5. Drivers of efficiency in higher education in England

Abstract

The context of this thesis explores efficiency measures in higher education (HE) in England. Measures of efficiency serve as a crucial link between the economic sustainability of the HE sector and the policymaking establishment. Given that the idea of efficient allocation of resources, in a period of tighter budget constraints, curtailed government funding and increasing competition for a greater share for research funding and number of students has such a powerful influence, the concept of efficiency becomes meaningful serving as a basis for decisions to improve resource allocation. Understanding the nature of efficiency aims to put in place a simpler and more efficient HE and research system in England that encourages competition and choice, enhances quality, and ensures greater accountability and value for money. The thesis unfolds two main disciplines of technical and cost efficiency in HE in England. Therefore the research objectives discussed are driven upon that conceptualization of efficiency and provide further insights into first, the effects of merger activity on efficiency, and second on whether permanent or transient (in) efficiency dominates the English HE sector. Those topics are key aspects and critically important for both policy change and ongoing institutional and structural reform and as thus are explored in the lines of this thesis. Regarding the first research objective on the potential effect of mergers on Higher Education Institutions’ (HEIs) efficiency, in a first stage analysis efficiency scores of English universities are derived for a 17-year period using the frontier estimation method data envelopment analysis (DEA). A second stage analysis explores the effect of merger and other factors on efficiency. We find that mean efficiency for the sector has varied around 60 percent to 70 percent, but that the efficiency levels of the vast majority of individual HEIs are not significantly different from each other. Merged HEIs have efficiency which is 5 percentage points higher post-merger than non-merging HEIs holding all else constant; moreover the efficiency impact of merger comes within 2 years of the merger taking place. Of the other factors included in the second stage analysis, pre-1992 universities have lower efficiency than other types of institution. In addition, having a higher proportion of income from government sources is an incentive to greater efficiency. Finally, a sensitivity analysis was conducted which exposed the post-merger efficiency results to a different method assessment as a validation test of the proposed policy implications. The sensitivity analysis resulted in confirming the main findings of efficiency improvements in the units received the treatment of merger. Turning to the second research objective, a common weakness in most of the models dealing with efficiency is their deficiency to account for unobserved heterogeneity that finally lead to biased efficiency estimates. Most of the cost efficiency frontier models, focused either on the transient or on the persistent part of cost inefficiency, confounding firm effects (that are not part of inefficiency) with persistent inefficiency or blending persistent inefficiency with latent heterogeneity. However a decomposition of the two parts, persistent (long –term) and transient/residual (short-term) inefficiencies, provides an in-depth analysis of whether short term practises or more long term structural changes within colleges and universities affect the degree of cost efficiency in the English HE sector. This distinction seems to be further appealing to the policy makers as a regulatory asset that aims at improving the efficiency of the sector through incentive reforms. Hence, more recent developments in panel data allow a further appealing distinction in the cost efficiency of HEIs in which unobserved firm effects (firm heterogeneity) can be disentangled from time invariant and time varying inefficiency. Hence the purpose of this thesis is partly to assess the level of persistent and transient inefficiency in the English HE sector from 2008/09 to 2013/14 by using a four-way error component model (persistent and transient inefficiency, random firm effects and noise) and so as to retain the apparatus of statistical inference stemming from a generalised true random effects (GTRE) model based on maximum simulated likelihood (MSL) techniques. In order to provide evidence that the aforementioned method ameliorates the predicted power of the model we offer a comparative study through the fundamental models applied in the literature so far. Consequently, statistical inference will be attempted by countering the efficiency estimates of a GRTE model with a random effects (RE) model proposed by Pitt and Lee (1981), informative on the persistent part, and a true random effects model (TRE) proposed by Greene (2005a, 2005b), enlightening the transient part. Finally, omitted variables bias will be controlled by implementing a MGTRE model, minimizing the resulting heterogeneity bias. The comparison reinforces the validity of the GTRE model since it captures every single component of inefficacy while heterogeneity is controlled. For the English HE inefficiency is considered as persistent since short-run efficiency estimates are proven to be higher than the long-run. This gives further rise for more comprehensive and structural changes rather than simple mechanisms for short-term cost savings.

