The Pescara’s hilly area encompasses 21 towns around the metropolitan area of Pescara (Abruzzo, Italy) and represents an interesting case study with which to analyse its unexpressed potential for rural tourism in the light of a growing interest in authentic, identity-focused and country tourism. After discussing emerging rural profiles from demographic, agricultural and morphological point of views, this paper aims to offer an overview of the current characteristics of tourism offer (accommodation, attractions, promotion and integration strategies) and tourist demand (arrivals and overnight stays). A fundamentally descriptive approch was implemented: carrying out a SWOT analysis strengths and weaknesses, potential opportunities and threats are analytically observed. Results shows that although rural tourism represents a clear opportunity for local development, the hilly landscape of Pescara suffers both of unawareness of its own potential and lack of offer’s integration. Sustainability issues are also relevant. A‘systemic’ view of rural tourism and potential in the overall regional tourism offer could better promote and valorize the local heritage of the Pescara’s hilly landscape.

In the "Archivio Maroni" at Vittoriale degli Italiani, in Gardone Riviera, there are ninetythree drawings relating to the restoration of the birth house of Gabriele d'Annunzio. This documentary heritage, matched with the fifty-one drawings - which have been deposited at the State Archives of Pescara - allows to outline a satisfactory picture of what happened in the period 1921-1935 on this house - today a national monument - and to pay attention to the graphic sense attributed to the project design as a configuration of one or more transformation ideas suggested by some short texts. These drawings are drawn up by the engineer Antonino Liberi, the architect Gian Carlo Maroni and the Genio Civile di Pescara on indications provided by the poet, an opportunity to think about the relationship between text and image that gives rise to the sense of design. 18. ‘That neighbourhood is an ethnic bomb!’ The emergence of an urban governance apparatus in Western Europe.

In this article I investigate ethnographically the urban governance of Rancitelli, a marginalized neighbourhood in Pescara, Southern Italy; in the neighbourhood the majority of the members of the local unrecognized minority of Italian Roma reside. Although privately recognizing social problems concerning the neighbourhood and its residents, who live in marginal social conditions, local authorities are silent vis-à-vis these issues. Drawing on long-term fieldwork and analysis of local media and policy texts, I show that in the absence of local authorities’ official discourses on Roma and the neighbourhood, social order is continually maintained through an unofficial complex dynamic, which I call ‘urban governance apparatus’. I show that this ‘apparatus’ is composed of three elements, namely (1) public policy in the neighbourhood; (2) urban Roma stigma; and (3) what I call ‘surreptitious gazing’ in the neighbourhood. My argument is that when urban governance involves major tacit and unofficial dynamics – and this is especially true when unrecognized minorities are involved – the concept of ‘urban governance apparatus’ may better serve the aim of analysing and understanding certain local power dynamics. 19. Europeanization in Time: Assessing the Legacy of URBAN in a Mid-size Italian City.

Abstract

The 2007 mainstreaming of URBAN raised important questions about the sustainability of its regeneration approach under the new regulatory regime, and particularly about the policy legacy left by this Community Initiative in its participating cities. Taking advantage of the recent conclusion of the 2007–2013 programming period, these questions are tackled here both theoretically and empirically. Building on the general model of Europeanization, the article posits a trade-off between local misfit with the URBAN approach and the durability of the policy change induced by the scheme. The argument is then illustrated through an in-depth study of Pescara, a mid-size Italian city that participated successfully in URBAN only to lose most of its policy innovations in the immediately subsequent programming period, when it took part in the country's mainstreamed funding scheme, the “Programmi integrati di sviluppo urbano”. With hindsight, the study suggests that URBAN was set up to fail exactly those cities with little experience in integrated and participatory regeneration that it was supposed to help the most. It also concludes that future European Union policy-making and implementation should factor in the misfit/durability trade-off to maximize effectiveness given the Union's goals as well as its involvement expectations. Abstract

[EN] When the Unity of Italy occurred, the ancient fortress of Pescara, marked by the river with the same name, was demolished to allow the expansion of the Adriatic city. On the mighty sixteenth century building, eastern defense of the Kingdom of Naples, remain only the eighteenth and nineteenth century maps made by the military. A rigorous study conducted by us on the historic center of Pescara has allowed us to carry out extensive archival surveys and punctual inspections. Then different documents emerged and testimonies that encouraged a virtual reconstruction of the disappeared artefact in which the military garrison and the inhabited nucleus were enclosed. The virtual reconstruction of the fortress that is presented here has been elaborated by resorting the nineteenth century maps, carefully analyzed and compared to perform, critically, a translation of the two-dimensional technical figuration in threedimensional processing. A sort of regeneration of the historical image was thus conducted with the intent of recovering a fundamental element of the city, almost completely forgotten.

