The maleo (Macrocephalon maleo) of Sulawesi, Indonesia, is culturally iconic and Critically Endangered, but the causes of its decline have never been systematically analyzed nor its nesting grounds comprehensively surveyed. We visited 122 previously known and 58 previously unrecorded sites, collecting data and interviewing local people at each site. We used ordinal logistic regression to fit models with combinations of 18 different predation, habitat, and nesting ground variables to determine the strongest predictors of nesting ground success, as represented by maleo numbers. At least 56% of known nesting grounds are now inactive (abandoned), and 63% of remaining active sites host ≤ 2 pairs/day at peak season. Egg-taking by humans is the single biggest driver of maleo decline. Protecting eggs in situ predicts higher maleo numbers than protecting eggs through hatchery methods. After egg-taking, quality (not length) of the travel corridor connecting nesting ground to primary forest best predicts nesting ground success. Being inside a federally protected area is not a primary driver of success, and does not ensure persistence: 28% of federally protected nesting grounds have become inactive. Local conservation efforts protected nesting grounds 2‒3 times better than federal protection. We update the methodology for assessing nesting ground status, and recommend five measures for maleo conservation, the foremost being to protect nesting grounds from egg-taking by humans at all remaining active sites.

Global biodiversity is at a heightened risk of extinction and we are losing species faster than at any other time. It is important to understand the threats that drive a species towards extinction in order to address those drivers. In this paper, we assess our knowledge of the threats faced by 24 Himalayan Galliformes species by undertaking a review of the threats reported in the published literature and the supporting evidence that the threat is having an impact on the species’ populations. Only 24 papers were deemed suitable to be included in the study. We found that biological resource use and agriculture and aquaculture are the predominant threats to the Galliformes in the Greater Himalaya but the evidence available in the studies is quite poor as only one paper quantified the impact on species. This study shows that major gaps exist in our understanding of threats to species, and it is imperative to fill those gaps if we want to prevent species from going extinct. Genetic diversity among and within populations of all species is necessary for people and nature to survive and thrive in a changing world. Over the past three years, commitments for conserving genetic diversity have become more ambitious and specific under the Convention on Biological Diversity's (CBD) draft post-2020 global biodiversity framework (GBF). This Perspective article comments on how goals and targets of the GBF have evolved, the improvements that are still needed, lessons learned from this process, and connections between goals and targets and the actions and reporting that will be needed to maintain, protect, manage and monitor genetic diversity. The successful implementation of the Convention on Biological Diversity’s post-2020Global Biodiversity Framework will rely on effective translation of targets from global tonational level and increased engagement across diverse sectors of society. Species conserva-tion targets require policy support measures that can be applied to a diversity of taxonomicgroups, that link action targets to outcome goals, and that can be applied to both global andnational data sets to account for national context, which the species threat abatement andrestoration (STAR) metric does. To test the flexibility of STAR, we applied the metric to vascular plants listed on national red lists of Brazil, Norway, and South Africa. The STARmetric uses data on species’ extinction risk, distributions, and threats, which we obtainedfrom national red lists to quantify the contribution that threat abatement and habitatrestoration activities could make to reducing species’ extinction risk. Across all 3 coun-tries, the greatest opportunity for reducing plant species’ extinction risk was from abatingthreats from agricultural activities, which could reduce species’ extinction risk by 54% inNorway, 36% in South Africa, and 29% in Brazil. Species extinction risk could be reducedby a further 21% in South Africa by abating threats from invasive species and by 21% inBrazil by abating threats from urban expansion. Even with different approaches to red-listing among countries, the STAR metric yielded informative results that identified wherethe greatest conservation gains could be made for species through threat-abatement andrestoration activities. In 2010, the Convention on Biological Diversity (CBD) outlined an international strategic plan, which included the twenty Aichi Biodiversity Targets to be met by 2020. Target 12 refers to preventing extinctions and halting species declines. Despite some local conservation successes, this target is not on track to be met at the global level. We aimed to understand what is needed to achieve this target according to two invested but contrasting groups: species conservation experts and global conservation policy makers. We surveyed a diversity of species conservation experts and contrasted their views with those of policy makers engaged with CBD. Species experts considered that the greatest need was for increased political will, while policy makers most frequently cited the need for increased knowledge of species conservation status. Both groups did, however, emphasise that achieving species conservation targets requires greater progress to be made towards many of the other Aichi Targets. We suggest that improved communication, collaboration and data sharing among institutions should be a priority to help overcome the perceived knowledge-gap. Doing so could help to align the views of practitioners and policy makers, and develop a shared understanding of the key actions needed to accelerate progress towards global biodiversity targets.

