The spatial and temporal variation of the seasonal snowpack in mountain regions is recognized as a clear knowledge gap for climate, ecology and water resources applications. Here, we identify three salient topics where recent developments in snow remote sensing and data assimilation can lead to significant progress: snow water equivalent, high resolution snow-covered area and long term snow cover observations including snow albedo. These topics can be addressed in the near future with institutional support.

Satellite-derived soil moisture (SM) observations are widely assimilated in global land data assimilation systems. These systems typically assume zero-mean errors in the land surface model and observations. In practice, systematic differences (biases) exist between the observed and modelled SM. Commonly, the observed SM biases are removed by rescaling techniques or via a machine learning approach. However, these methods do not account for non-stationary biases, which can result from issues with the satellite retrieval algorithms or changes in the land surface model. Therefore, we test a novel application of adaptive SM bias correction (BC) in the European Centre for Medium Range Weather Forecasts (ECMWF) land data assimilation system. A two-stage filter is formulated to dynamically correct biases from satellite-derived active ASCAT C-band and passive L-band SMOS surface SM observations. This complements the operational seasonal rescaling of the ASCAT observations and the SMOS neural network retrieval while allowing the assimilation to correct subseasonal-scale errors. Experiments are performed on the ECMWF stand-alone surface analysis, which is a simplified version of the integrated forecasting system. Over a 3 year test period, the adaptive BC reduces the seasonal-scale (observation−forecast) departures by up to 20% (30%) for the ASCAT (SMOS). The adaptive BC leads to (1) slight improvements in the SM analysis performance and (2) moderate but statistically significant reductions in the 1–5 day relative humidity forecast errors in the boundary layer of the Northern Hemisphere midlatitudes. Future work will test the adaptive SM BC in the full integrated forecasting system.

The beginning of the 21st century is marked by a rapid growth of land surface satellite data and model sophistication. This offers new opportunities to estimate multiple components of the water cycle via satellite-based land data assimilation (DA) across multiple scales. By resolving more processes in land surface models and by coupling the land, the atmosphere, and other Earth system compartments, the observed information can be propagated to constrain additional unobserved variables. Furthermore, access to more satellite observations enables the direct constraint of more and more components of the water cycle that are of interest to end users. However, the finer level of detail in models and data is also often accompanied by an increase in dimensions, with more state variables, parameters, or boundary conditions to estimate, and more observations to assimilate. This requires advanced DA methods and efficient solutions. One solution is to target specific observations for assimilation based on a sensitivity study or coupling strength analysis, because not all observations are equally effective in improving subsequent forecasts of hydrological variables, weather, agricultural production, or hazards through DA. This paper offers a perspective on current and future land DA development, and suggestions to optimally exploit advances in observing and modeling systems.

Remote sensing observations of mountain snow depth are still lacking for the Northern Hemisphere mountains. Here authors use Sentinel-1 satellite radar measurements to assess the snow depth in mountainous areas at 1 km² resolution and show that the Sentinel-1 retrievals capture the spatial variability between and within mountain ranges, as well as their inter-annual differences.

The 1st Snow Data Assimilation Workshop, organized under the COST Action ESSEM 1404 HarmoSnow, took place in Offenbach, Germany, on 8–9 March 2017. Of particular relevance for the workshop were thematic sessions on i) data assimilation methods and the use of snow observations, ii) snow observations and evaluation, iii) snow observations and physical snow models, and iv) snow observations and hydrological models. This report summarizes the scientific contributions presented at the workshop. The discussions mainly focused on methods for combining satellite observations with conventional in-situ snow measurements and modeling results, as well as on errors in the spatial and temporal representation of snow measurements for data assimilation in NWP and hydrological models. It has been shown that the assimilation of in-situ and satellite-based snow observations improves the quality of the snow analysis and forecast. However, in order to achieve this positive impact, a thorough quality control of the observational data is necessary, in particular because of the automation of the ground-based networks.

Brightness temperature (Tb) observations from the European Space Agency (ESA) Soil Moisture Ocean Salinity (SMOS) instrument are passively monitored in the European Centre for Medium-range Weather Forecasts (ECMWF) Integrated Forecasting System (IFS). Several quality control procedures are performed to screen out poor quality data and/or data that cannot accurately be simulated from the numerical weather prediction (NWP) model output. In this paper, these quality control procedures are reviewed, and enhancements are proposed, tested, and evaluated. The enhancements presented include improved sea ice screening, coastal and ambiguous land-ocean screening, improved radio frequency interference (RFI) screening, and increased usage of observation at the edge of the satellite swath. Each of the screening changes results in improved agreement between the observations and model equivalent values. This is an important step in advance of future experiments to test the direct assimilation of SMOS Tbs into the ECMWF land data assimilation system.

