Tässä raportissa tarkastellaan sähkönjakeluverkkoliiketoiminnan valvontaan liittyvän sääntelyn nykytilaa, tavoitteita, haasteita ja sääntelyn kautta saavutettuja tuloksia. Tarkastelun kohteena on pääosin taloudellinen sääntely yhdistettynä Sähkömarkkinalaissa esitettyihin sähkön toimitusvarmuusvaatimuksiin. Analyysien kohteena on nykyinen lainsäädäntö ja Energiaviraston toimeenpanema sähköverkkoliiketoiminnan taloudellinen sääntely. Toisena tavoitteena raportissa on esittää analyysiä ja vaihtoehtoisia kehitysehdotuksia seuraavalle vuonna 2024 alkavalle sähkönjakeluverkkoliiketoiminnan 4-vuotisvalvontajaksolle liittyviin valvontamenetelmiin. Raportin valmistumisvaiheessa on tiedossa muutoksia Sähkömarkkinalakiin. Mahdollisten muutosten yksityiskohtia ei kuitenkaan ole vielä julkaistu, joten tarkasteluihin liittyy näiltä osin epävarmuuksia. Tutkimusraportin laatimisen yhteydessä tutkijaryhmä on laajasti keskustellut eri toimijatahojen kanssa nykyisen sääntelyn sisältävien tavoitteiden ja menetelmien toimivuudesta sekä havaituista kehitystarpeista ja -tavoitteista. Tutkijaryhmällä on ollut käytössään verkkoyhtiöiden verkkodataa ja verkon pitkän aikavälin kehittämissuunnitelmia. Nämä lähtötiedot ovat toimineet pohjana arvioitaessa nykysääntelyn ja mahdollisten muutosten vaikutuksia sähkönsiirtohintojen kehitykseen ja verkkoyhtiöiden taloudelliseen tilanteeseen. Tutkimusraportissa ei sellaisenaan esitetä yksittäisten verkkoyhtiön laskelmien tuloksia. Tuloksia esitetään esimerkinomaisesti erilaisissa toimintaolosuhteissa toimiville verkkoyhtiöille. Suomen energiajärjestelmä on suuren muutoksen edessä. Tähän johtaa niin Pariisin ilmastosopimus, kuin yleisesti uusiutuvan energian alenevat tuotantokustannukset. Jokaisen sektorin, niin teollisuus-, liikenne-, kuin energiasektorin, täytyy tehdä merkittäviä muutoksia, jotta hiilineutraaliustavoitteet täyttyisivät. Yksi yhteinen keino eri sektoreilla on perinteisten polttoprosessien korvaaminen sähköllä, joko suoraan tai epäsuorasti, esimerkiksi synteettisten polttoaineiden ja vedyn avulla. Tästä muutoksesta käytetään nimitystä sähköistäminen. Sähköistäminen johtaa väistämättä hyvin runsaaseen kasvavaan sähkönkulutukseen. Tulevaisuudessa tämä kasvava sähkönkulutus on tarkoitus kattaa uusiutuvalla, hiilineutraalilla tuotannolla. Suomessa tämä tarkoittaa pääasiallisesti tuulivoimaa, joka on jo nyt yksi edullisimmista tuotantomuodoista. Lisäksi hajautetut energiaresurssit ovat yleistymässä, kuten aurinkovoimalat ja sähköautot. Näillä hajautetuilla energiaresursseilla on vaikutus niin koko Suomen energiajärjestelmään, kuin myös paikallisiin jakeluverkkoihin. Kokonaisuudessa tästä koko maata koskevasta muutoksesta voidaan käyttää nimitystä energiamurros. Vaihteleva uusiutuva sähköntuotanto tuo uuden haasteen mukanaan. Uuden tuotannon ollessa heikosti ohjattavaa, täytyy energiajärjestelmästä löytää uusia keinoja tasapainottaa tuotanto ja kulutus. Näitä keinoja on muun muassa kysyntäjousto, sähkö- ja lämpövarastot, sekä uudet synteettiset polttoaineet. Näistä keinoista tasapainottaa tuotantoa ja kulutusta voidaan käyttää nimitystä joustoresurssit. Hajautettujen energiaresurssien yleistyessä, joissain tapauksissa jakeluverkoissa voi syntyä huipputehon takia mahdollisia ongelmia, muun muassa siirtokapasiteetin kanssa. Tällaisissa tilanteissa vaaditaan paikallisia joustoresursseja, kuten kysyntäjoustoa. Tässä raportissa käsitellään energiamurrosta yleisesti, sekä käydään läpi miten eri sektoreilla tämä muutos tulee näkymään. Erityisesti tämä raportti keskittyy joustoresursseihin ja niiden tarpeeseen ja saatavuuteen. Joustoresurssien tarvetta tulevaisuuden Suomessa on analysoitu kahden vuoden 2035 hiilineutraalin energiaskenaarion avulla. Etenkin voimakkaasti kasvava tuulienergian tuotanto johtaa haasteisiin pidempien tuotantovajeiden hetkinä, mitkä saattavat olla kestoltaan jopa yli 5 vuorokautta. Joustoresurssien saatavuutta on analysoitu energiajärjestelmässä niin jakelu-, kuin kantaverkon tasolla, teknisestä ja taloudellisesta näkökulmasta. Publishers version

