1. Questionable relations: On aggressive financialised ‘assemblages’ in creative and ecologically-challenged space-economies

Abstract

In this contribution, the interest is in three things, arising from a project on ‘dark’ F-KIBS clusters. This has already resulted in critical papers on management consultancy and accounting ‘assemblages’ in which such clusters are embedded (Cooke, 2023a; 2003b). Questions posed are: first, why is there so much financial crime being punished with huge fines? Second has there been a significant rise in such prosecutions in recent years? Third, which jurisdictions or clusters display the most prosecuted firms and sectors? These questions are stimulated by an interest in ‘assemblage geography’ and evolutionary spatial analysis; accordingly, financial ‘dark’ clusters are proposed for study in this contribution. Assemblage connections may be hypothesised to be found in financial districts that replicate Marshallian proximity, notably Delaware in the US (Weitzman, 2022). That state specifically and its main city, Wilmington, is proposed as an exemplary rising agglomeration of relational interactions specialising in US tax avoidance and bankruptcy. In Switzerland, Bellinzona Federal Criminal Court recently hosted a Swiss Bank’s first-ever domestic trial for criminality in the shape of Credit Suisse. This bank had a fine of SFr2mn imposed on the bank, which was also ordered to pay €18.6mn in compensation to the Swiss government. An extra penalty was imposed by confiscation of SFr12 mn in criminal assets from the convicted perpetrators. The case had involved a group of Bulgarian clients laundering cocaine profits between 2004 and 2008 involving huge sums of cash being brought to the bank in suitcases, further associated with two assassinations. These red flags were missed by a bank which had received multiple fines elsewhere (Carrel, 2022). In reference to gang crime, in 2004, a Credit Suisse banker in Tokyo was arrested for allegedly helping launder at least ¥5bn linked to Japan’s largest Yakuza gang connected in a Japan, Switzerland and Hong Kong network (Makortoff and Pegg, 2022). Regarding the demise of Switzerland’s second global bank, after being badly hit by the huge Greensill and Archegos bankruptcies Credit Suisse was bailed out for £45 billion by the Swiss Central Bank in March 2023. Earlier, in 2015–2017, Disney, the creative economy exemplar in this narrative, is profiled in our third vignette as an imperious tax-dodging ‘fiefdom’ yet surviving as the global mass-entertainment leader. Finally, in sections 4 and 5, we profile two London-centred banking ‘scandals’ with ‘sustainability’ rather than ‘creative’ overtones. Thus of dubious banking practices London’s many categories of financial regulator are served by two ‘assemblage’ cases that will be analysed subsequent to being advanced as candidates. One recent exemplar is Balli Steel, an Anglo-Iranian sanctions-breaker, while another is Britishvolt, a financially failed EV gigafactory project in the UK.

2. The dark side of KIBS agency, the creative economy, and regional sustainability

Abstract

This contribution develops critique from analysing forms of misconduct by knowledge-intensive business services (KIBS) firms, especially the largest, globally located and client-interactive on all five continents. Management consultancy infractions range from supplying spurious advice, to advising clients on fraudulent practice, to acting complicitly in corrupt government practices, including engaging in ‘state capture’ by channelling internal state revenue into private holding bank accounts. Because the litany of misconduct is too massive for encompassing in a single contribution, and in the spirit of this task, the spotlight is only on a few cases that represent typical ‘creative economy’ companies contracted to ‘Big 3′ P-KIBS (Professional KIBS) corporations. Of importance to open innovation’s critical edge, the contribution articulates the puzzle of why academic KIBS research has presented the field without comment on its ‘dark’ side, questioning ‘leadership’ and ‘agency’ ‘observer’ and ‘confirmation bias’. For interpretation of data discovery, we utilise evolutionary ‘pattern recognition’ methodology set within an evolutionary theoretical framework.