Large ground-dwelling Neotropical gamebirds are highly threatened by habitat loss and hunting, but conservationists rarely attempt to distinguish between these two threats in the management of populations. We used three different types of species records to determine the status (i.e. persistence level) of the Endangered red-billed curassow Crax blumenbachii in 14 forest remnants in north-east Brazil, as either persistent, precarious or extirpated. We related these persistence levels to variables measured in a 2-km buffer radius, including variables associated with habitat quality (proportion of forest cover, length of rivers, patch density, distance from rivers) and hunting pressure (proportion of cacao agroforests and farmlands, length of roads, total area occupied by settlements, distance from roads and from settlements). Curassows were more persistent in forest patches located (1) more distant from settlements, (2) in landscapes with few settlements, (3) in landscapes with a high incidence of roads, (4) in a mosaic with a high proportion of forest, shaded cacao agroforest and farmland, and (5) more distant from other forest patches. Hunting pressure potentially exerts more influence on persistence than habitat quality: (1) hunting pressure submodels had a higher explanatory power than habitat quality submodels, (2) final models comprised four hunting pressure variables but only two habitat quality variables, and (3) hunting pressure variables appeared in all models whereas habitat quality variables appeared in only one final model. If hunting pressure is driving declines in curassows, regions with low human presence and a high proportion of forest cover are recommended for establishing new reserves.

Global conservation targets to reverse biodiversity declines and halt species extinctions are not being met despite decades of conservation action. However, a lack of measurable change in biodiversity indicators towards these targets is not necessarily a sign that conservation has failed; instead, temporal lags in species' responses to conservation action could be masking our ability to observe progress towards conservation success. Here we present our perspective on the influence of ecological time lags on the assessment of conservation success and review the principles of time lags and their ecological drivers. We illustrate how a number of conceptual species may respond to change in a theoretical landscape and evaluate how these responses might influence our interpretation of conservation success. We then investigate a time lag in a real biodiversity indicator using empirical data and explore alternative approaches to understand the mechanisms that drive time lags. Our proposal for setting and evaluating conservation targets is to use milestones, or interim targets linked to specific ecological mechanisms at key points in time, to assess whether conservation actions are likely to be working. Accounting for ecological time lags in biodiversity targets and indicators will greatly improve the way that we evaluate conservation successes.

Long‐term monitoring of biodiversity in protected areas (PAs) is critical to assess threats, link conservation action to species outcomes, and facilitate improved management. Yet, rigorous longitudinal monitoring within PAs is rare. In Southeast Asia (SEA), there is a paucity of long‐term wildlife monitoring within PAs, and many threatened species lack population estimates from anywhere in their range, making global assessments difficult. Here, we present new abundance estimates and population trends for 11 species between 2010 and 2020, and spatial distributions for 7 species, based on long‐term line transect distance sampling surveys in Keo Seima Wildlife Sanctuary in Cambodia. These represent the first robust population estimates for four threatened species from anywhere in their range and are among the first long‐term wildlife population trend analyses from the entire SEA region. Our study revealed that arboreal primates and green peafowl (Pavo muticus) generally had either stable or increasing population trends, whereas ungulates and semiarboreal primates generally had declining trends. These results suggest that ground‐based threats, such as snares and domestic dogs, are having serious negative effects on terrestrial species. These findings have important conservation implications for PAs across SEA that face similar threats yet lack reliable monitoring data.