The research project aimed at developing a generic methodology to quantify the impact of distribution energy resources on a distribution grid. The methodology was applied on actual distribution grids and load data that consisted of two example distribution grids in rural (15000 customers, mostly residential), urban (almost 8000 customers, mostly flats and office buildings), and suburban areas (approx. 5000 customers, mostly detached and terraced houses). Tässä raportissa esitetään tuloksia sähkönjakeluverkon toimitusvarmuusjoustoon liittyen. Jouston mahdollisuuksia ja haasteita tarkastellaan tutkimuksessa erityisesti sähkönjakeluyhtiön mutta myös pienasiakkaan näkökulmasta. Raportissa käsitellään myös taantuvien alueisiin liittyvää asiakaskatoilmiötä ja siihen liittyviä taustatekijöitä. Toimitusvarmuusjouston merkitys voi korostua juuri asiakaskatoriskialueilla. Energy systems are in a major process of transition from both technology and business perspective. The amount of distributed generation is increasing, load profiles are changing and new types of controllable and uncontrollable resources are being connected to the system (e.g. storage units, electric vehicles). In general, these resources are called distributed energy resources (DERs). The role of microgrids, energy communities and aggregators (virtual power plants) is being particularly emphasized in the electrical system because they create an opportunity for new kind of flexibility provided by DERs, but also introduce new challenges to energy system management. Business potential of intelligent energy solutions is enormous but there are still major barriers that block most of the novel business opportunities in the present energy system. One of the most significant technical barrier is the lack of widely accepted interoperable information exchange solution (data model and interfaces) that is easily accessible and fulfills business needs by all parties dealing with the energy system.HEILA project aims to define, implement and demonstrate an integrated business platform of DERs for information exchange between energy market participants. The first implementation of such a platform will be realized during the project to integrate smart grid demonstrations in Finland to develop, test, pilot and finally also commercialize new smart energy system functionalities consisting of interactions and impacts of multiple participants. Development of such a system begins as a national smart grid demonstration platform in Finland but will be designed to support Europe wide deployment of the system.

Hankkeessa saavutetut tulokset ilmentävät sitä haasteellisuutta, mitä liittyy erityisesti taantuvien alueiden sähkönjakeluinfrastruktuurin kehittämiseen. Tulokset tukevat käsitystä, että useissa skenaarioissa verkossa siirrettävän sähköenergian määrä vähenee, mutta tehot kasvavat. Sähköverkon mitoituksen kannalta tämä on haasteellista, koska verkon siirtokapasiteetti määräytyy huipputehojen perusteella. Tulokset indikoivat kuitenkin, että mm. asiakasjoustolla, siirtohinnoittelun kehittymisellä ja uusilla teknisillä ratkaisuilla voidaan myötävaikuttaa sähkönjakelun kustannustehokkaaseen kehittymiseen. Sähkön kysyntä ja siinä tapahtuvat muutokset Keskeisimmät sähkön kysyntään vaikuttavat tunnistetut muutostekijät ovat liikenteen sähköistyminen, aurinkosähkön tuotanto sekä kiinteistöjen lämmitystapamuutokset. Näiden lisäksi taantuvien alueiden väestömuutos sekä ilmastomuutoksen aiheuttama keskilämpötilan kasvu näkyvät sähkön tarpeessa. Muutostekijöiden yhteisvaikutus on huipputehoja kasvattava, vaikka sähköenergian siirtotarve näyttääkin vähenevän. Tehopiikkien kasvu on huomioitava erityisesti pienjänniteverkkojen suunnittelussa. Tulevaisuudessa tekniikan kehittyminen ja sähkönkäytön kustannukset luovat kannustimet vaihtoehtoisille sähköntoimitusratkaisuille. Verkkojen omaisuuden hallinnan, verkostosuunnittelun ja –mitoittamisen näkökulmasta kohdekohtainen sähkönkäytön seuranta, avoimien tietoaineistojen hyödyntäminen sekä asiakaskontaktointi ovat keskeisessä roolissa. Sähköautot Liikenteen sähköistymiselle on vahvat ajurit niin maailmanlaajuisesti kuin kansallisestikin. Sähkön kysynnässä sähköautoilu tulee näkymään sähkön kysynnän kasvuna kasvattaen sekä sähköenergian kysyntää että jakeluverkon huipputehoja paikallisesti varsinkin pienjänniteverkoissa. Tehojen muutoksen suuruuteen vaikuttavat yleistymisen nopeuden lisäksi sähköauton käyttäjien suosimat latausratkaisut (teho ja ajoitus). Sähköenergian tarpeeseen vaikuttavat ajotarpeet (matkat) sekä sähköautojen akkukapasiteetit. Verkkojen kehittämisen näkökulmasta keskeisimmät haasteet liittyvät oikeanlaiseen mitoittamiseen (huipputehojen arviointi) etenkin pienjänniteverkoissa ja siihen, että sähköautojen yleistymisen aikataulu voi olla nopea suhteessa sähköverkon uusiutumiseen. Haitallisia verkkovaikutuksia voidaan hillitä älykkäillä latausratkaisuilla ja lataustehojen suuruuksien järkevöittämisellä. Pientuotanto (aurinkosähköjärjestelmät) Uusiutuvan tuotannon