Yüksek düzeyde belirsizlik ve bilgiye erişimin sınırlı olduğu bir ortamda firma dışındaki değişimleri tahmin etmek zordur. Belirsizliğin karar alternatifleri arasında kısıtlayıcı bir etkiye neden olması durumunda yöneticilerin başarısız olma ihtimali de artmaktadır. Dolayısı ile belirsizlik firmaların karar alımlarında önemli etkisi olan bir faktör olarak karşımıza çıkmaktadır. Belirsizliğin olduğu bir ortamda güvensizlik oluşmakta ve güvenin azalması da şirketlerin performansını olumsuz yönde etkilenmesi muhtemeldir.Bu çalışmada belirsizlik, politik ve finansal olmak üzere iki farklı şekilde ele alınarak Türkiye özelinde firmaların finansal performansları üzerindeki etkileri incelenmesi amaçlanmıştır. Bu amaçla politik belirsizlik kendi içerisinde anayasa değişiklikleri, mahalli idare seçimleri, milletvekili ve cumhurbaşkanlığı seçimleri olmak üzere 3 farklı ulusal seçimden oluşmak üzere; finansal belirsizlik ise Türkiye’de etkisi hissedilmiş finansal krizleri kapsayacak şekilde ayrı bir model olarak toplam 4 farklı model belirlenmiştir. Firmaların finansal performansları üzerindeki etkilerini ölçmek amacıyla da aktif kârlılık oranı (ROA), özsermaye kârlılık oranı (ROE), satışların getirisi (ROS) ve piyasa değeri / defter değeri oranı (PDDD) olmak üzere toplam 4 finansal performans göstergesi bağımlı değişken olarak tercih edilmiş ve her bir modelde test edilmiştir.Tez çalışmasında BİST imalat sektöründe faaliyet gösteren firmalar dahil edilmiş ve ilgili örneklemde 2005/1 – 2020/1 dönemlerini kapsayacak şekilde üçer aylık finansal tablo verileri kullanılmıştır. İlgili firma verileri Stata 17 istatistiksel paket programında panel veri analiz yöntemi kullanılarak analiz edilmiştir.Sabit etkiler yöntemi ile test edilen her bir modele uygulanan varsayım testleri sonucunda tüm modellerde otokorelasyon, değişen varyans ve yatay kesitsel bağımlılık problemleri ile karşılaşılmıştır. Bu problemlerin giderilmesi için Driscoll-Kraay standart hatalar tahmincisi kullanılarak tekrar test edilmiştir.Elde edilen bulgulara göre; anayasa değişikliği modelinde halkoylamalarının gerçekleştirildiği dönemlerde firmaların finansal performansları pozitif etkilendiği görülmüştür. İlgili halk oylamalarının sonuçları incelendiğinde Smales’in (2014) görevdeki iktidar partisinin ekonomi politikalarına aşinalık ve iktidar partisinin seçimi kazanma olasılığı arttıkça piyasada belirsizliğin düşeceği görüşü ile uyumlu olduğu görülmektedir.Türkiye özelinde oluşturulan milletvekili ve cumhurbaşkanlığı seçimleri modelinde ise Smales (2014) ve Goodell ve Vahama (2013)’nın görüşleri ile uyumlu olarak mevcut iktidar partisinin ilk turda kazanmış olduğu seçimlerde firma performanslarına ait kullanılan değişkenlerde istatistiksel açıdan pozitif, sonraki turlara aksayan seçimlerde ise anlamsız ya da negatif bir ilişki gözlemlenmiştir.Mahalli idare seçimlerin de ise diğer modellerin tam aksine finansal göstergelerde istatistiksel açıdan ya anlamsız ya da negatif ilişki tespit edilmiştir. İlgili seçim dönemlerinde yaşanan 2008 küresel finans krizi gibi çeşitli olayların belirsizliği artırdığı ve bu da firmaların ilgili seçim dönemlerinde firmaların negatif yönde etkilendiği sonucunu çıkarmaktadır.Finansal krizler temelinde oluşturulan son model de ise finansal belirsizliğin en üst düzeye çıktığı finansal kriz dönemlerinde firmaların finansal göstergelerinin istatistiksel açıdan negatif etkilendiği görülmüştür. Dolayısı ile finansal krizler temelinde elde edilen bulguların literatürle de uyumlu olduğu anlaşılmaktadır.Elde edilen tüm bulgulara göre; belirsizlik firma performansları açısından değerlendirildiğinde ilgili dönemin firmalar tarafında nasıl algılandığı önem arz etmektedir. Yapılan analizlerden de anlaşılacağı üzere yüksek belirsizlik dönemlerinde firma performansları negatif yönlü seyrederken, piyasadaki belirsizliğin azalması halinde negatif etkinin yok olduğu hatta kimi dönemlerde pozitif etkilenmenin olduğu görülmektedir. In an environment of high uncertainty and limited access to information, changes outside the firm are difficult to