Recognizing the imperative to evaluate species recovery and conservation impact, in 2012 the International Union for Conservation of Nature (IUCN) called for development of a "Green List of Species" (now the IUCN Green Status of Species). A draft Green Status framework for assessing species' progress toward recovery, published in 2018, proposed 2 separate but interlinked components: a standardized method (i.e., measurement against benchmarks of species' viability, functionality, and preimpact distribution) to determine current species recovery status (herein species recovery score) and application of that method to estimate past and potential future impacts of conservation based on 4 metrics (conservation legacy, conservation dependence, conservation gain, and recovery potential). We tested the framework with 181 species representing diverse taxa, life histories, biomes, and IUCN Red List categories (extinction risk). Based on the observed distribution of species' recovery scores, we propose the following species recovery categories: fully recovered, slightly depleted, moderately depleted, largely depleted, critically depleted, extinct in the wild, and indeterminate. Fifty-nine percent of tested species were considered largely or critically depleted. Although there was a negative relationship between extinction risk and species recovery score, variation was considerable. Some species in lower risk categories were assessed as farther from recovery than those at higher risk. This emphasizes that species recovery is conceptually different from extinction risk and reinforces the utility of the IUCN Green Status of Species to more fully understand species conservation status. Although extinction risk did not predict conservation legacy, conservation dependence, or conservation gain, it was positively correlated with recovery potential. Only 1.7% of tested species were categorized as zero across all 4 of these conservation impact metrics, indicating that conservation has, or will, play a role in improving or maintaining species status for the vast majority of these species. Based on our results, we devised an updated assessment framework that introduces the option of using a dynamic baseline to assess future impacts of conservation over the short term to avoid misleading results which were generated in a small number of cases, and redefines short term as 10 years to better align with conservation planning. Historical as well as current species distribution data are needed to track changes in biodiversity. Species distribution data are found in a variety of sources, each of which has its own distinct bias toward certain taxa, time periods or places. We present GalliForm, a database that comprises 186687 galliform occurrence records linked to 118907 localities in Europe and Asia. Records were derived from museums, peer-reviewed and grey literature, unpublished field notes, diaries and correspondence, banding records, atlas records and online birding trip reports. We describe data collection processes, georeferencing methods and quality-control procedures. This database has underpinned several peer-reviewed studies, investigating spatial and temporal bias in biodiversity data, species’ geographic range changes and local extirpation patterns. In our rapidly changing world, an understanding of long-term change in species’ distributions is key to predicting future impacts of threatening processes such as land use change, over-exploitation of species and climate change. In 2010, Parties to the Convention on Biological Diversity (CBD) adopted the Strategic Plan for Biodiversity 2011–2020 to address the loss and degradation of nature. Subsequently, most biodiversity indicators continued to decline. Nevertheless, conservation actions can make a positive difference for biodiversity. The emerging Post-2020 Global Biodiversity Framework has potential to catalyze efforts to ‘bend the curve’ of biodiversity loss. Thus, the inclusion of a goal on species, articulated as Goal B in the Zero Draft of the Post-2020 Framework, is essential. However, as currently formulated, this goal is inadequate for preventing extinctions, and reversing population declines; both of which are required to achieve the CBD’s 2030 mission. We contend it is unacceptable that Goal B could be met while most threatened species deteriorated in status and many avoidable species extinctions occurred. We examine the limitations of the current wording and propose an articulation with robust scientific basis. A goal for species that strives to end extinctions and recover populations of all species that have experienced population declines, and especially those at risk of extinction, would help to align actors towards the transformative actions and interventions needed for humans to live in harmony with nature.

