2. Conditional release and the role of service for treatment in criminal legislation of the Republic of Serbia

Conditional release represents a motivational criminal justice institute that carries an important role in the treatment of persons sentenced to imprisonment. However, the current legal provisions and by-laws seem very problematic in the context of assessing the achievement of criteria, which professional employees in the Department for Treatment and Courts in Serbia use to estimate the educational correction level achieved during the enforcement of a sentence. In this sense, this paper focuses on the logical and empirical analysis of the starting point on which the work of educators in prisons and correctional facilities is based upon, as well as the positive solutions concerning conditional release contained in the Criminal Code. Finally, proposals for amendments to laws and regulations aligning the educators' work with the strict scientific evaluation criteria will be formulated.

The questionnaire for the assessment of risk for those sentenced to imprisonment for up to three years is the main instrument of assessment used in penitentiary institutions in Serbia. The results obtained with this instrument create the basis of categorization, re-categorization of persons within penal institutions, as well as an argument in deciding in various criminal matters such as the procedure on the petition for conditional release. Because objective assessment is a necessity of forensic and educational work, the validity and reliability of the results obtained by these instruments is of great importance. In this sense, this paper carries basic information about the structure and content of the relevant Questionnaire, clarification on the method of scoring, as well as critical analysis in relation to its elements. Finally, with regard to perceived opportunities to improve national practices, this paper offers some suggestions of correction assessment procedures of convicts.

Ensuring security in penal institutions is a prerequisite of which practically all further actions depend. Protection of property, professionals, and the convicts themselves is a task of great importance. Given the fact that in Serbia recently there have been significant security challenges in penitentiaries and prisons, this issue is especially topical. Therefore the paper addresses special attention to the provisions of the Law on Execution of Criminal Sanctions concerning the sending and placement of convicted persons, and disciplinary punishment. It also lists applicable by-laws, relevant for formulating a suggestion for the improvement of national practice of criminal sanctions enforcement.

The sexual victimization of children has always drawn great attention from experts and criminal policy makers due to the nature of the violent behavior and the developmental specific characteristics of the victims which enjoy special criminal law protection in a developed society. The high dark number and sex offender recidivism, as referenced by the frequent media reports about new cases of sexual violence towards the youngest memebers of society, highlight the need to search for the most appropriate social response to this form of sexual offending. The establishment of a register of convicted sex offenders for acts of sexual violence committed against minors, as one approach with a primary special preventive purpose, found its application in criminal law theory and practice of the Republic of Serbia. The aim of the paper is to present the results of an attitudinal survey of professionals employed in the field of justice and social welfare in the Republic of Serbia on the provisions of the special measures to prevent the commission of crimes of sexual abuse against juveniles and the establishment of the register of sex offenders.

The legal and criminal law protection of children from sexual violence is a major element of the combat against this complex form of crime. Well-designed laws, consistency in their implementation, evaluation of effects and effectiveness of the measures envisaged by the laws are only some steps that must be made if the positive results are expected in opposing any crime, and therefore to sexual violence. Moreover, if we consider the consequences of attempted and/or committed sexual violence for the victim, which, if they reach the public evoke strong reaction, it is clear why the parts of the relevant legislation that regulate this matter are worthy of special attention to scientific and professional public. However, the mission of finding a fair legislative solution is not simple. In this sense, the United States of America have the richest experience, and we shall just try to point out the importance and complexity of the regulation of criminal law protection of children from sexual violence through critical analysis of their proposals and already adopted solutions, as well as through analysis of certain elements of domestic legislation. The aim of this study is review and critical analysis of selected proposals and existing solutions in the sphere of legal and criminal law protection of children from sexual violence: the U.S. law that regulates formation of the registry of sex offenders which is available to the public ('Megan's law'), legal solutions that provide chemical castration of 'pedophiles', as well as those related to the question of establishing the age limit that determines possibility of entering into consensual sexual relations with a minor.

8. Public attitudes toward child sexual abuse in Serbia

Bringing public attention to the topic of sexual harrassment of children in Serbia during 2010 as well as the series of arrests of persons suspected of “peadophilia“, encouraged authors to conduct a study which will analyze the public opinion about sexual child abuse. The study is conducted using a sample of 804 people in three comparative categories, laymans, professionals who work with potential victims and sexual abusers, and students of the Belgrade university. Besides assessing how well the persons in question are informed and assessing their concrete knowledge, the authors will evaluate standpoints in five dimensions questioning the perception of the term child, the term abuser and cause often abusing, stands regarding punative measures for sexual delinquents, stands regarding victimization of children with developmental disorders and finally the perception of the child regarding the abuse.

Zbog izrazito brzog procesa globalizacije i razvoja digitalne tehnologije suvremena poduzeća sve više u promociji koriste usluge e-marketinga pa tako i bankarske institucije. U svojoj osnovi vizija i misija poslovanja u bankarskim institucijama usmjerena je na ponašanje potrošača pri kupnji bankarskih usluga i utjecaj promotivnih aktivnosti na potražnju bankarskih usluga i proizvoda. Ovaj završni rad u svome užem smislu bavi se e-marketingom i promotivnim kanalima Privredne banke Zagreb te njihovim utjecajem na ponašanje potrošača. Osnovna svrha analize promotivnih kanala je stvoriti uvid u mišljenje i zadovoljstvo potrošača, te izvesti zaključke i sugestije za buduće promotivne aktivnosti. Bankarski marketing kakvog poznajemo danas razvio se pedesetih godina prošloga stoljeća, a predstavlja ključan segment bankarskog poslovanja koji utječe na imidž bankarskog sustava. Pod ovim pojmom podrazumijeva se poslovna aktivnost banke koja je usmjerena na ostvarivanje ključnih elemenata bankarskog sustava, poput zadovoljstva korisnika bankarskih uslugama, ostvarenje veće profitabilnosti, efikasno poslovanje i društvena odgovornost. Promocija usluga i proizvoda predstavlja važan segment poslovanja, pa su sukladno tome u radu analizirani promotivni kanali Privredne banke Zagreb. Za potrebe ispunjavanja cilja ovog završnog rada, provedeno je anketno istraživanje o prepoznatljivosti i kvaliteti promocijskih aktivnosti Privredne banke Zagreb u vremenskom periodu od 15. svibnja do 01. lipnja 2022. godine putem on-line Google Forms upitnika. Anketnom istraživanju pristupilo je ukupno 50 ispitanika-ica.

