A majority of 255 registered nurses and 146 licensed practical nurses surveyed felt the mandatory contact hours for license renewal in Alabama were reasonable. The utility of using editorials as measures of ideology and as a mechanism for linking ideology with public policy formulation is described. The editorial positions taken by the New York Times, Washington Post, Wall Street Journal, and National Review is related to Americans for Democratic Action (ADA) scores on domestic policy, which highlights the advantages inherent in the use of editorials.

The use of newspaper and journal of opinion editorials as barometers of ideological content and signed digraphs as devices for hypothesis formulation regarding ideological change is described. Policy formulation for incomes policies in the Kennedy, Johnson, and Nixon administrations and abortion from the 1930s period to the year 2005 are used for the study.

The editorials of the four publications in the years 1962-1998 not only correlate highly to ADA positions but represent a fuller set of public policy positions taken by both the liberal and conservative sides.
