The scientific literature contains contrasting findings about the climate effects of forest bioenergy, partly due to the wide diversity of bioenergy systems and associated contexts, but also due to differences in assessment methods. The climate effects of bioenergy must be accurately assessed to inform policy‐making, but the complexity of bioenergy systems and associated land, industry and energy systems raises challenges for assessment. We examine misconceptions about climate effects of forest bioenergy and discuss important considerations in assessing these effects and devising measures to incentivize sustainable bioenergy as a component of climate policy. The temporal and spatial system boundary and the reference (counterfactual) scenarios are key methodology choices that strongly influence results. Focussing on carbon balances of individual forest stands and comparing emissions at the point of combustion neglect system‐level interactions that influence the climate effects of forest bioenergy. We highlight the need for a systems approach, in assessing options and developing policy for forest bioenergy that: (1) considers the whole life cycle of bioenergy systems, including effects of the associated forest management and harvesting on landscape carbon balances; (2) identifies how forest bioenergy can best be deployed to support energy system transformation required to achieve climate goals; and (3) incentivizes those forest bioenergy systems that augment the mitigation value of the forest sector as a whole. Emphasis on short‐term emissions reduction targets can lead to decisions that make medium‐ to long‐term climate goals more difficult to achieve. The most important climate change mitigation measure is the transformation of energy, industry and transport systems so that fossil carbon remains underground. Narrow perspectives obscure the significant role that bioenergy can play by displacing fossil fuels now, and supporting energy system transition. Greater transparency and consistency is needed in greenhouse gas reporting and accounting related to bioenergy.

Low‐cost sustainable biomass availability in the European Union may not be able to meet increasing demand; exploring the option of importing biomass is therefore imperative for the years to come. This article assesses sustainable biomass export potential from Brazil, Colombia, Indonesia, Kenya, Ukraine, and the United States by applying a number of sustainability criteria. Only biomass types with the highest potential are selected, to take advantage of economies of scale, e.g. pulpwood, wood waste, and residues in the United States, and agricultural residues in Ukraine. This study found that, except for the United States, pellet markets in the sourcing regions are largely undeveloped. The export potential depends strongly on pellet mill capacity and assumed growth rates in the pellet industry. Results show that the United States, Ukraine, Indonesia, and Brazil offer the highest biomass export potential. In the Business As Usual 2030 scenario, up to 204 PJ could potentially be mobilized; in the High Export scenario this could increase to 1423 PJ, with 89% of the potential being available for costs ranging from 6.4 to 15 €/GJ. These potentials meet the European Commission requirements for a 70% reduction in greenhouse gas emissions set in the Renewable Energy Directive. The total export potentials do not reflect the net possible import potentials to the European Union, as biomass could be imported to other countries where there is a demand for it, where less strict sustainability requirements are applied, and which are proximate to the sourcing regions, notably South Korea, Japan, and China. © 2018 The Authors. Projections show that biomass will remain important for reaching future EU renewable energy targets. In addition to using domestic biomass, European bioenergy markets will also partly rely on imports of biomass, in particular in trade-oriented EU member states like the United Kingdom, the Netherlands, Belgium, and Denmark. There has been a lot of debate on the sustainability of (imported) biomass and how policy should deal with this. In this research, therefore, we defined long-term strategies for sustainable biomass imports in European bioenergy markets. We used the input of different stakeholders in our approach through focus-group discussions and a global survey, focusing on the following aspects: key principles of sustainable biomass trade, risks and opportunities of biomass trade, both for import regions (EU countries) and for sourcing regions, and practical barriers for trade. Overall we conclude that policies should be stable and consistent within a long-term vision. An overall sustainability assurance framework of biomass production and use is key, but should ultimately apply to all end uses of biomass. Furthermore, the mobilization of biomass should be supported, as well as commoditization, considering the large diversity of biomass. Side impacts of biomass use should be monitored. Reducing investors’ risk perception is crucial for future developments in the biobased economy, and a clear policy to phase out fossil fuels, e.g. through a carbon tax, needs to be implemented. The results of this research are of interest for policy makers when deciding on long-term strategies concerning sustainable bioenergy markets.

