Abstract

This book investigates how monuments have been used in Africa as tools of oppression and dominance, from the colonial period up to the present day. The book asks what the decolonisation of historical monuments and geographies might entail and how this could contribute to the creation of a post-imperial world. In recent times, African movements to overthrow the symbols and monuments of the colonial era have gathered pace as a means of renaming, reclassifying, and reimagining colonial identities and spaces. Movements such as #RhodesMustFall in South Africa have sprung up around the world, connected by a history of Black life struggles, erasures, oppression, suppression, and the depression of Black biopolitics. This book provides an important multidisciplinary intervention in the discourse on monuments and memories, asking what they are, what they have been used to represent, and ultimately what they can reveal about past and present forms of pain and oppression. Drawing on insights from philosophy, historical sociology, politics, museum, and literary studies, this book will be of interest to a range of scholars with an interest in the decolonisation of global African history.

10. Against Imperial Social Policy: Recasting Mkandawire's Transformative Ideas for Africa's Liberation.

Abstract

Forty years have passed since the implementation of the pernicious neoliberal structural reforms on the African continent in 1981. If 2021 marked a 40-year commemoration of a diabolical neocolonial project such as neoliberalism, then the year 2020 signified another 40-year period of rebirth aborted, as the Lagos Plan of Action of 1980 was undermined in favour of the Berg Report of 1981. These two periodizations delineate African liberation or continued neocolonial oppression, yet also coincide with Thandika Mkandawire's life's strivings. How do Mkandawire's ideas on social policy, inspired by radical African Nationalists, aid in the dismantling of contemporary forms of racialized neoliberal social policy making? Mkandawire's life straddled two 40-year periods (1940–1980 and 1980–2020) marked by sui generis contributions to African and global social sciences. This paper recasts his scholarly contributions on transformative social policy as a prophetic theoretician of African liberation. Mkandawire's scholarly corpus provides a programmatic approach to the unmaking of a hierarchical racialized neoliberal global order. [ABSTRACT FROM AUTHOR]

12. The Political Economy of Hunger in South Africa: Theoretical Perspectives from the South

Abstract

Post-apartheid South Africa is burdened with inequality, poverty and food insecurity. This paper seeks to answer the following question: How can agriculture in South Africa be transformed to ensure democratisation of the food regime for poor households (defined as the lower 50 per cent of the population)? In 2008, South Africa moved from being a net exporter of food to a net importer of food. Recent global trends have inflated food prices, exacerbating household hunger, poverty and inequality. The paper relies on methodological approaches sourced from international databases like the Economist Intelligence Unit (EIU) and the World Bank. The author takes cognisance of the fact that both institutions advance ideological positions that are not sustained in the paper. However, using this data debunks the ideational position that has been sustained. The author argues that South Africa’s quest for a democratic food regime is ideational, which requires agrarian reforms that challenge both the domestic and the global agricultural capitalist architecture, which will inevitably lead to transformation of power and social relations. Central to this argument is challenging the colonial modalities of land as ‘property’ to an African perspective of land as collective commons.

14. Mozambique's post-conflict political economy

Abstract

Includes bibliographical references (p. 96-106)., Mozambique is viewed by the donor community and multilateral institutions, such as the World Bank and IMF, as a success story of post-war construction and is used as a model to be emulated. The study proposes that, contrary to this belief, adjustment policies harm this poor economy. Also, neo-liberal economic policies have altered the role of state institutions, not eliminating state power, but redirecting it. This study challenges the neo-liberal claim that Mozambique's post-conflict political economy has been “revolutionary”. Economic reforms can benefit this economy, but alone, are insufficient to reduce poverty and economic dependence. The study found that, despite improvements in reducing the number of people living in poverty between 1992 and 2008, malnutrition, malaria, HIV/AIDS and tuberculosis and corruption are on the increase.

Abstract

The article analyses Mozambique's post-conflict democratisation and argues that Mozambique has become a 'managed democracy' in the new period. Mozambique is viewed by the donor community and multilateral institutions, such as the World Bank and the International Monetary Fund, as a success story of post-war reconstruction and used as a model to be emulated. The article traces the trajectory of democratisation under the auspices of a liberal peace theoretical framework which was agreed upon in the General Peace Agreement ending the conflict in 1992. Secondary quantitative data were made available from leading International Organisations such as the World Bank and the Mo Ibrahim Governance Index. The article found that, despite Mozambique's commitments to build an inclusive democracy, corruption unmasks Mozambique's success story. The authors conclude that democratic consolidation has been accompanied by extractive political and economic institutions leading to a disgruntled citizenry. The country's peace agreement remains fragile, and faces the reality that political stability has not been accompanied by social justice, equity and deepening democratization. [ABSTRACT FROM AUTHOR]

17. Inclusive innovation and inequality in South Africa: a case for transformative social policy

Abstract

South Africa's quest for inclusive innovation is encumbered by the triple challenges of poverty, inequality and unemployment. Although the present African National Congress government has made strides to promote inclusive innovation, structural inequalities inherited from apartheid hinder the creation of a new social contract. Social policy is today receiving greater attention in the field of innovation and development. Much emphasis is placed on the important issues of reproduction, redistribution and social production. However, in the South African context the vital concern of production needs to be considered. This article argues that transformative social policy in South Africa enhances innovation through its effects on human capital and skill formation and its capacity to alleviate risk. This paper uses a transformative social policy approach in contributing to discourse around inclusive innovation in South Africa and the Global South.
