Discrimination disempowers public servants, curtailing their vigor, dedication, and absorption at work. It breaches the psychological contract between public servants and public sector entities, provoking work disengagement. To the best of the author's knowledge, there is limited agreement about how work discrimination disengages public servants. A mediation analysis was conducted to examine the effects of discrimination on disengagement through work meaningfulness and job satisfaction. Discrimination did not directly alter work engagement. It disengaged public servants by disrupting meaningfulness and satisfaction. Alongside preventing discrimination, public managers should enhance the work climate, restoring meaningfulness and satisfaction to keep public servants engaged. [ABSTRACT FROM AUTHOR]

It is indicated that the moral and ethical side of public servants’ activities is still “terra incognita” for both the national legislator and the scientific community. By comprehending the position of past thinkers, the understanding of the fundamental role of moral and ethical norms in shaping the doctrines of the essence of social responsibility, including such a dimension as moral responsibility, is formed. The choice of one of the ethical norms of behaviour by a public servant is positioned as the quintessence of moral responsibility of public servants. The moral responsibility of public servants is an independent analytical and self-critical activity of a particular public servant based on his/her conscience, as well as on the system of moral and ethical coordinates formed at the level of established and supported by the management practices of daily activities of the staff of a particular public authority, local self-government body, civil society institution, which is embodied in the analysis of their own behaviour and its correlation with the proper moral standard of public servants’ activities. The essence of the moral standard itself is reduced to a model of generally accepted behaviour in Ukrainian society, formed on the basis of administrative and legal legislation, history of the national State-building, moral and ethical values laid down at the level of the principles of public administration, leading trends in scientific and technological progress, acceptable among the population of Ukraine, with due regard for the interests of the main national, racial, linguistic, religious and other minorities. The category of moral and ethical portrait of a public servant is proposed, which is understood as a set of organisational, managerial, institutional, financial instruments and mechanisms for disseminating opinions about a particular public servant and forming social perception at the level of the entire population or a certain part of it (service recipients, representatives of a region, field of activity, organisation) regarding the role, functions, purpose (vocation) and activities of such a public servant in general. In order to introduce high moral standards into the activities of domestic public servants, the following areas of improvement of their activities in the context of moral responsibility are proposed: restructuring of public morality in the context of understanding the activities of whistleblowers; increasing the authority of public authorities; development and adoption of the Code of Ethics for Public Servants at the national level.

Public servants have faced substantial accountability pressure during the public emergency. It was evident during the pandemic. However, the factors that influence accountability pressure remain to be examined. In this study, we attempt to demonstrate that the Robbins pressure theory provides a useful conceptual framework on how factors affect accountability pressure, and a regression method using primary survey data was applied to investigate how external pressure, the public servants' capacity, accountability awareness, and communication between superiors and subordinates influence accountability pressure in the fact of a pandemic emergency. The findings show that external pressure had a positive impact on accountability pressure, the public servants' capacity and communication between superiors and subordinates had a negative impact on accountability pressure, and accountability awareness played a negative moderating role in the effect of external pressure on accountability pressure. This study contributes toward the limited research base, and offers the suggestion that accountability pressure would be alleviated through optimized training and learning. [ABSTRACT FROM AUTHOR]