lisääntyminen näkyy haja-asutusalueilla erityisesti aurinkosähköjärjestelmien yleistymisenä. Sähkön kysynnässä aurinkosähkön tuotanto näkyy eniten kevät- ja kesäaikaan. Pienasiakkaalla sähkön tarve on päiväsaikaan yleensä vähäisempää, jolloin tuotanto siirtyy suurelta osin verkkoon päin. Aurinkosähköjärjestelmien tuotantotehopiikit ovat pääsääntöisesti pienempiä kuin asiakkaiden nykyiset vuoden aikana ilmenevät (lämmitys)tehopiikit, mutta tuotantotehojen samanaikaisuus voi alueilla johtaa heikoimmissa verkonosissa jännitetaso-ongelmiin. Tilannetta voidaan helpottaa älykkäillä kuormanohjausratkaisuilla (esim. lämminvesivaraajan samanaikainen käyttö aurinkoisina hetkinä) sekä järjestelmän järkevällä mitoittamisella. Lämmitystapamuutokset Lämmitysjärjestelmäsaneeraukset näkyvät jossakin määrin sähkön kysynnän kehittymisessä. Muutosilmiönä tämä on kuitenkin liikenteen sähköistymistä ja pientuotantoa maltillisempi, mutta voi silti alueellisesti vaikuttaa merkittävästi sähköntarpeeseen, mikäli alueella on paljon saman tyyppisiä lämmitysratkaisuja. Tällöin sähköntarve tyypillisesti kasvaa siirryttäessä esim. öljylämmityksestä maalämpöön tai vastaavasti sähköntarve pienenee muutettaessa nykyinen sähkölämmitys maalämpöön. Saneeraukset voivat joissakin tapauksissa näkyä jännitteen laadun heikentymisenä. Näin voi tapahtua erityisesti kohteissa, joissa on entuudestaan heikko jännitejäykkyys. Väestön väheneminen ja asiakaskato Taantuvilla alueilla väestö vähenee tasaisesti tarkoittaen usein tyhjilleen jääviä kiinteistöjä. Sähkönkäytössä tapahtuvat muutokset riippuvat paljon siitä, jääkö asukkaiden poistuessa kiinteistö kylmilleen, peruslämmöille vai tuleeko kiinteistöön uusia asukkaita. Asiakaskato voi kasvattaa riskiä, että verkosta uusitaan sellaisia osuuksia, joissa ei olekaan sähkönkäyttöä jonkin ajan kuluttua. Tällaisten verkonosien saneerausta onkin pyrittävä lykkäämään hallitusti, mikäli verkon ikä ja mekaaninen kunto sen mahdollistavat. Tällaisissa kohteissa sähkön toimitusvarmuutta voidaan silti parantaa esimerkiksi vierimetsän hoidolla ja johtokatuja leventämällä. Toimenpiteet mahdollistavat tilanteen seuraamisen hallitusti niin, että nähdään, onko verkon saneeraamiselle lopulta tarvetta. Taantuvilla alueilla tällaiselle toimintamallille on erityinen tarve. Sähkön toimitusvarmuus Muutostekijät lisäävät yhteiskunnan odotusarvoa katkottomalle sähkön toimitukselle. Kasvavat odotusarvot näkyvät lainsäädännössä, jonka mukaan haja-asutusalueilla on saavutettava sähkön toimitusvarmuudessa merkittävä kehitysaskel vuoden 2028 tai 2036 loppuun mennessä. Harvaanasutuilla seuduilla sähköverkon saneeraustarpeet ovat huomattavat. Toimitusvarmuustavoitteiden täyttymiseen on käytettävissä useita kehittämisvaihtoehtoja. Kustannustehokkaimmat ratkaisut ovat voimakkaasti alueriippuvaisia. Esimerkiksi alueen sähkönjakeluverkon vikaherkkyys, sähkön tarpeen kehittyminen, kehittämisolosuhteet ja yksikköhinnat vaikuttavat tähän. Tässä raportissa esitettyjen elinkaarilaskelmien esimerkkitulokset pohjautuvat Energiaviraston julkaisemiin valtakunnallisiin yksikköhintoihin. Alueilla, joissa sähkön kysynnässä on esimerkiksi asiakaskadon myötä ennakoitavissa laskua tai alueelle kohdistuu muita epävarmuustekijöitä ja verkko on iän sekä mekaanisen kunnon puolesta hallittavissa, suositellaan saneerausten hallittua lykkäämistä. Tällöin toimitusvarmuuden myönteinen kehitys voidaan varmistaa esimerkiksi vierimetsänhoidon, leveiden johtokatujen ja yksittäisten pylväsvaihtojen muodossa. Varsinaiset verkon saneerausresurssit voidaan tällaisessa toimintamallissa kohdistaa alueille, joissa sähkön kysynnälle ja jakeluverkon olemassa ololle on varmemmat lähtökohdat. Tulevaisuudessa myös asiakas- ja verkkojoustolla voi olla merkitystä toimitusvarmuuden tavoittelussa. Mikroverkkoratkaisut ja asiakaskohtainen sopiminen toimitusvarmuuden täyttymisestä mahdollistaisi harvaanasutuilla seuduilla investointien kohdistamisen ja toteutumisen nykyistä kustannustehokkaammin. The results of the project reflect challenges faced in the development of the electricity distribution infrastructure in declining regions. The results support the notion that in most scenarios the amount of electric energy transmitted on the network will decrease, but the powers will increase. Considering the dimensioning of the distribution network, this is challenging as the transmission capacity of the network is determined based on peak powers. The results indicate, however, that it is possible to contribute to the cost-effective development of electricity