2. SG-APSIC1107: Surgical-site infection in Hung Vuong Hospital, a gynecology and obstetrics tertiary-care hospital in Ho Chi Minh City, Vietnam

Objectives: Surgical site infection (SSI) is the most common healthcare-associated infection (HAI) in our gynecology and obstetrics hospital. SSI among patients following gynecological and obstetrical surgery not only results in increased morbidity but also has far-reaching implications. Thus, this study was conducted to determine the incidence, risk factors, and bacterial pathogens related to SSI. Methods: We conducted this retrospective study based on medical records from January 2019 to December 2020 at Hung Vuong Hospital. Results: Of 51,466 patients undergoing surgery, 581 patients (1.34%) developed an SSI after cesarean section and 145 patients (1.77%) developed an SSI after gynecological surgery. A multivariate logistic regression analysis identified the following risk factors among patients who underwent cesarean section: age (OR, 1.02; 95% CI, 1.01–1.04), emergency cesarean section (OR, 1.62; 95% CI, 1.36–1.93), operation time >60 minutes (OR, 2.04; 95% CI, 1.48–2.80), surgery during the night shift (OR, 1.29; 95% CI, 1.08–1.54), and prolonged hospital stay ≥2 days (OR, 1.51; 95% CI, 1.21–1.89). SSI risk factors for patients following gynecological surgery included age (OR, 1.03; 95% CI, 1.02–1.05), contaminated wound (OR, 3.44; 95% CI, 1.56–7.57), dirty wound (OR, 3.61; 95% CI, 1.44–9.05), vertical abdominal incision (OR, 2.49; 95% CI, 1.65–3.77), and duration of surgery >180 minutes (OR, 2.02; 95% CI, 1.24–3.29). Staphylococcus aureus was the most commonly identified SSI pathogen following cesarean section (49.56%), and Escherichia coli was isolated in 44.93% of SSIs among patients undergoing gynecological surgery. Conclusions: SSI interventions should target this high-risk group. Based on microbiology culture and susceptibility results isolated from SSI cases, novel antibiotic therapies are needed to treat SSIs.

Objectives: Infection control and prevention (IPC) is one of the most important factors in decreasing multidrug-resistant organism (MRDO) transmission. We evaluated the effectiveness of the IPC program in reducing the spread of MDROs at the Department of Neonatology of Hung Vuong Hospital. Methods: This research was conducted from April 2020 to September 2020 in the neonatology department in 3 phases: (1) We determined the compliance rate of hand hygiene and high-touch surfaces cleaning (via camera monitoring). (2) We conducted the following interventions: We developed specific cleaning protocols for the neonatology department. We provided training regarding MRDO transmission control and prevention for healthcare workers. We implemented a counseling program for active screening and isolation for hospitalized children; added isolation rooms for children with MRDO asymptomatic infections. And we improved feedback efficiency through an online group between the infection control and prevention team and the department of neonatology. (3) We re-evaluated compliance with hand hygiene practices and cleaning of high-touch surfaces, then we compared the rates of positive MRDO cultures before and after these interventions. Results: Before the interventions, 453 hand hygiene observations were recorded and 322 high-touch-surface cleaning observations were recorded. The hand hygiene compliance rate improved significantly from 33.2% to 85.5% (PR, 11.9; 95% CI, 7.4–19.3; P< .01). The high-touch-surface cleaning rate increased from 82.4% to 93.5% (PR, 3.1, 95% CI, 1.5–6.4; P < .01). The rate of high-touch surfaces being cleaned with proper technique increased from 38.5% to 87.9% (PR, 11.6; 95% CI, 6.3–21.3; P < .01). In total, 103 swab samples were positive for MRDOs by culture before and after the intervention. The rate of positive MRDO cultures decreased from 80.8% to 64.7% (P = .017). Conclusions: Enhancing hand hygiene and high-touch-surface cleaning compliance helped reduce MRDO transmission in the Department Neonatology of Hung Vuong Hospital.

