With the rapid change of information environment, this study explored the relevance of the Coast Guard Public Affairs Service (CGPAS) in executing the functions of the Philippine Coast Guard (PCG). The research highlights the essential skills of Public Affairs Officers (PAOs) in these areas: Media Relations, Public Information Dissemination, and Social Media Management in promoting a positive image of the PCG. The study utilized survey and interview to gather data from 40 PAOs, majority with the rank of Ensigns, with at least six months PAO experience; 84 Heads of Offices (HOs), who were mostly Captains; and four Subject Matter Experts (SMEs) in Public Affairs, Education, and Training, all from the PCG. Results revealed that PAOs, HOs and SMEs concurred on the crucial role of CGPAS in the execution of PCG functions, particularly in crisis communication and public image promotion. In terms of skill levels of PAOs, the overall scenario-based exam results coincided with the overall HO's perception. Both were equivalent to Competent, based on the Dreyfus Model of Skill Acquisition. The study also identified challenges faced by PAOs, including role overload from multiple designations and inadequate resources such as office space, trained spokesperson and PA equipment. Recommendations included providing better equipment, comprehensive trainings on crisis communication, news writing and cybersecurity, fostering organizational collaboration, and recruiting specialists. Finally, a Course Instructional Guide for Public Affairs Officers was developed and proposed for adoption and implementation to hone their effectiveness in promoting the PCG's mission and functions. This research consists of carrying out a comparison of professional lobbyists in Spain and France, using three broad areas of data: socio-geographical, academic, and professional. The objectives set are aimed at a general and specific comparison to obtain a typical profile of the professionals of both countries. To this end, an exploratory methodology has been used, with a multivariate statistical analysis, completed with a descriptive analysis of an inductive nature, through a sample of 1,000 professional lobbyists in Spain and France in 2024. The results obtained provide a profile of lobbyists in Spain and France based on their social, academic, and professional nature. The main conclusion is that in these two countries these professionals classify their work as being in the field of “Public Affairs,” their academic background is mainly in Law and Political Science, and they live in large urban areas.

The research is dedicated to “Strategic Communication” and its elements. Either core element of strategic communication is enlightened through study of literature. As a showcase the Second Karabakh War between Azerbaijan and Armenia is reviewed and studied. The outcomes achieved in the conclusion of the research prove the essence and importance of strategic communication in victory.

This study examines how mentorship opportunities contribute to the productivity and career growth of public affairs faculty, stratified by gender and race. The study uses primary data coming from an original survey administered at two different points in time (2017 and 2021) to faculty who are part of NASPAA member schools. Results indicate that women and faculty from racially under-represented groups are more likely to receive formal mentoring whereas men and white faculty are more likely to benefit from informal mentoring. Additionally, results show that the relationship between mentoring approaches and research effort differed by the faculty's member gender and race with formal mentoring contributing to the research effort of men and white faculty across all academic ranks and university types, and informal mentoring contributing to the research effort of mid-career faculty of all genders and races. Purpose: This article addresses recent calls in the literature for advancing our understanding of public affairs consultants and their role conceptions. By testing and further exploring self-perceptions of public affairs consultants the study aims to offer new insight into how consultants define and view their occupational role. Design/methodology/approach: The study draws on a nationwide survey with public affairs consultants in Sweden. Findings: Four main role conceptions were identified (advocate, do-gooder, expert and intermediary). Further, the study tests how personal and professional characteristics correlate with different role conceptions, by viewing professional experience and consultants' selection of clients. Data also suggest that consultants' background in politics does not promote any specific role perception. Finally, the findings also show that how consultants choose clients is a divider in the industry, where some act as passive intermediaries while other take a more active role in their choice of clients. Originality/value: The findings enhance our understanding of public affairs as a field, and specifically about the modelling of professional roles amongst consultants. The empirical results in this study show how contemporary role typologies needs to be extended to better capture the specificities of consultants' roles in public affairs. By addressing the issue of how consultants choose clients the study engages with the complex debate of whether consultants ought to act as objective or subjective agents and hence join the conversation on ethics in public affairs. Purpose: This paper offers grounded insights on organization–government relationships, or the practice of public affairs, in Kenya. Design/methodology/approach: In-depth interviews were conducted