distribution for instance by demand response, development of transmission pricing and new technical solutions. Demand for electricity and changes in the demand The key factors of change recognized to have an influence on the electricity demand are electrification of transport, solar power production and changes in methods for heating buildings. Further, demographic changes in declining regions and the increase in the average temperature caused by climate change have an effect on the electricity demand. The combined effect of these factors increases peak powers, even though the demand for electric energy to be transmitted seems to decrease. The increase in power peaks has to be taken into account especially when planning low-voltage networks. In the future, technological development and costs of electricity use will provide incentives for alternative methods of electricity supply. From the perspectives of network asset management, network planning and dimensioning, key actions are monitoring of electricity use on sites of consumption, application of open data, and customer contacts. Electric vehicles Electrification of transport has strong drivers both globally and nationally. Electric vehicles will have an effect on the electricity demand, boosting both the demand for electric energy and peak powers of the distribution network particularly at the local level, most notably in low-voltage networks. Besides the growth rate of the electric vehicle fleet, the magnitude of change in powers is also affected by charging solutions favoured by electric vehicle owners (power and timing). The demand for electric energy is influenced by distances driven and the battery capacities of vehicles. From the perspective of distribution network development, the key challenges are related to correct dimensioning (estimation of peak powers) particularly in low-voltage networks and to the fact that the growth rate of the electric vehicle fleet is high compared with the renewal of the distribution network. Adverse network effects can be mitigated by smart charging solutions and reasonably sized charging powers. Small-scale production (solar power systems) In sparsely populated areas, the increase in renewable energy production is particularly manifested in the growing number of solar power systems. The effects of solar power production on the electricity demand are most visible in spring and summer. For a small-scale customer, the electricity demand is usually lower in the daytime, and a large proportion of the production is transmitted to the network. The peaks in the power production of solar power systems are mainly smaller than the customers’ present (heating) peak powers during the year, yet simultaneous production peaks in certain areas may lead to problems in voltage levels in weaker network sections. The situation can be alleviated by smart load control solutions (e.g. simultaneous use of water heaters when the sun is shining) and rational dimensioning of the system. Changes in the methods of heating buildings Renovation of heating systems has some influence on the development of electricity demand. Compared with electrification of transport and small-scale production, however, this trend of change is moderate, but may still have significant local effects on the electricity demand, if there are plenty of similar heating solutions in use in the area. In that case, the electricity demand typically increases for instance when changing over from oil heating to geothermal heating. Correspondingly, the demand for electricity decreases when an electric heating system is replaced by a geothermal heating system. Renovations of this kind may, in some cases, cause a reduction in the voltage quality. This may happen especially on sites already with a high voltage elasticity (high internal impedance). Population decline and loss of electricity customers In declining regions, the population is constantly decreasing, often resulting in vacant houses in the area. Changes in the electricity use depend highly on whether the house is left unheated after the occupants have moved out, or a certain minimum temperature is maintained by heating of the building, or new occupants move into the house. A loss of electricity customers, again, may increase the risk of renewing network sections where there will be no electricity use in the future. It is thus advisable to postpone the renewal of such network sections, should the age and mechanical condition of the network allow it. On sites of this kind, the security of supply