This investigation aims at providing a novel approach to producing high-performance antioxidant material. Indeed, quercetin molecules incorporated into collagen/chitosan/SiO
2 composite through direct interactions have been reported for the first time. Such internal linking has been found as the primary reason for improving the stability of the entire system and enhancing the permanent existence of strongly active biomaterials. Consequently, in vitro antioxidant tests revealed that the obtained materials (denoted as CS/Col/SiO2 /Q) provide outstanding antioxidant activity. Thus the CS/Col/SiO2 /Q sample exhibits cytotoxicity to HepG2, MKN7, and MCF-7 cancer cells. These results demonstrate that the obtained composite turns out to be very promising as a bioactive material for biomedical applications. [ABSTRACT FROM AUTHOR]- Published

11. The effect of liquidity on firm’s performance: Case of Vietnam

- Abstract
This paper aims to estimate the effect of liquidity on the profitability of firms listed on the Ho Chi Minh City Stock Exchange (HSX) in Vietnam during the COVID-19 outbreak. Using a quantitative research method (the feasible generalized least squares method - FGLS), six factors affecting the firms' performance from 2012 to 2021 are identified: COVID-19, the liquidity ratio, firm age, firm size, tangible assets, and gross domestic product growth. This paper has especially highlighted liquidity's negative and significant effect on firms' performance during the pandemic. Therefore, the study findings indicate that manufacturing firms with high liquidity during COVID-19 lose the opportunity to increase revenue due to funds tied to working capital that cannot be used to support the company's operations under the trade-off theory. Besides, high liquidity also increases the company's opportunity cost, which decreases company profitability. However, the study was conducted in a country with government intervention, political stability, and peace, unlike a country in a period of war and economic difficulties, such as Ukraine. Therefore, the article used a cross-country database for more generalizable results.

To create an environment with favorable conditions for sustainable development, it is necessary to have innovative business solutions that not only bring profits for businesses but also solve environmental and social problems. In addition, small and medium enterprises (SMEs) have made many positive contributions to economic restructuring, creating stable jobs for hundreds of thousands of employees and ensuring social security. Besides, SMEs in Vietnam have faced many difficulties and challenges during the COVID-19 pandemic. Thus, the papers' objectives explored critical factors affecting the sustainable development of SMEs in Vietnam. The authors applied two methods, such as qualitative and quantitative, with data obtained from 400 managers of small and medium enterprises and used structural equation modeling and SPSS 20.0, Amos software. The article's findings have the digital transformation factor's most substantial impact on sustainable development. According to the generalized method of moments (GMM), there are a total of 9 factors affecting the unemployment rate in the researched model, including high-tech exports, inflation, population, gross domestic product, government spending, foreign debt, foreign direct investment, human capital, and institutions. This result confirmed that high-tech development increases unemployment in Asia; however, the nexus between human capital and institutional situation with the unemployment rate is different based on the particular fields. Moreover, some policy implications also have been suggested to reduce unemployment in Asian countries in the context of the Fourth Industrial Revolution.

Hepatitis B infection remains a global health problem, with progression to acute-chronic hepatitis, severe liver failure, and death making hepatitis B one of the most serious infections worldwide. The disease is most widely transmitted from an infected mother to her baby, after exposure to infected blood or body fluids or unsafe sexual contact. Pregnant women, adolescents, and all adults at high risk for chronic infection are recommended to be screened for hepatitis B. Serological tests allow the distinction between acute and chronic hepatitis. Meanwhile, the molecular tests performed provide detection and quantification of viral DNA, genotyping, drug resistance, and pre-core/core mutation analysis to confirm infection and follow monitoring disease progression in patients with chronic hepatitis B. Because, the current treatment is only based on nucleotide analogs and pegylated interferons that save lives by decreasing liver cancer death, liver transplant, slowing or reversing the progression of liver disease as well as the virus infectivity. In this review, we clearly light the role of Hepatitis B Core Antibody, therefore clinicians understand the need to screen for hepatitis B core antigen (Anti-HBc), proper interpretation of HBV biomarkers, and that “anti-HBc only” indicates HBV exposure, lifelong persistence of cccDNA with incomplete infection control, and potential risk for reactivation. Dystocia is a common disorder that can cause harmful health risks to bitch and puppies. The aim of the current study was to evaluate some risk factors related to canine dystocia and the application of treatment methods to 612 diagnosed cases in Gaia Pets Clinic and Resort, Hanoi, Vietnam, from December 2013 to May 2020. The investigated factors comprised age, parity and breed size, and litter size, as well as fetal sex in relation to the proportion of dystocia in female canines. Dystocia was frequently observed in female dogs aged 1-3 years, with rates of 76.1%. The highest proportion of dystocia was found in the first litter group (80.21%). The incidence of dystocia increased as the weight of the dog decreased, and it was prevalent in the small breed (61.93%). Dystocia risk decreased as the litter size increased. The interventions used in this study were medical treatment with the hormone oxytocin (1.8%), surgical management with cesarean section (86.11%), and a combination of oxytocin and cesarean section (12.09%), with the success rates of each treatment method as 100%, 98.86%, and 100%, respectively. Some risk factors, such as age, parity, breed size, and litter size identified in the present research, could be used as prognostic indicators in the veterinary practice to optimize the survival rate of female dogs and puppies.