The aim of this study was to identify the perceptions of civil servants at a water and sewage company in a city in the interior of Rondônia about aspects related to QWL. The research, which was descriptive in nature and took a qualitative approach, involved 14 civil servants from this institution, who answered a sociodemographic and work-related form, 12 of whom also answered an interview about their perceptions of QWL. The sociodemographic data was analyzed using statistical procedures and the interviews were transcribed and subjected to content analysis. The respondents' perceptions of what they understood by QWL were different from those that referred to the QWL actually provided by the organization studied. In the company's environment, the categories Socio-professional Work Relationships and Work-Social Life Link were those with the highest number of positive aspects in the respondents' assessment, unlike others such as Recognition and Personal Growth, Work Organization and Working Conditions, in which many challenging aspects to QWL were identified, and it should be noted that the latter was pointed out as one of the main desirable elements for achieving quality of life in the workplace. This study has provided a basis for reflection on the company's work environment, identifying critical areas and suggesting strategies for action, since those surveyed perceive their QWL to be average, considering that there are various aspects, including health protection and well-being, which require action on the part of the institution studied. The goal of the European Union to consolidate the digital sovereignty of the region by 2030, within the framework of the Digital Decade of Europe policy program, imposes the responsibility of Member States to contribute through the development of technical and human e-governance infrastructure, being necessary to prepare the body of public servants in public administration to support and use new technologies, both in front-office and back– office relationships. Considering the essential role that human capital plays in national digital development and the achievement of the union’s objectives, this research aims to explore the impact of Romanian National Recovery and Resilience Plan (NRRP) on the development of digital skills among public servants through the Advanced Digital Skills Training Program for 30,000 executive public servants and 2,500 managerial public servants. This program is managed by the National Agency for Civil Servants (NACS), a central public administration institution responsible for the management of the public service and public servants in Romania. National Agency for Public Servants is also the beneficiary and responsible for the implementation of the specific investment from the NRRP. The study aims to investigate the types of training used to identify and propose blended approaches of formal and informal digital education that enhance the initial training, testing, and certification services offered by the NACS program.

A system of principles of public service has been formed, which consists of three principle blocks. International principles of public service: supremacy of law; legality; effectiveness; objectivity; impartiality; justice; virtue; public activity regarding the management of state affairs, in particular those related to entry into public service, its completion and legislative support; balance of public and private interests when making decisions; transparency (passing public service and activities of public servants); responsibility of public servants to the population and the state for their professional activities; publicity, which involves the mandatory publication of open information about the work of public servants, etc. Principles of public administration: a) organizational; b) functional; c) targeted; d) accommodative. Legal principles: a) general principles of law (humanism, democracy, separation of powers into legislative, executive and judicial, legal certainty, presumption of innocence, proportionality, equality, legal responsibility; b) principles of administrative law (openness and transparency, flexibility, compliance human rights and freedoms, efficiency, prohibition of arbitrariness, innovation, competence, accountability and control, priority of laws of Ukraine and international documents regulating administrative and legal relations, social cohesion, stability and long-term orientation); c) special principles of law that regulate the passage of service by certain categories of public servants (equal access to public service, choice, patriotism, people's power, loyalty to constitutional duty and oath in case of taking it, state support, observance of official (executive) discipline and professional ethics, independence, failure to comply with illegal orders and instructions, consolidation of state and local interests, readiness for prompt performance of official tasks).