The land-surface developments of the European Centre for Medium-range Weather Forecasts (ECMWF) are based on the Carbon-Hydrology Tiled Scheme for Surface Exchanges over Land (CHTESSEL) and form an integral part of the Integrated Forecasting System (IFS), supporting a wide range of global weather, climate and environmental applications. In order to structure, coordinate and focus future developments and benefit from international collaboration in new areas, a flexible system named ECLand, which would facilitate modular extensions to support numerical weather prediction (NWP) and society-relevant operational services, for example, Copernicus, is presented. This paper introduces recent examples of novel ECLand developments on (i) vegetation; (ii) snow; (iii) soil; (iv) open water/lake; (v) river/inundation; and (vi) urban areas. The developments are evaluated separately with long-range, atmosphere-forced surface offline simulations and coupled land-atmosphere-ocean experiments. This illustrates the benchmark criteria for assessing both process fidelity with regards to land surface fluxes and reservoirs of the water-energy-carbon exchange on the one hand, and on the other hand the requirements of ECMWF’s NWP, climate and atmospheric composition monitoring services using an Earth system assimilation and prediction framework.

Developments in observing system technologies and ocean data assimilation (DA) are symbiotic. New observation types lead to new DA methods and new DA methods, such as coupled DA, can change the value of existing observations or indicate where new observations can have greater utility for monitoring and prediction. Practitioners of DA are encouraged to make better use of observations that are already available, for example, taking advantage of strongly coupled DA so that ocean observations can be used to improve atmospheric analyses and vice versa. Ocean reanalyses are useful for the analysis of climate as well as the initialization of operational long-range prediction models. There are many remaining challenges for ocean reanalyses due to biases and abrupt changes in the ocean-observing system throughout its history, the presence of biases and drifts in models, and the simplifying assumptions made in DA solution methods. From a governance point of view, more support is needed to bring the ocean-observing and DA communities together. For prediction applications, there is wide agreement that protocols are needed for rapid communication of ocean-observing data on numerical weather prediction (NWP) timescales. There is potential for new observation types to enhance the observing system by supporting prediction on multiple timescales, ranging from the typical timescale of NWP, covering hours to weeks, out to multiple decades. Better communication between DA and observation communities is encouraged in order to allow operational prediction centers the ability to provide guidance for the design of a sustained and adaptive observing network.

The Community Microwave Emission Modelling platform (CMEM) has been developed by the European Centre for Medium-Range Weather Forecasts (ECMWF) as the forward operator radiative transfer model for low frequency passive microwave brightness temperatures (TB). It is used at ECMWF for L-band TB monitoring over snow free areas. In this paper, upgrades to CMEM are presented in order to explore forward modelling in snow-covered areas for coupled land-atmosphere numerical weather prediction systems. The upgrades enable to use CMEM on an extended range of frequencies and the Helsinki University of Technology multi-layer snow emission model is implemented. Offline CMEM experiments are evaluated against AMSR2 (Advanced Microwave Scanning Radiometer 2) observations showing that simulated TB is improved when using a multi-layer snow scheme, compared to a single-layer scheme. The improvements mainly result from a better representation of snow characteristics in the multi-layer snowpack model. CMEM is also evaluated in the Integrated Forecasting System and coupled to RTTOV (Radiative Transfer for TOVS). The numerical results show improved simulated TB at low frequency V polarization over snow-covered area compared to a configuration using emissivity atlas. Degradations at frequencies higher than 20 GHz indicate that further improvements are required in the emissivity and snowpack properties modelling.