Abstract

ABSTRACT: This paper explores digital reality replication for cultural consumption and green-digital open-system innovation, along with responsible, sustainable practices fashioned in a post-COVID-19 era. We address these after the dystopian effects of lockdown on global tourism and, in particular, the looming crisis of unsustainable ‘overtourism’. The aim of this paper is to disclose problems and policies related to moderating consumption to more sustainable levels. The scope of the article tackles three fields: urban re-branding, fast fashion, and overtourism. Each problem area is analysed against the background of digital surveillance in the attention economy with the aid of a conceptual model. Accordingly, the principal objectives of this paper are to analyse key sustainability problem sources, evolutionary processes, and policy responses. The paper’s originality and value lie in its recognition of tractable problem engagement through conceptual and practicable methods. This contribution also explores other consumption modes that tourists appreciate, namely, retail activity and its unsustainable “fast fashion” obsession. Finally, the paper analyses urban soft branding, the third tourism attractor within the niche touristic activity of the creative-cultural and gastronomic kind, which also features impulses that affect the perpetuation of unsustainable touristic practices. Thus, this contribution also assesses various studies on tourism futures that exploit digital media to assist in conserving both natural and cultural environments. Accordingly, we first narrate the soft re-branding of an “Art City” as a “Fashion City” and consider the example of green-digital innovation in the cultural milieu of Florence, Italy, in light of criticism of the unsustainability of “fast fashion”. We consider which actions are envisioned or advised in the similarly “over-touristed” city of Venice. In a different vein, we consider whether the mobilisation of ‘pop celebrity’ performers such as audience engagers or influencers works for sustainable intervention through an assessment of the cultural interventions of Madonna in Lisbon. Finally, we anatomise “green” politics and policies for creative-cultural cities with the support of digital media to influence sustainable actions to moderate or, alternatively, revitalise polluted, congested, or otherwise over-touristed city centres. The greening of central Paris, Barcelona, Milan, and London offer a a series of examples of this type of moderation and revitalisation.

Abstract

ABSTRACT: This article analyses three recent shifts in what called the geography of ‘Big Things’, meaning the contemporary functions and adaptability of modern city centre architecture. We periodise the three styles conventionally into the fashionable ‘Starchitecture’ of the 1990s, the repurposed ‘Agritecture’ of the 2000s and the parodising ‘Parkitecture’ of the 2010s. Starchitecture was the form of new architecture coinciding with the rise of neo-liberalism in its brief era of global urban competitiveness prevalent in the 1990s. After the Great Financial Crash of 2007–2008, the market for high-rise emblems of iconic, thrusting, skyscrapers and giant downtown and suburban shopping malls waned and online shopping and working from home destroyed the main rental values of the CBD. In some illustrious cases, ‘Agritecture’ caused re-purposed office blocks and other CBD accompaniments to be re-purposed as settings for high-rise urban farming, especially aquaponics and hydroponic horticulture. Now, COVID-19 has further undermined traditional CBD property markets, causing some administrations to decide to bulldoze their ‘deadmalls’ and replace them with urban prairie landscapes, inviting the designation ‘Parkitecture’ for the bucolic results. This paper presents an account of these transitions with reference to questions raised by urban cultural scholars such as Jane M. Jacobs and Jean Gottmann to figure out answers in time and space to questions their work poses.