The scientific article presents the results of doctoral research focused on analyzing, from a technical-legal perspective, the significance of decent work during the COVID-19 pandemic in public-dependent labor relations. The qualitative research analyzes situations and events through argumentative and documentary evaluations. Semi-structured interviews were used as instruments, targeting three key social actors: public employees, employers, and labor authorities. The study is based on a framework addressing decent work from the perspective of public employees, occupational risks, labor protection, and guidelines for care and life preservation during the pandemic. It also highlights the State's responsibility as an employer in managing contingencies related to occupational diseases, work accidents, and fatalities caused by the health crisis. The conclusions emphasize that occupational health and safety constitute a normative, institutional, technical, and legal guarantee to protect the physical and mental integrity of public servants. Through hygiene, prevention, and monitoring programs, its essential role in promoting a decent work environment is highlighted. Purpose: The article aims to analyze the perception of Internal Auditors of Federal Educational Institutions regarding the contributions of Internal Control to Public Governance. Methodology: Regarding the technical procedures for collecting research data, a structured questionnaire (Survey) with multiple choices was used, on a 10 (ten) point scale with alternatives of no agreement/a lot of agreement, with 1 being no agreement and 10 being very agreement. The analysis was carried out using Factor Analysis. Results: As a result of the research, it was identified that the factors: Risk-Based Audit Planning, Transparency, Public Integrity and Accountability, obtained the highest averages as contributions of internal control to public governance in the perception of the responding auditors. Factors such as the Provision of Consulting Services and Society Participation presented the lowest averages among the factors analyzed. After the factor analysis, it was found that the first factor, Adherence to International Auditing Standards, presents approximately 59.7% of the explanatory power of the variances contained in the sample. According to the auditors' perception, adherence or alignment with international auditing standards is representative of the evolution of the governance process in federal public administration. Contributions of the Study: The study contributes to the discussion on public governance regarding the contributions of internal control to its development. The results suggest that the process of adhering to international auditing standards is an irreversible process and recognized as necessary for the development of governance in the federal public sector, given that this adherence to international auditing standards presents itself as a factor with greater explanatory power in the analysis, signaling that for public administration to follow the evolution of its governance, it must remain integrated with international standards and best practices. The article aims to evaluate the influence of the Civil Service Law through the concept of public value in the regional government of Piura, 2023, according to the perception of the servants, using a survey among 76 workers at the main offices the Regional Government of Piura. Piura. A conceptual variation is proposed by which subjective aspects such as meritocracy, institutional trust, legitimacy and perception of ethics of the public function are inherent and enriching the notion of public value. The sample was chosen by non-probabilistic convenience sampling. It was known that according to the Pearson correlation coefficient, the meritocracy dimension and the trust dimension present a moderate correlation, as does the case between the meritocracy dimension and the legitimacy dimension, although the public ethics dimension and the public satisfaction dimension present a weak correlation. It is concluded that the added public value must be measured through variables of political intersubjectivity, giving reality to the rationality of political efficiency provided for in the Law. This indicates that it is not possible to increase public value in the action of officials while the offering process (and most likely user) perceive tedious and bureaucratic processes that generate inefficiency, lack of ethics and even corruption. 18. Role perceptions, collaboration and performance: insights from identity theory.

This paper uses identity theory to explain the link between public servants' role perceptions, collaboration and performance. A longitudinal survey (N = 522) shows that the more public servants rely on a Weberian role perception, the more they focus on internal collaboration in performing their work, whereas the more public servants adopt a networking role perception the more they use external collaboration in order to enhance their performance. Further, an entrepreneurial role perception influences performance directly. This study empirically shows that public servants with various role perceptions all engage in forms of collaborative behaviour that benefit their performance. [ABSTRACT FROM AUTHOR]

Orientation: In Namibia, the public sector employs a majority of employees which contributes to significant economic growth and development of the country. Research purpose: This study investigated the association among job satisfaction, burnout and work engagement. This study explored if work engagement is experienced differently based on the biographical variables. Motivation for the study: Namibia aims to achieve the sustainable development goals (SDGs), Harambee Prosperity Plan (HPP) and National Development Goals. The state-owned enterprises are required to provide quality services to the nation through their employees. The health and well-being of these employees facilitate the productivity of these state-owned enterprises (SDGs 1, 2, 3, 8, 11 and 16). Research approach/design and method: A total of n = 130 public sector employees were randomly selected and responded to a questionnaire. The questionnaire included demographic questions, the Job Satisfaction Survey, the Maslach Burnout Inventory and the Utrecht Work Engagement Scale. Data analysis was performed through the Statistical Package for Social Sciences software to test the hypotheses of the study. Main findings: Positive relationships were found between job satisfaction, burnout and work engagement. Work engagement reported a positive relationship with burnout. Work engagement is experienced the same in relation to the biographical variables. Practical/managerial implications: The study suggests a constant evaluation of job attitudes, implementation of effective performance management systems, team building activities and implementation of workplace wellness programmes. Contribution/value-add: This study adds to the understanding of job satisfaction, burnout and work engagement within state-owned enterprises in Namibia.