In this study the impacts of Soil Moisture and Ocean Salinity (SMOS) soil moisture data assimilation upon the streamflow prediction of the operational Global Flood Awareness System (GloFAS) were investigated. Two GloFAS experiments were performed, one which used hydro-meteorological forcings produced with the assimilation of the SMOS data, the other using forcings which excluded the assimilation of the SMOS data. Both sets of experiment results were verified against streamflow observations in the United States and Australia. Skill scores were computed for each experiment against the observation datasets, the differences in the skill scores were used to identify where GloFAS skill may be affected by the assimilation of SMOS soil moisture data. In addition, a global assessment was made of the impact upon the 5th and 95th GloFAS flow percentiles to see how SMOS data assimilation affected low and high flows respectively. Results against in-situ observations found that GloFAS skill score was only affected by a small amount. At a global scale, the results showed a large impact on high flows in areas such as the Hudson Bay, central United States, the Sahel and Australia. There was no clear spatial trend to these differences as opposing signs occurred within close proximity to each other. Investigating the differences between the simulations at individual gauging stations showed that they often only occurred during a single flood event; for the remainder of the simulation period the experiments were almost identical. This suggests that SMOS data assimilation may affect the generation of surface runoff during high flow events, but may have less impact on baseflow generation during the remainder of the hydrograph. To further understand this, future work could assess the impact of SMOS data assimilation upon specific hydrological components such as surface and subsurface runoff.

This Special Issue is a collection of papers reporting research on various aspects of coupled data assimilation in Earth system models. It includes contributions presenting recent progress in ocean−atmosphere, land−atmosphere, and soil−vegetation data assimilation.

The assimilation of Soil Moisture and Ocean Salinity (SMOS) data into the ECMWF (European Centre for Medium Range Weather Forecasts) H-TESSEL (Hydrology revised-Tiled ECMWF Scheme for Surface Exchanges over Land) model is presented. SMOS soil moisture (SM) estimates have been produced specifically by training a neural network with SMOS brightness temperatures as input and H-TESSEL model SM simulations as reference. This can help the assimilation of SMOS information in several ways: (1) the neural network soil moisture (NNSM) data have a similar climatology to the model, (2) no global bias is present with respect to the model even if local biases can remain. Experiments performing joint data assimilation (DA) of NNSM, 2 m air temperature and relative humidity or NNSM-only DA are discussed. The resulting SM was evaluated against a large number of in situ measurements of SM obtaining similar results to those of the model with no assimilation, even if significant differences were found from site to site. In addition, atmospheric forecasts initialized with H-TESSEL runs (without DA) or with the analysed SM were compared to measure of the impact of the satellite information. Although NNSM DA has an overall neutral impact in the forecast in the Tropics, a significant positive impact was found in other areas and periods, especially in regions with limited in situ information. The joint NNSM, T2m and RH2m DA improves the forecast for all the seasons in the Southern Hemisphere. The impact is mostly due to T2m and RH2m but SMOS NN DA alone also improves the forecast in July- September. In the Northern Hemisphere, the joint NNSM, T2m and RH2m DA improves the forecast in April−September, while NNSM alone has a significant positive effect in July−September. Furthermore, forecasting skill maps show that SMOS NNSM improves the forecast in North America and in Northern Asia for up to 72 h lead time.

This study aims to assess the potential of the LDAS-Monde platform, a land data assimilation system developed by Météo-France, to monitor the impact on vegetation state of the 2018 summer heatwave over Western Europe. The LDAS-Monde is driven by ECMWF’s (i) ERA5 reanalysis, and (ii) the Integrated Forecasting System High Resolution operational analysis (IFS-HRES), used in conjunction with the assimilation of Copernicus Global Land Service (CGLS) satellite-derived products, namely the Surface Soil Moisture (SSM) and the Leaf Area Index (LAI). The study of long time series of satellite derived CGLS LAI (2000–2018) and SSM (2008–2018) highlights marked negative anomalies for July 2018 affecting large areas of northwestern Europe and reflects the impact of the heatwave. Such large anomalies spreading over a large part of the domain of interest have never been observed in the LAI product over this 19-year period. LDAS-Monde land surface reanalyses were produced at spatial resolutions of 0.25° × 0.25° (January 2008 to October 2018) and 0.10° × 0.10° (April 2016 to December 2018). Both configurations of LDAS-Monde forced by either ERA5 or HRES capture well the vegetation state in general and for this specific event, with HRES configuration exhibiting better monitoring skills than ERA5 configuration. The consistency of ERA5- and IFS HRES-driven simulations over the common period (April 2016 to October 2018) allowed to disentangle and appreciate the origin of improvements observed between the ERA5 and HRES. Another experiment, down-scaling ERA5 to HRES spatial resolutions, was performed. Results suggest that land surface spatial resolution is key (e.g., associated to a better representation of the land cover, topography) and using HRES forcing still enhances the skill. While there are advantages in using HRES, there is added value in down-scaling ERA5, which can provide consistent, long term, high resolution land reanalysis. If the improvement from LDAS-Monde analysis on control variables (soil moisture from layers 2 to 8 of the model representing the first meter of soil and LAI) from the assimilation of SSM and LAI was expected, other model variables benefit from the assimilation through biophysical processes and feedback in the model. Finally, we also found added value of initializing 8-day land surface HRES driven forecasts from LDAS-Monde analysis when compared with model-only initial conditions.

