As part of the College Cost Reduction and Access Act (2007), the USA funded the TEACH Grant to incentivize earning a degree in a high-need content area (e.g., STEM fields, language-related areas, and Special Education) and to help meet teacher supply needs in low-income schools. Our analysis investigates the impact TEACH has had on the production of undergraduate education degrees overall and in high-need content areas. Using publicly available datasets and propensity score methods, we compare undergraduate education degree production at institutions of higher education, making comparisons between adopters and non-adopters of TEACH. Our findings suggest the adoption of TEACH had no impact on the overall production of undergraduate education degrees or production of education degrees in STEM, language-related fields, or special education. We situate our findings in the context of unrelenting demand for teachers in the USA.

Working conditions may be an important lever to support special educators' reading instruction for students with emotional and behavioral disorders (EBD). Thus, we explored how working conditions relate to the quality of special educators' reading instruction in upper-elementary, self-contained classes for students with EBD. Using mixed methods to examine video observations of reading instruction and varied data sources on working conditions, we found that special educators who provided stronger instruction had a partner coleading their program, and consistent paraprofessionals, with time and support for training. Partners and paraprofessionals, together, protected special educators' instruction time. Other conditions (i.e., material resources, role differentiation, role conceptions, planning time) emerged as potentially important, but evidence was less robust. Results indicate partners and paraprofessionals may be important forms of collegial support. These findings have important implications for improving the quality of instruction in self-contained settings for students with EBD.

In this study, using Office of Special Education Programs (OSEP) personnel data from 2006 to 2014, we identified seven states with consistently low shortages of highly qualified special education teachers and seven states with persistently high shortages. We employed Guarino et al.'s framework to guide our assumptions and selection of demographic, supply, and demand variables and compared two groups in this descriptive analysis. We found significant differences across supply and demand variables. Low shortage states make greater investments in per pupil expenditures; have higher teacher salaries, generally; have greater preparation capacity; and produce more special education graduates. Taken together, our findings suggest that special education teaching is a relatively better job in low shortage states than in high shortage states. We situate the discussion of our findings within policy recommendations that states may use to address shortages. Limitations of our analysis are addressed, and implications for future research are proposed.

Advancing teacher candidates' overall competence through use of valid teacher observation systems should be an essential element of teacher preparation. Yet, the field of special education has not provided observation protocols designed specifically for preservice teachers that are founded in theoretical perspectives and research on effective instruction for students with learning and other high-incidence disabilities (SWDs). To address this need, a group of researchers in special education teacher preparation and measurement developed the Preservice Observation Instrument for Special Education (POISE). The POISE is an observation system rooted in effective special education practices that support the growth of preservice teachers who will serve SWD across instructional settings. The purpose of this article is to report on the development and psychometric properties of the POISE. Specifically, we employed Kane's argument-based validity approach to frame each stage in the development process of the POISE. We conducted two phases of content validation activities, development activities, and a pilot study to assess the degree to which scores from POISE provided evidence for the scoring, generalizability, and extrapolation inferences. In the end, the POISE represents a promising observation instrument for the development of special education teacher candidates.

Radar polarimetry is a technique that can be used to enhance target detection, identification and classification; however, the quality of these measurements can be significantly influenced by the characteristics of the radar antenna. For an accurate and reliable system, the calibration of the antenna is vitally important to mitigate these effects. This study presents a methodology to calibrate Ultra-Wideband (UWB) dual-polarised antennas in the near-field using a thin elongated metallic cylinder as the calibration object. The calibration process involves measuring the scattering matrix of the metallic cylinder as it is rotated, in this case producing 100 distinct scattering matrices from which the calibration parameters are derived, facilitating a robust and stable solution. The calibration procedure was tested and validated using a Vector Network Analyser (VNA) and two quad-ridged antennas, which presented different performance levels. The calibration methodology demonstrated notable improvements, aligning the performance of both functioning and under-performing antennas to equivalent specifications. Mid-band validation measurements indicated minimal co-polar channel imbalance (<0.3 dB), low phase error (<0.8°) and improved cross-polar isolation (≈48 dB). [ABSTRACT FROM AUTHOR]

Although much information can be gained about thermally induced microstructural changes in metals through the measurement of their thermophysical properties using a differential scanning calorimeter (DSC), due to competing influences on the signal, not all microstructural changes can be fully characterised this way. For example, accurate characterisation of recrystallisation, tempering, and changes in retained delta ferrite in alloyed steels becomes complex due to additional signal changes due to the Curie point, oxidation, and the rate (and therefore the magnitude) of transformation. However, these types of microstructural changes have been shown to invoke strong magnetic and electromagnetic (EM) responses; therefore, simultaneous EM measurements can provide additional complementary data which can help to emphasise or deconvolute these complex signals and develop a more complete understanding of certain metallurgical phenomena. This paper discusses how a DSC machine has been modified to incorporate an EM sensor consisting of two copper coils printed onto either side of a ceramic substrate, with one coil acting as a transmitter and the other as a receiver. The coil is interfaced with a custom-built data acquisition system, which provides current to the transmit coil, records signals from the receive coil, and is controlled by a graphical user interface which allows the user to select multiple excitation frequencies. The equipment has a useable frequency range of approximately 1–100 kHz and outputs phase and magnitude readings at a rate of approximately 50 samples per second. Simultaneous DSC-EM measurements were performed on a nickel sample up to a temperature of 600 °C, with the reversable ferromagnetic to paramagnetic transition in the nickel sample invoking a clear EM response. The results show that the combined DSC-EM apparatus has the potential to provide a powerful tool for the analysis of thermally induced microstructural changes in metals, feeding into research on steel production, development of magnetic and conductive materials, and many more areas. Differential coils are frequently implemented in inductive sensing systems. They can be considered as a single coil that is made up of two or more subcoils, wound in series opposition. They can be used on the transmit or receive side of measurement systems, and, if designed correctly, ensure no coupling between coils under background conditions. By cancelling background coupling, the receive electronics only needs to be able to measure the change in coupling produced by a target. This allows for a more efficient use of the dynamic range, and for larger receive-side amplifier gain, thereby improving SNR. When subcoils are not electrically similar, it can be hard to engineer the coil to be perfectly balanced across a wide bandwidth. This paper presents an analytical model of a resonant differential coil pair that is tested and applied on a planar metal detector for the detection of buried objects. The model demonstrates the capability to balance an arbitrary differential coil pair, which has a broad applicability across a range of inductive sensor applications such as metal detection and non-destructive testing. The method is applied to the practical system. The results show that the correction resulting from this method ensures a stable balance across a significantly enhanced bandwidth. In the case studied here, the bandwidth of the experimental system is increased from 20 kHz to 90 kHz. [ABSTRACT FROM AUTHOR]

In this commentary, we revisit "NCLB and the Demand for Highly Qualified Teachers: Challenges and Solutions for Rural Schools," an article we published in this journal in 2005. We consider the predictions we made then about the impact of the Highly Qualified Teacher mandate on special education teacher (SET) shortages in rural states and regions, acknowledging that we overlooked the diversity of rural areas and their differentiated needs in our original article. We then update strategies and programs for preparing, recruiting, and retaining SETs in rural schools and discuss the implications of the Every Student Succeeds Act, which has replaced the No Child Left Behind Act, for special education in rural areas. We note with optimism the resilience that rural areas have exhibited in the face of teacher shortages and see hope in recent technology applications and other context-based strategies.