This study tests the hypothesis that public servants have higher levels of financial preparation for retirement compared to other occupations. Also, it identifies whether the model is invariant. The results indicate that public servants have better future expectations, financial planning, and savings behavior than other occupations. The level of financial preparation for retirement is low in all occupations. In this research, the opinions about family and values of public administration representatives were examined. Based on online questionnaires, the research sample included 428 civil servants and scientists from various ministries, faculties, schools, libraries, institutes, and municipalities. Opinions in the form of classified data for civil servants were converted into numerical data and presented in networks. It is possible to illustrate various scenarios about diverse types of decision-making processes, within which either feminine or masculine value emphases predominate. The present study has opened an interesting area of research on hierarchical associative networks of family and values. Researching such networks, whether they concern individuals, families, or diverse societies, could support us to improve various decision-making models. Hierarchical associative value networks will play a meaningful role in decision-making in a variety of ways and the upcoming development of the family. Future research could go in the direction of measuring and analyzing hierarchical associative networks of values in specific families and other social environments like within e.g., health, police, industry, military. This would provide an excellent insight into the mental concepts of people and across different social zones (e.g., migration zone, cultural zone, industrial zone, trade zone, government zone).

27. Translation and Validation of a Transformational Leadership Scale in Peruvian Public Servants.

Introduction: transformational leadership has been identified as an essential component for success and innovation within the public sector, especially in the digital age and in the face of global challenges. This form of leadership, which seeks to change and inspire people, has been shown to be crucial for improving organizational performance and the quality of public services. However, the application of these principles in Peru faces specific challenges, and there is a notable lack of empirical research on this phenomenon in the Peruvian public sector, particularly in the evaluation of the tools used for its measurement. Objective: to examine the psychometric properties of the Global Transformational Leadership (GTL) scale in a sample of Peruvian public servants. Methods: an instrumental research design was adopted, using non-probabilistic sampling. The sample included 290 Peruvian public servants (M = 34,61, SD = 9,2), with an analysis that encompassed confirmatory factor analysis (CFA) and reliability estimates. Results: descriptive analysis results indicated a high tendency to respond positively on the scale. The CFA confirmed the proposed unidimensional structure of the scale, with acceptable fit according to various indices (χ2 = 39,130, CFI = 0,97, TLI = 0,95, RMSEA = 0,08, SRMR = 0,03), and all factor loadings were significant and greater than 0,50, indicating a strong association with the transformational leadership dimension and exceptionally high internal consistency (α = 0,94). Conclusions: the study confirmed that the GTL transformational leadership scale is a psychometrically robust tool and applicable to the Peruvian context. The unidimensional structure and high reliability of the scale suggest that it is suitable for measuring transformational leadership among public servants in Peru. [ABSTRACT FROM AUTHOR]