From Archive Documents the Virtual Reconstruction of the Fortress of PescaraWhen the Unity of Italy occurred, the ancient fortress of Pescara, marked by the river with the same name, was demolished to allow the expansion of the Adriatic city. On the mighty sixteenth century building, eastern defense of the Kingdom of Naples, remain only the eighteenth and nineteenth century maps made by the military. A rigorous study conducted by us on the historic center of Pescara has allowed us to carry out extensive archival surveys and punctual inspections. Then different documents emerged and testimonies that encouraged a virtual reconstruction of the disappeared artefact in which the military garrison and the inhabited nucleus were enclosed. The virtual reconstruction of the fortress that is presented here has been elaborated by resorting the nineteenth century maps, carefully analyzed and compared to perform, critically, a translation of the two-dimensional technical figuration in three-dimensional processing. A sort of regeneration of the historical image was thus conducted with the intent of recovering a fundamental element of the city, almost completely forgotten.

Abstract

Pescara is a "young" city, that perhaps still participate, in part, to the underdevelopment of southern Italy, but since a few years this urban center represents the coupling to the Adriatic development model, creating a weld with the "third Italy". This is the position and the interpretative key of the reasons for the growth of Pescara, a rural and military village that, without renouncing to the contributions of the traditional sectors, opened itself with enthusiasm to the industry, the market and the first forms of tourism; the city broke down the ancient fortifications and was projected towards the river - which became the port - and the pine forest, to reach the beach and the woods for the new recreational needs; this new urban center began to integrate its production with Castellammare. Shortly, Pescara built, during the end of the last century, the foundations for the conquest of the urban hegemony, in terms of population and services, along the middle Adriatic sea, beyond the Abruzzo administrative boundaries. So we can see a situation that evolves all the time with problems and imbalances, with increasing force and with the ability to mobilize all available resources and opportunities, if we watch this from a more detached point of view in order to insert the city dynamics at the mouth of the Pescara river in the regional and national level and if we adopt an appropriate method of comparison. Pescara, certainly, has many aspects of evolution in this direction: from industrial and commercial city became an interregional and international metropolitan node - thanks to new relationships with the opposite side of the Adriatic -, increasing its value in the tourism market. Pescara is not currently a tourism attraction of "pleasure" for foreigners, but it is an important business center for them. However It maintains importance, for the hinterland inhabitants, as summer resort destination for a touring day. In fact it is the only center in the region which is equipped with the facilities of a modern business city, but combined, and "sweetened" by the pleasures of a holiday destination (weather, events, nightlife, waterfront restaurants, etc.). La relazione ha messo in evidenza le qualità e i vincoli che hanno definito sul lungo periodo una struttura urbana sorta come città ideale secondo le teorie degli specialisti interessati alla ‘città da guerra’. Pescara trasformata a partire dagli anni ’70 del Cinquecento da modesto borgo circondato da paludi e provvista di un porto fluviale in una piazzaforte piccola ma importante è paradigma delle difficoltà che i vincoli imposti dalle esigenze della difesa recano agli abitanti condizionati da regole ferree. Superata nelle strategie e definitivamente inutile dopo l’unificazione italiana la ‘città forte’ con la demolizione di tutte le strutture militari che ne avevano condizionato la vita per più di due secoli è stata cancellata e con le inutili difese sono stati cancellati due secoli di storia urbana.

Abstract

BIOMONITORING OF AIR POLLUTION BY LICHENS IN THE PROVINCE OF PESCARA (CENTRAL ITALY). This paper presents the results of a study on air quality in the Province of Pescara (Central Italy), carried out in 1991, and based on epiphytic lichens as bioindicators. SO2 pollution was evaluated by means of an Index of Atmospheric Purity (I.A.P.) computed on the frequency of epiphytic lichens within a sampling grid. Relevés were carried out in 77 stations, on Quercus and Tilia spp.: pollution maps for the Province are presented. Altogether, 57 species were recorded, with a prevalence of nitrophytic and neutro-basiphytic lichens, indicating a diffuse secondary eutrophication of the bark. The species can be subdivided in 6 main groups according to their locai distribution patterns: the distribution maps of 6 species are presented. Indicator species, whose distribution is best related to the pollution patterns, were selected. Eutrophication and acidification maps were obtained by calculating an index far each station, based on lichen sensitivity scales derived from existing literature. The results show that most of the Province of Pescara has high air quality standards; the most polluted areas are in the north-eastern part of the Province and along the Pescara valley, corresponding to the town of Pescara and the main industrial and urbanized zones. The main factors affecting lichen distribution are air pollution and eutrophication due to anthropic activities.
