Detecting the mechanism of landslides and evaluating their dynamics is challenging, especially concerning composite landslides. For this purpose, several investigation and monitoring techniques should be implemented to obtain reliable information on landslide characteristics (e.g., geological and hydrogeological conditions and type of landslide processes), kinematics (displacement rate), and potential triggering mechanisms (e.g., change in groundwater table and precipitation). The Urbas landslide in northwest Slovenia has been studied for decades through geological, geotechnical, geodetic, and remote sensing investigations. However, due to the complexity of the landslide and the short duration of continuous monitoring, no assessment of its dynamics has been made. To meet this need, this study analysed continuous and periodic monitoring of landslide displacements using data from the global navigation satellite system (GNSS), a wire extensometer, unmanned aerial vehicle (UAV) photogrammetry, and hydrometeorological sensing (groundwater table, precipitation). The results of this study show that the dynamics of the Urbas landslide differ along the landslide area, depending on local geological and hydrogeological conditions. This paper gives an overview of landslide research and the activity of landslides located above the Koroška Bela settlement in Northwest Slovenia. There are several landslides in this area and they pose a direct threat to the settlement below. The settlement is very densely populated (about 2,100 inhabitants) and has well-developed industry and infrastructure. It is built on deposits from past debris flows, indicating that large slope mass movements have occurred in the past. In this regard, the hinterland of Koroška Bela has been investigated since 2006, within the framework of various research, technical and European projects. The most extensive geological and geotechnical investigations were carried out after April 2017, when part of the Čikla landslide collapsed and mobilised into a debris flow. All of the investigations which have been carried out over the years revealed that the hinterland of Koroška Bela is characterised by high landslide activity due to geological, hydrogeological and tectonic conditions. In order to protect people and their property, it is essential to implement a holistic mitigation measure which includes remediation works (drainage works, debris flow breaker, etc.) and nonstructural measures (monitoring system, early warning system, risk management, etc.). Regular and continuous monitoring of all landslides is also crucial to observe the landslide dynamics and evaluate the effectiveness of structural mitigation measures. [ABSTRACT FROM AUTHOR]

This paper focuses on the studying of landslides in the hinterland area of the Koroška Bela settlement, NW Slovenia. Research has shown that these landslides have the potential to mobilize the material into a debris flow. The area of interest is located on the Karavanke mountain ridge, above the settlement of Koroška Bela, which lies on the outskirts of the town of Jesenice. In order to recognize and understand the kinematics of landslides and their triggering mechanisms, a multidisciplinary approach using engineering-geological and geotechnical investigations was applied. Thus, landslide source areas were determined based on engineering-geological mapping. Furthermore, landslide boundaries, types of landslides and sediments that are involved in processes of sliding were mapped in detail. Geotechnical monitoring is beneficial in evaluating rates of movement and failures in the ground under real conditions in the field. Current investigations as well as historical evidence and previous research prove that the hinterland of Koroška Bela is prone to various types of landslides that together form a source area that has the potential to mobilize into larger debris flow. This paper summarizes the observation of the Potoška planina landslide, which is located in the Karavanke mountain range in NW Slovenia. The landslide lies at the tectonic contact between the Upper Carboniferous and the Permian clastic rocks, and the Upper Triassic to Lower Jurassic carbonate rocks. Due to active tectonics, the clastic rocks are heavily deformed and, consequently, highly prone to fast and deep weathering. The carbonate rocks are also highly fissured due to tectonic disturbances, which result in large quantities of talus and scree material covering the part below the crown. A greater spatial density of springs and wetlands, supplied from the infiltration, is evident at the contact between scree and clastic rocks. Due to prevailing geological, tectonic and hydrological conditions, the Potoška planina area is highly prone to different slope mass movements. This paper presents the monitoring of surface movement patterns at the toe of the Potoška planina landslide. The sliding mass is composed of tectonically deformed and weathered Upper Carboniferous and Permian clastic rocks covered with a large amount of talus material, which is unstable and prone to landslides. Additionally, the Bela torrent causes significant erosion and increases the possibility of mobilization of the sliding mass downstream. Based on said conditions and field survey work, the toe of the landslide is considered to be the most active part of the landslide. In order to estimate surface movement patterns over a monitoring period of 22.5 months and five reconnaissance campaigns, periodic monitoring was conducted using unmanned aerial vehicle (UAV)-based photogrammetry, which provides high-resolution images and tachymetric geodetic measurements that enable accurate control of photogrammetric analysis of surface displacements. Using the results of said periodic monitoring, analyses of UAV-based displacement patterns, surface elevations and volume changes