The central purpose of this investigation was to determine the scope of compliance that the adoption of conventional guarantees in Colombian administrative disciplinary law has had, within the framework of popularly elected public servants, since the issuance of the ruling Petro Urrego vs. Colombia in 2020. In this way, this research was methodologically based on a qualitative approach with analytical-explanatory scope, which from a hermeneutical point of view breaks down a set of legal arguments that allow us to glimpse the scope of the current reform of the Law. 1952 of 2019 by Law 2094 of 2021, regarding compliance with the guarantees required by paragraph 2 of article 23 of the American Convention on Human Rights, with regard to the adoption of disciplinary sanctions that restrict political rights to employees public elections. In that sense, the result of this research led to offering legal elements that would allow strengthening the institutional order of the authorities that are in charge of the exercise of the disciplinary function, since it makes known and better understood the current reality of administrative disciplinary law in the face of the need to inexorably incorporate conventional guarantees into the Colombian disciplinary system, as well as to satisfy their effective application and compliance, otherwise multiple lawsuits and possible sentences would be filed in the future against the Colombian State for non-compliance with them. From the above, it is concluded that it is pertinent to have competent judicial authorities with autonomy, independence and absolute impartiality, who administer the full disciplinary function in Colombia, in compliance with the international standards adopted to sanction public servants, especially those of popular election. The objectives of the research are 1) To find out how the Pamong Praja Police Unit (Satpol PP) behaves as a Public Servant in curbing illegal traders in the Pedesterian Area of Airmadidi Market, North Minahasa Regency; 2) To find out what is hindering the Pamong Praja Police Unit in controlling illegal traders in the pedestrian area of Airmadidi Market, North Minahasa Regency. Researchers used qualitative research methods with snowball sampling techniques. The results of the research show that 1) activities to control Street Vendors (PKL) on the roads and sidewalks (Pedestrian) of the Airmadidi market by the Pamong Praja Police Unit of North Minahasa Regency have been carried out but are not yet optimal due to a lack of knowledge, street vendors, lack of understanding of the function of roads and sidewalk. Not all street vendors understand the regulations of the North Minahasa regional government, even though they have been socialized; 2) Understanding of the community, street vendors and members of the Pamong Praja Police Unit regarding their respective roles as obligations which has resulted in the implementation of street vendor control activities not being optimal; 3) The control of street vendors has not been achieved and is not yet optimal due to inhibiting factors, including a lack of qualified human resources, inadequate infrastructure and limited operational costs; 4) Satpol PP's behavior in taking action against street vendors who violate regional regulations always starts with direction and guidance through good communication; 5) Action against street vendors who violate regional regulations selling in the Airmadidi Market district is carried out through warnings in accordance with the established SOP. 30. Investigating accountant's perception on public servants' budget-slack fraud behaviour in developing economies using fraud triangle analysis.

This quantitative study investigates the perceptions of accountants in explaining budget-related fraud behaviour of public servants in developing economies using the elements of the fraud triangle theory. Fraud triangle elements constitute the Pressure, opportunity and rationalization dimensions that cause fraud. This study seeks to extend this theory to budget slack fraud investigation in the public sector to fill an existing gap. It therefore aims to test if indications of fraud based on the concept of fraud triangle can be used to detect public servants' budget slack fraud behaviour in developing countries like The Gambia. The population in this study constituted all accountants in the public and private sector. Convenience sampling technique was used to collect primary data via an online questionnaire instrument containing Likert-style questions with 51% response rate. The Likert-style questions drawn on the concept of fraud triangle analysis helped to realize the study's objectives. The result showed that components of Fraud Triangle analysis, Pressure, Opportunity and Rationalization variables have significant combined linear/predictive effect on BSFB, with the greatest influence coming from Opportunity variable. Moreover, the predictors in a multiple regression model generated 73% variance/prediction strength in budget-related fraud behaviour of which 27% are accounted for by residuals. 31. The Contribution of the National Recovery and Resilience Plan to the Development of Digital Skills in Romanian Public Administration.

The goal of the European Union to consolidate the digital sovereignty of the region by 2030, within the framework of the Digital Decade of Europe policy program, imposes the responsibility of Member States to contribute through the development of technical and human e-governance infrastructure, being necessary to prepare the body of public servants in public administration to support and use new technologies, both in front-office and back-office relationships. Considering the essential role that human capital plays in national digital development and the achievement of the union's objectives, this research aims to explore the impact of Romanian National Recovery and Resilience Plan (NRRP) on the development of digital skills among public servants through the Advanced Digital Skills Training Program for 30,000 executive public servants and 2,500 managerial public servants. This program is managed by the National Agency for Civil Servants (NACS), a central public administration institution responsible for the management of the public service and public servants in Romania. National Agency for Public Servants is also the beneficiary and responsible for the implementation of the specific investment from the NRRP. The study aims to investigate the types of training used to identify and propose blended approaches of formal and informal digital education that enhance the initial training, testing, and certification services offered by the NACS program. Digital transformation has become a desire for states due to its real benefits to society. Public sector employees must prepare professionally to successfully implement digitisation projects of public services. In this context, the issue of digital skills of civil servants is a priority for the public administration. In this study, we performed a comparative analysis of institutions that provide professional training in the digital field for public sector employees. The purpose of this work is to analyse which are the models of good practices to follow when we talk about the digital transformation of public administrations in Europe. At the same time, the objective of the comparative analysis is to establish a set of priorities regarding the digital skills that must be pursued through the professional training processes of civil servants. The work offers interesting insights on how these institutions are sharing their responsibilities. 36. Prevalence and risk factors of hypertension among public servants in Ejisu-Juaben municipality, Ghana