Numerical weather prediction models are including an increasing number of components of the Earth system. In particular, every forecast now issued by the European Centre for Medium-Range Weather Forecasts (ECMWF) runs with a 3D ocean model and a sea ice model below the atmosphere. Initialisation of different components using different methods and on different timescales can lead to inconsistencies when they are combined in the full system. Historically, the methods for initialising the ocean and the atmosphere have been typically developed separately. This paper describes an approach for combining the existing ocean and atmospheric analyses into what we categorise as a weakly coupled assimilation scheme. Here, we show the performance improvements achieved for the atmosphere by having a weakly coupled ocean–atmosphere assimilation system compared with an uncoupled system. Using numerical weather prediction diagnostics, we show that forecast errors are decreased compared with forecasts initialised from an uncoupled analysis. Further, a detailed investigation into spatial coverage of sea ice concentration in the Baltic Sea shows that a much more realistic structure is obtained by the weakly coupled analysis. By introducing the weakly coupled ocean–atmosphere analysis, the ocean analysis becomes a critical part of the numerical weather prediction system and provides a platform from which to build ever stronger forms of analysis coupling.

In this paper, we review the use of satellite-based remote sensing in combination with in situ data to inform Earth surface modelling. This involves verification and optimization methods that can handle both random and systematic errors and result in effective model improvement for both surface monitoring and prediction applications. The reasons for diverse remote sensing data and products include (i) their complementary areal and temporal coverage, (ii) their diverse and covariant information content, and (iii) their ability to complement in situ observations, which are often sparse and only locally representative. To improve our understanding of the complex behavior of the Earth system at the surface and sub-surface, we need large volumes of data from high-resolution modelling and remote sensing, since the Earth surface exhibits a high degree of heterogeneity and discontinuities in space and time. The spatial and temporal variability of the biosphere, hydrosphere, cryosphere and anthroposphere calls for an increased use of Earth observation (EO) data attaining volumes previously considered prohibitive. We review data availability and discuss recent examples where satellite remote sensing is used to infer observable surface quantities directly or indirectly, with particular emphasis on key parameters necessary for weather and climate prediction. Coordinated high-resolution remote-sensing and modelling/assimilation capabilities for the Earth surface are required to support an international application-focused effort.

The European Cooperation in Science and Technology (COST) Action ES1404 “HarmoSnow„, entitled, “A European network for a harmonized monitoring of snow for the benefit of climate change scenarios, hydrology and numerical weather prediction„ (2014-2018) aims to coordinate efforts in Europe to harmonize approaches to validation, and methodologies of snow measurement practices, instrumentation, algorithms and data assimilation (DA) techniques. One of the key objectives of the action was “Advance the application of snow DA in numerical weather prediction (NWP) and hydrological models and show its benefit for weather and hydrological forecasting as well as other applications.„ This paper reviews approaches used for assimilation of snow measurements such as remotely sensed and in situ observations into hydrological, land surface, meteorological and climate models based on a COST HarmoSnow survey exploring the common practices on the use of snow observation data in different modeling environments. The aim is to assess the current situation and understand the diversity of usage of snow observations in DA, forcing, monitoring, validation, or verification within NWP, hydrology, snow and climate models. Based on the responses from the community to the questionnaire and on literature review the status and requirements for the future evolution of conventional snow observations from national networks and satellite products, for data assimilation and model validation are derived and suggestions are formulated towards standardized and improved usage of snow observation data in snow DA. Results of the conducted survey showed that there is a fit between the snow macro-physical variables required for snow DA and those provided by the measurement networks, instruments, and techniques. Data availability and resources to integrate the data in the model environment are identified as the current barriers and limitations for the use of new or upcoming snow data sources. Broadening resources to integrate enhanced snow data would promote the future plans to make use of them in all model environments.