Human activity is accelerating biodiversity loss despite international commitments to prevent extinction and habitat degradation. To bend the curve, international goals must be translated into national targets and actions. Tools to do this are highly needed, but scarce. We present a first attempt to operationalize national Red Lists by using the quantitative criteria of risk assessment as quantifiable objectives in a Red to Green framework. The framework allows for a systematic setting of conservation goals, with quantifiable conservation objectives, and identifying conservation actions to achieve these objectives. We developed an index of conservation outcome, modified from the Red List Index, to quantify the potential conservation outcomes of implementing suggested conservation actions. We tested the framework and index on 123 Red Listed species and habitats prioritized for conservation by the Norwegian government. The policy-defined goal was to downlist them by one Red List category by 2035. We identified land use change as the greatest threat. For 70% of species and 20% of habitats, knowledge was insufficient to recommend conservation actions. Further, due to unmanageable threats, alter-native, lower-ambitioned goals were suggested for 30% of the species. Our case show that reaching national goals is difficult, but possible if main constraints are resolved. Through a systematic assessment of knowledge and conservation actions, the framework forms a solid foundation for developing national action plans for biodiversity conservation, allowing for prioritization and implementation of conservation actions and reporting on progress. The active involvement of subnational authorities, cities and local governments has been identified as one of the enabling conditions to implement the Convention on Biological Diversity’s Post-2020 Global Biodiversity Framework and progress towards the United Nations’ Sustainable Development Goal 15 (Life on Land). However, there has not been any systematic application of any biodiversity metric at the subnational level to identify where the main responsibilities and opportunities lie within a country. Here, we therefore apply the recently proposed species threat abatement and restoration (STAR) metric for amphibians, birds and terrestrial mammals in 36 states and 666 districts of India, one of 17 megadiverse countries. The STAR metric takes into account the endemicity and the scope and severity of all threats affecting each species’ population hosted by the region and can quantify the potential contribution of threat mitigation and habitat restoration in a particular region towards global biodiversity goals. The larger the STAR metric score, the larger the contribution of a specified area for global species conservation. Out of 97 individual threats affecting species in India, we found that crop production is the major threat, contributing 44% of the total national STAR score followed by biological resource use such as hunting and logging (23%), and residential and commercial development (11%). Just seven out of 36 states and 66 out of 666 districts hosting high numbers of threatened and endemic species contribute 80% to the national STAR score. Importantly, the states and districts with most potential to contribute to threat abatement do not always overlap with those where habitat restoration will yield high benefits. Our analysis demonstrates the applicability and value of the STAR metric to subnational governments for biodiversity conservation elsewhere in the world.

Stopping human-induced extinctions will require strong policy commitments that comprehensively address threats to species. In 2021, a new Global Biodiversity Framework will be agreed by the Convention on Biological Diversity. Here we investigate how the suggested targets could contribute to reducing threats to threatened vertebrates, invertebrates, and plants, and assess the importance of a proposed target to implement recovery actions for threatened species. We find that whilst many of the targets benefit species, extinction risk for over one third of threatened species would not be reduced sufficiently without a target on recovery actions, includingex situconservation, reintroductions and other species-specific interventions. A median of 41 threatened species per country require such actions, and they are found in most countries of the world. To prevent future extinctions, policy commitments must include recovery actions for the most threatened species in addition to broader transformative change.

BackgroundThe rate of anthropogenic biodiversity loss far exceeds the background rate of species extinctions. Global targets for biodiversity acknowledge this, nevertheless progress towards targets has been poor. There is now a reasonable understanding of what human pressures threaten the survival of species. However, information on where these threats are impacting species is needed to coordinate conservation actions and threat abatement efforts. Herein, threats are defined as human-driven pressures specifically where they co-occur with, and threaten the survival of, native wild species. There is a large number of studies that map either distributions of threatened species or human-driven pressures alone. This makes it difficult to identify research that has investigated the spatial distribution of the threats themselves. Additionally, the high variability in approaches taken in these studies promotes a high risk of duplication and diversity among the findings. This variation, and the lack of studies directly mapping threats, limits the utility of threat mapping studies for conservation planning and informing policy. Therefore, a systematic consolidation of the literature is necessary to identify where knowledge is lacking, and where sufficient evidence exists for synthesis of the collective findings.MethodsThis protocol details the process for a systematic mapping exercise aiming to identify studies that map threats to species across the world. For a study to be included it should present spatially explicit data on both the occurrence of species and the human-driven pressures threatening them. A range of peer-reviewed and grey literature repositories will be searched in English for literature published 2000–2020, followed by one iteration of backward snowballing. A three-stage screening process will be implemented before data are extracted on geographic coverage, taxonomic extent, and threats investigated. Data on the threats studied will be categorised using the threat classification scheme used by the IUCN Red List to allow comparisons among studies and to identify unrepresented threats. The extracted data will be analysed and visualised to describe the extent of existing knowledge. The resulting database of studies, findings from descriptive analyses, and accompanying narrative synthesis, will be made publicly available.