were all modelled for four observation periods. According to our results, the movement pattern at the toe of the Potoška planina landslide indicates a steadily downslope movement of the entire area with localized surges superficial slips. In Slovenia, rainfall-induced landslides lead to considerable damages, even causing human losses. In order to reduce the impact of this kind of landslide, several researchers analyzed rainfall-induced landslides in this country, but to date, no rainfall thresholds have been developed for a landslide warning system at national scale. In this paper, the definition of rainfall thresholds for rainfall-induced landslides in Slovenia is presented. The thresholds have been calculated by collecting approximately 900 landslide data and the relative rainfall amounts, which have been collected from 41 rain gauges. To define the thresholds, an existing procedure characterized by a high degree of objectiveness has been used. This approach is based on a software that was developed for a test site with very different characteristics (Tuscany, central Italy). At first, a single national threshold has been defined; subsequently, the country was divided into four zones, on the basis of the major river basins. The effectiveness of the thresholds has been verified by the use of several statistical parameters and it resulted in quite good performances, even if with some uncertainties, probably due to the quality of the available data. Besides the setting of a threshold system, usable for civil protection purposes at national scale, an additional outcome of this work was the possibility of applying, with good results, a methodology defined for another region, therefore testing its degree of exportability in different settings. In the frame of national research and innovation project MASPREM exposure maps of inhabitants, buildings and infrastructures to landslide occurrence were developed for five selected Slovenian municipalities. Maps represent an upgrade of the landslide susceptibility maps that were elaborated based on synthesis of analysis of event-based landslide inventory and field investigations. Exposure maps were developed for five municipalities: Bovec, Laško, Slovenj Gradec, Trbovlje and Železniki. Exposure of inhabitants, construction and infrastructures to landslide occurrence was analysed using simple cross-analysis of landslide susceptibility maps at scale of 1:25,000 with locations of exposed elements. All analyses were conducted in the GIS with software tool ArcMap. Exposure maps, based on landslide susceptibility, were classified into six classes, with values ranging from one to six where class one represents areas with negligible exposure and class six areas with very high exposure to landslide occurrence. A prototype of a low-cost GNSS (Global Navigation Satellite System) monitoring system was installed on a deep-seated landslide in north-western Slovenia to test its performance under field conditions. The system consists of newly developed GNSS stations based on low-cost, dual-frequency receivers and open-source GNSS processing software. It automatically receives GNSS data and transmits them over the Internet. The system processes the data server-side and makes them available to the end user via a web portal. The detected surface displacements were evaluated through a comparison with the network of classic geodetic measurements. The results of a nine-month monitoring period using seven GNSS stations provided a detailed insight into the spatial and temporal pattern of deep-seated landslide surface movements. The displacement data were correlated with precipitation measurements at the site to reveal how different parts of the landslide react to rainfall. These data form the basis for the further development of an early-warning system which will help to manage the risk the landslide poses to the local population and infrastructure. Activities toward better understanding and reducing landslide disaster risk are an important part of the voluntary commitment written into the ISDR–ICL Sendai Partnerships 2015–2030. The present study highlights of the learning by doing approach implemented in the case of Potoška planina landslide, which poses a threat for community of Koroška Bela. For the first time in Slovenia, a cooperative team has been established for the purpose of raising awareness and understanding of landslide risk in the community. In addition, a combination of indoor and outdoor training sessions provides both theoretical and practical exercises on how landslides may be identified, together with their key characteristics and methods for landslide monitoring. In order to evaluate the effectiveness of this team, which is made up of different sectors, a questionnaire was drawn up. The responses to the questionnaire showed that understanding of landslide hazards among the members of cooperative team is significantly better than it was before the group was established. The present research proposes a methodology whereby, through cooperative team trainings and mutual cooperation among relevant stakeholders and local authority, important steps toward understanding landslide risks can be achieved, which in particularly is important for local communities and is sure to become a focal point in the coming years, in parallel with the increasing scarcity of financial resources available at the local level. Landslide monitoring is a mandatory step in landslide risk assessment. It requires collecting data on landslide conditions (e.g., areal extent, landslide kinematics, surface topography, hydrogeometeorological parameters, and failure surfaces) from different time periods and at different scales, from site-specific to local, regional, and national, to assess landslide activity. In this analysis, we collected information on landslide monitoring techniques