Abstract Objectives We determined the prevalence and risk factors of hypertension among public servants of Ejisu Juaben municipality. Results The overall prevalence of hypertension was 29.3% (95%CI:22.5–36.1%) and only 8.6% of the participants were aware of their hypertensive status. Respondents who were > 40 years were twice as likely to develop hypertension compared to those who were ≤ 40 years [adjusted odds ratio (AOR) = 2.37, 95% confidence interval (CI) 1.05–5.32]. Those who were married were 2.54 times more likely to be hypertensive compared with those unmarried [AOR = 2.54, 95%CI: 1.06–6.08]. Compared to health workers, Judicial and Security service workers were almost five times more likely to be hypertensive [AOR = 4.77, 95%CI: 1.20–18.96]. Being overweight [AOR = 2.25, 95%CI: 1.06–6.41] and obese [AOR = 4.80, 95%CI: 1.82–12.91] was associated with increased odds of hypertension. The prevalence of hypertension among the participants in this study is high. Employee wellness programs are needed at workplaces and the Ghana Health Service must adopt targeted intervention programs such as regular screening for non-communicable diseases and promotion of physical activities at the workplace.

37. Lobbying the executives: differences in lobbying patterns between elected politicians, partisan advisors and public servants

Research from parliamentary countries suggests that lobbyists tend to focus their attention on public office holders within the executive government more than those within the legislative branch. To date, however, research studying executive-lobbying relations tends to treat “the executive” and “lobbyists” as two homogenous groups. Yet importantly, not all executive personnel and lobbyists are the same. The executive is made-up of popularly elected politicians, partisan advisors and non-partisan bureaucrats, who vary in their skills, motivations, responsibilities and power within government. Differences also exist in the level of expertise and political representativeness between in-house and consultant lobbyists. Using longitudinal data between 2015 and 2022 from Canada's Lobbyist Registry, this article digs deeper into the executive-lobbying nexus by examining the number of contacts consultant and in-house lobbyists have with different executive personnel—ministers, partisan advisors, senior public servants and non-senior public servants. Although the data shows no meaningful variation tied to differences across partisan-political and administrative personnel within the executive, there is substantive variation in lobbying intensity between upper and lower ranked executive personnel; in-house lobbyists lobby senior political and senior administrative personnel twice as much as consultant lobbyists. These findings are consistent with theory on the expertise and representative function some lobbyists possess, more so than theory emphasizing differences between partisan-political and administrative personnel within the executive.

Ethical culture is the epitome of the success of various organizations and a prerequisite for progress. This study aimed to examine the construct validity of the Corporate Virtue Scale (CEV) and find if there is any association between ethical culture and its impact on employees' wellbeing. The sample was composed of 277 managers from various government entities in the Buffalo Municipality in South Africa. A confirmatory factor analysis was used to validate the eight-factor CEV scale. The employees' perceptions of ethical culture in public entities were associated with their stress levels and emotional exhaustion. Thus, the findings of this study revealed that the ethical culture of organizations plays a huge role in the wellbeing of employees. The study concludes that the CEV scale is a proven instrument with construct validity. The recommendation is that the government should focus on simplifying rules and procedures that help to cultivate an ethical culture within public entities. [ABSTRACT FROM AUTHOR]