With the global financial crisis in 2008, climate change, and the COVID-19 pandemic, most countries worldwide have re-thought their organization and operating models in their financial systems, including the banking system. In Vietnam, sustainable economic development has become an essential need in the long term. However, sustainable development requires a balance between economic growth and environmental protection. Therefore, Vietnam has chosen to develop a green economy, in which "green banks" have an essential role. Green banking is a future banking model that balances all stakeholders' economic and environmental benefits and costs in banking activities. Green banking emerges as an ideal model for future banking, a foundation for a green economy and sustainable development. Therefore, the article analyzes the current situation and some challenges to promoting the development of green banking in Vietnam and proposes policy recommendations to promote green banking development in Vietnam in the coming time. The article used methods to test the reliability of Cronbach's alpha scale, exploratory factor analysis (EFA), confirmatory factor analysis (CFA), and SEM to test the research hypotheses based on surveying 700 commercial bank managers and collecting data by a convenient sampling method from June 2021 to December 2021. This article explores the relationship between consumer confidence and the stock market index in middle-income countries. It analyzes data from 2012 to 2021 from 10 countries and measures public governance using six component variables. The findings indicate that public governance positively affects the relationship between consumer confidence and the stock market index in high-middle income countries, but not in low-income countries. The authors propose policy implications for middle-income countries to enhance investor confidence and investment activities in the stock market, including increasing accountability, creating a stable political environment, reviewing institutions and laws, and controlling corruption. PurposeThis study investigates the impact of the COVID-19 pandemic on financial stability in Vietnam, a developing country characterized by a bank-based financial system.Design/methodology/approachUsing a sample of daily data from January 23, 2020 to June 30, 2022, the VECM and NARDL models are employed to study Vietnam’s financial stability in face of the COVID-19 disaster. Following the literature on COVID-19, the authors measure the impact of the pandemic by the number of daily infected cases and the national lockdown. Given the reliance of the Vietnamese government on the banking system to regulate the economy, the authors evaluate financial stability from the interbank market and stock market perspectives.FindingsThe authors find that the pandemic imposes a destructive effect on financial stability during the early time of the pandemic; however, the analysis with an extended period indicates that this effect gradually fades in the long term. In addition, from the NARDL results, the authors reveal an asymmetric relationship between the financial market and the COVID-19 pandemic in both short term and long term.Research limitations/implicationsAn implication drawn from this study is that unprecedented health disasters should be resolved by unprecedented stringent countermeasures when conventional methods are ineffective. Although rigorous remedies may increase short-term liabilities, their implementation quickly ceases disease diffusion and helps an economy enter the recovery stage in a timelier manner.Originality/valueThe study is the first to examine the impact of the COVID-19 pandemic on financial stability, via the interbank market lens, in a developing country that relies on the bank-based financial system.

31. The catalytic performances of α-MnO2 and δ-MnO2 catalysts synthesized from KMnO4 and ethanol for total oxidation of isopropanol

In this study, the catalytic activities of total oxidation of isopropanol (IPA) over MnO2-based catalysts (α-MnO2 and δ-MnO2) were studied and compared. These catalysts were synthesized by an oxidation/reduction route between ethanol and KMnO4 by using dropwise method. Their morphological, structural properties, specific surface area, pore distribution and reducibility were characterized by SEM, XRD, FTIR, N2 isothermal adsorption-desorption, and hydrogen temperature-programmed reduction (H2-TPR). As a result, IPA was significantly oxidized to acetone at low temperature (130 °C) and subsequently to CO2 at higher temperature. α-MnO2 was demonstrated as a better catalyst for total oxidation of IPA compared with δ-MnO2. Over 205 °C, IPA was completely oxidized to CO2. Additionally, the high reducibility of δ-MnO2 was found to be correlated with higher activity of IPA toward acetone at low temperature.

