"The State of Kansas is changing to a new functional eligibility and client assessment, referral, and evaluation (CARE) tool. The new tool is called the Medicaid Functional Eligibility Instrument-Level of Care (MFEI-LOC). This tool will replace the Functional Assessment Instrument (FAI) used in some Medicaid Long Term Services and Supports (LTSS) programs and CARE assessments used for nursing facility applicants. The MFEI-LOC will be used to determine functional eligibility for LTSS to meet federal Medicaid law eligibility requirements."

"Kansas' state hospitals provide critical services to Kansans with severe mental illness and developmental disabilities as part of a statewide provider network which includes a wide range of community and inpatient services. Changes in one part of these service systems affect other parts, so I would ask that you remain mindful of reduced budgets in the community mental health, substance abuse, and developmental disabilities systems as you consider appropriations for the hospitals."

"SRS has undertaken intensive planning efforts to improve how the public mental health system provides a full array of effective supports and services. This planning effort, called the Hospital and Home Initiative, has resulted in numerous recommended action steps for improving public mental health services. SRS is coordinating these recommendations with the Governor's Mental Health Services Planning Council who, along with its subcommittees, also assesses the efficacy and sufficiency of Kansas mental health services."

"Pursuant to your request of September, 1948, to undertake an investigation of the conditions in the mental hospitals of the State of Kansas and recommend corrective procedures, your Committee has met on four occasions. In the short period of time allotted for this task, it has been possible to visit and s tudy in detail only one of the state mental institutions. The Committee, however, has been fortunate in having at its disposal the Report and Recommendations of the Kansas Legislative Council on the Physical Properties of the Charitable and Penal Institutions of the State, dated December 14, 1946, as well as the Survey of Psychiatric Facilities in Kansas*.