from 17 members of the Earth Observation and Geohazards Expert Group (from EuroGeoSurveys) deployed between 2005 and 2021. We examined the types of the 75 recorded landslides, the landslide techniques, spatial resolution, temporal resolution, status of the technique (operational, non-operational), time of using (before the event, during the event, after the event), and the applicability of the technique in early warning systems. The research does not indicate the accuracy of each technique but, rather, the extent to which Geological Surveys conduct landslide monitoring and the predominant techniques used. Among the types of landslides, earth slides predominate and are mostly monitored by geological and engineering geological mapping. The results showed that Geological Surveys mostly utilized more traditional monitoring techniques since they have a broad mandate to collect geological data. In addition, this paper provides new insights into the role of the Geological Surveys on landslide monitoring in Europe and contributes to landslide risk reduction initiatives and commitments (e.g., the Kyoto Landslide Commitment 2020). The alpine environment is characterized by complex geology, high-energy terrain, deeply incised river valleys with high erosional potential, extreme weather conditions and dynamic geomorphic processes. Such settings provide favourable conditions for the formation of composite landslides rather than individual slope mass movement phenomena. As an example, we present the kinematics of the composite landslide Urbas in the North of Slovenia which developed in the complex geological and morphological settings characteristic of the alpine environment. The research combines several monitoring techniques and involves the integration of both surface and subsurface displacements measured in the landslide area. The results indicate that the composite sliding process consists of several simultaneous and interrelated types of movements occurring in different segments of the unstable mass that are governed by different mechanisms of displacements, such as rockfall, sliding and debris flow. The kinematic characteristics of a deep-seated landslide that formed in such conditions vary spatially, but is rather homogenuous vertically, indicating translational type of movement. Spatial kinematic heterogeneity is primarily related to the diverse terrain topography, reflecting in different displacement trends. Based on the revealed kinematic proprieties of the sliding material, the sediment discharge illustrates the sliding material balance which estimates the volume of the retaining material that represents the potential for slope mass movement events of larger scales. Debris flows are one of the natural disasters that can occur in the alpine environment, cause large economic damage, and endanger human lives. This study presents an overview of recent research done in relation to the debris flow hazard assessment and conceptual mitigation at the Koroška Bela area in Slovenia. This includes fieldwork, lab experiments, modelling, and a conceptual design of hydro-technical measures to reduce the risk. The results indicate that multiple debris flows occurred in the past in the area but a relatively long period of more than 100 years without an extreme event led to urbanization and development of the area. Magnitudes of the most extreme events as the worst-case scenarios were estimated to be in the range between 100,000 and 400,000 m3, using debris flow modelling and geological information from research trenches. Based on the landslide volumes, such events could also potentially occur in the future in extreme conditions. Additionally, torrential floods could mobilize more than 15,000 m3 of material located along the stream network that can be regarded as potentially unstable. The existing check dam system does not have the capacity to capture this material. Thus, a new check dam and three flexible net barriers could help to reduce the risk due to torrential outbursts or debris flows. [ABSTRACT FROM AUTHOR]

In this paper we introduce a landslide prediction system for modelling the probabilities of landslides through time in Slovenia (Masprem). The system to forecast rainfall induced landslides is based on the landslide susceptibility map, landslide triggering rainfall threshold values and the precipitation forecasting model. Through the integrated parameters a detailed framework of the system, from conceptual to operational phases, is shown. Using fuzzy logic the landslide prediction is calculated. Potential landslide areas are forecasted on a national scale (1: 250,000) and on a local scale (1: 25,000) for five selected municipalities where the exposure of inhabitants, buildings and different type of infrastructure is displayed, twice daily. Due to different rainfall patterns that govern landslide occurrences, the system for landslide prediction considers two different rainfall scenarios (M1 and M2). The landslides predicted by the two models are compared with a landslide inventory to validate the outputs. In this study we highlight the rainfall event that lasted from the 9th to the 14th of September 2014 when abundant precipitation triggered over 800 slope failures around Slovenia and caused large material damage. Results show that antecedent rainfall plays an important role, according to the comparisons of the model (M1) where antecedent rainfall is not considered. Although in general the landslides areas are over-predicted and largely do not correspond to the landslide inventory, the overall performance indicates that the system is able to capture the crucial factors in determining the landslide location. Additional calibration of input parameters and the landslide inventory as well as improved spatially distributed rainfall forecast data can further enhance the model's prediction.
