Not only the Central Government, local governments also have a role to shape, adapt and provide a holistic response to the COVID-19 pandemic. One of the most important actions taken by local governments during the COVID-19 pandemic is to make immediate, timely, and targeted decisions for the right institutions in order to give an effective response. Regarding financing, the main point is to focus on increasing support and accelerating fiscal transfer funds to local governments in an effort handle COVID-19. This paper wants to observe the empirical practice of local governments in various countries in responding to the COVID-19 pandemic, especially in terms of financing various programs and activities related to the COVID-19 response. Literature was obtained from several databases, namely PubMed, ScienceDirect, Cochrane Library and Google Scholar. Of the 783 articles obtained at the start of the search, in the end only 11 articles met the inclusion and exclusion criteria of this study. The impact of the COVID-19 pandemic is aparrent in all parts of the world, including in countries' local governments, that forced them to carry out various efforts of mitigating the severity of the pandemic. Although the detailes of local governments budgeting were not found in most of the articles studied in this literature review, it is sufficient to provide a fairly significant picture of the function of local government in tackling the spread of COVID-19. Fall is an incident that is often reported in hospitals. Fall can result in a loss to the patient. Fall risk assessment is an operational standard procedure that becomes a part of the performance and behaviour of the nurses. The aim of this study is to find out the level of compliance of the nurses in assessing the risk of fall in hospitalized patients. This study uses systematic review based on the Prisma Protocol. A search was conducted on electronic databases ProQuest, Scopus, and Google Scholar using relevant keywords. The relevant studies were further selected using inclusion and exclusion criteria. Twelve studies were included in this review. Five studies were conducted in wards, one study in emergency room, and six studies did not specifically mention the place. All studies show that nurses are already quite obedient in doing the standard operational procedure but there are still many nurses who do not do the fall risk assessment. The compliance of the nurses are influenced by the assessment instrument Morse scale, socialization of the operational standard procedure by the supervisor, level of education, age, work experience, and team work. As conclusion, the compliance of the nurses in assessing the risk of fall in patients is getting better. The most important factor is the availability of assessment instrument. The nursing services as an integral part of health services in hospitals are required to provide quality services according to standards. One of the standards used in the assessment of nursing services in Indonesia is Hospital Accreditation Version 2012 that assesses nursing service in eight standard chapters. There are several quality measurement models proven to be effective in quality management, one of which is the Malcolm Baldrige Criteria. This hospital is based on the Hospital Accreditation Version 2012, reviewed from Malcolm Baldrige Criteria as preparation for accreditation and continuous quality improvement. This research is descriptive analytic research with a qualitative approach through an in-depth interview of key informants, document review, observation, and focus group discussion. The results found that the implementation of nursing service standards according to the Hospital Accreditation Version 2012, especially the Patient and Family Chapter, the Patient and Family Education Chapter, and the Infection Prevention and Control Chapter have passed the minimum requirement of 80% achievement targets. Position Quality Score of Nursing Services Division at Pasar Minggu Hospital according to Hospital Accreditation Version 2012 reviewed from Malcolm Baldrige Criteria is on score 555.75, which is in 'Good Performance' predicate, indicating 'Average' quality level. Integrated Care Pathway is an integrated service planning concept that uses evidencebased medical service standard aimed at improving service quality. Appendectomy ICP was formed in 2013 at Awal Bros Batam Hospital. This research uses quantitative and qualitative approach based on the seven criteria of Malcolm Baldrige with sequential explanatory method. The criteria and feedback of the Baldrige assessment are based on two dimensions of evaluation - Process and Result dimensions. Four factors were used to evaluate the Process dimension. They are: Approach, Deployment, Learning, and Integration (ADLI); while the four factors used to evaluate the results include Level, Trend, Comparison, and Integration (LeTCI). The result shows that the compliance of ICP implementation decreases the patients' length of stay (P-value = 0.001). It also derives that there is no relationship with patient outcomes (P-value = 0.318). The discussion of the Problem Tree based on Baldrige criteria indicates that leaders are the first foundation in an organization. They set the vision, mission, and organizational goals. Leaders build the organization's culture through words, actions, and behaviours. Good leadership can improve strategic planning, focus on workforce, customer focus and organizational performance. Leadership strategies and roles contribute significantly to the implementation of ICP development. In conclusion, the implementation of leadership, strategic planning, workforce focus, customer focus, focus on process, measurement, analysis and knowledge management, and good organizational performance play important role to support the achievement of ICP implementation through Baldrige criteria.