This paper shows opportunities of biorefineries in different sectors and presents recommendations for research, industry and policy, based on a joint interactive workshop of IEA Bioenergy and IETS. Efficient use of the available biomass, with combined production of renewable fuels, chemicals and materials will be key and uptake of biorefineries at industrial level will be required to achieve the required greenhouse gas reduction by 2050. The biorefinery sector needs to build up over the next decades and a major transition in industry will be required to realise a low-carbon economy. Industrial symbioses and increased integration with a versatile production of added-value biobased products and bioenergy products can have highest impact both for climate goals and economic growth. Current developments in biorefineries are building on the long success of several industries, such as sugar and starch processing, paper and pulp as well as biotechnology and also developments in conventional and advanced biofuels. Governments can facilitate the deployment of biorefineries through different mechanisms highlighted in the paper. Dit deelrapport beschrijft hoe het concept van het ECP in Beerse/Merksplas technisch tot stand is gekomen. Het doel van dit rapport is om de evolutie van eerste idee tot de ontwikkeling van scenario’s met de optimalisatie tussen de verschillende deelprocessen en afstemming met de randvoorwaarden van de locatie maar ook de wettelijk/juridische randvoorwaarden te doorlopen. De resultaten van de verschillende scenario’s met de benodigde hoeveelheden input en de geleverde output, worden in dit rapport weergegeven in energie en massa balansen en tabellen. Het zijn deze balansen die verder gebruikt zijn om de economische doorrekening en de duurzaamheidsanalyse te doen.

Dit deelrapport beschrijft de duurzaamheid van het ECP concept waarbij de energieopwekking uit stortgas gecombineerd wordt met het vergisten van GFT tot biogas en het nacomposteren van het digestaat samen met vers groen afval. Bij dit concept wordt het biogas niet ter plaatse benut maar wel op een externe nabijgelegen site. Hierbij wordt het effect van het ECP concept op de volgende duurzaamheidsaspecten besproken: - Energieverbruik en energiewinst t.o.v. de huidige referentiesituatie; - De emissies van broeikasgassen en emissiereductie t.o.v. de huidige referentiesituatie; Hierbij wordt in eerste ingegaan op de gehanteerde aanpak en de gebruikte aannames en wordt afgesloten met de resultaten en conclusies.

This paper shows how locally available biomass is used to its full potential as source for renewable energy and bio-based products with a multidimensional integrated approach. The use of locally available biomass streams, which are currently hardly or not optimally used, is the center of the project Energy Conversion Parks (ECP). In this work we show the project results for the municipality of Breda, in the southern part of the Netherlands. The ECP developed for this municipality combines anaerobic digestion of various biomass streams, use of waste heat in biogas installations, and use of biogas output for several purposes (heat, electricity, green gas and liquid bio-methane). Models have been developed to quantify the production of various energy vectors as a function of inputs. Moreover, choices can be made about the inputs and outputs, allowing to vary the quantities produced. The models can also calculate the internal rate of return and influence of subsidies for the different process configurations.

