment, selected population model parameters, and key model outputs, including catch limit recommendations. Multiple operating models, including those that result in the estimation method being mis-specified, are considered, and the simulations account for the effects of life history, catch history and current stock status. As expected, the errors in estimates of management-related quantities are less for greater effective sample sizes, but effective sample size is seldom the major determinant of the magnitude of estimation errors. The effect of sample size on relative errors is neither linear nor exponential, and spatially-unbalanced sampling is more detrimental than infrequent collection of composition data but with larger sample sizes. The quantitative results are likely case-specific, as they depend on several aspects of the operating model; the framework of this paper can be applied to specific fisheries, in combination with an algorithm that links effective to actual sample sizes.

There is a need to develop water quality thresholds for dredging near coral reefs that can relate physical pressures to biological responses and define exposure conditions above which effects could occur. Water quality characteristics during dredging have, however, not been well described. Using information from several major dredging projects, we describe sediment particle sizes in the water column/seabed, suspended sediment concentrations at different temporal scales during natural and dredging-related turbidity events, and changes in light quantity/quality underneath plumes. These conditions differ considerably from those used in past laboratory studies of the effects of sediments on corals. The review also discusses other problems associated with using information from past studies for developing thresholds such as the existence of multiple different and inter-connected cause-effect pathways (which can confuse/confound interpretations), the use of sediment proxies, and the reliance on information from sediment traps to justify exposure regimes in sedimentation experiments.

Colonies of Coscinaraea marshae corals from Rottnest Island, Western Australia have survived for more than 11 months in various bleached states following a severe heating event in the austral summer of 2011. These colonies are situated in a high-latitude, mesophotic environment, which has made their long-term survival of particular interest as such environments typically suffer from minimal thermal pressures. We have investigated corals that remain unbleached, moderately bleached, or severely bleached to better understand potential survival mechanisms utilised in response to thermal stress. As part of an investigation of the effects of water quality from dredging/natural resuspension on reefs, the effects of suspended sediment concentrations (SSCs) (0, 30, 100mgL-1) and light (~0, 1.1, 8.6molphotonsm-2d-1) were examined alone and in combination, on the corals Acropora millepora, Montipora capricornis and Porites spp. over an extended (28d) period. No effects were observed at any sediment concentrations when applied alone. All corals in the lowest light treatments lost chlorophyll a and discoloured (bleached) after a week. Coral mortality only occurred in the two lowest light treatments and was higher when simultaneously exposed to elevated SSCs. Compared to water quality data collected during large dredging programs and natural resuspension events (and in the absence of sediment deposition as a cause-effect pathway) these data suggest the light reduction associated with turbidity poses a proportionally greater risk than effects of elevated SSCs alone.
