1. Nonacademic Interventions for Postsecondary Enrollment and Success with Rural and High-Poverty Populations: A Systematic Evidence Review

Abstract

Student success in postsecondary education depends on academic preparation and on having the nonacademic knowledge, skills, and behaviors to successfully navigate the demands of postsecondary study. While nonacademic competencies are important for all students, rural and high-poverty populations face unique nonacademic challenges, such as access to adequate college counseling and mentoring. They also have lower postsecondary enrollment and completion rates than their nonrural or low-poverty peers (Adelman, 2006; Byun et al., 2012; Hu, 2003). This review sought to identify nonacademic interventions with evidence of positive effects on postsecondary enrollment, academic performance, persistence, and completion, particularly with rural and high-poverty populations. Results identified five interventions with potentially positive effects for all students: Free Application for Federal Student Aid (FAFSA) interventions, the Facilitating Long-term Improvements in Graduation and Higher Education for Tomorrow (FLIGHT) program, college counseling, summer counseling, and summer bridge programs. Of these five interventions, two (FLIGHT and summer counseling) showed positive effects with high-poverty populations. In addition to these five interventions, Upward Bound showed positive effects for rural and high-poverty students, but not for the overall study population. Additionally, the Upward Bound study took place between 1992 and 1994. The program has changed substantially since that time, and thus the findings of the study may not be generalizable to current conditions. These results indicate a need for additional high-quality research with rural and high-poverty populations so that education leaders can select and implement interventions that work in their contexts. Key findings: (1) There is a medium to large extent of evidence for the effect of FAFSA interventions on postsecondary enrollment. Additionally, there is a small extent of evidence for the effects of FAFSA, FLIGHT, college counseling, summer counseling, and summer bridge programs on at least one metric of postsecondary enrollment or success; (2) Only one study found positive effects for rural populations, and three found positive effects for high-poverty populations. Upward Bound reported positive effects for students in rural and high-poverty schools, and Upward Bound, summer counseling, and FLIGHT reported positive effects on high-poverty populations. Based on our review of research from key databases, there appears to be a gap in rigorous evidence about nonacademic interventions with rural and high-poverty populations; and (3) The information available on the effects of nonacademic interventions on postsecondary enrollment and success appears to have significant gaps. Our search of the published literature returned only 17 studies (across nine interventions) that used well-designed and well-implemented experimental or quasi-experimental designs, and only eight of these studies (across six interventions) found statistically significant positive effects of nonacademic interventions on postsecondary outcomes.

2. Evaluation of the Florida Master Teacher Initiative: Final Evaluation Findings

Abstract

The purpose of this study was to examine the impact of the Florida Master Teacher Initiative (FMTI)--an i3-funded early learning program aimed at improving the quality of teaching and student outcomes in grades PreK through third grade in high need schools. The FMTI schools participated in four program components: (1) a job-embedded graduate degree program with an early childhood specialization, (2) a Teacher Fellows program through which teachers engage in yearlong inquiry projects around their practice, (3) a Principal Fellows program during which principals work together to strengthen their facilitative leadership skills, and (4) Summer Leadership Institutes to review data and engage in action planning. The impact evaluation had two primary goals: (1) to assess the school-level impact of FMTI on teachers and students; and (2) to assess the impact of FMTI on teachers enrolled in the job-embedded early childhood graduate degree program and their students. To achieve the first goal, the evaluation used a cluster random assignment design, in which 40 Miami-Dade County Title I public elementary schools were randomly assigned to the FMTI program or a status-quo control condition. To achieve the second goal, the evaluation used an embedded quasi-experimental design using propensity score matching and difference-in-differences approaches. SRI International administered schoolwide surveys at baseline and in the final year of the grant in both intervention and control schools; conducted classroom observations of job-embedded graduate program teachers and a matched comparison group using the Classroom Assessment Scoring System (CLASS) early in the teachers' first year of the graduate program and a follow-up observation occurred after or near the end of the program, with program teachers and sample of comparison teachers; and gathered student reading and math achievement data on children in kindergarten through fifth grade who were at the 40 study schools at the time of random assignment for a total of more than 10,000 students in the FMTI schools and a similar number of students in the control schools. The study did not find school-level impacts on student achievement or on the majority of outcomes measured through the teacher survey. Analysis of the impact of the job-embedded graduate degree program found a positive difference of 1.7 points for participating teachers in the instructional quality domain of the CLASS compared to matched comparison teachers. The evaluation also found positive and statistically significant results for the graduate program teachers compared to comparison teachers on the teacher survey in the areas of engagement in leadership activities, engagement in governance activities, engagement in outreach activities, self-reported early childhood knowledge, and self-reported general instructional knowledge. No significant differences in math or reading achievement were found for students of the graduate program teachers compared to students of a matched sample of teachers in control schools. The implementation of the FMTI program was not sufficiently robust to definitively determine its effectiveness. FMTI treatment schools that achieved medium or high fidelity of implementation across the three years experienced more positive outcomes. The evaluation has illuminated lessons about how to effectively provide job-embedded professional development to support teacher quality improvement. 4. Supporting Teachers in Argument Writing Instruction at Scale: A Replication Study of the College, Career, and Community Writers Program (C3WP).

Abstract

This article provides a replication study of the National Writing Project's College, Career, & Community Writers Program (C3WP), which was found to be effective at improving student writing quality in two prior studies. C3WP is designed to improve students' source-based argument writing through intensive teacher professional development, instructional resources, and formative assessment. In this study, we used a randomized controlled trial design, randomizing 22 of 44 rural districts into 1 year of C3WP for their grade 7–9 English language arts teachers. We collected argument writing from all students using a performance task similar to those in many state assessments, and we scored the writing for attributes of writing quality and conventions. We found that C3WP led to statistically and meaningfully significant findings on all attributes measured (g = 0.20–0.22). We interpret this study as validating the effects of C3WP on student argument writing quality and providing evidence that C3WP also positively impacts students' writing conventions. These three separate studies of C3WP spanned 228 diverse schools in 20 states, providing an unusually robust body of rigorous, independent evidence of program effectiveness. [ABSTRACT FROM AUTHOR]

Abstract

Autosomal genetic analyses of blood lipids have yielded key insights for coronary heart disease (CHD). However, X chromosome genetic variation is understudied for blood lipids in large sample sizes. We now analyze genetic and blood lipid data in a high-coverage whole X chromosome sequencing study of 65,322 multi-ancestry participants and perform replication among 456,893 European participants. Common alleles on chromosome Xq23 are strongly associated with reduced total cholesterol, LDL cholesterol, and triglycerides (min P = 8.5 × 10−72), with similar effects for males and females. Chromosome Xq23 lipid-lowering alleles are associated with reduced odds for CHD among 42,545 cases and 591,247 controls (P = 1.7 × 10−4), and reduced odds for diabetes mellitus type 2 among 54,095 cases and 573,885 controls (P = 1.4 × 10−5). Although we observe an association with increased BMI, waist-to-hip ratio adjusted for BMI is reduced, bioimpedance analyses indicate increased gluteofemoral fat, and abdominal MRI analyses indicate reduced visceral adiposity. Co-localization analyses strongly correlate increased CHRDL1 gene expression, particularly in adipose tissue, with reduced concentrations of blood lipids.