Abstract

Several management actions are applied to restore ecosystem services in degraded Mediterranean rangelands, which range from adjusting the grazing pressure to the removal of grazers and pine plantations. Four such actions were assessed in Quercus coccifera L. shrublands in northern Greece: (i) moderate grazing by goats and sheep; (ii) no grazing; (iii) no grazing plus pine (Pinus pinaster Aiton) plantation in forest gaps (gap reforestation); and (iv) no grazing plus full reforestation of shrubland areas, also with P. pinaster. In addition, heavy grazing was also assessed to serve as a control action. We comparatively assessed the impact of these actions on key provisioning, regulating and supporting ecosystem services by using ground-based indicators. Depending on the ecosystem service considered, the management actions were ranked differently. However, the overall provision of services was particularly favoured under moderate and no grazing management options, with moderate grazing outranking any other action in provisioning services and the no grazing action presenting the most balanced provision of services. Pine reforestations largely contributed to water and soil conservation and C sequestration but had a negative impact on plant diversity when implemented at the expense of removing natural vegetation in the area. Heavy grazing had the lowest provision of ecosystem services. 8. Does Merging Improve Efficiency? A Study of English Universities

Abstract

This paper focuses on the effect of merger on university efficiency. In a first stage analysis, efficiency scores of English universities are derived for a 17-year period using the frontier estimation method data envelopment analysis. A second stage analysis explores the effect of merger and other factors on efficiency. We find that mean efficiency for the sector has varied from around 60% to 70%, but that the efficiency levels of the vast majority of individual higher education institutions (HEIs) are not significantly different from each other. Merged HEIs have an efficiency which is around five percentage points higher post-merger than non-merging HEIs holding all else constant; but we find that the efficiency impact of merger does not last long (not more than a year) after the merger. The transitory nature of the efficiency gain is an important finding which should be noted by politicians and managers considering a policy of merger.

Abstract

Summary: Despite the substantial progress in multiple myeloma (MM) therapy nowadays, treatment resistance and disease relapse remain major clinical hindrances. Herein, we have investigated tRNA‐derived fragment (tRF) profiles in MM and precursor stages (smoldering MM/sMM; monoclonal gammopathy of undetermined significance/MGUS), aiming to unveil potential MM‐related tRFs in ameliorating MM prognosis and risk stratification. Small RNA‐seq was performed to profile tRFs in bone marrow CD138+ plasma cells, revealing the significant deregulation of the mitochondrial internal tRFHisGTG (mt‐i‐tRFHisGTG) in MM versus sMM/MGUS. The screening cohort of the study consisted of 147 MM patients, and mt‐i‐tRFHisGTG levels were quantified by RT‐qPCR. Disease progression was assessed as clinical end‐point for survival analysis, while internal validation was performed by bootstrap and decision curve analyses. Screening cohort analysis highlighted the potent association of reduced mt‐i‐tRFHisGTG levels with patients' bone disease (p = 0.010), osteolysis (p = 0.023) and with significantly higher risk for short‐term disease progression following first‐line chemotherapy, independently of patients' clinical data (HR = 1.954; p = 0.036). Additionally, mt‐i‐tRFHisGTG‐fitted multivariate models led to superior risk stratification of MM patients' treatment outcome and prognosis compared to disease‐established markers. Notably, our study highlighted mt‐i‐tRFHisGTG loss as a powerful independent indicator of post‐treatment progression of MM patients, leading to superior risk stratification of patients' treatment outcome. Abstract

Background Despite significant advances in multiple myeloma (MM) therapy, disease relapse and treatment resistance remain major obstacles in clinical management. Herein, we have studied the clinical utility of miRNAs in improving patients' risk-stratification and prognosis. Methods miRNA-seq was performed in CD138+ plasma cells of MM, smoldering multiple myeloma (sMM) and monoclonal gammopathy of undetermined significance (MGUS) patients. The screening MM cohort consisted of 138 patients. miRNA levels of CD138+ plasma cells were quantified by RT-qPCR following 3 `-end RNA polyadenylation. Disease progression and patients' death were used as clinical end-point events. Internal validation was conducted by bootstrap analysis. Clinical net benefit on disease prognosis was assessed by decision curve analysis. Kruykov et al. 2016 served as validation cohort (n = 151). Results miRNA-seq highlighted miR-181a to be upregulated in MM vs. sMM/MGUS, and R-ISS III vs. I patients. Screening and validation cohorts confirmed the significantly higher risk for short-term progression and worse survival of the patients overexpressing miR-181a. Multivariate models integrating miR-181a with disease established markers led to superior risk-stratification and clinical benefit for MM prognosis. Conclusions CD138+ overexpression of miR-181a was strongly correlated with inferior disease outcome and contributed to superior prediction of MM patients early progression, supporting personalised prognosis and treatment decisions.