In this study, the catalytic performances of the complete oxidation of toluene over different transition metal oxides including MnO2, Co3O4 and NiO were investigated. These oxides were synthesized by hydrothermal method, followed by annealing. The catalysts were characterized by X-ray diffraction (XRD), Scanning Electron Microscope (SEM) and Nitrogen isotherm adsorption-desorption before being evaluated their catalytic activity for the total oxidation of toluene in air. As a result, MnO2 was illustrated as the best catalyst having largest surface area and lowest activation energy, followed by Co3O4 and NiO.

Credit activities are an essential commercial bank activity. Therefore, preventing and limiting credit risks is vital for their credit activities. The Covid-19 epidemic is still ongoing. In 2021, 30 banks listed bad debts of more than 113 trillion VND, a 26% increase relative to 2020. Vietnam has the dual goal of fighting the outbreak while continuing with socio-economic development. In this context, credit activities are still essential. Banks require the necessary and appropriate management solutions to adapt to the new situation to ensure safe and sustainable credit activities. This study analyzes some current problems and leading causes of the credit risk of commercial banks. The author has primary data from detailed questionnaires distributed directly to 300 credit risk managers based on a random process. This study examines the descriptive statistics, and compares, analyzes, and synthesizes the statistical reports of commercial banks. The study is novel in that it analyzes more than 60% of commercial banks affected by Covid-19 in terms of risks from subjectivity and risks due to objective causes. Therefore, the results suggest several policy recommendations for minimizing Vietnamese commercial banks' credit risks after the Covid-19 pandemic. [ABSTRACT FROM AUTHOR]

The objective of this paper was to examine the impact of tax policy on social development in Vietnam. In particular, tax policy was measured through the ratio of the government’s tax revenue to gross domestic product - GDP (TAX), and social development is measured through unemployment (UNE). The research data were collected from the General Department of Taxation of Vietnam and the World Bank. We used the Autoregressive Distributed Lag (ARDL) Model to analyze time series data in the period 1990-2017. The paper achieved great success in finding the first empirical evidence of the negative impact of tax policy on unemployment in Vietnam in the long term. In addition, we found a statistically significant impact of domestic savings and domestic investment on unemployment in the both short and long term. This shows that tax policy plays an important role for unemployment as well as social development in Vietnam.

Remote sensing (RS) and Geographic information system (GIS) is widely applied in the world and gradually affirms its role in Vietnam in managing agricultural and forest resources. This application is highly effective, providing information timely for managers to make decisions and build development strategies. In this study, RS and GIS were integrated to assess suitability for key crop species in Dak Nong province including coffee, rubber, cashew, and durian based on their suitability to site conditions such as soil (soil type, soil texture, soil thickness), topography (elevation, slope) and climate (temperature, precipitation). Using the restrictive method and overlapping map layers of natural factors, classified into adaptive levels according to FAO (1976). Results show that most land areas in Dak Nong province have different levels of potential suitability for key crop species ranging from non-adaptive to lesst-adaptive and moderately adaptive. However, most suitable areas for key crops are only at low (accounting for a large proportion) and the average adaptation level. The findings from the study are the scientific information for managers to make decisions regarding the structure of major crops in the province.