- Abstract
Security in prisons presents significant challenges for professionals in the Penal Enforcement Administration. Violence within the convicted collective, violence against officials, substance abuse and other forms of disregard of house rules are some examples of the heterogeneous phenomenology of disciplinary offenses in penal institutions. Given the importance of this phenomenon, the subject of this paper is the disciplinary offenses of the person serving the sentence, while the goal of the work is to define the phenomenology and risk factors that are related to the frequency of this type of security problem. In addition to a critical review of the relevant provisions of the Law on the Execution of Criminal Sanctions, the paper presents the results of the research carried out in the Novi Sad District Prison which included all initiated disciplinary proceedings initiated in 2015 in the aforementioned institution. The obtained results indicate the importance of drug abuse and recidivsm as risk factors for disciplinary offenses, as well as the ineffectiveness of the / legal norms in a preventive and corrective sense., Bezbednost u zatvorima predstavlja značajan izazove za profesionalce u Upravi za izvršenje krivičnih sankcija. Nasilje unutar osuđeničkog kolektiva, nasilje prema službenim licima, zloupotreba supstanci i drugi oblici nepoštovanja pravila kućnog reda neki su od primera heterogene fenomenologije disciplinskih prestupa u penalnim ustanovama. S obzirom na važnost date pojave, predmet ovog rada predstavljaju upravo disciplinski prestupi lica na izdržavanju kazne, dok se kao cilj rada definiše utvrđivanje fenomenologije i rizičnih faktora koji se dovode u vezu sa učestalošću ove vrste bezbednosnih problema. U radu su, pored kritičkog osvrta na relevantne odredbe Zakona o izvršenju krivičnih sankcija, predstavljeni i rezultati istraživanja sprovedenog u Okružnom zatvoru u Novom Sadu koje je obuhvatilo sve pokrenute disciplinske postupke pokrenute tokom 2015.godine u navedenoj ustanovi. Dobijeni rezultati upućuju na značaj zloupotrebe droga i povratnišvo kao faktore rizika vršenja disciplinskih prestupa, kao i neefikasnost pod/zakonskih normi u preventivnom i korektivnom smislu.

16. On the Road to Gilead, or The World as It Shouldn’t Be: The EYE Is On Central Europe

Margaret Atwood’s novel Handmaid's Tale takes a special place in the dystopian (ustopian for that matter) fiction. It is not only for its literary brilliance but also for sets of re-emerging conditions both in the US and in Europe. The rise of extreme right in US might be attributed to the consequences of Donald Trump’s presidency (but only superficially) while European Right-to- Fascist turn in Hungary, Slovakia, Poland, Czech Republic and Italy (to name the most prominent few) unfortunately recontextualizes not only Handmaid’s Tale but also all other previously mentioned antiutopian narratives. While looking closely to class, gender, sexual, religious… ‘identity’ construction in Handmaid’s Tale (due to the fact that the second part or the conference’s title is: “Central European Interpretations, ”, I will revisit some crucial loci of late eighties and early nineties discussions on Central Europe, then either as a metaphor of protest against two prominent blocks: East and West (as seen by Claudio Magris in the 80s and Franz Kafka in the 30s), Eastern Asia (as seen by Joseph Brodsky) or a place of cultural utopia that strongly suggests erasing the prevailing patriotism and replacing it with much needed matriotism (Joseph Conrad). Shortly before and after the fall of Berlin Wall (1989), the dream of Central Europe became actual once again. There were two major conferences held where the most prominent writers and intellectuals (to name just a few: (Saul Bellow, Peter Esterhazy, Gyorgy Konrad, Danilo Kis, Czeslaw Milosz, Josef Skvorecky, Josif Bridsky, Salman Rushdie, Ian Mc Ewan, Derek Walcott…) shared their assessment of then present and their dreams of the future ; one in Lisbon (1990) and one at Rutgers University in New Jersey (1992). Among all that gave Central Europe green light into existence and discussed it from the affirmative position, not as phantasma in heads of intellectuals (as E. Ionesco pointed out) but as the real region, shared their enthusiasm for Central Europe’s post-communist future. Unfortunately, the utopia discursively articulated in the past turned to have the dystopian present. Instead of reclaiming democracies, most of Eastern and Central European nation-states turned out to be monoideological, monoconfessional, xenophobic, closed patriarchal political entities whose borders are strongly fortified thus betraying the very idea of Central Europe as a family of peoples (Kundera) whose pluralism is perhaps best described in the famous allegory of The Danube, as a ‘bastard river’ whose source is not clearly defined, whose tributaries are sometimes (like in Passau where Ilz, Inn and Danube meet) wider and deeper than the principal river—a river that, unlike Rhein, the “Wagnerian custodian of race”, perfectly contains and depicts the plural, multiethnic, multiconfessional, trans and multicultural facets of the region. (Magris) Instead of one fluent geocultural entity, after the Cold War, we end up finding our unfulfilled dreams in a serial perspective of claustrophobic nation states all over the region. Their borders firm, barbed wires erected, migrants replaced old enemies, and almost everything human turned out to be strange, while everything strange ceased to be human. At the same time, Donald Trump is building the wall with Mexico thus giving carte blanche and opening up the new paradigm of exclusion in the resto of the ‘civilized’ world, that in times when Margaret Atwood wrote her novel (she published it in 1985) was imaginable only in fiction. As Aristotle put it in his Poetics, “history represents the world as it is, while fiction represents it as it should be”. He mainly had in mind Greek tragedy. In dystopian narratives, in this case focus is put on Atwood, it looks like looking at the present (80s) literature represented the world “as it shouldn’t be”. Regardless of the outcome of history: the realization of utopia or turning utopia into dystopia, literature, on the other hand, always warns us of the shortcomings of history in making while its conditional (narrating in the mode of: as if) tends to correct the world. Close, claustrophobic, exclusive, violent reality of Atwood’s theonomic military dictatorship known as the Republic of Gilead, not only depicts possible consequences for our region (too) but cries for our regional readings of her, from today’s perspective, obviously prophetic narrative. My paper thus offers a twofold perspective: employing regional (Croatian and Central European) gaze in reading an American, actually Canadian, novel, and reading the novel attempting to find similarities between its literary invented reality and geopolitical, geostrategic, ethnic, racial, gender… politics and realities of Central Europe.