The study aimed to characterize the organizational entrenchment of public servants in a Services Regulatory Agency from the three dimensions of entrenchment reported by Rodrigues and Bastos (2012). Therefore, we sought to investigate how the investments made in the career cause their permanence; to identify emotional aspects related to permanence in the career; and analyze the possible alternatives outside the Regulatory Agency's servants' field of action. The research is characterized as qualitative and descriptive, carried out through semi-structured interviews with 14 public servants of a Regulatory Agency in the state of Ceará, Brazil. The results indicate that civil servants are deeply ingrained at different levels in the three dimensions studied, mainly regarding material losses, in which the abdication of the career is seen to cease the benefits obtained, and dealing with impersonal bureaucratic processes. The research contributes academically to a better understanding of entrenchment in the public service, as it signals to the people management of these organizations the need to seek new ways to motivate their employees. 40. Democracy, impartiality and the online political activity of Aotearoa New Zealand's public sector employees: similarities and differences with other Westminster countries.

While some hail social media as improving political participation, some governments have received social media with a touch of trepidation; concerned that public servants' online political activity might threaten the public service's reputed impartiality. Recent research from some Westminster countries where government messaging about social media have been especially cautious have found a negative relationship between public sector employment and online political activity. But what about public sector employees in Aotearoa New Zealand, where, comparative research suggests, the tone and substance of social media guidelines are less risk-averse than other Westminster countries? Using data from the 2014, 2017 and 2020 New Zealand Election Study, this article examines the relationship between public sector employment and online activity with several multivariate regression models. The results lead to two conclusions. First, consistent with research from other countries, a negative relationship has emerged over time between public sector employment and online political activity in Aotearoa New Zealand. Second, although public sector employees are less politically active online relative to other citizens, the substantive size of this gap is not as great as that found in other Westminster countries. Culture shapes how general principles, rules and knowledge concretise in a specific context. Therefore, broadening the approach to disaster risk management by incorporating cultural variability is a key factor in strengthening resilience in our societies. This article offers a theoretical framework to contextualise the concept of "Safety Culture" in the field of public safety and disaster risk reduction (DRR), with the aim of supporting its understanding and measurement in our communities and finally attaining more disaster-resilient societies. The work discusses the role of cultural dimensions in risk management and DRR. It highlights the relevance of building knowledge and practices based on the consideration of culture and cultural variability in all phases of the risk-management process. After an overview of the safety culture concept, including its origins, developments and applications, the text explores the transferability of this concept to the context of public safety. Then, based on the existing safety culture models, metrics and indicators from other sectors, the paper proposes an original definition of safety culture for the DRR context, shaped by a series of elements and dimensions specifically outlined for this context. This qualitative longitudinal digital diary study explores public sector creativity in practice, analysing public servants' ideas, in terms of type and magnitude, and what practices public servants apply in coming up with these ideas and what initially triggered their creativity. Contrasting with extant research and assumptions, the findings indicate that public servants working in public executive agencies are creative, generating a diversity of ideas by applying a range of practices including expressions of autonomous and radical creativity. This research aimed to analyze and classify aspects of job satisfaction from the perspective of public servants in Brazil. A questionnaire based on the Job Satisfaction Scale (JSS) was used to collect data from a statistically significant sample composed of 139 employees of a Brazilian public higher education institution. Data were analyzed using a combination of descriptive, correlational, and multivariate statistical techniques, hypothesis testing, and cluster analysis. The psychometric quality of the scale (one-dimensionality, convergent, and discriminant validity) was examined using exploratory factor analysis (EFA), complemented by reliability measures (Cronbach's alpha coefficient and Composite Reliability). The results of this study converged with other studies that assess the Job Satisfaction Scale (JSS) as valid, stable, and of good psychometric quality. Among the dimensions of the JSS, co-workers, managers, and the nature of work stood out as strengths in labor relations, and promotions and remuneration, as weaknesses. These results reflect the differences and imbalances in the various careers in public administration, especially about recognition for the work performed.