predict. If uncertainty causes a restrictive effect among decision alternatives, the probability of failure of managers increases. Therefore, uncertainty emerges as a factor that has a significant impact on companies' decision making. In an environment of uncertainty, insecurity occurs and it is likely that the decrease in trust will adversely affect the performance of companies.In this study, it is aimed to examine the effects of uncertainty on the financial performance of the firms in Turkey by considering the uncertainty in two different ways as political and financial. For this purpose, a total of 4 different models have been determined, including political uncertainty in itself, consisting of 3 different national elections, including constitutional amendments, local government elections, parliamentarian and presidential elections, and a separate model including financial uncertainty in a way to cover the financial crises whose effects were felt in Turkey. In order to measure the effects on the financial performance of the companies, a total of 4 financial performance indicators, namely return on assets ratio (ROA), return on equity ratio (ROE), return on sales (ROS) and market value / book value ratio (PDDD), were preferred as dependent variables and tested in each model.In the thesis study, companies operating in the BIST manufacturing sector were included and quarterly financial statement data covering the periods 2005/1 – 2020/1 were used in the relevant sample. Related company data were analyzed by using panel data analysis method in Stata 17 statistical package program.As a result of the assumption tests applied to each model tested with the fixed effects method, autocorrelation, varying variance and cross-sectional dependency problems were encountered in all models. To eliminate these problems, the Driscoll-Kraay standard errors estimator was retested using.According to the findings; In the constitutional amendment model, it was observed that the financial performances of the companies were positively affected in the periods when the referendums were held. When the results of the relevant public votes are examined, it is seen that Smales (2014) is in line with the view that the uncertainty in the market will decrease as the familiarity with the economic policies of the incumbent ruling party increases and the probability of the ruling party winning the election increases.In the model of parliamentarian and presidential elections created specifically for Turkey, in accordance with the views of Smales (2014) and Goodell and Vahama (2013), a statistically positive relationship was observed in the variables used for firm performance in the elections that the current ruling party won in the first round, while a meaningless or negative relationship was observed in the elections that flow the next rounds.In local government elections, on the contrary to other models, statistically insignificant or negative correlations were found in financial indicators. Various events such as the 2008 global financial crisis experienced during the relevant election periods increase the uncertainty and this leads to the conclusion that companies are negatively affected during the relevant election periods.In the last model, which was created on the basis of financial crises, it was observed that the financial indicators of the companies were statistically negatively affected during the financial crisis periods when financial uncertainty reached the highest level. Therefore, it is understood that the findings obtained on the basis of financial crises are also compatible with the literature.According to all the findings obtained; When the uncertainty is evaluated in terms of firm performance, it is important how the relevant period is perceived by the firms. As it can be understood from the analyzes made, while the performances of the firms are negative in high uncertainty periods, it is seen that the negative effect disappears when the uncertainty in the market decreases, and even there is a positive effect in some periods.