6. Three Disruptive Models of New Spatial Planning: 'Attention', 'Surveillance' or 'Sustainable' Capitalisms?

Abstract

This paper compares and contrasts three disruptive models of potential and actual new kinds of spatial planning. These include “seasteading”, “smart neighbourhoods” and “renewable spatial systems”. Each is labelled with distinctive discursive titles, respectively: “Attention Capitalism”; “Surveillance Capitalism” and “Sustainable Capitalism” denoting the different lineaments of each, although they all have their origins in the Silicon Valley techno-entrepreneurial milieu. In each case, while the path dependences of trajectories have diverged the progenitors were often erstwhile business partners at the outset. The paper is interested in qualitative methodology and proposes “pattern recognition” as a means to disclose the deep psychological, sociological, political and economic levels that inform the surface appearances and functions of the diverse spatial planning modes and designs that have been advanced or inferred from empirically observable initiator practice. “Dark Triad” analysis is entailed in actualising psychological deep structures. Each of the three models is discussed and the lineaments of their initiators’ ideas are disclosed. Each “school” has a designated mentor(s), respectively: academic B. J. Fogg and venture capitalist Peter Thiel for “Attention Capitalism”, “smart city” planner Dan Doctoroff for “Surveillance Capitalism” and “renewable energineer” and Elon Musk for “Sustainable Capitalism”, the eventual winner of this existential “dark versus light triad” urban planning contest.

7. Dark Entrepreneurship, the ‘Dark Triad’ and Its Potential ‘Light Triad’ Realization in ‘Green Entrepreneurship’

Abstract

This contribution seeks to achieve three main objectives. First it draws on a substantial, but often overlooked literature on wide-scale international decline in entrepreneurship as recorded in the ‘business dynamics’ literature. This has serious implications for academic study of entrepreneurship which must re-direct its focus to problems of entrepreneurial unattractiveness dating from at least the 1980s. More important, public policy makers and political ideologists need further to be apprised of the erroneous nature of many of their beliefs and further change the subsidy regimes they bestow on often unproductive entrepreneurship. Second, the contribution seeks one part of the explanation of the declining attractiveness of entrepreneurship in the psychology of the ‘dark triad’ of negative personality traits that has been connected to the literature on ‘dark entrepreneurship’ as a possible and partial, but important reason for the growing unattractiveness of entrepreneurship. The contribution devotes attention to the ‘Mindfulness’ movement in considering the detoxification of ‘dark entrepreneurship’. Finally, in what may be an original response to this analysis, the contribution draws attention to recent work on a putative ‘light triad’ of personality traits and applies it, possibly for the first time, to secondarily researched accounts of ‘green entrepreneurship’. The conclusion is that there may be a future for green entrepreneurship as a means for recovery in the current status of more traditional ‘business dynamics’.

Abstract

In her study of ‘Surveillance Capitalism,’ Shoshana Zuboff cites Google’s parent firm Alphabet’s legal customer-purchase agreement for the parent firm’s Nest thermostats. These impose ‘oppressive privacy and security consequences’ requiring sensitive information to be shared through ‘Internet-of-Things’ (IoT) networks with other domestic and external devices, unnamed functionaries and various third parties. This is for data harvesting, analytics, processing, manipulation and transformation through digital re-sale to the same and other consumers in the form of unwanted, targeted advertising. The point of this identity ‘rendition’ is to massively augment corporate profits. It is but a short step from trapping the unwitting consumer in a ‘smart home’ to planning a similarly mediated ‘smart city’ aimed at further massively augmenting corporate profits. This is happening, as founders of digital media from Google, Facebook, Microsoft, Amazon and Tesla either commission or become beneficiaries of ‘smart city’ planning. However, there is evidence that such imperiousness is increasingly countered by emerging democratic critique of these new ‘model villages’ or ‘company towns’.

Abstract

The aim of this paper is to attempt to understand why the popular academic and policy field of promoting, studying and evangelising “entrepreneurship„ should have been associated with great success but, in the past twenty years or more in many advanced economies, so much failure. From the US to lesser and developing countries, emerging economies and the European Union, entrepreneurship, especially in regard to start-ups and particularly high-tech start-ups, has been in constant more or less recent decline. This is seldom registered in the mainstream literature where a positive and benign profile is generally presented. The paper examines this phenomenon, ties it partly with the “productivity paradox„ and seeks tentative hypotheses in relation to the apparent illusions if not delusions regarding “entrepreneurship„.