with senior Kenyan practitioners. Interviewees represent national corporations, multinational corporations with offices in Kenya, consulting agencies, parastatal intergovernmental organizations, national government and county governments. Findings: Results suggest Kenyan public affairs is centered on relationship management, research and intelligence gathering, risk management and strategic communication. Second, while lobbying is a tactic, it is not synonymous with the broader scope of public affairs strategy. Third, the absence of educational training, a professional body to oversee the profession and the perception of public affairs as "bribery" are threats to the profession's growth. Research limitations/implications: Findings should not be interpreted to represent "Africa's public affairs industry," rather a snapshot of the profession contextualized in Kenya. Practical implications: Kenya needs a professional body to manage the public affairs profession at a national level. It also needs an established curriculum in its higher education environment. Lastly, as one of the fastest growing markets in the world, understanding the public policy environment will benefit multinational organizations looking to expand and operate in Kenya. Originality/value: This study contributes diverse and inclusive insights on the practice of public affairs in a leading economic and political actor in sub-Saharan Africa. Past discussions of the public role of religious ethics scholarship have tended to focus on the propriety of religious argumentation in the public square. Rather than critiquing or vindicating such public engagement by explicitly religious thinkers, this essay recommends broader public engagement by scholars of comparatively oriented religious ethics, exploring why this goal is worthwhile, some possible objections, and various models of how it might be accomplished. To retrieve the right collection of publications in interdisciplinary research, we have developed a search strategy with four progressive steps and take the area of public affairs (PA) as a case study. A set of seed publications in PA is first identified, followed by the construction of a pool set of publications with wider coverage for refinement in the next step, which is critical and in which an expanded set of publications is established on the basis of the references and text semantic information, thus generating two respective subsets. One of these subsets is obtained on the basis of the number of references shared between each publication pair between the seed set and the pool set. To optimize the results, we construct two models, viz. a support vector machine (SVM) and a fully connected neural network (FCNN), and find that the FCNN model outperforms the SVM model. The second subset of publications are collected by selecting the publications with high topic similarity to the seed publications collected in the first step. The final step is to integrate the seed publications with the expanded publications collected in steps 1 and 3. The results show that PA research involves an extremely wide range of disciplines (n = 45), among which public administration, environmental sciences, economics, management, and health policy and services, among others, play the most significant roles. Systematically examining the mentoring process for PhD students' needs to recognize that it has characteristics of unit/small batch production and relies heavily on the coproduction of the PhD student. This article examines one mentor's experiences with 80+ PhD students over an extended period of time using these conceptual lenses. Three general principles or "mind-sets" that serve as an overall guide to the process. First, mentors need to take cognizance of their strengths and weaknesses as scholars and potential mentors. Second, mentors need to recognize that students vary in skills, personality and responsiveness; and these factors need to be considered in successful mentor relationships. Third, humility is valuable since not everything will work every time. Mentoring is a process where adjustments need to be continually made as the student, the mentor, and their relationship evolves. This research aims to indicate the roots of public law in the Constitutionalism in which the prerequisites for the citizens of the country to participate in public affairs as well as the basis for developing the concept of political participation were provided. This study examines the topic in the works of one of the famous jurists of this era. The concept of political participation should be developed by restricting both claims and obstacles. First, it had to constitutionalize the independent monarchy that it considered the whole country as its absolute property, and then recognized an authority for the public in public affairs, which was previously under the authority of the jurists. Both of these obstacles were removed through the concept of political equality. It was for years that concepts were being prepared in the workshop of Constitutionalism to create equality of humankind. Even a concept like representation was the result and implication of the concept of political equality. Within concepts such as "common house", "thirty crores" and "public affairs", the notion of political equality of the people of the country was developed and with the help of such foundation, thinking about such concepts was made possible. The present paper indicates that the emergence of these concepts was a sign of a fundamental change in the basis of sovereignty and its transfer from the king to the people on the one hand and the establishment of a kind of the public authority on the other hand.