Dit document brengt de effecten voor het milieu in kaart van de sector transport door het vervoer van mensen en goederen in Vlaanderen. De sector transport omvat zowel het particulier als het professioneel vervoer op de weg, per spoor, op het water en in de lucht. Het wegvervoer omvat zowel het personen- als het goederenvervoer. Het personenvervoer behelst zowel het vervoer met de auto, de moto, de lijnbus als de autocar. Het goederenvervoer omvat het vervoer met lichte en met zware vrachtwagens. Het vervoer per spoor omvat ook het personen- en goederenvervoer. Wat de activiteit betreft worden zowel de kilometers van de elektrische als de dieseltreinen in rekening gebracht. Naar milieudruk toe worden enkel de emissies van de dieseltreinen in rekening gebracht. De scheepvaart omvat zowel de binnenvaart als de zeescheepvaart. Die omvatten enkel goederenvervoer. In de meeste analyses wordt enkel de binnenlandse zeescheepvaart beschouwd. Dit is de scheepvaart tussen Vlaamse Noordzeehavens. Die trafiek omvatalle schepen die reizen tussen Vlaamse havens. Wat de luchtvaart betreft wordt de activiteit beschouwd van de vliegtuigen die vertrekken of aankomen op de luchthavens van Zaventem, Deurne, Oostende en Kortrijk/Wevelgem. De militaire luchthavens die beschouwd worden zijn Melsbroek, Koksijde, Kleine Brogel en Brasschaat. De voornaamste redenen waarom privépersonen zich verplaatsen zijn winkelen, werken, onderwijs volgen, ontspannen of het meedoen aan of bijwonen van een sport- of cultureel evenement. Daarnaast is het brengen van bezoeken en het halen of brengen van personen een veel voorkomende reden om zich te verplaatsen. Zonder transport van mensen en goederen vallen onze maatschappij en de economie volledig stil. Transport is dus onmisbaar, maar tegelijkertijd een bron van milieuproblemen. Het draagt immers bij tot de klimaatverandering door de uitstoot van broeikasgassen (CO2, N2O, CH4 en HFK's). Transport is ook schadelijk voor de gezondheid: zo leidt de emissie van fijn stof tot een stijging van luchtwegklachten. De uitstoot van stikstofoxides (NOx) en niet-methaan vluchtige organische stoffen (NMVOS) leidt tot de vorming van ozon, dat op haar beurt zowel onze gezondheid als de ecosystemen schaadt. De verzuring van het leefmilieu is een rechtstreeks gevolg van de emissie van stikstofoxides en zwaveldioxide (SO2). Transport kost ook handenvol energie. De voorraad aan fossiele brandstoffen is eindig. Daarom moet zuinig met energie omgesprongen worden en verdienen energie-efficiëntere en milieuvriendelijkere transportmiddelen de voorkeur. De sector transport heeft een belangrijk aandeel in de lawaai-, licht- en geurhinder in Vlaanderen. Het wegverkeer en het luchtverkeer zijn belangrijke bronnen van lawaai, het wegverkeer ook van lichtvervuiling. Lawaai- en lichthinder kunnen leiden tot gezondheidsproblemen. Die gaan van slaapstoornissen, een verhoogde bloeddruk tot zelfs hartproblemen. februari 2011 8 Achtergronddocument Transport De uitgebouwde transportinfrastructuur leidt tot versnippering van het landschap en tot barrièrewerking met een daling van de biodiversiteit tot gevolg. Wegen en spoorwegen vormen voor sommige diersoorten namelijk een moeilijk te overbruggen barrière. De activiteiten die plaatsvinden binnen de sector transport veroorzaken een milieudruk. In het deel Indicatoren wordt meer in detail ingegaan welke bijdrage de sector transport levert aan de verschillende milieuthema's. Over de milieuthema's (klimaatverandering, zwevend stof, fotochemische luchtverontreiniging, versnippering...) zijn ook aparte achtergronddocumenten voorhanden. Voor wat betreft de lawaai-, geur- en lichthinder die de sector transport veroorzaakt wordt verwezen naar het achtergronddocument Hinder. Transport heeft een impact op de menselijke gezondheid. Ook veroorzaakt het een aantal kosten door congestie en door schade aan mens en natuur waarop in dit document verder zal ingegaan worden. Ook de achtergronddocumenten Milieu, mens en gezondheid en Milieu en economie gaan daar dieper op in.

Using biomass waste and residue streams for energy and biobased products gives evident advantages and –at least in theory­ seems like a straightforward business case. But there is still a bridge to cross between theory and practise. So how to make it happen in reality? Dutch and Belgian knowledge institutes are cooperating since 2010 for the development of regional Biomass Conversion Parks. When initiating biomass conversion parks, next to the techno­economic analysis to achieve optimal resource efficient solutions, different more organizational questions come to mind: (a) how do we start, and which phases should we go through in the implementation process, (b) how to decide on the physical location, (c) which parties can we involve and when, (d) how to contract biomass streams, (e) how to anticipate public acceptance, (f) what can be the role of local authorities, ...? From the practical elaboration of the five cases in the project it seems that there is no unique ‘optimal’ approach and at least a number of feedback loops are needed in the process. In each case specific factors were decisive for the approach. The paper will go into the common learnings of the five different business cases and discuss the approach and success factors so far.