Zaštita polnih sloboda u Republici Srbiji predstavlja veliki izazov. Ovo se ističe tim pre što i pored svih napora koji su učenjeni u poslednjim godinama, seksualno nasilje u fenomenološkom i epidemiološkom smislu i dalje ostaje jedno od gorućih pitanja. Poštujući važnost predmetnog problema autori su u radu predstavili kritiku postojeće putanje društvenog reagovanja i ukazali na potrebu specijalizacije profesionalnih postupanja. Nadalje, ukazivanjem na manjkavosti aktuelne penalne prakse, autori insistiraju na uvođenju savremenih instrumenata procene, kao i aplikaciji programa tremtmana učinilaca krivičnih dela seksualne prirode u ustanovama i unutar lokalne zajednice. Protection of sexual freedom in Serbia is a great challenge. This stands out even more because, despite all the efforts that have been learning in recent years, sexual violence in the phenomenological and epidemiological sense, remains one of the most pressing issues. Respecting the importance of the problem of the authors of the paper presented a critique of the current path of social reaction and pointed to the need for specialization of professional conduct. Furthermore, by pointing out the shortcomings of the current penal practices, the authors insist on the introduction of modern instruments of assesment and application od treatment programs for sexual offenders in the institutions and in the community.

U radu će biti predstavljena kritička analiza novousvojenog Zakona o sprečavanju nasilja u porodici. Analizirajući pojmovnu problematiku, kao i okvir primene predmetnog zakona autori će pokušati da ukažu na manjkavosti postojećeg legislativnog rešenja. Takođe, pokušaće da ukažu da primena hitnih mera zaštite može dovesti do paradoksalnih efekata u smislu podsticanja unutarporodičnog nasilja. Pored upućivanja na određene procesne probleme, kao i nelogičnosti koje se tiču Centralne evidencije, a koja se predviđa ovim zakonom, autori će u konačnom pokušati da ukažu na neefikasnost represivnog pristupa. U tom smislu, otvoriće se ideja ka tretmanskim opcijama kao efektivnijem modelu društvenog reagovanja. This paper will present a critical analysis of the newly adopted Law on Prevention of Domestic Violence. Analyzing the conceptual issues, as well as the implementation framework of the law authors will try to point out the deficiencies of the existing legislative solutions. Also, autors will try to point out that the implementation of emergency protective measures can lead to paradoxical effects in terms of encouraging domestic violence. In addition to the references to certain procedural problems and lack of logic concerning the Central Records, which is determined by this law, the authors will ultimately try to point out the ineffectiveness of the repressive approach. In this sense, the idea to open treatment options as a more effective model of social reaction.

23. Burnout syndrome among special education professionals

- Abstract
The objective of this study was to assess the level of Burnout syndrome (BOS) among special educators in Serbia and to investigate the relationship between demographic characteristics (gender, age, years of working experience, parental status etc.) and syndromic burden. The complexity of problems in working with persons with developmental disabilities, slow rehabilitation process, and frequent discrepancy between the achievable results and parental expectations of children with disabilities, are some of the factors that additionally burden professionals who deal with this delicate population. Data were collected by surveying 129 professionals in six institutions in five cities in Serbia. Each participant filled the questionnaire in voluntarily, anonymous fashion. Data were collected by Maslach Burnout Inventory (adjusted Croatian translation) which measures BOS level presence and with a series of survey questions, which enquired the main demographic information (age, gender, martial status, years of practice, parental status etc.) Respondents gave answers to Maslach Burnout Inventory - Human service survey. According to our findings, a high level of emotional exhaustion was present among 35.7% of examinees, a high level of reduced professional accomplishment was present in 11.6% of examinees, while 1.6% of examinees exhibited elements of depersonalisation. Examinees financial situation proved to be a particularly important factor for Burnout syndrome manifestation. Even though clearly confirmed amongst special educators in Serbia, the Burnout syndrome represents a phenomenon. Possible reflections of such phenomenon are not acknowledged on a wider scale. Even though 92% of the respondents in the conducted study believe that there should be some sort of support program and stress management program for employees, these programs do not exist in any institution for persons with developmental disabilities in Serbia.