Abstract

This paper offers an account of the recent economic slowdown in the growth trajectory formerly enjoyed by South Korea as one of the first “Asian Tigers”. Indicators are provided that, unlike the others, Hong Kong, Singapore and Taiwan that have continued their upward profile, South Korea has stagnated. It is argued that the others and some more recent Asian growth economies have moved upwards to higher value, high skill and high profitability levels and deindustrialising as they did so. This even applies to recent breakthrough economies like China and Vietnam. In each case, “financialization” has been an important element in the growth of the Quaternary economy, even in such relative newcomers as Vietnam, where privatization of services has attracted private equity and other foreign direct investment financiers. Thus manufacturing is less pronounced than it was. Meanwhile, South Korea has a weak international presence of banks and other financial sectors because of the domestic focus in its indigenous growth model. Other weaknesses of closed versus open innovation and “cronyism” at the behest of the Chaebol system can be laid at the door of South Korea’s traditional conglomerates. A different model of “thin globalisation” led by knowledge-intensive high-tech, biotech and cleantech with prodigious financialization is characteristic of the new fast-growth regions and countries elsewhere, notably Israel, Silicon Valley and Cambridge. Here flattened hierarchies, reliable networking, and “crossover” innovation are pronounced and from which South Korean industrialists and policymakers could usefully learn to recover past growth performance.

Abstract

This paper seeks to explore some of the issues to be welcomed but also warned against in general but also specified from an illustrative sample of ‘smart’ projects that caused outcomes that were neither ‘smart’ nor ‘resilient’. These give pointers to a ‘thirdspace’ as a descriptor of the most advanced application of sustainability thinking regarding relational spatial development planning. This contribution examines difficulties in delivering both ‘smart’ and ‘resilient’ responses of interest or value to citizens confronted with recurring crises that derive directly or with implications for sustainability issues. Identified are constraints and issues acting as obstacles to governance, management ‘layering’ and ‘learning’ causing failures of many weak or never-delivered projects. Critiques of static, or worse ‘magical’ thinking are increasingly invoked in consequence. In the analysis of ‘live cases’ all these problems showed up ‘in real life’. The author was pleased that his mentor, the late UCLA planning theorist Ed Soja’s application of the idea of ‘Thirdspace’ received prescient vindication from the results of this adjudication.

Abstract

This paper explores digital reality replication for cultural consumption and green-digital open-system innovation, along with responsible, sustainable practices fashioned in a post-COVID-19 era. We address these after the dystopian effects of lockdown on global tourism and, in particular, the looming crisis of unsustainable ‘overtourism’. The aim of this paper is to disclose problems and policies related to moderating consumption to more sustainable levels. The scope of the article tackles three fields: urban re-branding, fast fashion, and overtourism. Each problem area is analysed against the background of digital surveillance in the attention economy with the aid of a conceptual model. Accordingly, the principal objectives of this paper are to analyse key sustainability problem sources, evolutionary processes, and policy responses. The paper’s originality and value lie in its recognition of tractable problem engagement through conceptual and practicable methods. This contribution also explores other consumption modes that tourists appreciate, namely, retail activity and its unsustainable “fast fashion” obsession. Finally, the paper analyses urban soft branding, the third tourism attractor within the niche touristic activity of the creative-cultural and gastronomic kind, which also features impulses that affect the perpetuation of unsustainable touristic practices. Thus, this contribution also assesses various studies on tourism futures that exploit digital media to assist in conserving both natural and cultural environments. Accordingly, we first narrate the soft re-branding of an “Art City” as a “Fashion City” and consider the example of green-digital innovation in the cultural milieu of Florence, Italy, in light of criticism of the unsustainability of “fast fashion”. We consider which actions are envisioned or advised in the similarly “over-touristed” city of Venice. In a different vein, we consider whether the mobilisation of ‘pop celebrity’ performers such as audience engagers or influencers works for sustainable intervention through an assessment of the cultural interventions of Madonna in Lisbon. Finally, we anatomise “green” politics and policies for creative-cultural cities with the support of digital media to influence sustainable actions to moderate or, alternatively, revitalise polluted, congested, or otherwise over-touristed city centres. The greening of central Paris, Barcelona, Milan, and London offer a a series of examples of this type of moderation and revitalisation.

