The objective of this report is to assess public financial management (PFM) systems existing at the province level with a particular focus on the health and education sectors, and to understand linkages existing between the institutional settings in these two sectors and PFM processes. By doing so, the report shows the direct impact of poor PFM on service delivery in health and education. Since these two sectors have significant effects on the bottom 40 percent of the population, this will help Argentina’s subnational governments allocate and use public resources more efficiently, and with greater accountability for their expenditure.

El texto trata de la inspección pública primaria, particularmente de aquella que fue ejercida por los inspectores parroquiales, considerada como una de las formas de manifestación de la política para la educación. Las investigaciones sobre los informes y oficios de la instrucción pública primaria en el período provincial paranaense (1853-1889) muestran cuestiones del cotidiano escolar y, sobre todo, de las relaciones del profesor con las autoridades responsables por la administración y por el control del trabajo en las escuelas. El objetivo del texto es profundizar los conocimientos sobre la inspección parroquial y los consejos literarios en cuanto componentes de la inspección que se hacía presente en las relaciones entre los profesores y el inspector. La metodología se inserta en la investigación documental, en el análisis de las fuentes y en el entrecruzamiento de los datos proporcionados por los informes y oficios con la legislación provincial de Paraná. Se concluye que mismo con una relativa organización legal en lo que se refería a la distribución de funciones administrativas y de control de la instrucción pública, esta permanencia bastante precaria en el final del período provincial, una vez que, solamente con el avance de las relaciones sociales de producción de la vida material, la escuela se volvería necesaria. This paper addresses the primary public inspection, particularly that exercised by parish inspectors, considered as one of the forms of manifestation of the policy on education. A research about reports and official letters concerning the primary public education in Paraná in the provincial period (1853-1889) shows ordinary school issues and, especially, the relationship between teachers and the authorities responsible for the administration and control of the work in schools. This paper aims to deep the knowledge on parish inspection and literary council, as components of the inspection that used to be present in the relations between teachers and inspectors. The methodology includes documental research, analysis of sources and crossing of information from reports and official letters with the provincial legislation of Paraná. We can conclude that, in spite of a relative legal organization when it comes to the distribution of administrative functions and control over public instruction, the latter remained quite precarious at the end of the provincial period, since only with the advance of social relations of production of material life the school would become necessary.

This paper presents evidence from the first three years of a randomized controlled trial of a government-administered pilot teacher performance pay program in Punjab, Pakistan. The program offers yearly cash bonuses to teachers in a sample of public primary schools with the lowest mean student exam scores in the province. Bonuses are linked to three school-level indicators: the gain in student exam scores, the gain in school enrollment, and the level of student exam participation. Bonus receipt and size are also randomly assigned across schools according to whether or not the teacher is the school’s head. On average, the program increases school enrollment by 4.1 percent and student exam participation rates by 3.4 percentage points, both in the third year. The analysis does not find that the program increases student exam scores in any year. Mean impacts are similar across program variants. The positive mean impact on school enrollment is mainly seen in urban schools and the positive mean impact on student exam participation rates is only seen in rural schools.

The objective of this report is to analyze the state of early childhood education (ECE1) provision and the policy framework for delivering ECE in Sri Lanka, and suggest policy options for the future. The report is intended to serve several purposes. First, drawing upon the international literature in the field of early childhood development, it provides the rationale for investing in early childhood education in Sri Lanka. Second, it provides an understanding of the current policy framework and delivery system for ECE in the country. This policy analysis specifically looks at the extent to which there is an enabling environment for ECE, what provisions exist for monitoring and quality assurance, and how widely the policy is being implemented. Third, it presents a situation analysis of ECE provision in Sri Lanka, discussing the issues of access, equity, and quality in the delivery of ECE services. The discussion on equity focuses mainly on understanding disparities in access, and the analysis of quality looks at the quality of inputs, processes and outcomes, including cognitive and non-cognitive outcomes. And fourth, the report presents policy and program options based on the findings of the above analyses.

Education management information systems (EMISs), usually located within the ministry of education, are tools that can help governments improve education system administration by providing information that can be used in strategic planning, resource allocation, and monitoring and evaluation. Frequently, however, they are underutilized and become merely a reporting mechanism. Using the data at the point of collection usually individual schools in a decentralized environment and feeding them into service improvement action plans can circumvent problems with the national EMIS, and allow the data to become instrumental in improving local education service delivery outcomes.

This report presents results of the application of SABER teachers in Papua New Guinea. It describes Papua New Guinea’s performance in each of the eight teacher policy goals, alongside comparative information on education systems that have consistently scored highly on international student achievement tests and have participated in SABER-Teachers. Additional detailed descriptive information on the teachers policies of the education systems of Papua New Guinea and other education systems can be found on the SABER-teachers website.

Southeast Sulawesi is one of Indonesia's developing provinces and over the past five years has achieved one of the country's highest growth rates. In 2010, Southeast Sulawesi's economy grew at 8.2percent the third fastest in Indonesia. The poverty rate has declined significantly in the past 10 years and the unemployment rate is one the lowest in Indonesia. Per capita expenditure in Southeast Sulawesi has increased nine-fold compared to pre decentralization rates Southeast Sulawesi's consolidated per capita expenditure now falls in the top 10 in Indonesia. However, Southeast Sulawesi is still facing a range of challenges. The Human Development Index (HDI) has continued to lag at 25th in Indonesia over the past five years. Although regional Gross Domestic Product (GDP) has grown rapidly, in real per capita terms it is still far below the national provincial average. Southeast Sulawesi' poverty rate also remains above the national average. It will be important for the high and growing rate of per capita expenditure to be matched with improvements in public financial management capacity within the local government. In the context of overcoming these challenges and capitalizing on expanding opportunities, the local governments in Southeast Sulawesi and in particular the provincial government need to work harder to make the most of its budgetary resources. The development agenda and programs must be sharpened and budget allocations must be optimized to achieve development targets, especially in the strategic sectors of education, health, infrastructure and agriculture. This report contains findings and recommendations intended to support sub national governments in Southeast Sulawesi province to enhance their public financial management performance; improve the quality of evidence based planning and budgeting; and accelerate the achievement of existing development targets.

Conditional cash transfer (CCT) programs are becoming a popular tool for alleviating short-term poverty and reducing the inter-generational transmission of poverty. More than 30 developing and transition countries have implemented these programs, providing incentives to poor households to make investments in the human capital of their children. Programs vary in scale, transfer size, conditionality's, eligibility, and implementation features. This report is structured around five chapters as follows: the first chapter gives an overview of the program, the context in which it was implemented and available evidence on the impacts of the Female School Stipend Program (FSSP) as well as other CCTs. Chapter two focuses on the questions this evaluation sets out to answer and the methods and information used to answer them. The third chapter presents the results from the analysis and is structured around three evaluation questions regarding average impact, heterogeneity of impacts, and spillover effects. Chapter four performs the robustness checks of the findings, examining whether they are sensitive to preprogram trends, measurement error, endogenous compositional changes, and crowding-out effects. Finally, the conclusion discusses the implications of the results, some limitations of this evaluation, and areas that require further work.