Занемаривање и злостављање деце представља појаву која прати целокупну историју човечанства. Специфичност вулнерабилности најмлађих, као и низ социолошких особености утицали су на то да насиље над децом егзистира као константа практично у свим друштвима и историјским епохама. Премда је последњих деценија, на глобалном нивоу, приметан значајан напор у погледу остваривања веће заштите и поштовања права деце, одрживост високе учесталости занемаривања и злостављања је потврђена у бројним епидемиолошким студијама. Ово се истиче како у неразвијеним државама Африке и Азије, тако и у економски водећим државама западне Европе и САД. Управо у том смислу, Република Србија као држава која је последњих деценија вишеструко оптерећена различитим друштвеним турбуленцијама представља подручје са високим захтевима истраживања учесталости и особености насиља над децом, постојећих механизама заштите и њихове ефикасности, те могућих путева унапређења друштвеног одговора на ову појаву. У односу на то поставиће се и циљеви ове докторске дисертације која поред прегледа релевантних теоријских и емпиријских радова у овој области укључује и истраживање епидемиолошких и феноменолошких особености занемаривања и злостављања деце у Србији. Са циљем идентификовања етиолошких тенденција у раду ће бити анализиран већи број хипотеза о вези независних варијалби на ниову самог детета, злостављача, породице детета, односно неговатеља, те учесталости јављања виктимизације. Коначно, са циљем мапирања евентуалних потреба и могућности корекције друштвеног одговора у раду ће бити представљени резултати истраживања ставова професионалаца ангажованих у различитим секторима друштвеног реаговања на појаву насиља над најмлађима. Сви добијени резултати могу се користити у осмишљавању и унапређењу конкретних превентивних активности и ширих превентивних стратегија. Tако је истраживањем утврђено да је на нивоу целокупног узрока регистровано 199 случајева занемаривања и злостављања деце са инциденцом на ниову од 1,94/1000. При томе највише случајева је идентификовано у Војводини (38,19%), затим у западној/југозападној Србији (27,13%), источној/југоисточној Србији (18%), односно Београду (16,58%). Истовремено, утврђено је да као најчешћа форма насиља над децом појављује психолошко злостављање (54,77%), затим физичко (41,20%), занемаривање (39,19%), односно као најмање учестала форма сексуално злостављање деце (21,60%). У погледу родних карактеристика жртава ЗЗД утвђена је релативна уједначеност, са 48,14% дечака, односно 51,75% девојчица.

- Abstract
The issue of sexual violence against children is the subject of serious scientific research for several decades. Moreover, it is a topic that in recent years also attracts the attention of the general public, both in the world and in our society. However, local authors have not seriously dealt with etiology and psychodynamics of pedophilia. At the same time, there is plenty of literature, mainly foreign, which is precisely oriented to the explanation of etiology of various forms of sexual abuse of children, focusing on the etiological dimensions of pedophilia and characteristics of perpetrators. Basing on the review and analysis of available national and international literature, the aim of this paper is to present the leading scientific theories and concepts that offer an explanation of the phenomenon of child sexual abuse. Thus, it will be primarily given review of biological explanation, then Finklehor's preconditional model, Quadripartite model of Hall and Hirshman, as well as Eliot's papers that explain the nature of abuse of child pornography., Problematika seksualnog nasilja nad decom već nekoliko decenija predstavlja predmet ozbiljnih naučnih istraživanja. Sem toga, to je tema koja poslednjih godina zaokuplja i pažnju šire javnosti, kako u svetu, tako i u našem društvu. Međutim, domaći autori se do sada nisu ozbiljnije bavili etiologijom i psihodinamikom pedofilije. Istovremeno, postoji obilje literature, prevashodno inostrane, koja je upravo orijentisana na eksplanaciju etiologije različitih vidova seksualne zloupotrebe dece, sa fokusom na etiološke dimenzije pedofilije i karakteristike izvršilaca. Rad ima za cilj da na osnovu pregleda i analize dostupne domaće i strane literature prikaže vodeće naučne teorije i koncepcije koje nude objašnjenje fenomena seksualne zlo-upotrebe dece. Tako će u prvom redu biti dat prikaz biologističkih pristupa eksplanacije, Finkelhorovog prekondicionalnog modela, kvadripartitnog modela Hala i Hiršmana, kao i radova Eliota koji objašnjavaju prirodu zloupotrebe dečije pornografije.

The problem of prevention of child sexual abuse is a field which needs exceptional urgency. Despite the fact that child sexual abuse prevention programs are applied on a large scale in different countries of Western Europe and the USA, problems of efficiency of these kinds of interventions, remains the subject of serious scientific discussions. This paper will try to present different options of child sexual abuse prevention with extended review on program activities that finds application in school context. After theoretical elaboration of this issue, and presentation of efficiency confirmed practical programs, the authors will present prevention options designed for parents. Finally prevention activities adapted for children with disabilities will be presented in this paper., Problematika prevencije seksualne zloupotrebe dece predstavlja područje u okviru kog se javlja potreba za urgentnim delovanjem. I pored činjenice da preventivni programi nalaze značajnu primenu u mnogim državama zapadne Evrope i SAD, problematika stepena efikasnosti intervencija ovog tipa predstavlja predmet ozbiljnih naučnih polemika. U radu su predstavljeni različiti vidovi prevencije seksualne zloupotrebe dece sa posebnim osvrtom na programe koji se realizuju u školskom kontekstu. Pored teorijske elaboracije datog problema i praktičnih primera programa koji su potvrdili svoju efikasnost u praksi, autori su se posvetili i prikazu preventivnih programa namenjenih roditeljima. Najzad, u radu su predstavljeni preventivni programi prilagođeni populaciji dece sa različitim vidovima ometenosti.