The purpose of this study is to develop proposals and recommendations for the implementation of a process model for the development of leadership qualities of public servants and justification of the conditions for ensuring its effectiveness in terms of digital transformation. The relevance of this study is due to the need to ensure development of the process of professionalization of the senior civil service personnel on the basis of development of leadership qualities that will contribute to the effective operation of the civil service of Ukraine, change management and successful implementation of reforms in Ukraine, taking into account the best world practices. The methodology for assessing the level of managerial competencies of public servants according to the degree of implementation of strategic (key) competencies has been developed. The assessment of managerial competencies according to the degree of their significance for civil servants, the expert group identified the most important management competencies. An approach to understanding has proposed interaction of leadership competencies with managerial competencies, a diagnostic model for assessing the leadership of public servants has been developed. To implement the model, a system of indicators has been developed - single, complex and integrated indicators of civil servants' leadership, using tools: a tree of civil servants' leadership indicators, matrices for the calculated civil servants' leadership indicator, measurement scales for the corresponding level of indicators.

Poverty remains a persistent issue in Indonesia, and it requires the involvement of various actors, including public servants. This study aims to explore the role of public servants in alleviating poverty in Indonesia. To achieve this goal, a qualitative research method was employed, and data was collected through semi-structured interviews with public servants who work in poverty-alleviation programs. The study found that public servants play a crucial role in poverty reduction efforts by providing access to basic services, including health care and education, and implementing poverty-alleviation programs. However, there are several challenges that public servants face, such as limited resources and bureaucratic obstacles, which hinder their ability to deliver effective services. In conclusion, this study highlights the importance of public servants in poverty reduction efforts and suggests the need for greater support and resources to enable public servants to deliver better services and improve the lives of people living in poverty.

Academics are emphasizing the necessity of altering the behaviour of public officials to enhance their ecological efficiency, rather than depending exclusively on technological advancements. The shift in focus has been prompted by the sluggish and ineffective performance of public servants. Governmental organisations in well-developed Western economies have instituted policies with the objective of mitigating the environmental footprint of their activities. In developing economies, although there are no established protocols, public employees possess the capacity to voluntarily engage in diverse environmentally friendly initiatives. The inquiry is approached through the implementation of a theoretical structure that is founded on eco-initiative, environmental commitment, public service motivation (PSM), and organisational citizenship behaviour towards the environment (OCBE). An analysis was conducted on the participation of individual eco-initiatives among 600 employees in the capital city of Indonesia, based on collected data. The purpose was achieved through the utilisation of Structural Equation Modelling. The findings of our study suggest that PSM, environmental commitment, and OCBE are significant predictors of ecoinitiative in the public workplace. The discourse underscores the importance of individual employee motivation in self-initiated endeavours that advance effective public service while scrutinizing the impact of formalism which is still highly significant for Indonesians today. Police organizations, typically considered masculine paramilitary organizations, are employing increasing numbers of women in non-sworn roles. We investigate the experiences and perceptions of a specific group of non-sworn personnel, Detachment Services Assistants (DSAs) working with the Royal Canadian Mounted Police, unpacking their perceptions of a slowly-changing gendered organizational culture. We analyze how their fluid performances of femininities allow them to navigate a gendered workplace environment that, at times, can marginalize them based on their gender and occupational status. 50. Violence as a Method of Committing Assault. Comparative Approach.

A person's criminal behavior differs from his usual actions in that it causes harm to protected relationships and has a public danger, but as in the ordinary behavior of the person, the criminal deed meets both mental and physical components which can be identified with „mens rea" and „actus reus", which in the Eastern European criminal doctrine are identified with the subjective side and the objective side of the crime. The features of the objective side of the concrete crime are described in the disposition of the corresponding article of the Special Part of the Criminal Code and compared to other elements in the criminal law norm are defined most fully. The objective element is the external manifestation of the crime, and in the case of the offense of assault, it is carried out through actions such as threats, intimidation, or the application of violence, in some legislations, it is necessary to demonstrate the achievement of the purpose of stopping the performance of the victim's duties. In the article, the author aims at identifying the similarity of the incrimination of assault in the legislation of European states to harmonize the legislation of the Republic of Moldova with international standards for the protection of public officials.