Methods: During the 6-year study period, using Centers for Disease Control and Prevention National Healthcare Safety Network (CDC-NHSN) definitions for device-associated health care-associated infection (DAHAI), we collected prospective data from861,284 patients hospitalized in INICC hospital ICUs for an aggregate of 3,506,562 days. Results: Although device use in INICC ICUs was similar to that reported from CDC-NHSN ICUs, DA-HAI rates were higher in the INICC ICUs: in the INICC medical-surgical ICUs, the pooled rate of central lineassociated bloodstream infection, 4.1 per 1,000 central line-days, was nearly 5-fold higher than the 0.8 per 1,000 central line-days reported from comparable US ICUs, the overall rate of ventilator-associated pneumonia was also higher, 13.1 versus 0.9 per 1,000 ventilator-days, as was the rate of catheterassociated urinary tract infection, 5.07 versus 1.7 per 1,000 catheter-days. From blood cultures samples, frequencies of resistance of Pseudomonas isolates to amikacin (29.87% vs 10%) and to imipenem (44.3% vs 26.1%), and of Klebsiella pneumoniae isolates to ceftazidime (73.2% vs 28.8%) and to imipenem (43.27% vs 12.8%) were also higher in the INICC ICUs compared with CDC-NHSN ICUs. Conclusions: Although DA-HAIs in INICC ICU patients continue to be higher than the rates reported in CDC-NSHN ICUs representing the developed world, we have observed a significant trend toward the reduction of DA-HAI rates in INICC ICUs as shown in each international report. The paper aims to test the impact of tax structure on economic growth in the localities of Vietnam. In the paper, it is assumed, that tax structure is measured through the annual growth rate of tax revenue of 63 provinces and cities of Vietnam in terms of three groups: consumption tax (CT), income tax (IT), and property tax (PT) during the period of 11 years from 2007 to 2017; the research data was collected from the General Department of Taxation of Vietnam. Economic growth is a dependent variable, represented by the annual growth rate of the gross domestic product of each locality with the data source from the General Statistics Office of Vietnam. With the regression analysis according to the GMM method, the research results showed that consumption tax (CT) and income tax (IT) had a positive impact on economic growth in the localities of Vietnam, and property tax (PT) was not statistically significant. In addition, the study has achieved great success by identifying the consumption tax components that had significantly positive impacts on economic growth (GDP), namely export and import taxes (CT1), value added tax (CT2); meanwhile, excise tax (CT3) had a negative effect on economic growth (GDP). For income tax, personal income tax (IT2) also had a positive effect on economic growth (GDP). The research results are the first empirical evidence in Vietnam on the impact of the tax structure on economic growth in the localities, which is important for the Government of Vietnam to have a basis to manage tax policies in order to stimulate economic growth in a sustainable manner. Vietnam had been restructuring commercial banks being widely used. While in most cases restructuring is employed when a given structure becomes dysfunctional, banks and economies restructure to also achieve a higher level of performance or to survive. Besides, commercial banks growing competition and globalization along with tightened fiscal policies are causing both private and public sector organizations to strive for greater efficiency and higher cost effectiveness. In many cases the desired results cannot be achieved without subjecting the bank strategy and structure to some transformation. In this context, restructuring is no longer just an option; it is a necessity for survival and growth. Restructuring takes place at different levels. At the level of the whole economy, it is a long-term response to market trends, technological change, and macroeconomic policies. At the sector level, restructuring causes change in the production structure and new arrangements across commercial banks. At the commercial banks level, commercial banks restructure through new business strategies and internal reorganization in order to adapt to new market requirements.The objectives of this paper were not only to look into the relevant literature but also to find common ground regarding the financial restructuring on the financial performance of commercial banks in Vietnam and reports the results of a survey of 300 persons working for the financial sector in Vietnam. In this paper, the researchers used analytical method of explore factor analysis to determining that are components of the financial restructuring on the financial performance of commercial banks in Vietnam. This paper conducted during the time from July 2015 to December, 2015. In addition, the research result showed that there were 300 persons working for the financial sector in Vietnam interviewed but 254 persons processed and answered 13 questions. The researcher had analyzed KMO test, the result of KMO analysis used for multiple regression analysis. Persons’ responses were measured through an adapted questionnaire on a 5-point Likert scale. Hard copy and online questionnaire were distributed among persons working for the financial sector in Vietnam.Â

During the 6-year study using the Centers for Disease Control and Prevention's (CDC) U.S. National Healthcare Safety Network (NHSN) definitions for device-associated health care-associated infection (DA-HAI), we collected prospective data from 605,310 patients hospitalized in the INICC's ICUs for an aggregate of 3,338,396 days. Although device utilization in the INICC's ICUs was similar to that reported from ICUs in the U.S. in the CDC's NHSN, rates of device-associated nosocomial infection were higher in the ICUs of the INICC hospitals: the pooled rate of central line-associated bloodstream infection in the INICC's ICUs, 4.9 per 1,000 central line days, is nearly 5-fold higher than the 0.9 per 1,000 central line days reported from comparable U. S. ICUs. The overall rate of ventilator-associated pneumonia was also higher (16.8 vs 1.1 per 1,000 ventilator days) as was the rate of catheter-associated urinary tract infection (5.5 vs 1.3 per 1,000 catheter days). Frequencies of resistance of Pseudomonas isolates to amikacin (42.8% vs 10%) and imipenem (42.4% vs 26.1%) and Klebsiella pneumoniae isolates to ceftazidime (71.2% vs 28.8%) and imipenem (19.6% vs 12.8%) were also higher in the INICC's ICUs compared with the ICUs of the CDC's NHSN.