Bringing public attention to the topic of sexual harrassment of children in Serbia during 2010 as well as the series of arrests of persons suspected of 'peadophilia', encouraged authors to conduct a study which will analyze the public opinion about sexual child abuse. The study is conducted using a sample of 804 people in three comparative categories, laymans, professionals who work with potential victims and sexual abusers, and students of the Belgrade university. Besides assessing how well the persons in question are informed and assessing their concrete knowledge, the authors will evaluate standpoints in five dimensions questioning the perception of the term child, the term abuser and cause often abusing, stands regarding punative measures for sexual delinquents, stands regarding victimization of children with developmental disorders and finally the perception of the child regarding the abuse., Aktuelizovanje teme seksualne zloupotrebe dece u Srbiji tokom 2010. godine i serija hapšenja lica osumnjičenih za 'krivično delo pedofilije' podstakla je autore da realizuju studiju koja će analizirati stavove javnosti prema seksualnoj zloupotrebi dece. Studija je sprovedena na uzorku od 804 ispitanika u tri komparativne kategorije, obuhvatajući laike, profesionalce koji rade sa potencijalnim žrtvama i počiniocima seksualnog zlostavljanja, te studente beogradskog univerziteta. Pored procene informisanosti i konkretnih znanja ispitanika, autori će procenjivati orjentaciju stavova u pet dimenzija ispitujući percepciju pojma deteta, percepciju pojma zlostavljača i uzroka zlostavljanja, stavove prema kaznenim merama namenjenim seksualnim prestupnicima, stavove prema viktimizaciji dece sa smetnjama u razvoju i konačno percepciju dečijeg odnosa prema samom činu zlostavljanja.

29. Institutional treatment of juvenile delinquents

- Abstract
The article shown presents an attempt to clarify (lighten up) the importance of professional stress and the burnout syndrome in professionals working on the institutional treatment of juvenile delinquents, as well as the possible implications of this complex phenomenon. In that relation, beside the theoretical elaboration of the mentioned problem, the article will present results of the research which included 59 professionals from 5 institutions of the mentioned type in the territory of Serbia. The application of the Maslach Burnout Inventory resulted in getting evidence that over 37% of employees demonstrate high level of emotional exhaustion, as well as substantial sense of being under burden when depersonalization and personal professional achievements are concerned. Beside conclusions brought at the entire model level, tests have been made too of the correlative importance of specific variables in relation to the syndrome demonstration. In that context the article gives a summary of results achieved by professionals observed in relation to the following criteria: sex, housing situation and possible presence of chronic, organic diseases or invalidity. Finally, in the article will be mentioned some possible forms of action in the direction of prevention and resolution of the said phenomenon., Prikazani rad predstavlja pokušaj osvetljavanja značaja profesionalnog stresa, te sindroma sagorevanja kod profesionalaca koji rade u zavodskom tretmanu maloletnih delinkvenata, kao i mogućih implikacija ove složene pojave. U tom smislu, pored teorijske elaboracije navedene problematike, u radu će biti prikazani i rezultati istraživanja koje je obuhvatilo 59 stručnjaka u 5 ustanova navedenog tipa na teritoriji Srbije. Primenom Maslach Burnout Inventory, dobijeni su rezultati koji svedoče da preko 37% zaposlenih pokazuje emocionalnu iscrpljenost visokog nivoa, kao i značajno opterećenje u dimenziji depersonalizacije i ličnog profesionalnog postignuća. Osim zaključaka na nivou celokupnog uzorka, vršena je i provera korelativnog značaja specifičnih varijabli, a prema sindromskom ispoljavanju. U tom kontekstu, u radu su prikazani rezultati profesionalaca posmatrani u odnosu na polnu pripadnost, rešenost stambenog pitanja, kao i prisustvo hroničnih, organskih bolesti ili invaliditeta. Konačno, u radu će se prikazati i mogući oblici delovanja u smeru preveniranja i kupiranja pomenute pojave.

Zanemarivanje i zlostavljanje dece predstavlja pojavu koja prati celokupnu istoriju čovečanstva. Specifičnost vulnerabilnosti najmlađih, kao i niz socioloških osobenosti uticali su na to da nasilje nad decom egzistira kao konstanta praktično u svim društvima i istorijskim epohama. Premda je poslednjih decenija, na globalnom nivou, primetan značajan napor u pogledu ostvarivanja veće zaštite i poštovanja prava dece, održivost visoke učestalosti zanemarivanja i zlostavljanja je potvrđena u brojnim epidemiološkim studijama. Ovo se ističe kako u nerazvijenim državama Afrike i Azije, tako i u ekonomski vodećim državama zapadne Evrope i SAD. Upravo u tom smislu, Republika Srbija kao država koja je poslednjih decenija višestruko opterećena različitim društvenim turbulencijama predstavlja područje sa visokim zahtevima istraživanja učestalosti i osobenosti nasilja nad decom, postojećih mehanizama zaštite i njihove efikasnosti, te mogućih puteva unapređenja društvenog odgovora na ovu pojavu. U odnosu na to postaviće se i ciljevi ove doktorske disertacije koja pored pregleda relevantnih teorijskih i empirijskih radova u ovoj oblasti uključuje i istraživanje epidemioloških i fenomenoloških osobenosti zanemarivanja i zlostavljanja dece u Srbiji. Sa ciljem identifikovanja etioloških tendencija u radu će biti analiziran veći broj hipoteza o vezi nezavisnih varijalbi na niovu samog deteta, zlostavljača, porodice deteta, odnosno negovatelja, te učestalosti javljanja viktimizacije. Konačno, sa ciljem mapiranja eventualnih potreba i mogućnosti korekcije društvenog odgovora u radu će biti predstavljeni rezultati istraživanja stavova profesionalaca angažovanih u različitim sektorima društvenog reagovanja na pojavu nasilja nad najmlađima. Svi dobijeni rezultati mogu se koristiti u osmišljavanju i unapređenju konkretnih preventivnih aktivnosti i širih preventivnih strategija. Tako je istraživanjem utvrđeno da je na nivou celokupnog uzroka registrovano 199 slučajeva zanemarivanja i zlostavljanja dece sa incidencom na niovu od 1,94/1000. Pri tome najviše slučajeva je identifikovano u Vojvodini (38,19%), zatim u zapadnoj/jugozapadnoj Srbiji (27,13%), istočnoj/jugoistočnoj Srbiji (18%), odnosno Beogradu (16,58%). Занемаривање и злостављање деце представља појаву која прати целокупну историју човечанства. Специфичност вулнерабилности најмлађих, као и низ социолошких особености утицали су на то да насиље над децом егзистира као константа практично у свим друштвима и историјским епохама. Премда је последњих деценија, на глобалном нивоу, приметан значајан напор у погледу остваривања веће заштите и поштовања права деце, одрживост високе учесталости занемаривања и злостављања је потврђена у бројним епидемиолошким студијама. Ово се истиче како у неразвијеним државама Африке и Азије, тако и у економски водећим државама западне Европе и САД. Управо у том смислу, Република Србија као држава која је последњих деценија вишеструко оптерећена различитим друштвеним турбуленцијама представља подручје са високим захтевима истраживања учесталости и особености насиља над децом, постојећих механизама заштите и њихове ефикасности, те могућих путева унапређења друштвеног одговора на ову појаву. У односу на то поставиће се и циљеви ове докторске дисертације која поред прегледа релевантних теоријских и емпиријских радова у овој области укључује и истраживање епидемиолошких и феноменолошких особености занемаривања и злостављања деце у Србији. Са циљем идентификовања етиолошких тенденција у раду ће бити анализиран већи број хипотеза о вези независних варијалби на ниову самог детета, злостављача, породице детета, односно неговатеља, те учесталости јављања виктимизације. Коначно, са циљем мапирања евентуалних потреба и могућности корекције друштвеног одговора у раду ће бити представљени резултати истраживања ставова професионалаца ангажованих у различитим секторима друштвеног реаговања на појаву насиља над најмлађима. 37. Automatska sinkronizacija upravljana pomoću PLC-a