23. Callous Optimism: On Some Wishful Thinking ‘Blowbacks’ Undermining SDG Spatial Policy

Abstract

Established students and studies of sustainable urban planning and broader regional varieties of spatial evolution have been seized with ambitions to ‘make the world a better place’. To criticise that ambition would be more than churlish, except that it tends to betray a certain ‘cognitive dissonance’. For what they wish to ‘make better’ was already in a bad, even ‘parlous state’ by the aspirations of their predecessor students, studies, and tellingly, actions. Of course, there are exceptions. Some urban actions seem to have ‘worked’ historically. Barcelona’s Eixample by Ildefons, Haussmann’s questionably motivated but now widely admired re-design of Paris, and Vienna’s Ringstrasse vilified by early modernist Adolf Loos, mentor of Richard Neutra, originator of the domestic International Style. These were a mixed bag of architects, by turns municipal, militaristic, and radical, albeit thwarted in Neutra’s case by McCarthyite blacklisting of his Elysian Fields 3300 dwelling public housing project at Chavez Ravine, Los Angeles. Clearly, the top-down tendency persists in the image of the ‘heroic architect’ that can still be found. As well as much-vaunted ‘starchitecture’, it also persists in the failed imagery of ‘garden bridges’, ‘urban Vessels’, ‘smart cities’ and London’s ‘urban mound fiasco’. This article acts as a corrective advocating more collective than individualistic crafting of ‘solutions’ constructed upon wishful thinking if not callous optimism in efforts at mitigation of global heating. The article consists of a brief account of ‘seeing like a city’ rather than a ‘sovereign state’ in sustainability policy-pledging and its origins. It then combs through some five exemplars—from green city planning to ambient heating, food waste, plastic waste and water eutrophication—of ‘callously optimistic’ wishful thinking in SDG proposals for urban and regional climate change moderation. Modest new communicative governance methodology is proposed in the cause of SDG policy learning. Abstract

This paper presents an analysis and interpretation of the current state of play in the global value network of minerals mining, refining and transformation processes in the contemporary battery industry, which will power potentially crucial future industries for manufacture of electric vehicles (EVs) and solar-storage energy systems. The dark influence of the carbon lock-in landscape is gradually being mitigated under the challenge of achieving the “500 mile” battery charge, which would make a transformational difference in the replacement of renewably fuelled vehicles and storage systems, currently still predominantly driven by fossil fuels. The challenge has led to a “war” between manufacturers, miners and refiners, who have realised that the challenge has come alive while most have been vacillating. At an “individualist” rather than an “institutionalist” level, Elon Musk, for all his faults, deserves credit for “moving the market” in these two important industry sectors. This paper anatomises key events and processes stimulating change in this global economic activity through an “abductive” reasoning model and a qualitative “pattern recognition” methodology that proves valuable in achieving rational, probabilistic forecasts. Established incremental innovation characterises first responses in the “war” but research agencies like ARPA are active in funding research that may produce radical battery innovation in future. In this chapter we explore how cluster internationalisation evolved through a process called co-presencing. We further take into account key areas where proposed 4.0 Economy processes are likely to cause major disruption to established business models (including cluster models). Key here is the rise of artificial intelligence (AI) and its application in production and services. We take as illustrations three vignettes based on AI learning applications. In particular we differentiate Machine-Learning from Deep-Learning regions. This leads to accounts of changed aspects of the spatial configurations entailed, as described in the first main section of the chapter. Thereafter, the rest of the chapter collects answers to questions about whither cluster internationalisation seems to lead. We briefly review exemplary research literature on “co-presencing†or multi-scalar clustering of global-local knowledge intensive production and services interactions. This begins in the second section of the chapter, which references issues of “co-presencing†at localised cluster scale. Then in the third section, attention moves into issues of internationalisation by diagonal and lateral cluster-to-cluster interaction at the global scale. Finally, conclusions are drawn.