Many physical, chemical and biological processes taking place at the land surface are strongly influenced by the amount of water stored within the upper soil layers. Therefore, many scientific disciplines require soil moisture observations for developing, evaluating and improving their models. One of these disciplines is meteorology where soil moisture is important due to its control on the exchange of heat and water between the soil and the lower atmosphere. Soil moisture observations may thus help to improve the forecasts of air temperature, air humidity and precipitation. However, until recently, soil moisture observations had only been available over a limited number of regional soil moisture networks. This has hampered scientific progress as regards the characterisation of land surface processes not just in meteorology but many other scientific disciplines as well. Fortunately, in recent years, satellite soil moisture data have increasingly become available. One of the freely available global soil moisture data sets is derived from the backscatter measurements acquired by the Advanced Scatterometer (ASCAT) that is a C-band active microwave remote sensing instrument flown on board of the Meteorological Operational (METOP) satellite series. ASCAT was designed to observe wind speed and direction over the oceans and was initially not foreseen for monitoring soil moisture over land. Yet, as argued in this review paper, the characteristics of the ASCAT instrument, most importantly its wavelength (5.7 cm), its high radiometric accuracy, and its multiple-viewing capabilities make it an attractive sensor for measuring soil moisture. Moreover, given the operational status of ASCAT, and its promising long-term prospects, many geoscientific applications might benefit from using ASCAT soil moisture data. Nonetheless, the ASCAT soil moisture product is relatively complex, requiring a good understanding of its properties before it can be successfully used in applications. To provide a comprehensive overview of the major characteristics and caveats of the ASCAT soil moisture product, this paper describes the ASCAT instrument and the soil moisture processor and near-real-time distribution service implemented by the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT). A review of the most recent validation studies shows that the quality of ASCAT soil moisture product is - with the exception of arid environments -comparable to, and over some regions (e.g. Europe) even better than currently available soil moisture data derived from passive microwave sensors. Further, a review of applications studies shows that the use of the ASCAT soil moisture product is particularly advanced in the fields of numerical weather prediction and hydrologic modelling. But also in other application areas such as yield monitoring, epidemiologic modelling, or societal risks assessment some first progress can be noted. Considering the generally positive evaluation results, it is expected that the ASCAT soil moisture product will increasingly be used by a growing number of rather diverse land applications.

Soil moisture is a crucial variable for numerical weather prediction. Accurate, global initialization of soil moisture is obtained through data assimilation systems. However, analyses depend largely on the way observation and background errors are defined. In this study, a wide range of short experiments with contrasted specifications of the observation error and soil moisture background were conducted. As observations, screen-level variables and brightness temperatures from the Soil Moisture and Ocean Salinity (SMOS) mission were used. The region of interest is North America, given the good availability of in situ observations and mixture of different climates, making it a good test for global applications. The impact of these experiments on soil moisture and the atmospheric layer near the surface were evaluated. The results highlighted the importance of assimilating observations sensitive to soil moisture for air temperature and humidity forecasts. The benefits on predicting the soil water content were more noticeable with increasing the SMOS observation error, and with the introduction of soil texture dependency in the soil moisture background error.

In-situ snow measurements conducted by European institutions for operational, research, and energy business applications were surveyed in the framework of the European Cooperation in Science and Technology (COST) Action ES1404, called “A European network for a harmonised monitoring of snow for the benefit of climate change scenarios, hydrology, and numerical weather prediction”. Here we present the results of this survey, which was answered by 125 participants from 99 operational and research institutions, belonging to 38 European countries. The typologies of environments where the snow measurements are performed range from mountain to low elevated plains, including forests, bogs, tundra, urban areas, glaciers, lake ice, and sea ice. Of the respondents, 93% measure snow macrophysical parameters, such as snow presence, snow depth (HS), snow water equivalent (SWE), and snow density. These describe the bulk characteristics of the whole snowpack or of a snow layer, and they are the primary snow properties that are needed for most operational applications (such as hydrological monitoring, avalanche forecast, and weather forecast). In most cases, these measurements are done with manual methods, although for snow presence, HS, and SWE, automatized methods are also applied by some respondents. Parameters characterizing precipitating and suspended snow (such as the height of new snow, precipitation intensity, flux of drifting/blowing snow, and particle size distribution), some of which are crucial for the operational services, are measured by 74% of the respondents. Parameters characterizing the snow microstructural properties (such as the snow grain size and shape, and specific surface area), the snow electromagnetic properties (such as albedo, brightness temperature, and backscatter), and the snow composition (such as impurities and isotopes) are measured by 41%, 26%, and 13% of the respondents, respectively, mostly for research applications. The results of this survey are discussed from the perspective of the need of enhancing the efficiency and coverage of the in-situ observational network applying automatic and cheap measurement methods. Moreover, recommendations for the enhancement and harmonization of the observational network and measurement practices are provided.