U ovom diplomskom radu opisan je postupak realizacije automatske sinkronizacije sinkronog generatora na mrežu. Automatska sinkronizacija izvedena je preko PLC-a što nije čest slučaj u elektroenergetskim sustavima gdje se postupak sinkronizacije obavlja preko posebnih uređaja (sinkronoskopa, releja za provjeru sinkronizacije…) koji prate uvijete sinkronizacije i daju nalog za uklop i sinkronizaciju. Automatska sinkronizacija izvedena je s opremom koja se nalazi u laboratoriju na zavodu ZESA, fakulteta elektrotehnike i računarstva u Zagrebu. Algoritam automatske sinkronizacije u potpunosti je realiziran u PLC-u, a za mjerenje uvjeta sinkronizacije projektirani su i izrađeni sklopovi koji prilagođavaju signal ulazima PLC-a. Ovdje se postavlja problem mjerenja frekvencije napona generatora uz pomoć PLC-a, čije je rješenje s obzirom na raspoloživu opremu, dano u ovom diplomskom radu. U danjim poglavljima objašnjen je postojeći ručni način sinkronizacije, načini mjerenja veličina bitnih za ostvarivanje uvjeta sinkronizacije i određivanje pogodnog trenutka za uklop kod automatske sinkronizacije, te je provedena provjera funkcionalnosti rješenja i prikazani su rezultati .

Teorijski dio studije bavi se pojmom i konceptom identiteta i njegovim odnosom s procesom identifikacije. Nastavljajući se na primjedbu američkog filozofa Akeela Bilgramija, čiji tretman i poimanje identiteta čine polazišnu okosnicu studije—primjedbu da je početkom devedesetih godina prošloga stoljeća identitet odbacio steznik i otada slobodno pluta u domenima politike i kulture, studija identitet nastoji vratiti ishodišnom teorijskom polju filozofije. Analizirajući identitet i inzistirajući na potrebi razlikovanja identiteta i identifikacije nastoji rekonceptualizirati, rekontekstualizirati i rekuperirati njegov položaj kako unutar teorije identiteta tako i u kontekstu formacije identiteta i identitetne politike. Na primjerima iz srednjeeuropske, hrvatske, talijanske, američke... kulturalne povijesti (povijesti koju učinkovitije (re)konstruira fikcija autora poput Nedjeljka Fabrija, Claudia Magrisa, Franza Kafke, Guillerma Gómeza Peñe, Oscara Acoste Zete, Richarda Rodrigueza, Coco Fusco, Chang Rae Leea, Milorada Stojevića, Ivana Rogića Nehajeva... ilustrirane su nijanse teorijske pretpostavke koja glasi: ukoliko i uspijemo pozitivno odrediti i definirati statičku, sinkronijsku ekstenziju pojma i koncepta identiteta, njezin dinamički, dijakronijski dio, ostaje problematičan. Dinamička ekstenzija oblikovana je vremenom u vremenu. I baš je dimenzija vremena ta koja u proces konstrukcije identiteta, svojim sadržajem, unosi varijante kulturnih, kulturalnih, povijesnih, geopolitičkih, političkih... elemenata koji, i pojedinačno i svi zajedno ulaze u polje istraživanja i tako dalje usložnjavaju ionako složenu podlogu na kojoj se oblikuje i materijal iz kojega se dalje oblikuju identiteti.