Traditional tourism models are exhausted, whether for economic, social or environmental reasons. Resource-consuming models at a higher rate than replacement, auratic, mimetic, dark, unsustainable, fragile and low-skilled. The negative impacts of tourism are well documented in the literature, since the impacts on global environmental change (UNWTO-UNEP-WMO 2008; Hall 2009; Gossling et al. 2010; OECD-UN Environment 2011; Scott et al. 2011; Gossling et al. 2015; Lenzen et al. 2018) and other major impacts on real estate prices, loss of social networks, increased crime, overuse of local infrastructures (Shen et al. 2020), biosecurity issues (Hall 2015), urban and political transformations (Garcia-Ayllon 2018) and different aspects of ‘Overtourism’ (Koens et al. 2018; Seraphin et al. 2019; Milano 2019; Frey and Briviba 2021). Accordingly, they also contribute to the growing phenomenon of ‘tourism fatigue’ by urban residents of cultural magnets like Venice and Barcelona but latently and now openly signalled in rural and coastal resorts like Snowdonia, Cornwall and Scotland in UK, where residents have been in open revolt against tourists and second home owners seeking refuge from COVID-19 in the congested cities in which they are primarily resident. One of the most prominent examples of such a mobilization was the so-called Tourists Go Home movement, which emerged in 2014 in Spain accompanied by warnings to that effect.

Abstract

World capitalism has become capitalism of abundance, but decadent capitalism. Today's capitalism is potentially destructive of the planet on which we live. This text seeks to highlight some of the irrationalities underlying this destructive potential, taking the relation between tourism and innovation as a paradigmatic example. The conceptual, political and operational articulation of tourism with innovation is not an easy task to accomplish, and there are many misunderstandings to block its desired symbiosis. It is also quite clear that innovation, namely that which is mediated and valued solely by market and economic and financial performance criteria, induces production and consumption that have contributed to climate change and levels of unsustainability of the planet. Abstract

This paper has three main objectives. It traces the “closed” urban model of city development, critiques it at length, showing how it has led to an unsustainable dead-end, represented in post-Covid-19 “ghost town” status for many central cities, and proposes a new “open” model of city design. This is avowedly an unsegregated and non-segmented utilisation of now often abandoned city-centre space in “open” forms favouring urban prairie, or more formalised urban parklands, interspersed with so-called “agritecture” in redundant high-rise buildings, shopping malls and parking lots. It favours sustainable theme-park models of family entertainment “experiences” all supported by sustainable hospitality, integrated mixed land uses and sustainable transportation. Consideration is given to likely financial resource issues but the dearth of current commercial investment opportunities from the old carbonised urban model, alongside public policy and consumer support for urban greening, are concluded to form a propitious post-coronavirus context for furthering the vision.

First section of this chapter has a discussion with narrative case material offered on deregulation and its free market “entrepreneurial” expression, execution and effects ranging from corruption to inept implementation, leading to eventual but unwilling demise. Second, outsourcing and its discontents, ranging from employee suicide, toxic pollution and collusive boundary blurring, are anatomized and found wanting because of entrepreneurial “insouciance” (meaning carefree disregard for normal rules of health, safety and human dignity). Finally, globalization—through its reliance on “lawless” entrepreneurial practices in global supply chains is scrutinized. The second half of the chapter is exercised by entrepreneurship insouciance, or even “imperiousness”; what is wrong with it and why entrepreneurs are voting with their feet. Brief discussion and conclusions follow.

This is a summary of the Editorial of the 25th Anniversary Special Issue of European Planning Studies. The editorial summarizes three representative articles from planners and economic policy actors published in 1993, the first year of publication of the journal. These write of threats and possibilities from privatized planning, from the European Single Market and the prospects for regional innovation policy. In the second part, nine papers are summarized. These range from an exegesis of the Anthropocene, the rise of populism and the transition in neoliberalist planning, and migration as a city planning issue in European cities. Other papers then analyse aspects of evolutionary change upon city and region policy and process dynamics. Finally a group of papers explore the rise of creative cities, 4.0 era industry and services and the role of ‘starchitects’ in city renewal as well as 4.0 digital settlements.