Since the early 2000s, the field of journalism studies has come of age in an era defined by increasingly complex digital media landscapes. In response, much of journalism studies research remains centered in the newsroom, in spirit if not literally, and is focused on how the industry addresses technological change. This research has advanced journalism scholarship, but has often neglected a broader vision that encompasses and reflects the diversity of audience sensemaking practices as well as the sociocultural and political implications of digital media culture. This essay argues that many scholarly endeavors flying under the banner of journalism studies are more about renovations inside the house of news than how much the neighborhood is changing around it. To address this, we introduce a realist view of journalism that forces journalism studies scholars to confront broader questions surrounding media content and culture, citizens and democracy, and audiences and public affairs. More specifically, in advocating for the value of a realist, emic perspective on audiences' ways of engaging with public affairs as central to the value proposition for the field, we propose why this view should act as a central pillar for building a new era of journalism studies. Public relations are fundamental in organisations to establish an adequate relationship between the company and its public, and in the field of relations with public authorities, lobbying has become a very important activity. Two types of action can be distinguished: direct lobbying and grassroots lobbying. The aim of this research is to determine the professional and academic profiles of Spanish lobbyists to determine which type of activity is most common. To achieve this, the professional profiles of 370 Spanish lobbyists were analysed on LinkedIn, and a questionnaire was sent to them to find out about their experience, academic background, and typical activities. The results indicate that Spanish lobbyists are organised around companies and consultancies specialising in political communication and communication advice. The need to formalise lobbying activity, explain its tasks, recognise the exercise of influence, and establish an official register is highlighted. Regarding academic training, new Spanish lobbyists have studied Communication with postgraduate degrees in Political Science and Sociology rather than legal studies, as previously thought. There is also a growing presence of women in this field. In addition, it was determined that 88% of Spanish lobbyists focus on direct lobbying, and only 12% focus on grassroots lobbying. The widening cracks in the foundations of American democracy are leading to appeals for higher educational institutions generally, and public affairs programs specifically, to offer more courses on civil discourse. In this paper, we conduct a curriculum scan to evaluate the extent to which public affairs programs have answered these calls at the undergraduate level. The findings indicate that civil discourse-themed courses are essentially absent in the largest undergraduate public affairs programs, leaving the calls woefully unanswered. Then, analyzing students' pre-post survey responses from a new course that offered content on the intersection of civil discourse and public policy making, we find that a civil discourse-themed course can simultaneously answer the calls and ensure that students meet the objectives of baccalaureate public affairs education recommended by the National Association of Schools of Public Affairs and Administration. Public affairs programs have long aimed to advance public service education. First defined as preparing public servants for government employment, public affairs programs have expanded to advancing the public interest and governance across all sectors. While modern public affairs programs have become more expansive in how they define public service education and the mechanisms they use to advance education (e.g. applied learning, skills training, professionalization, service learning), they continue to follow a general model of limiting training to those who select into a singular disciplinary track. We outline a new approach to public service education – Next Generation Service – which seeks to cultivate public service education to undergraduates outside the core discipline and across campus. Various organizations employ framing in their public affairs strategies to influence public and political issue debates. However, how frames are built by actors before lobbying activities remains a black box. Thus, to outline the origins of strategic frames, we investigate perceptions and understandings of the frame-building process by public affairs (PA) professionals across corporations, public organizations, and interest groups. Besides framing theory and the hierarchical influence model, this study draws on a strategic communication and institutional theory perspective on PA as an organizational practice. By means of qualitative interviews with PA professionals from a diverse set of 24 Dutch organizations, we propose a model of perceived frame-building from issue emergence, the assessment of issue viability, via frame construction and alignment to legitimation. The model reflects aspects of the frame-building process as understood by PA professionals and categorized by the authors into individual, organizational, and routine factors, as well as context and timing. It enriches our understanding of the way PA professionals perceive organizational influence in framing contests and policymaking through their strategic frames. [ABSTRACT FROM AUTHOR]

The present research aims at the comparative analysis of the conditions that support the manifestation of the principle of autonomy in public administration in the administrative-territorial units, with particularization at the commune of Mérignac in France, Quebec province in Canada and Tudora commune in Romania. Through the approach, we found that, in support of local autonomy, the French territorial communities are communes, departments, regions, communities with special status, overseas communities; the Canadian territory is divided into provinces and territories, the province of Quebec being divided by municipalities, cities, parishes, villages, cantons, united cantons; the Romanian national community is divided into local communities formed into counties, municipalities, cities and communes. At the level of the three administrative-territorial units analyzed, human, material and financial public resources were identified, which together provide support for the applicability of the principle of autonomy. In addition, the consistency of local autonomy is also conferred by the recognition of the full competence of the local public administration authorities to manage the affairs of the administrative-territorial units. The fact that the acts of the local public administration authorities in the three territorial divisions are subject to control does not express a restriction on the principle of autonomy.