41. A Central Europe of Our Own

This project attempts to offer a new theoretical paradigm, one that will allow a re-conceptualization of the literary and cultural histories of the countries of Central Europe—that vaguely defined geopolitical entity, which lies between the traditional hearts of “Eastern” and “Western Europe.” Traditionally, Central Europe has been associated most closely with the successor states to the Austro-Hungarian Empire (disassembled at the end of the First World War), but now the term is re-emerging in reference to the successor states of the Eastern Block located outside of the Russian-language sphere. To define and explore such a theoretical construct, however, requires a set of tests against historical data. For that reason, even before I embark on a more detailed expositions in the chapters which follow, it is important to outline here precisely what kinds of conclusions should and should not be expected of this discussion regarding Central European literatures and cultures. First and foremost, the “Central Europe” under discussion is a region of aggregates. It has neither precise geographic outlines nor a single dominant cultural tradition to which it belongs. Instead, “Central Europe” has always had the status of one of Benedict Anderson’s “imagined communities, ” since it has been assumed to exist by both its inhabitants and by outsiders. This assumption has been made on various grounds, each of which play a role in defining its existence. 8 Perhaps the best way to define Central Europe is as a cross-cultural space. It is a region in which the traditions of many ethnic groups meet and blend, producing a culture with a very distinctive everyday life for the middle classes while creating a set of expectations for less dominant groups that could not possibly be met. The cultural life of Austro-Hungary, for example, had several centers at the turn of the century, most notably, Budapest and Vienna, but also including Trieste, Prague, and other smaller cities where various religions and languages crossed paths and adjusted their expectations to each other and to the absent central (and largely German-language) culture of the Habsburg nation. Central European culture and literature that I will be discussing must include literatures written in several languages -- namely, Croatian, Italian, German, and Czech. Yet in including examples of these literatures, I will be writing against the grain of the national traditions in which they usually have been framed. Franz Kafka, for example, has a prominent position within the German-language literary canon as a modernist writer ; when he is considered as a Central European, one discovers that the kind of existential crisis in which his characters find themselves are echoed in literatures other than German. Jaroslav Hasek’s Good Soldier Svejk, for example, has an equally surreal journey to the war front by train as that undertaken by the land surveyor K. in Kafka’s The Castle. Both are at the mercy of an unknown and unknowable central authority that has their names inscribed in its record books, but which does not acknowledge their individuality behind their shared existence as recipients of the Austro-Hungarian justice and governance. Both characters are also from the margins of their cultures: K. as a German-speaker in a city that is rejecting German heritage and Svejk as a member of a Slavic nation that has little political power of its own. In many ways, then, the examples cited will shy away from the point of view of specialists in the various national literatures involved. Instead, my treatment of the narratives in question will re-create the trans-national and cross-cultural space in which traditionally recognized works of various national literatures have been produced. 9 The “introduction” is typical of my approach to national traditions. It draws on statements by the modern masters of Slavic and Russian literature today, including Milan Kundera, Tatyana Tolstaya, and Joseph Brodsky ; however, I will do violence to their positions within their various national traditions as well as to their individual aesthetic programs. I treat critics themselves in an event which documents the continued existence of Central Europe. Conveniently, such an event really happened at a 1990 conference at Lisbon where a discussion was held about the relationship between political and cultural traditions in an era of massive political trauma. The overriding uncertainty about “what remains” after the purported dissolution of the Soviet block allowed a free discussion about cultural boundaries to emerge: the critics and writers were arguing other issues—if all Slavic culture is Russian culture, if Russian culture is “eastern” or “western, ” and if other Slavic cultures are “actually” more like Russian culture or influenced by other cultural spheres. In the rest of the introduction, then, I treat these authors as part of an event in which the existence and cultural-political implications of a Central European cultural space emerged clearly. To their voices from the Soviet successor states, I add that of Egon Schwarz, an émigré intellectual from that vanished Austro-Hungarian Central Europe who, unlike the writers at Lisbon, has convinced himself that Central Europe had always been a utopia. By playing off these points of view, I argue for the validity of the key assumptions underlying my project: that Central European culture exists as a constant behind the political changes characterizing the region over the past century and a half, that this Central European culture is not exhausted by the influences of any one ethnic group or national culture, and that this culture has a certain very distinct set of implications for the identities of its authors, intellectuals, and inhabitants. In discussing this panoply of voices, I argue that Central European culture continues to impose itself as an “imagined community” on the identities and lives of its intellectuals and authors, even when it has no official existence in geopolitics. Considered politically, the region is thus always “postcolonial”: some external pow10 er has always exerted dominance over it. Yet at the same time, the region has, for the last century and a half, never lost an alternate (if relatively undefined) source of identity as the land in between, the culture of meetings, of blendings, and cultural renegotiations. The chapters that follow expand on this theoretical paradigm for the cultural existence of Central Europe as postcolonial, yet distinctive, by presenting the work of two Central European authors. These works make the case for the persistence of Central European culture as a culture of resistance to external domination—a postmodern culture as defined by Lyotard—one that resists the imposition of external master narratives by showing where those narratives cease to make sense in those everyday lives far from the power centers of the empire (such as Kafka’s K. who can never find out who wrote the orders he thought he was following). As we shall see, these narratives share the sense of a displaced geopolitics and uncertain personal identity politics as they tell the stories of Central European characters. They are thus postmodern (even if almost a century old) because they concentrate on protean identity as a function of competing traditions rather than on the crisis of personal identity that characterizes the literature of modernism. The specific, nonlinear treatment of time employed in this study deserves special note before I enter into the main body of my discussion: its chronological organization is reversed. I am comparing authors of the 1980s and the 1990s, drawn from the West (Italy) and the East (the Lisbon Conference authors) and the Center (Schwarz, Kundera), with authors as far back as the turn of the century —also from the West (Musil), the Center (Hasek and Kafka), and the East (Russian modernists). This is intentional: just as each author is not placed within an independent national/ethnic/linguistic tradition, neither are the historical conventions of dividing epochs from the turn of the century until today followed. In fact, I believe that the geopolitics of Central Europe run counter to its cultural history. Because of its unusual colonial cultural-historical situation, Central Europe has been a postmodern culture for at least a century. Such culture may never have absorbed the high modernism that characterized the literatures of the Western colonial powers, but in11 stead constituted itself as a cultural space that is somewhat paradoxically Western, but in opposition to the dominant western norms. That is, since it has always been colonized, and hence not able to exert its own cultural authority except within its own unwritten spaces, and since it has nonetheless always been Western (and hence fully able to understand various “Western tradition” as insiders, as well as colonized aliens) Central Europe tells its story in postmodern terms. Some of the narratives analyzed in this study demonstrate that the region has done so in prose for at least the last century. The theoretical paradigm offered thus moves toward a new modes of how literary history can be done, moving beyond simple dichotomies (East-West, colonized-colonizer) into a more flexible image of how dominant and non-dominant cultures have blended at the margins of Europe for the last century, not only at the brief fin de siécle but also now as the power blocks realign.

