Abstract

This paper presents a spatially explicit methodology for integrated forest management and wood supply chain optimization over time in the context of a Finnish forest strategy anticipating new investments and renewal of business in the wood processing industry. The Finnish MELA simulator was used to generate multiple treatment schedules over time at the management unit level – each treatment schedule providing unique estimates of extracted wood volumes by different assortment categories for each time period. The J linear programming (LP) software was used to analyse different regional forest strategies in terms of wood supply and transportation costs to multiple market destinations. The analysis revealed clear differences both in wood flows and forest resources between strategies maximizing wood supply or optimizing wood supply to market destinations. In addition, the wood flows appeared responsive to new mill and increased demand. Further, the changes in factory price had a heavier impact on pulpwood supply than on sawlog supply. The same methodology can be applied for analysing the impact of new factories on wood flows from forest to factories and between factories or to support forest enterprises in planning their wood supply over multiple time periods and multiple destinations.

Abstract

Forest information is needed at global, national and local scales. This review aimed at providing insights of potential of national forest inventories (NFIs) as well as challenges they have to cater to those needs. Within NFIs, the authors address the methodological challenges introduced by the multitude of scales the forest data are needed, and the challenges in acknowledging the errors due to the measurements and models in addition to sampling errors. Between NFIs, the challenges related to the different harmonization tasks were reviewed. While a design-based approach is often considered more attractive than a model-based approach as it is guaranteed to provide unbiased results, the model-based approach is needed for downscaling the information to smaller scales and acknowledging the measurement and model errors. However, while a model-based inference is possible in small areas, the unknown random effects introduce biased estimators. The NFIs need to cater for the national information requirements and maintain the existing time series, while at the same time providing comparable information across the countries. In upscaling the NFI information to continental and global information needs, representative samples across the area are of utmost importance. Without representative data, the model-based approaches enable provision of forest information with unknown and indeterminable biases. Both design-based and model-based approaches need to be applied to cater to all information needs. This must be accomplished in a comprehensive way In particular, a need to have standardized quality requirements has been identified, acknowledging the possibility for bias and its implications, for all data used in policy making.

Abstract

Moose Alces alces is abundant throughout the boreal zone. However, in the landscapes occupied by moose the density of predators and human influence often vary considerably, as do the arrival of spring and phenology of vegetation – all crucial factors for moose, especially during their calving period. During calving, female moose are faced with a dilemma between choosing a habitat offering high quality forage or one offering protection for the vulnerable calf. This study examined the timing of calving and habitat structure of female moose during and after calving in two areas of Finland with different predator and human densities. Data from 14 GPS-collared moose were integrated with data on landscape composition and forest structure from airborne Lidar. In both study areas, calves were born in May and mostly in drained forests (with ditches) on peatland soils. After giving birth, females in the more human-influenced landscape moved to more fertile forests on mineral soils, whereas the females in the landscape with little human influence stayed mostly on the drained and pine-dominated peatland forests, which also had less shrub vegetation. Moose were also seen giving birth near human settlements (farms) and staying close to them (<500 m) throughout summer. Thus, females in both study areas illustrated a high degree of adaptability by selecting the highly modified drained landscapes or areas near humans for calving sites over other available landscapes. Abstract

The European Forestry Dynamics Model (EFDM) is a joint effort between the European Commission Joint Research Centre and partners in the EU Member States for the development of a forestry dynamics model. The model is expected to project the state of Europe’s forests given different climatic, economic and management scenarios. EFDM was designed as a flexible system to facilitate the different types of data input that are available from the diverse National Forest Inventories. The model captures different typologies such as site productivity, ownership and the probability of natural disturbances. Specifically, EFDM is able to process detailed national-level input data such as National Forest Inventories (NFI) outputs, as well as related national-level expertise in social and economic domains. In this way, the system supports effective utilization of the collaborative expertise in the parameterization of scenarios. This document is intended as a general introduction to the EFDM. Experiences gained from the EFDM test applications by five NFI teams (Austria, Finland, France, Portugal and Sweden) are also summarized in this report., JRC.H.3-Forest Resources and Climate

Abstract

Forecasting the potential impacts of forest policies on species of special conservation value is a prerequisite for safeguarding forest biodiversity. In this study, regional forest policy scenarios were compared in terms of predicted habitats suitable for the Siberian flying squirrel (Pteromys volans). To derive both patch- and landscape-scale models to predict species presence in a forest stand, species occurrence data from a systematic field survey covering the whole distribution area of the flying squirrel in Finland and Multi-Source National Forest Inventory data were combined. Then, the Finnish forestry model MELA and the derived occupancy models were applied to predict the quantity of suitable habitats for flying squirrels in three different 50-year policy scenarios. The results confirm that increasing the utilization of felling potential from the level of business-as-usual to the level stated as policy targets in regional forest programs decreases the amount of suitable habitat in the future. However, regional forest programs had a less drastic impact on habitats than maximum sustainable removal, except in two regions. It should be noted that the occupancy models seemed to fail on sites that experts deem to be most suitable for the species.