Changes in leading-edge urban and regional development processes and policies signify the rise of the ‘Quaternary’ or 4.0 Era of economic growth. Few such spaces exist yet, but they have prodigious global reach from locations like Cambridge (as the exemplar here), Israel and Silicon Valley. Their surface spread has led to the designation ‘thin globalization’ compared with ‘thick’ antecedents based on manufacturing and routine services. Innovation scholars have long recognized entrepreneurship is ‘imitative’, whereas the commercialization of novelty is ‘innovative’. Thus they are highly distinctive skill-sets. Entrepreneurship, first, involves optimizing market sentiment for pure profit sometimes to the point of catastrophe and even fraudulence in many markets. These include: payment protection insurance (PPI) to ‘flash crashes’, automotive emission ‘defeat devices’, corporate bribery settlements, social media ‘hacking’, ‘fake news’ and a litany of other infractions and catastrophes. Innovation, by contrast, is more explorative and team-reliant. Even if patenting betrays the hope for commercialization on markets, patented innovation frequently fails. Abstract

The purpose of this Special Issue is to contribute to the still under-researched debate on regional and urban economic resilience by proposing some reflections focused on the contribution of art and culture to revitalization of de-activated spaces. In this sense, the idea that some creative regions, ‘corridors’ or cities are also resilient is to be examined to see the extent they are capable of re-energization. This means not only preserving but also transforming themselves in response to external pressures, generating local development, innovation and growth. The contributions included then offer, using a multidisciplinary perspective – in terms of theoretical approaches, research methodologies and empirical findings – an interesting contribution to a better understanding of the concept of this specific kind of regional and urban resilience. The Special Issue is composed of eight articles.

Abstract

We propose an international economic agenda to overcome the growth limits of capitalism that can be supported by the United Nations. Sustainable Environment based global goals should be added to sustainable economy. For this, we propose dynamic balance between three sub-economies such as open innovation, closed innovation, and social innovation sub-economy. For this, we propose to set up a UN community and a long range plan.

Abstract

This article questions the relevance of the concept of ‘resilience’. It traces the origins of this optimistic social variant of an ecological process that itself can be questioned for its belief in ultimate recovery. In the socio-spatial context, although this is seldom admitted, much of the modern space economy has been abandoned, lays derelict with city fabric often in ruins. The insights of Art History are drawn upon to expose this ‘dark side’ of past urban and regional development. This is because just as art thrives in propitious economic conditions, so it also declines when the money runs out. Certain unpleasant events can be traced to the exhaustion of Utopian practice, Enlightenment ideals and a weakness of states. This led to a fascination with the apparent decay of long-established values formerly expressed in western culture that now share more nihilistic elements with contemporary eastern culture. 50. 'We all miss you': Enrico Berlinguer in post-Berlin Wall Italy

Abstract

Enrico Berlinguer, the former leader of the PCI (Partito comunista italiano - Italian Communist Party), who died in 1984, became the object of popular nostalgia in post-Berlin wall Italy. The paper accounts for the political, historiographical, and even psychological factors behind this nostalgia. The article also highlights how journalists and politicians, both right and left, have used (and abused) Berlinguer’s thought and ideas, making him either a symbol of the morality that is today lacking in Italian politics (the right-wing perspective), or a prophet of the struggle against a broken financial system (the left-wing perspective). Finally, the paper analyses the rise of a spontaneous cult of Berlinguer at grassroots level over the last thirty years. The kaleidoscopic variety of interpretations regarding Berlinguer’s political legacy is ultimately due to the inability of the Italian post-communist leaders to reconcile themselves with their political past, leading to a splintered and conflictual identity among the Italian post-communist Left in general.