Prikazani su osnovni parametri te postupak projektiranja propusta. Detaljno je opisan način gradnje čeličnih propusta, uređenje posteljice i temelja propusta, izvedba klinova i nadsloja nasipa. Dan je osvrt na mogućnost primjene i trajnost čeličnih propusta te komparativne prednosti u odnosu na primjenu betonskih propusta.

U ovom radu razmatrane su tri odvojene cjeline. Prva cjelina obuhvaća teoretski aspekt ovog rada koji predstavlja matematičko modeliranje ronilice koje čini model sastavljen od pogonskog, dinamičkog i kinematičkog dijela. Drugi dio obuhvaća opis izrade simulatora u programskom paketu LabView. Opisano je sučelje simulatora te programski kod. Programski kod se sastoji od glavnog blokovskog programa te potprograma koji predstavljaju pojedine matrice opisane u poglavlju 2. U trećem dijelu opisana je simulacija u napravljenom simulatoru za pogonske, dinamičke, i kinematičke parametre ronilice VideoRay Pro II, te su zadane proizvoljne reference brzine potisnika. Rad je rezultirao aplikacijom koja može poslužiti za provjeru ponašanja ronilice u različitim uvjetima simulacijom baziranom na matematičkom modelu.

From the theoretical position of a cultural critic I am demonstrating how and why the question of multiculturalism is relevant for central aspects of a contemporarz theorization of culture and to what extent multiculturalism politicizes the realm of social practice. In the part of the paper where theorz turns to practice I examine some facets of affirmative action asking the question whether is needed and if it is needed, how effective it plays out in a multicultural society? My focus is the multicultural US seting in the last decade of the past century.

This project attempts to offer a new theoretical paradigm, one that will allow a re-conceptualization of the literary and cultural histories of the countries of Central Europe—that vaguely defined geopolitical entity, which lies between the traditional hearts of “Eastern” and “Western Europe.” Traditionally, Central Europe has been associated most closely with the successor states to the Austro-Hungarian Empire (disassembled at the end of the First World War), but now the term is re-emerging in reference to the successor states of the Eastern Block located outside of the Russian-language sphere. To define and explore such a theoretical construct, however, requires a set of tests against historical data. For that reason, even before I embark on a more detailed expositions in the chapters which follow, it is important to outline here precisely what kinds of conclusions should and should not be expected of this discussion regarding Central European literatures and cultures. First and foremost, the “Central Europe” under discussion is a region of aggregates. It has neither precise geographic outlines nor a single dominant cultural tradition to which it belongs. Instead, “Central Europe” has always had the status of one of Benedict Anderson’s “imagined communities, ” since it has been assumed to exist by both its inhabitants and by outsiders. This assumption has been made on various grounds, each of which play a role in defining its existence. 8 Perhaps the best way to define Central Europe is as a cross-cultural space. It is a region in which the traditions of many ethnic groups meet and blend, producing a culture with a very distinctive everyday life for the middle classes while creating a set of expectations for less dominant groups that could not possibly be met. The cultural life of Austro-Hungary, for example, had several centers at the turn of the century, most notably, Budapest and Vienna, but also including Trieste, Prague, and other smaller cities where various religions and languages crossed paths and adjusted their expectations to each other and to the absent central (and largely German-language) culture of the Habsburg nation. Central European culture and literature that I will be discussing must include literatures written in several languages -- namely, Croatian, Italian, German, and Czech. Yet in including examples of these literatures, I will be writing against the grain of the national traditions in which they usually have been framed. Franz Kafka, for example, has a prominent position within the German-language literary canon as a modernist writer ; when he is considered as a Central European, one discovers that the kind of existential crisis in which his characters find themselves are echoed in literatures other than German. Jaroslav Hasek’s Good Soldier Svejk, for example, has an equally surreal journey to the war front by train as that undertaken by the land surveyor K. in Kafka’s The Castle. Both are at the mercy of an unknown and unknowable central authority that has their names inscribed in its record books, but which does not acknowledge their individuality behind their shared existence as recipients of the Austro-Hungarian justice and governance. Both characters are also from the margins of their cultures: K. as a German-speaker in a city that is rejecting German heritage and Svejk as a member of a Slavic nation that has little political power of its own. In many ways, then, the examples cited will shy away from the point of view of specialists in the various national literatures involved. Instead, my treatment of the narratives in question will re-create the trans-national and cross-cultural space in which traditionally recognized works of various national literatures have been produced. 9 The “introduction” is typical of my approach to national traditions. It draws on statements by the modern masters of Slavic and Russian literature today, including Milan Kundera, Tatyana Tolstaya, and Joseph Brodsky ; however, I will do violence to their positions within their various national traditions as well as to their individual aesthetic programs. I treat critics themselves in an event which documents the continued existence of Central Europe. Conveniently, such an event really happened at a 1990 conference at Lisbon where a discussion was held about the relationship between political and cultural traditions in an era of massive political trauma.