Abstract

Στόχος της παρούσας διατριβής είναι η διερεύνηση της σχέσης μεταξύ φιλοσοφίας και οικονομίας και η απάντηση στο ερώτημα: " Μπορεί η εφαρμογή κάποιων κανόνων της ηθικής φιλοσοφίας να βε λτιώσει τις οικονομικές σχέσεις των ανθρώπων?" Στο πλαίσιο αυτό το πρώτο κεφάλαιο περιλαμβάνει τις απόψεις του Πλάτωνος για οικονομικά θέματα όπως ο πλούτος, το νόμισμα, το κέρδος και άλλα και για τη σχέση αυτών με τα θέματα της αρετής και της ευδαιμονίας. Στο δεύτερο κεφάλαιο αναφέρονται οι αριστοτελικές απόψεις για παρόμοια θέματα καθώς και η σύνδεση της οικονομίας με την ηθική και την πολιτική φιλοσοφία. Εξετάζονται επίσης οι επιδράσεις του Αριστοτέλους σε σύγχρονους διανοητές όπως ο Marx, o Smith, o Mill & o Keynes. Στο τρίτο κεφάλαιο περιγράφονται οι απόψεις του Ξενοφώντος κυρίως για την οικιακή οικονομία. Τέλος αναφέρονται τα συμπεράσματα εκ των οποίων κυριότερο είναι ότι η οικονομία η οποία επιδιώκει την ευημερία χρειάζεται τον εξισορροπητικό ρόλο της φιλοσοφίας για την ορθή διαχείριση του πλούτου και των υλικών αγαθών. The purpose of this study is to investigate the relation between the philosophy and the economy and how it can help people improve their economic relationships. The first chapter includes Plato's views for economic subjects as wealth, currency, profit etc and their connection to virtue and happiness. The second chapter presents Aristotle's views about the relation of the economy with the moral and political philosophy as well as his influence to contemporary scholars as Marx, Smith, Mill and Keynes. The third chapter describes Xenophon's theory about the house economy. Finally the conclusion of the study is that philosophy and economy are closely related since the economy's target is the well being of people but it needs the balance of philosophy for the moral and correct administration of wealth and the material goods.

47. Does merging improve efficiency? A study of English universities

Abstract

This paper focuses on the effect of merger on university efficiency. In a first stage analysis, efficiency scores of English universities are derived for a 17-year period using the frontier estimation method data envelopment analysis. A second stage analysis explores the effect of merger and other factors on efficiency. We find that mean efficiency for the sector has varied from around 60% to 70%, but that the efficiency levels of the vast majority of individual higher education institutions (HEIs) are not significantly different from each other. Merged HEIs have an efficiency which is around five percentage points higher post-merger than nonmerging HEIs holding all else constant; but we find that the efficiency impact of merger does not last long (not more than a year) after the merger. The transitory nature of the efficiency gain is an important finding which should be noted by politicians and managers considering a policy of merger.

Abstract

The binary mixtures of the nonionic copolymer Synperonic PE/F68 with the cationic surfactants tetradecyltrimethylammonium bromide (TTAB) and/or the double chain ditetradecyldimethylammonium bromide (di-TDAB) were studied. Mixtures of the three surfactants were also studied. Surface tension studies, using the Wilhelmy plate method, were made. Synergy as well as time dependent hindrance effects were found. The minimum equilibrium surface tension value found, was that obtained for single di-TDAB. At concentrations below cmc, clusters were formed (critical aggregation concentration). Synperonic PE/F68, a very hydrophilic compound, minimized the electrostatic repulsion between the positively charged headgroups of the cationic surfactants. The adsorption constants continuously decreased with time. The results were compared with previous ones, using binary mixtures of some double cationic surfactants with Pluronic F68 and/or hydroxypropylmethylcellulose (HPMC). Abstract

Several management actions are applied to restore ecosystem services in degraded Mediterranean rangelands, which range from adjusting the grazing pressure to the removal of grazers and pine plantations. Four such actions were assessed in Quercus coccifera L. shrublands in northern Greece: (i) moderate grazing by goats and sheep; (ii) no grazing; (iii) no grazing plus pine (Pinus pinaster Aiton) plantation in forest gaps (gap reforestation); and (iv) no grazing plus full reforestation of shrubland areas, also with P. pinaster. In addition, heavy grazing was also assessed to serve as a control action. We comparatively assessed the impact of these actions on key provisioning, regulating and supporting ecosystem services by using ground-based indicators. Depending on the ecosystem service considered, the management actions were ranked differently. However, the overall provision of services was particularly favoured under moderate and no grazing management options, with moderate grazing outranking any other action in provisioning services and the no grazing action presenting the most balanced provision of services. Pine reforestations largely contributed to water and soil conservation and C sequestration but had a negative impact on plant diversity when implemented at the expense of removing natural vegetation in the area. Heavy grazing had the lowest provision of ecosystem services. It is concluded that degraded rangelands can be restored by moderating the grazing pressure rather than completely banning livestock grazing or converting them into pine plantations.