can still be improved for example by forest management close to the power lines and by extending line corridors. These actions allow monitoring of the situation in a controlled manner, and it is possible to consider whether renovation is needed at all. Such an approach is required especially in declining regions. Security of electricity supply The factors of change increase the expectations regarding uninterrupted supply of electricity. The higher expectations are reflected in legislation, according to which a significant advancement in the security of electricity supply has to be achieved in sparsely populated areas by 2028 or 2036. There is a significant need for distribution network renovations in sparsely populated areas. Several development options are available for attaining the objectives for the security of supply. The most cost-effective solutions are highly dependent on the location. For instance, the fault sensitivity of the distribution network, trends of electricity demand, development conditions and unit prices have an effect on solutions available. The results of life cycle calculations presented in this report are based on national unit prices published by the Energy Authority. In areas where the demand for electricity is anticipated to decrease as a result of population decline or where other sources of uncertainty are present, and the age and mechanical condition of the network allow network operation, it is recommended to postpone network renovations. In such cases, a positive development of the security of supply can be ensured for instance by forest management in the proximity of power lines, wide line corridors and replacement of individual poles. The main network renovation resources can then be focused on areas with better prospects for electricity demand and the presence of a distribution network. In the future, also demand response and network flexibility may play a role in advancing the security of supply. Microgrids and customer-specific agreements on the terms for the security of supply could allow allocation and implementation of investments in a more cost-effective way in sparsely populated areas. This research project aimed at establishing an interconnection between multiple battery storage units as well as defining and testing operation strategies for battery energy systems in different use cases. The project took full benefit of the existing battery storage infrastructure located in Helsinki (Suvilahti), Suomenniemi (storage in an LVDC microgrid) and Lappeenranta (LUT Green Campus stationary and mobile storages). Each of these storages was in active operation already before the project started. However, the storages are operated independently of each other, and their operation is not yet fully optimized for the needs of electricity markets and the power system. In the research project, a storage system has a stakeholder-specific multi-objective role, which means that the storage system has to respond to several service requests simultaneously. This may mean, for instance, operating at the same time in the frequency control in the electricity markets, trading electricity in the day-ahead, intraday, and ancillary markets, simultaneously offering various services to local network operations and several other stakeholders. This kind of multi-objective operation requires full understanding of interactions of different markets and stakeholders and risks related to the conflicting objectives of the stakeholders. One of the key outcomes of the project work was the establishment of a connection to the Suvilahti BESS unit through an IEC 104 protocol. Another outcome was constructing a simulation tool in Matlab that enables testing of numerous scenarios of a single BESS unit operation with different operating parameters and various operating strategies. The major part of the analyses was done based on the results of the simulation tool. There are two further main outcomes of the project. The first one is that it is technically possible to remotely control multiple BESS units against multiple tasks according to a pre-defined logic. The second outcome of the project is that a BESS can and should be operated against multiple tasks simultaneously. During such an operation, there may or may not emerge a conflict of objectives between the involved stakeholders. The nature of the conflicts has been investigated and the methods to mitigate the conflict have been analysed. The aggregation of BESS resources is one way to mitigate the conflict of objectives.
